KU organises Prof Majid Husain Memorial Lecture

Young students must draw inspiration from contributions of eminent personalities: VC

Srinagar, Jan 24: Vice-Chancellor of University of Kashmir Prof Talat Ahmad on Sunday presided over Professor Majid Husain Memorial Lecture.
The online lecture was organised by the varsity’s Department of Geography and Disaster Management (DGDM) in memory of late Professor Husain, who headed the Department (then Department of Geography and Regional Management) from 1981 to 1987.
Maintaining that Professor Husain, apart from being an erudite scholar, was a great human being, Talat said memorial lectures are a fitting tribute to eminent personalities who have left an indelible mark with their contributions.
“Such lecturers help young students to draw inspiration from great people who have immensely contributed to the institutions they served by dint of their determination,” he said.
He said that such events also help reinforce the resolve to carry forward the rich legacy of our predecessors.
Prof M H Qureshi, professor of Geography (retd.) at JNU’s Centre for the Study of Regional Development, delivered the Memorial Lecture titled ‘Agriculture and Development’.
He underscored the need to introduce technological advancements in agriculture development to “reduce the drudgery of labour.”
“Technology enhances efficiency. Primitive technology is value-neutral which even the poor can afford. The intermediate technology is income-biased and may not be available to all. Then there is highly-sophisticated technology which cannot be owned or operated by individuals and has to be brought under social control to enable farmers to benefit from it,” he said.
Qureshi gave an extensive account of the zamindari system as well as the distribution and classification of land in the country.
Prof Ashok Aima, Vice-Chancellor, Central University of Jammu, who was a guest of honour, recalled his association with Prof Husain.
“Prof Majid Husain’s vast contributions in the country’s academic growth are unparalleled. Today’s event is a great occasion to remember his contributions and introduce him to the young students and scientists,” he said.
Simrandeep Singh, Special Secretary to Government, Disaster Management Relief, Rehabilitation and Reconstruction Department, shared his experiences and association with Professor Husain during his coaching for IAS examination.
He said Professor Husain was a celebrity geography teacher who inspired him to study for IAS.
“He has written a book on almost all aspects of geography,” he said.
Head of KU’s DGDM Prof Shamim Ahmad Shah highlighted the academic achievements of Prof Husain.
Prof Husain, alumni of AMU, was among founders of the Department of Geography and Regional Development (now DGDM).
“The department grew by leaps and bounds during his tenure and organised very important international events including INCA International and NAGI under his leadership,” he said.
Prof Husain has written several books including ‘Geography of J&K’ and ‘Geographical Thought’.

 

Villagers pool money to lay pipes for potable water in Doda

Bhaderwah, Jan 24: Claiming neglect over the past seven decades, the villagers in remote Thanhala Panchayat in s Doda district have set out on a mission this winter to bring potable water to their homes.
To fulfil their objective, the mostly below poverty line (BPL) families of the snow-bound village in the lap of mighty Ashapati Glacier got into a hurdle recently and decided to contribute Rs 40,000 to purchase the required water pipes to get connected to the nearest water source.
“We are living by the example of the proverb ”God helps those who help themselves” as the government had miserably failed to ensure tap water in our homes over the years. In the absence of the facility, we have to fetch water round-the-year from a nearby source even during this harsh winter and the lurking threat of avalanches,” a local resident Aijaz Ahmad said.
About 30 families live in the village bordering Chamba district of Himachal Pradesh, just 1.5 km from the interstate Bhaderwah-Chamba road. The villagers depend on the labour work in Bhaderwah town for a living.
Despite ”Har Ghar Nal Yojna” under ”Jal Jeevan Mission”, villagers claim that none of the households are connected with the piped water supply.
When contacted, Additional Deputy Commissioner, Bhaderwah, Rakesh Kumar said that providing potable water to every household is the priority of the government.
“The area being rich in natural water resources, I will take up the issue with the concerned department of ”Jal Shakti Vibhag” Bhaderwah to make temporary arrangements to provide piped water to the village in view of extreme cold wave conditions unless permanent gravity line is laid under Jal Jeevan Mission,” he said.
To this, Ahmed said, “I just earn Rs 400 a day from the labour work and with great difficulty, I try to make both ends meet. But to save the lives of our womenfolk who risk their lives every day to collect the water in extreme weather conditions, I have been contributing half of my earnings every day since last one month to buy plastic pipes.”
Talib Hussain, another resident, said they literally ran from pillar to post to get piped water supply but no one listened to their woes.
“Under these circumstances, we have no other option but to pool money from our daily wages to bring water to our homes,” he said.
The womenfolk, especially girl students, seem to be the worst sufferers as they have to risk their lives every day amid winters to collect water from the bottom of Ashapati Glacier which is prone to frequent snow avalanches.
“My father and elder brother are labourers and under these circumstances this has become a tradition for girls to collect water for their respective families. This is the story of every household here and because of this, none of the girls from our village has studied beyond Class 8,” Aiza Bano (13) said.
She hoped that their lives would become better once they start getting the potable water at their homes.

