COVID-19 immunization begins in UK

 

London, Dec 8: The United Kingdom launched its largest-ever immunization program Tuesday. Health officials began dispensing doses of the Pfizer and BioNTech COVID-19 vaccine, first vaccinating health care workers and residents over the age of 80.
Margaret Keenan, a grandmother of four, made history Tuesday after getting a potentially lifesaving birthday present.
With one shot — or “jab” as Britons might say — Keenan, who turns 91 next week, officially launched the United Kingdom’s nationwide coronavirus immunization campaign — the largest such effort in its history.
“I feel so privileged to be the first person vaccinated against COVID-19,” said Keenan, who received the shot at 6:30 a.m. U.K. time. “It’s the best early birthday present I could wish for because it means I can finally look forward to spending time with my family and friends in the new year after being on my own for most of the year.”
The U.K.’s vaccination effort begins nearly a year after the virus first appeared in China and at the same time much of the world still grapples with the pandemic.

British health officials said Tuesday marked a turning point in the country’s battle with the virus, an illness that has infected more than 67 million people around the world and has killed more than 1.5 million people, Johns Hopkins University data shows. The U.K. alone has more than 1.7 million confirmed COVID-19 cases.

Health officials began the immunization campaign just six days after granting the vaccine’s makers, Pfizer and BioNTech, emergency approval. Britain’s government has secured 800,000 doses of the vaccine so far, enough to give 400,000 people two doses each, the government said.

To immunize the rest of the country’s 68 million people, health officials must contend with enormous logistical challenges. Vials of the vaccine must be kept frozen at minus 70 degrees Celsius (minus 94 degrees Fahrenheit).

There are also concerns over how Britain’s impending split from the European Union could affect the vaccine’s transport from Belgium, according to The New York Times. The government said it was prepared to ask the military to fly the vials over the border.

The U.K. will give the vaccine first to front-line health workers, long-term care facility workers and residents over 80 years old. Shots will be made available first at hospitals before being distributed to doctor’s offices.

“It will take some months to complete the work as more vaccine supplies become available and until then we must not drop our guard,” National Health Service England’s chief executive Sir Simon Stevens said. “But if we all stay vigilant in the weeks and months ahead, we will be able to look back at this as a decisive turning point in the battle against the virus.”

US and Europe fall behind
The United States and other European countries are expected to approve the vaccine’s emergency use later this month.
Pfizer’s coronavirus vaccine has proved to be nearly 95% effective in clinical trials. But the immunization campaign in the U.S. could be hurt by critical supply issues.
Several months ago, the Trump administration passed on an option from Pfizer to purchase more vaccine doses beyond the initial 100 million agreed upon, according to The New York Times.
Meanwhile, The Washington Post reports that the administration has been told by Pfizer that it can’t provide more vaccine until late June or July due to its commitments to other countries.

 

Some COVID vaccines may get licensed in few weeks: Health Secy

New Delhi, Dec 8: India on Tuesday announced that some of the Covid-19 vaccine candidates may get licensed in the next few weeks.

Making this major announcement, Health Secretary Rajesh Bhushan told reporters here that Serum Institute of India (SII) and Bharat Biotech have already applied for emergency use approval.

“Prime Minister Narendra Modi has interacted with all vaccine manufactures and scientists. There are six vaccine candidates in clinical trial stage in India,” he said.

Preparatory activities for the rollout of the vaccine were being carried out by the Central government in collaboration with states and UTs.

The announcement comes on the same day when Britain launched its mass Covid vaccination programme.

