As Waqf fails to look after maintenance of shrines, people seek accountability of donations

Srinagar: Despite getting hefty donations, the Waqf Board over the years have miserably failed to look after the maintenance of shrines in the city.

Mohamad Yaseen Zahra a local resident of Khankah in the downtown area of Srinagar city who has been the Khudaam at the shrine from his childhood told news agency—Kashmir News Observer (KNO) that since the Central Waqf Board has taken over, the area around the shrine is in shambles.

“Other then collecting the donations they hardly care about the other requirements of the shrine, while pointing out at the heaped mounds of the snow,” Zahra said.

Mohamad Aultaf Quereshi a Khudaam at a shrine in Khanyar area of Srinagar said that that the non-seriousness of the Waqf Board could be gauged from the fact that decades old flooring has not been changed, and even the installed ACs are lying defunct.

“It is not only Waqf Board who are taking care of shrines. There are people and lovers of this shrine who donate many things. In this freezing cold, the hamaam of the shrine has to be kept warm for devotees so that hot water remains available for ablution, but the Board hardly care about the stock of firewood,” Quereshi said. “Despite repeated requests, they hardly pay heed towards the requirements of the shrine.”

“Where is the collected donation went,” Khudaam questioned, “people who have faith come here and we don’t have any accommodation for devotees here.”

“Devotees always desire to come here for night prayers but it is the callous approach of Waqf Board which has failed to make night accommodations for devotees,” he said.

A local vendor selling snacks outside the shrine in Khanyar said that he often witness stray dogs entering in the lawns of the shrine.

“Look at the lawn of shrine you can see the stray dogs, though Waqf Board has many employees deployed here they only care about the collecting donations,” he said.

“Look at the deplorable conditions of the kiosks. Why isn’t Waqaf Board people able to beautify it despite collecting donations in crores,” he said.

Official of Waqf Board who works as a coordinator for two shrines in the Srinagar city said, “Whenever there is any requirement of a work which is under our domain we do that.”

“Our top priority is to look after the maintenance of the shrines and we provide a proper receipt of the donation we receive,” he said.

On fire safety precautions taken by Waqf Board, he said that after the cloud burst hit the shrine, the Board carried out an audit, after which fireproof wires were used where ever necessary while more fire extinguishers were also kept available.

A Shopkeeper outside the Maqdom Sahib (RA) shrine said that keeping in view the flow of devotees the place should have been neat and clean while pointing towards the stairs of the shrine.

“The stray dogs lying all around makes it difficult for children, women, and old age people to visit the shrine,” he said. “If so many employees are working in Waqf Board can’t they manage just two employees who will keep these stairs free from dogs.”

2 persons killed in Bijbihera accident

Srinagar: Two persons were killed and four others, including two women, were injured when in a collision between two vehicles near Bijbhera on Jammu-Srinagar highway on Friday.

Official sources said a ‘Tavera’ vehicle (JK-01N 9983) and ‘Santro’ (JK-03D-0141) collided with each other near Simthan area of Bijbehara this afternoon, resulting in injuries to six persons.

They said that all the injured were removed to hospital, where doctors declared two of them, Mohammad Syed Yatoo (48) son of Mohammad Yousuf Yatoo of Achidora and Mohammad Ayoub Wani (50) son of Mohammad Abdullah of Anchidora as brought dead.

Four injured Parveen (50) wife of Abdul Rashid Dar of Anchidora, Amina (middle aged) wife of Mohammad Syed Yatoo (dead), Ghulam Hassan Dar son of Ghulam Ahmad Dar (60)  of Dagerpora and Mustafeem (24) son of Abdul Rashid Dar  of Anchidora are undergoing treatment in the hospital.

Police said a case has been registered and investigations taken up. (GNS)

3 militant associates of LeT arrested in Hajin: Police

Srinagar: Police on Friday claimed to have arrested three militant associates of Lashkar-e-Toiba (LeT) outfit and recovered arms & ammunition from Hajin area of north Kashmir’s Bandipora district.

A police spokesman said acting on specific inputs, Bandipora police along with 13 RR and 45 BN CRPF apprehended three suspected militant associates of LeT, in a joint operation at Rakhi Hajin and recovered arms, ammunition from their possession which include three live Hand grenades, one AK-47 magazine and 21 live rounds of AK 47.

“On preliminary inquiry, it was revealed that the accused were associated with LeT outfit and were providing shelter, logistics and other material support to active militants of LeT in Sumbal and Hajin area,” he said.