 

COVID-19 vaccination drive: Medicos lead from the front to dispel fear

Srinagar, Jan 22: The COVID-19 vaccination drive has commenced in Kashmir and the healthcare workers, who had led from the front in fight against pandemic, have once again set an example by coming forward to take the shots.
It’s in place to mention here that since the day vaccination drive has started rumour mongers have had a field day. These miscreants have tried to create a notion that the vaccines are unsafe and people should not take it. The doctors and other healthcare workers have volunteered to take the vaccine shots to instill the confidence among the people that they need not to worry.
DAK President and influenza expert Dr Nisar ul Hassan said, “Vaccinations would bring an end to this ongoing public health crisis. In order to get back to normal, we need enough people to get vaccinated. The sooner we get more people vaccinated, the sooner we start reliving our lives.”
“If people want business as usual, their kids back in school and playing sport, they should roll up their sleeves and get Covid-19 vaccine,” Dr Nisar said.
“The COVID-19 vaccine is the biggest gift science has provided to humankind. The discovery of a safe and effective vaccine in less than a year is an extraordinary achievement in the history of science,” he added.
The government has decided to act tough against the people who are spreading rumours and are out to create a confusion. “If the misinformation campaign doesn’t stop, people spreading rumours will be identified and dealt according to the law of the land,” said an official.
He said that the officials of the Health Department have been asked to take appropriate measures by using social, print and electronic media to counter the spread of all kind of false information about the COVID-19 vaccines.
They have been asked to ensure dissemination of factual messages, besides broadcasting and telecasting messages of renowned doctors of the district.
According to the media reports in the next phase of vaccination drive Prime Minister Narendra Modi and chief ministers of different states will be administered the vaccine shots. “Leaders leading from the front will dispel the fears among the people. Researchers have worked hard to come up with the COVID vaccine. There could slight side effects but that every drug has. Getting vaccinated is the only way out to get rid of the COVID and resume our lives again. We have to come out of this uncertainty and confusion,” said an analyst.

 

 

Govt approves Industrial Land Allotment policy

Land to be allotted to investors within 30-45 days for lease period of 40 yrs extendable upto 99 yrs

Jammu, Jan 22: The Administrative Council (AC), which met here under the chairmanship of Lieutenant Governor, Manoj Sinha, approved the adoption of Jammu & Kashmir Industrial Land Allotment Policy, 2021-30 to evolve a highly structured industrial land bank for promoting equitable industrial growth in Jammu and Kashmir.
The new policy attempts to address various land-related issues impeding industrial development in J&K by laying down a framework to regulate zoning of industrial areas, project appraisal and evaluation, and the subsequent process flow.
The new policy proposes zoning of industrial areas at block/ municipality level after taking into consideration various factors including the existing level of industrial development, location of the proposed zone, and level of urbanization. The Jammu and Kashmir Industrial Land Allotment Policy, 2021-30 will also cover land allotment for health institutions/medi-cities and educational institutions/edu-cities.
The policy provides for constitution of Divisional Level Project Appraisal and Evaluation Committees to scrutinize applications received for allotment of industrial land within 30 days; Apex Level Land Allotment Committee, High Level Land Allotment Committee and Divisional Level Land Allotment Committee to decide and allot industrial land to the applicant within 45 days in cases of projects worth Rs. 200 crore, Rs. 50-200 crore and up to Rs. 50 crore, respectively.
Under the policy, land will be allotted to the investors on lease for an initial period of 40 years, extendable to 99 years. The allotted land will be liable to be cancelled in case of failure of the investor to take effective steps within the stipulated time of 2 years, failure of the industrial unit to come into production within 3 years, violation of provisions under the lease deed, and non-cooperation of an enterprise for a period of 5 years.
Further, the policy also provides renting out of 60% of the built-up area of a business enterprise for setting up an ancillary industrial enterprise through a tripartite agreement.
The policy aims at achieving inclusive growth through sustainable industrialization and employment generation, and includes provisions for evolving a fair and transparent mechanism for land allotment for industrial use.