Ready to receive 1st lot of COVID vaccines: Centre

New Delhi: The existing cold chain facilities in India are capable of storing the first shipment of nearly three crore novel coronavirus vaccines that have been earmarked for frontline healthcare and medical workers, the Health Ministry said Tuesday evening.
The government had earlier also indicated that old people suffering from serious medical conditions, will be given priority too.
Delhi and Hyderabad airports have already begun prepping temperature-controlled containers and zones to store millions of doses expected to be made available over the next few weeks and months.
Both airports, which already have advanced pharma and vaccine storage and processing zones, also have special “cool chambers” in which temperature can be set as low as -20 degrees Celsius and “cool dollies”, or special trolleys that ensure vaccines are protected (and optimum temperatures maintained) during movement of cargo between the aircraft and cargo terminal.
In addition, both airports, which operated as major hubs in the early days of the pandemic and transported millions of PPE kits, medical supplies and perishable goods, have also taken steps to minimise human contact with the chain of transportation and storage of the vaccine doses.

An expert panel will meet Wednesday to review requests by the Serum Institute of India, pharma giant Pfizer and Bharat Biotech to approve emergency use of their Covid vaccines in India; this will allow the vaccine to be administered for a limited period of time or on specific groups of people.
The Serum Institute vaccine was developed by AstraZeneca and Oxford University. Interim clinical trial data from the UK and Brazil shows it is up to 90 per cent effective.
The vaccine by Pfizer and German biotechnology partner BioNTech has reported efficiency of 95 per cent in Phase III trials. The vaccine has been rolled out in the United Kingdom.
The third vaccine is Covaxin, which is developed by Bharat Biotech, a Hyderabad-based pharma firm. It is currently in Phase III trials and has yet to release efficacy data.
The AstraZeneca vaccine, labelled Covishield, has an advantage that could be significant for India and other developing nations – it can be stored at fridge temperatures. The Pfizer vaccine, on the other hand, needs to be kept at -70 degrees Celsius.

The vaccine can, however, be stored in hospital refrigeration units in for up to five days.
Pfizer has also advised use of ultra-low-temperature freezers (commercially available) that can extend vaccine shelf life by six months. The pharma giant also said the “specially designed, temperature-controlled thermal shippers” in which the doses will arrive could be used as “temporary storage units.

 

COVID-19 kills 6 more in J&K; 470 test positive

Fatalities mount to 1,761; total cases 114,038

Srinagar, Dec 8: Jammu and Kashmir on Tuesday recorded six deaths due to COVID-19 taking the death toll to 1,761 in the Union Territory while as 470 positive cases were reported taking the tally of positive cases to 114,038 in J&K.
Of the exact number of 114,038 cases, 67,558 are from Kashmir and 46,480 from Jammu division.
Officials said that among 470 new cases, 193 belong to Kashmir division while as 277 are from Jammu division, adding that the total number of positive cases in Kashmir division have reached to 67,558 including 63,892 recoveries and 1,133 deaths while as total number of positive cases in Jammu division have reached to 46,480 including 43,390 recoveries and 628 deaths.

The officials said that total number of active cases in Jammu and Kashmir are 4,995 including 2,533 from Kashmir division and 2,462 from Jammu division. With 524 more recoveries, the tally of total recoveries in Jammu and Kashmir has reached to 107,282 which is 94.07 percent of the total cases.

“Cases tested positive in J&K include 74 from Srinagar, 21 from Baramulla, 43 from Budgam, 20 from Kupwara, 10 from Pulwama, 07 from Anantnag, 06 from Bandipora, 12 from Ganderbal, 00 from Kulgam and 00 from Shopian in Kashmir division while as 277 from Jammu division include 161 from Jammu, 21 from Udhampur, 24 from Rajouri, 13 from Doda, 13 from Kathua, 14 from Kishtwar, 16 from Samba, 03 from Poonch, 09 from Ramban and 03 from Reasi,” officials disclosed.

Notably, in the last 24 hours six persons who were tested positive for COVID-19 have died, among them three belong to Kashmir division and three to Jammu division.

As per media bulletin, patients who have died include one each from Budgam, Kupwara and Anantnag in Kashmir division and one each from Doda, Kuthua and Ramban in Jammu division.