He identified the arrested militant associates as Bashir Ahmed Mir, son Abdul Ahad Mir of Rakhi Hajin, Irfan Ahmad Bhat alias Ifa, son of Ghulam Ahmad Bhat of Bonikhan Mohalla Hajin, Hilal Ahmad Parray, son Ghulam Mustaffa Parray of Parray Mohalla Hajin.

He said a case under FIR number 10/2021 under relevant sections of law was registered and investigation initiated—(KNO)

 

Got request from 22 countries for COVID-19 vaccine: Harsh Vardhan

New Delhi: India has received request for supply of COVID-19 vaccines from 22 countries so far and the government is considering to supply them the same, while keeping in mind the need of it’s citizens, the government told the Lok Sabha on Friday.
Replying to a Supplementary Question during the Question Hour, Union Health Minister Harsh Vardhan said the vaccines have been supplied both as grant assistance and contract doses.
Giving details, the Minister said they have received requests from countries like Afghanistan, Mangolia, Myanmar, Oman, South Africa and UAE, apart from 16 others for COVID-19 vaccine.
Seven more vaccines are being prepared in the country, out of which, three are in the final phase and two are in the second phase, said Dr Vardhan.
When asked if the vaccine was being given to everyone, the Minister said that people are being vaccinated in the country at a fast pace and when the vaccination of Corona warriors would be completed, then the vaccine would be given to people over 50.
The national group of experts decides as to when, whom and how many people are to be vaccinated, said Dr Vardhan, adding that this group was formed by Prime Minister Narendra Modi in August.

No one tells us what is ‘black’ in these farm laws :Agri Minister Tomar

New Delhi: Claiming that protests over farm laws have been limited to only ‘one state’ and farmers are being ‘instigated, Union Agriculture Minister Narendra Singh Tomar on Friday said that farmer unions, Opposition parties have failed to point out a single flaw in three new farm laws.
Responding to the discussion held in the Rajya Sabha on the farm laws, he said that the Government and Prime Minister Narendra Modi have been committed to the welfare of farmers. “We have not made it a prestige issue. We have been asking what is black in this law and no one is forthcoming,” Mr Tomar said, reiterating the Centre’s stand.
The Minister’s remark of ‘one state’ was referred to the protest led by farmers mainly from Punjab, a Congress-ruled state, as he countered the opposition’s allegation that farmers across the country are agitated over the three new laws.
He also said that the Government has brought Trade Act, a provision was made that areas outside APMC will be trade area, can be a farmer’s home also and that will not attract any tax. Within APMC, States levy tax. The Centre’s act abolishes the tax outside APMC where State forces you to pay tax, he added.
“I want to ask Punjab farmers, we have freed the tax system, so you should revolt against someone who is taxing you or who is abolishing the tax system. I want to request the farmers, we are committed to farmers, we have respected them, called them and spoke to them 11 times”, Mr Tomer said while responding to the Opposition Benches.
He also said that he had never used any objectionable word against them and have asked them about the objectionable part of the law. ‘We have also assured them that APMC will not be abolished, ready for amendment but that should not mean that there were faults in the laws’, he added.
Claiming that the farmers were being misled that this law will take away their land, the Agriculture Minister said assuring that there was not a single provision in contract farming law that said this.
Hitting at the Opposition, the Minister further said that only Congress can do farming by blood, not BJP. There has not a single provision in these laws that any trader will be able to snatch their land, he added.
However, the Congress members objected and a heated exchange of words held between Deepinder Hooda and Mr Tomar when he said that the Punjab and Haryana government have enacted contract farming Acts.
Talking about the PM Kisaan Yojana he said that when launched, it was envisaged for 14.5 crore farmers with Rs75,000 crore allocation and additional funds will also be allocated when more farmers would be registered in the scheme.
Elaborating the various measures taken for the welfare of the farmers, The Minister said that around one lakh 15 thousand crore has been provided to farmers through DBT.
Mr Tomar also said that the investment in farming sector should reach the farmers. Cold storage facilities are sometimes 80 km from the selling point. The Government is trying to reduce this gap and farmers can use warehouse facilities, he said, adding that now the railways has being used today and now the Tripura’s pineapple reaching other parts of the country.
“I want to thank the Opposition that they discuss the three farm laws and even called them the black laws, I have been asking the farmers unions how are these laws black laws? then I will try to correct it. How are the laws against farmers, no one was able to explain me”, the Minister said.
‘We have tried to double farmers income and these farm laws a step ahead in this direction and will gong to increase the income of farmers’, he said and ended his speech.