 

‘Ensure tricolor is hoisted on Govt offices, buildings on R-Day’

Srinagar, Jan 22: The government has made hoisting of the tri-colour must for all government buildings on the eve of R-Day, stating the national flag must be hoisted atop all government, semi government and Public Sector Undertakings (PSUs) across Union Territory.
Additional Secretary to the Government, Rohit Sharma has issued an order under number 03-JK(GAD) of 2021, dated 22-01-2021.
“It is impressed upon all the Administrative Secretaries/Divisional Commissioners/Deputy Commissioners/Heads of the Departments and Managing Directors of all PSUs/Corporations to ensure that National Flag is flown on all Government offices/buildings across the Union territory of Jammu and Kashmir on Republic Day, 2021,” reads the order.
Lieutenant Governor Manoj Sinha will preside over the function and take the salute in the main function, being held at the Maulana Azad Stadium, Jammu, a separate order issued by the government few days back reads.

No extra chance for UPSC aspirants: Centre tells SC

New Delhi, Jan 22: The Centre informed the Supreme Court on Friday that Union Public Services Commission (UPSC) aspirants, whose preparations for the October 4 preliminary examination were severely restricted due to the novel coronavirus pandemic, will not be given another chance or attempt for the civil services exams.
Additional Solicitor General S V Raju submitted to a bench headed by Justice A M Khanwilkar that he had received information late on January 21 about the government’s unwillingness to give another opportunity to the aspirants.
The Court directed the ASG to put the submission on record in an affidavit.
The bench also comprising B R Gavai and Krishna Murai posted the matter for gearing on January 25.
In previous hearings, Solicitor General Tushar Mehta had been telling the court that a decision to grant another chance to UPSC aspirants was under active consideration of the Central government and the UPSC.
Several aspirants, who had appeared in the UPSC prelims on October 4, 2020, had filed a plea seeking a second attempt at the exams in the wake of difficulties suffered by them due to COVID-19 pandemic.
The petitioners said while everyone had a choice to save their attempt by leaving the exam in 2020, last attempters had no choice.
On December 18, 2020, the petitioners had argued for a second opportunity and age relaxation.
On October 26, the ASG, appearing on behalf of the Department of Personnel and Training, informed the Top Court that the government was considering giving last-chance candidates another attempt.
In September, the Apex Court had refused to postpone the October preliminary examinations but had recorded the government’s assurance to take a decision on granting a second chance for “last-attempters”.

PSAJK files petition in SC on restoration of 4G internet

Srinagar, Jan 22: Private Schools Association of Jammu and Kashmir (PSAJK) has filed a writ petition before the Supreme Court seeking restoration of 4G mobile internet services.
The Association said the restriction on the high-speed internet has severely impacted the quality of education for lakh of students in the entire Jammu and Kashmir.
“Our students have been suffering since 05 August 2019 due to prolonged school closures which were first imposed in the aftermath of abrogation of Article 370 and then extended on account of the COVID-19 pandemic. The children of Jammu & Kashmir have already lost two academic years because it is impossible to conduct online classes using video-conferencing tools like Zoom or WebEx at 2G mobile internet speed,” the association pleaded in the petition. Furthermore, the severe impact of school closures and the inability to shift to remote learning has been recognised by the Jammu & Kashmir State Board of School Education which had to reduce the syllabus by 40% for annual examinations scheduled in 2020 for students in Class 10, 11 and 12. However, no such concessions are available for students from Jammu & Kashmir who are appearing for national level competitive exams where the syllabus remains unchanged and where they must compete with students from other parts of India who have the ability to continue their education through high-speed internet access,” the Association said in its petition.
It said denial of access to education has taken a toll on the mental health of children in Jammu & Kashmir and they are suffering from high levels of stress, anxiety and depression. “For these reasons, we have once again approached the Supreme Court seeking enforcement of the fundamental right to education guaranteed by the Constitution and we hope the Court will restore 4G mobile internet access to protect the future of our students”.