As per officials figures, 23,825 positive cases including 427 deaths and 22,240 recoveries are from Srinagar, 7,626 including 165 deaths and 7,291 recoveries are from Baramulla, 7,172 including 6,765 recoveries and 104 deaths are from Budgam, 5,290 including 5,009 recoveries and 86 deaths are from Kupwara, 5,217 including 86 deaths and 4,961 recoveries are from Pulwama, 4,627 including 4,430 recoveries and 81 deaths are from Anantnag, 4,498 cases including 4,323 and 55 deaths are from Bandipora, 4,298 including 4,094 recoveries and 40 deaths are from Ganderbal, 2,614 including 2,501 recoveries and 52 deaths are from Kulgam and 2,391 including 2,278 recoveries and 37 deaths are from Shopian.

In Jammu division, 21,665 including 20,522 recoveries and 318 deaths are from Jammu district, 3,857 including 3,401 recoveries and 52 deaths are from Udhampur, 3,632 including 3,355 recoveries and 50 deaths are from Rajouri, 3,242 including 3,013 recoveries and 58 deaths are from Doda, 2,924 including 2,776 recoveries and 43 deaths are from Kathua, 2,616 including 2,367 recoveries and 21 deaths are from Kishtwar, 2,585 including 2,296 recoveries and 33 deaths are from Samba, 2,413 including 2,351 recoveries and 22 deaths are from Poonch, 2,004 including 1,898 recoveries and 21 deaths are from Ramban and 1,542 including 1,411 recoveries and 10 deaths are from Reasi.

As per the daily information bulletin, 811,256 persons in Jammu and Kashmir are under observation while 21,954 persons have been kept under home quarantine besides that 4,995 persons are in isolation. According to the bulletin, 754,195 persons have completed surveillance period and 28,351 persons are under home surveillance besides that so far results of 3,218,875samples are available.

Out of 3,218,875 the number of samples tested negative stands at 3,104,837 while as 114,038 have tested positive, among them 4,995 persons are active, 107,282 persons have recovered and 1,761 persons have died—(KNO)

 

Recovered Covid-19 persons should get vaccinated too: DAK

Srinagar, Dec 8: With Covid-19 vaccine getting close to approval for public use in India, Doctors Association Kashmir (DAK) on Tuesday said people who have recovered from Covid-19 infection should also get vaccinated.
“If you already had the virus and recovered, you still need to get vaccinated with a Covid-19 vaccine,” said DAK President and influenza expert Dr Nisar ul Hassan.
“Those who recover from Covid-19 infection are getting infected with the virus again,” he said.
DAK president said we were under the impression that if a person gets infected with the virus, he/she will develop antibodies and will not get the disease again.
“But many people who recover from Covid-19 do not develop antibodies,” he said adding “even those who mount adequate antibody response, their antibodies fade over time and they become susceptible again.”
“What the virus is doing is in some way compromising aspects of our immune response leaving people vulnerable to repeat infections,” said Nisar.
He said there is evidence that vaccine induced immunity may be much stronger and lasts much longer than immunity built by contracting the virus,”
“That means even if you have recovered from the virus, you should get the vaccine.”
Nisar said vaccine would protect you from getting Covid-19 infection and prevent you from getting seriously ill even if you do get the virus.
Getting vaccinated may also protect people around you, particularly people at increased risk for severe illness from Covid-19.
If enough people are vaccinated, we may even end the year-long pandemic.
He said Covid-19 vaccine is a two-dose schedule with the second dose to be given 21 days after the first dose. The maximum effectiveness of the vaccine was observed 7 days after the second dose. That means full protection is achieved 28 days after the initiation of the vaccine.
“While Vaccine is needed for all, it is not recommended for pregnant women and children under 16 years of age. The vaccine hasn’t been tested on expecting mothers and kids. But trials in these age groups are ongoing or planned,” said Nisar.

 

Ladakh Standoff:Working with India for further de-escalation: China

Beijing, Dec 8: China and India are working for further de-escalation of the border standoff in eastern Ladakh and both sides will have consultations to determine specific arrangements for the next round of talks, a senior Chinese official said today.

The Chinese and Indian armies held the 8th round of Corps Commander-level meeting on November 6 to resolve the border standoff that erupted in early May.