All legislators to have corona test before budget session in UP

Lucknow: Uttar Pradesh assembly secretariat has asked all the MLAs to get the corona test conducted before attending the proceedings of the house.
The budget session of the UP legislature is commencing here from February 18.
For the facility of the MLAs the corona test facility will be available at each district headquarter from February 14 to February 17.
The assembly secretariat has also made arrangements for the corona test at the assembly secretariat, officials here on Friday said.

605 year old Budshah tomb craves for repair

Srinagar: Around 605 years old historic Budshah tomb situated right at the riverbank of the River Jhelum, close to Zaina Kadal is now in a muddled state as it has not been repaired from the last 35 years.

The tomb is of the mother of the most benevolent Sultan Zain- ul- Abidin who ruled Kashmir in the 15th century. The Budshah Chowk in Srinagar still carries that name.

The historian and a social activist Zareef Ahmed Zareef said” Budshah Tomb is one the important and historic example as well as the identity of Kashmiri culture ”

“If we go through the names of adjoining areas of this tomb, various places are named after the great history of this tomb in which word YAR is used in nearby areas like Khanyar, Kralyar , Naidyar Ganpatyar,” Zareef said. “The tomb was also known as Mazari Salateen”

“Archeologists had repaired it almost 35 years ago but after authorities oversight this historical tomb. If left unattended, it will be ruined because of its poor conditions,” Zareef said.

“The monument is fully visible only when one enters the adjacent graveyard because encroachments have popped up towards the façade in the shape of shops. Authorities must give an alternative to the shopkeepers and protect the monument for future,” he said.

Director Archives, Archaeology and Museums Mohammad Shafi Zahid said the monument is in need of repair, however, it’s under central government.

“Both centre and state administrations are  not showing any interest to this historical monument,” Zahid said.

People, however, complained that some miscreants were indulging into immoral activities like boozing and gambling at the graveyard.

“The place has become a safe haven for immoral activities like gambling, drinking and drugs,” they said—(KNO)

‘String of welfare schemes being implemented for differently abled persons’

Jammu, Feb 5: The Department of Social Welfare Friday said a string of schemes are being implemented in Jammu and Kashmir for the comprehensive development and rehabilitation of specially abled persons.

While the Rights of Persons with Disability Act, 2016, has already been extended to J&K under J&K Re-organization Act for the protection of their rights, the Government is also in the process of inclusion of J&K in the National Trust Act, 1999 so that the facilities and rights pertaining the specially abled sector becomes universally applicable for the residents of UT of J&K, the department said.

Under the existing schemes, the Department is providing financial assistance in the form of pensions to the specially abled persons under the scheme (NSAP/ISSS) and at present 85272 PwD are availing pension under the Physically Challenged Category in Jammu Division.

Other than this, prosthetic aid viz: Hearing Aid, Walking Sticks, Crutches, Wheel Chairs, Motorized Tricycles etc. is being provided free of cost to them. Besides, this, ALIMCO is also providing Prosthetic Aid under ADIP Scheme.

Under the Rights of Persons with Disability Act, 2016, the UT administration has already constituted an Advisory Board. The Government has also constituted an Expert Committee under the Rights of Persons with Disability Act, 2016  for identification of suitable posts for the specially abled persons in the Government jobs. Umesh Sharma, Chairman Disabled Care Foundation Jammu has been nominated as  empanelled member of the Expert Committee to ensure that the welfare rights of Specially Abled persons are taken care of.  The Government is also providing reservation in jobs for specially abled persons under rules.

The demand for conducting the survey of PwDs in the UT of J&K is also under the consideration of the government and it mulls to conduct the survey in the next Census.

In order to enhance quality of life of persons with disability by way of rehabilitation, education and training, one Composite Regional Centre is already functional in Kashmir Division and another CRC is proposed to be established in Jammu Division.

With regard to the grievance pertaining to increase in pension, a proposal has been submitted to the Administrative Department for enhancement of pension which is under consideration.

Meanwhile, the Department has sent a communication to the Department of FCS&CA of UT of J&K  to cover all eligible specially abled persons under PHH category and to extend the benefits under NFSA/PMGKAY.

Further, the Govt. has established Residential School for the Blind in Jammu for the protection, welfare and education of the blinds.