AC approves adoption of J&K PWD Engineering Manual 2020

Jammu, Jan 22: The Administrative Council (AC), which met here under the chairmanship of Lieutenant Governor, Manoj Sinha, approved the adoption of J&K PWD Engineering Manual, 2020 by the Public Works Department (PWD).
The Engineering Manual has standardized the engineering practices with an aim to provide uniform code of practice for bringing more transparency and accountability in the operations of the Public Works Department.
Spanning over 29 chapters, the manual has codified various activities regarding human resource management, project preparation methodologies, engineering investigation, GIS/IT/RMMS monitoring, bidding documents, contract management, quality control mechanism and asset management among others.
It has introduced uniformity in the documentation of proposals, estimations, bids and record-keeping.
The manual will serve as a guide to keep pace with the contemporary engineering needs in conformity with existing practices and procedures to ensure transparency and engineering perfection.

 

Kashmir braces for fresh spell of snowfall Admin asks officers to stay alert

Srinagar, Jan 22: The Kashmir is bracing for fresh spell of snowfall from Friday evening.
A Met department official said light to moderate snow would occur at most places in Kashmir under the influence of a Western Disturbance (WD), which is active in the region.
“The system created by this WD, which originated from the Arabian Sea and approached the region though Afghanistan and Pakistan, will further build during the next 24 hours,” he said.
He said under the influence of this WD, light to moderate snow would occur across the valley on Saturday, when surface and air connectivity between the valley and rest of the country could be disrupted.
He said there is possibility of heavy snow at isolated places in Valley, especially in higher reaches.
“From January 25, mainly dry weather till ending January,” the official said.
The chilly weather conditions continued throughout the day due to overcast conditions, coupled with ice-cold winds. World-famous Dal Lake and other water-bodies remained frozen in Srinagar, where authorities have warned people, particularly youth and children, not to walk on the frozen water.
The night temperature in Srinagar settled at minus 6.1 degree, which is about 4 degrees below normal.
The world famous health resort of Pahalgam was the coldest place in the valley at minus 7 degree.
The night temperature at Gulmarg settled at minus 6 degree.
The mercury at Qazigund, gateway to the valley, Kupwara in north Kashmir and Kokernag settled at minus 6.2 degrees, 4.8 degree and minus 6.5 degree, respectively.
The Kashmir is in grip of intense cold.
Meanwhile, Divisional Commissioner Kashmir, P K Pole said he has directed the officers to stay alert at their headquarters in view of the fresh snowfall prediction.
“The officers have been directed to gear up and men and machinery ready to tackle the post snowfall situation,” he said. (Additional inputs from KNO)

 

Frisking, searches back in Srinagar ahead of R-Day

Srinagar, Jan 22: The forces have intensified searches and frisking in Srinagar to foil any attempts by militants to smuggle arms and ammunition into the city ahead of Republic Day functions.
The security men have established checkpoints in the city, including at Court Road and TRC in civil lines. The security personnel were conducted random searches of passenger vehicles, besides two-wheelers, before allowing them to go ahead.
“We have directions to conduct random searches of vehicles and check the identity cards of those onboard,” security force personnel, deployed at TRC, said.
They said all three wheelers, besides motorcycles, were being properly checked before allowing them to go ahead.
Similar, checkpoints have also been established in the city outskirts and vehicles coming into Srinagar are being checked thoroughly.
Official sources said that a fresh alert has been issued to security forces and state police personnel on the group to remain alert to foil any attempts by militants to smuggle arms and ammunition in the city to cause disturbance on Republic Day.