Asked when the next round of talks will be held, Chinese Foreign Ministry spokesperson Hua Chunying said: “China and India have been in communication through diplomatic and military channels on the border issue and we are working for further de-escalation of the border situation.”

“Based on the implementation of current consensus, we will have consultations to determine specific arrangements for further talks,” she said.

Nearly 50,000 troops of the Indian Army are deployed in a high state of combat readiness in various mountainous locations in eastern Ladakh in sub-zero conditions as multiple rounds of talks between the two sides have not yielded any concrete outcome yet to resolve the border standoff. China has also deployed an equal number of troops, according to officials.

 

 

 

PMO reviews implementation of Flagship Schemes in UTs

Jammu, Dec 8: Principal Secretary to the Prime Minister, Pramod Kumar Mishra today chaired a high-level meeting to review the implementation of flagship schemes of the Government of India in all the Union Territories.

Chief Secretary, J&K, B V R Subrahmanyam along with Secretaries of various departments participated in the meeting.

Extensive deliberations were held to review the progress of 16 flagship schemes including One Nation One Ration Card (ONORC), Pradhan Mantri Garib Kalyan Ann Yojana (PMGKAY), Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana (PMJAY), Pradhan Mantri Awas Yojana (PMAY), PM SVANidhi, PM formalization of micro food processing enterprises, among others.

Principal Secretary to PM applauded the efforts of the J&K Government to efficiently implement schemes like One Nation One Ration Card, PM SVANidhi, Ayushman Bharat, and PM Formalization of Micro Food Processing Enterprises.

It was informed that J&K has ensured universal digitization of ration cards, Aadhar seeding of beneficiaries, installation of ePoS devices at all fair price shops to ensure the bio-metric authenticated sale of subsidized ration, besides providing nation-wide portability services to the beneficiaries.

Further, under PM-JAY, the Chief Secretary informed that J&K has empanelled 229 hospitals, besides augmenting the government health and wellness infrastructure to provide cashless healthcare to approximately 6 lakh eligible families covering approximately 27 lakh population. Additionally, the UT Government is shortly rolling out its prestigious universal healthcare scheme ‘SEHAT’, to extend free-of-cost healthcare to all its citizens.

Under PM SVANidhi, it was apprised that in Jammu and Kashmir a working capital loan up to Rs. 10,000 is sanctioned within 16 days; to the registered street vendor through the Housing & Urban Development Department.

While reviewing the progress of all the Union Territories, P.K. Mishra emphasized ensuring coverage of all the eligible beneficiaries under the flagship schemes in a time-bound manner. He directed the concerned ministries to develop suitable review mechanisms to ensure that the intended benefits reach the targeted population.

 

Justice Bindal appointed as acting Chief Justice of J&K High Court

Srinagar, Dec 8: The President of India has appointed Justice Rajesh Bindal as the Chief Justice of the common High Court for the union territory of Jammu and Kashmir and Ladakh.
“In exercise of the power conferred by Article 223 of the Constitution of India, the President is pleased to appoint Shri Justice Rajesh Bindal, senior-most Judge of Common High Court for the Union Territory of Jammu & Kashmir and Union Territory of Ladakh, to perform the duties of the office of Chief Justice of that High Court with effect from 09 December, 2020 consequent upon the retirement of Kumari Justice Gita Mittal, Chief Justice, Common High Court for the Union Territory of Jammu & Kashmir and Union Territory of Ladakh,” said a notification, issued by Ministry of Law and Justice.

Navin Choudhary leads farmers, growers delegation to UAE

Dubai, Dec 8: A delegation of farmers, growers, businessmen and government officials from Jammu and Kashmir, with an aim to promote horticulture produce of Union Territory in the international market and tap the Gulf trade, is participating in the UAE-India Food Security Summit 2020 being held from 7th to 10th of December.

 

Principal Secretary, Department of Agriculture and Farmer’s Welfare, Jammu and Kashmir government, is leading the delegation to the event, which will be attended by  prominent businessmen, investors and representatives of public sector organisations, business enterprises and institutions from both India and the UAE.