 

 

 

 

 

 

Drugs Threaten Children

As per National Survey on Extent and Pattern of Substance Use in India, conducted by the Ministry of Social Justice & Empowerment (MSJE) through the National Drug Dependence Treatment Centre (NDDTC) of All India Institute of Medical Sciences (AIIMS), New Delhi, 1.46 crore children are ‘users’ not addicted to various substances in India. Nationally, there are 30,00,000 using Alcohol, 20,00,000 Cannabis, 40,00,000 Opioids, 20,00,000 Sedatives, 30,00,000 inhalants, 2,00,000 cocaine, 4,00,000 ATS  and 2,00,000 hallucinogens.  The extent is not known locally but it would be injudicious to rule it out that Jammu and Kashmir is least or most affected. The problem is there even real magnitude might be unknown.

As per Section 2 (14) (ix) of Juvenile Justice (Care and Protection of Children) Act, 2015 (JJ

Act), a child who is found vulnerable and is likely to be inducted into drug abuse or trafficking is included as a child in need of care and protection. The Act mandates safety net of statutory service delivery along with Institutional and non-Institutional care for the children in need of care and protection.

There is also a centrally sponsored Child Protection Services (CPS) Scheme to support children in difficult circumstances including children who are victims of substance abuse. The primary responsibility of execution of the Act and implementation of the scheme lies with the government.

Also, there is National Action plan for Drug Demand Reduction (NAPDDR and its focus is placed on establishing and assisting de-addiction centres in closed settings such as Juvenile Homes and for special groups such as children in need of care and protection, through State Government. Apart from them, there is Nasha Mukt Bharat Abhiyaan (NMBA) programme which has been launched in vulnerable districts with the aim to create awareness about ill effects of substance abuse among the youth. Its special focus is on higher education institutes, university campuses and schools and reaching out to the community.  The law and schemes are already there, there is a need to implement them seriously by all the concerned.

Also, under Section 78 of the JJ Act, whoever uses a child, for vending, peddling, carrying, supplying, or smuggling any intoxicating liquor, narcotic drug, or psychotropic substance, shall be liable for rigorous imprisonment for a term which may extend to seven years and shall also be liable to a fine up to one lakh rupees.

Despite laws and schemes, successive governments have not been so successful to address the challenges posed by the drug problem. Along with the government, every citizen has to come forward and pay attention to this priority.

 

 

 

Elections for DDC chairpersons:  Amid fear of horse trading, political parties try to keep their flock together

Srinagar: As the process to elect chairpersons for District Development Council boards is all set to commence, the political parties are making all possible attempts to keep their flock together.
On Thursday vice-president of Jammu and Kashmir Congress Committee Ghulam Nabi Monga urged Lieutenant Governor Manoj Sinha to ensure free and fair elections for DDC chairpersons. He expressed apprehensions about attempts of “horse trading” and pressurizing elected members to vote for a particular party. “It will further undermine the credibility of democratic institutions and will render the DDC elections meaningless,” Monga wrote in a letter to the LG.
The Congress Party in the recently held DDC elections won 26 seats in Jammu and Kashmir and is likely to head the boards in one or two districts if it enters into an alliance with the National Conference or Peoples Democratic Party.
An analyst while talking to Precious Kashmir said, “The Peoples Alliance for Gupkar Declaration—an amalgam of regional parties comprising NC, PDP and other parties—at present has 102 seats as Peoples Conference which had won eight DDC constituencies has pulled out. If the PAGD remains intact it may head the DDC boards in most districts in Kashmir, but if it falls apart then the equation can change. Independents have won 50 seats and they can prove to be the king makers in many districts.”
He said, “The BJP that has emerged as a single largest party in J&K by winning 75 seats, of which 72 were won in Jammu region is all set to head the DDC boards in six districts of Jammu. However, in Kashmir situation is bit different.”
The analyst said, “The National Conference has an upper hand as it has won 67 DDC seats while PDP is trailing far behind with just 27 seats. Out of 102 seats both these parties share 94 seats while eight have gone to the smaller parties. Now, it remains to be seen whether the NC and PDP will join hands to elect the DDC chairperson or will they part ways.”
An observer said, “The newly formed Apni Party is claiming that it enjoys the support of independents and many PAGD rebel candidates are in touch with the party leadership. The elections for chairpersons are to be held through a secret ballot.  We are all set to witness a keen contest. If the claims of Apni Party are true then one can expect a big surprise.”
“In Srinagar independents hold the key as they have won maximum number of seats. How the candidates and the parties will behave to elect DDC chairpersons will set the tone and tenor for the elections that will be held in future in J&K,” he added.