 

Organised by the Consulate General of India in Dubai in association with the Confederation of Indian Industries (CII) and Invest India, the event brings several key stakeholders from both the countries on one platform to share their experiences, deliberate on solutions and explore ways to further increase the collaboration in the food security sector.

 

The J&K official delegation besides Principal Secretary Horticulture comprises of Director Horticulture Kashmir, Aijaz Ahmad Bhat, Agriculture Economist, Directorate of Agriculture Production and Farmer’s Welfare, Jammu, K K Sharma and Additional Secretary Horticulture Department, Jahangir Hashmi besides progressive growers and traders of apple and food industry.

 

The summit will see discussions and presentations on food processing, equipment and technology, dairy product development and infrastructure including development of logistics and integrated cold chains, regulatory requirements for imports, investments into food parks, agro-processing clusters, infrastructure development for fishing harbours and showcase milestones by Indian companies in aquaculture, hydroponics, saline irrigation and agritech-vertical farming besides business to business, Government to business, Government to Government meetings and exchange of some MOUs with various multi-national companies of UAE, fruit show and  B2B meetings are also expected during the event.

 

Also, it is conveyed during the Summit that the Council office of India will arrange B2B, G2B and G2G meetings besides more trade agreements between two partner countries are also expected. There will be every support from UAE and India to promote Jammu and Kashmir Horticulture and connected sectors, observed the event.

 

Navin Kumar Choudhary also enumerated the list of potential buyers which inter alia included Lulu Supermarkets, Choitram Supermarkets, Carrefour Supermarkets, Taj Hotels and Catering Dubai, Al Adil Supermarkets, Waitrose Supermarkets and Emirates airline Catering Services. Besides,  the delegation elucidated several health benefits of Kashmiri apple, pear, walnut, Kashmiri organic almonds by elaborately explaining its nutritional value of minerals and vitamins besides highlighting their disease fighting factors.

 

4th phase of Panchayat by-polls

63.08 % voter turnout for Panchs, 59.71% for Sarpanchs: SEC Sharma

Jammu, Dec 8: State Election Commissioner K.K Sharma informed that 63.08 percent and 59.71 percent voter turnout was recorded on Monday in the Fourth Phase of vacant Panch and Sarpanch By-polls 2020.

While giving out the details, SEC informed that by-poll for Panch vacant seats were held in 215 constituencies in the 4th phase. A total 33188 electors (including 17292 males and 15896 females) out of which 20936 voted in the 4th phase of Panch By-Elections which began at 7am and ended at 2pm.

Jammu division recorded 82.29% and Kashmir division recorded 62.31% voter turnout during the 4th phase of Panch by-elections.

Similarly, 59.71% voting was registered on vacant Sarpanch constituencies, during the 4th phase, in 50 constituencies in which total 40158 electors (including 21020 males and 19138 females) out of 67256 voted to choose their representatives. 76.53%polling was registered in Jammu division whereas 46.23% voting was recorded in Kashmir division.

SEC further said that in Jammu division, Kishtwar district recorded the highest voter turnout of 97.59% for Panch by-elections followed by Jammu with 84.19% and Doda with 83.73%. Similarly, Budgam district topped with 65.35% voter turnout in Kashmir division followed by Kupwara with 64.87% and Ganderbal with 63.75%.

In Sarpanch by-polls elections, Ganderbal recorded the highest voter turnout with 67.45% in Kashmir division followed by Baramulla with 61.76% and Kupwara with 61.13%.Reasi topped the polling percentage with 83.62% in Jammu division followed by Jammu with 83.35% and Rajouri with 83.16% in 4th phase of elections.

SEC also informed that polling was held at 210 polling stations including 134 in Kashmir division and 76 in Jammu division for Sarpanch by-polls and at 215 polling stations including 207 in Kashmir division and 8 in Jammu division for panch elections.

While giving an overview of the polling process, SEC said that the polling was peaceful and smooth across the region at all polling stations in the 4th phase.
