109 traffic, 60 COTPA challans in Srinagar

Srinagar:  Acting tough against the traffic and COTPA violations, Police on Wednesday registered 109 traffic challans and 60 COTPA challans in Srinagar.

A police spokesman said Srinagar Police acted tough on the violations of Motor Vehicle Act and Cigarettes & Other Tobacco Products Act (COTPA) registered a total of 109 traffic challans under various sections of law in Srinagar.

Police have also registered 60 challans against the persons who were smoking in public places and were violating the COTPA rules, the statement said.

Meanwhile, police appealed to the general public to follow the rules in letter and spirit. Persons found violating Government orders will be dealt as per law, police said.

Reviews ongoing academic, research activities

Srinagar:  Vice-Chancellor of University of Kashmir Prof Talat Ahmad Thursday chaired a meeting of heads of teaching departments to review the ongoing academic and research activities in the varsity.

Saying that the university was very prompt in switching over to the online mode of teaching following the Covid-19 outbreak, Talat said he was glad to observe that most of the examinations have already been conducted while the class-work in other semesters is going on unhindered in a blended mode.

He reviewed the status of offline/online classes as well as examinations conducted by the teaching departments recently.

He directed heads of departments to submit to-date semester-wise status of examinations/classes to the Dean of Academic Affairs for a considerate decision on resumption of offline teaching for other semesters in accordance with the SOPs related to Covid-19.

Stating that teachers have to become more active in the university’s march towards academic excellence, Prof Talat said the university has recently secured a grant of Rs 10 crore—for the first time ever—under the Promotion of University Research and Scientific Excellence (PURSE) programme of the Department of Science and Technology (DST), Government of India.

Underlining that the university is represented equally by science and non-science departments, Prof Talat reiterated that academics in social science, arts and humanities must show equal participation in terms of bagging the research projects from various funding agencies for their greater impact and outreach.

The VC also directed timely implementation of key provisions of the National Education Policy-2020, which lays a great emphasis on interdisciplinary and integrated approaches to education and research.

In his introductory remarks, Dean of Academic Affairs Prof Shabir Ahmad Bhat said the university’s teachers and students—despite the disruptions caused by the Covid-19—have shown exceptional resolve to work in tandem to continue with the academic and research activities.

Referring to NEP-2020, Prof Bhat said the Heads of Departments will have to work with greater zeal to implement the provisions of the flagship policy.

The NEP-2020, Prof Bhat said, focuses on outcome-based learning alongside integrated approach to education and research.

 

CISF nabs two lady foreigners with 76,500 US Dollars at IGI Airport

New Delhi: The airport guarding force CISF on Thursday said that it has nabbed two lady foreigners with 76,500 US Dollars at Indira Gandhi International Airport here on Wednesday.

According to CISF,at about 1338 hrs on March 3, during Pre-Embarkation Security Check (PESC) through X-BIS machine at Security Hold Area (SHA) of Terminal-3, CISF personnel noticed suspicious image inside the hand baggage of a foreign lady passenger and her baggage was picked up for physical check.

On physical checking of her bag, 40,000 US Dollars in four bundles neatly concealed inside the sweet packets was detected. In the meantime, during frisking of the same lady passenger, a pouch was detected by CISF lady personnel and found a pouch carrying 6,500 US Dollars.

Afterwards, on analysing the CCTV on suspicion, another foreign was located near boarding gate area. She was intercepted and her hand bag was physically checked. During physical checking of her hand bag, 30,000 USDs were detected from her hand bag.

Both lady passengers were Afghan nationals and they were travelling to Kabul by Kam Airlines flight.

On enquiry, both the foreigners could not produce any valid document to carry such amount of foreign currency and they were handed over the to the custom officials with recovered 76,500 US Dollars worth around Rs 55.65 lakh for further legal action, the CISF said.

Abdullah concerned over non-availability of mutton in Kashmir

Srinagar: Expressing concern over non-availability of mutton in Kashmir valley, National Conference (NC) president and Member of Parliament (MP) Farooq Abdullah on Thursday asked the administration to end the deadlock over pricing issue.

“The inability to take all stakeholders into confidence for a speedy resolution has aggravated the woes of people,” Abdullah said in a statement.

He said the government’s silence on the crises induced by the unavailability of mutton in the markets has disturbed normal life of citizens.

Abdullah said the absence of farsightedness and timely decisions have created crises like situations, adding the absence of a robust grievance mechanism to mitigate the issues of people has further aggravated the miseries of people on different accounts.

“The issue of Mutton dealers has been lingering around for five month now. The administration on its part has not been able to find an amicable resolution to the impending issue by taking all stakeholders on board. Mutton is an essential part of the local dietetic routine. In addition to that situation of the people associated with the trade is no less deplorable than the consumers. The mutton trade, it goes without saying is one of most important sources of employment in the region.  The entire lot of people which directly or indirectly depends on mutton trade has also been at the receiving end all through,” he said.

The NC president said there was an urgent need to find an amicable solution to the issues as various festivals were arriving in the days and weeks to come. “Herath and Mehraj Un Nabi (SAW) observances are approaching and the mutton is off the markets. It is the duty of the administration to ensure that the people aren’t made to suffer due to the impasse. The situation, if it continues, will dampen the festivities. Therefore it is expected that the administration will take all the concerned parties on board to end the stalemate by protecting the interests of the consumers as well as people associated with the vocation”.

Abdullah also urged the government to establish special fair price depots for the purchase of fish, walnuts, and other commodities for pundit brethren on the Herath festival. “Similar fair price depots should be established across Jammu division.”

 

 

Dulloo launches online ANM portal, distributes tablets among ANMs

Jammu:  In order to create and maintain digital repository of health records the Financial Commissioner, Health & Medical Education, Atal Dulloo Thursday launched ANMOL (ANM OnLine) application along with distribution of tablets among the Auxiliary Nursing Midwives (ANMs) of the department.

On the occasion FC, Health applauded the efforts of Mission Director, NHM for applying this revolutionary initiative here in a short span of time. He urged for making best of this opportunity to take health care system further ahead in J&K. He further asked the field staff to utilize the gadgets received by them to get acquainted about latest trends in health care found across the world.

Dulloo also asked the ANMs to first understand the functioning of this application well to utilize it fully as envisaged by its designers. He exhorted upon them to go through all the informative material available on this app and apply it while delivering in the field. He asked them to use all the facilities available in the application to percolate the benefits down to the end users.

In his presentation the Mission Director, NHM threw light on different aspects of this initiative. He said ANMOL empowers ANMs, frontline health workers in carrying out their day to day work efficiently and effectively. ANMOL allows ANMs to enter and update the service records of beneficiaries on real time basis.

It was further given out that around 4445 tablets with preloaded ANMOL application would be distributed among all the ANMs of J&K. It was said that it would make the job of ANMs regarding Pregnant ladies, lactating mothers and children easy and up to date.

The key feature of the portal is that it works in offline mode thus well suited for remote areas with low internet connectivity. It caters well to both Rural and Urban area having improved coverage with real-time registration and service delivery being faster & efficient. It is easy to understand thus user friendly, having multilingual support for localization. Transform physical registers in to digital format therefore saves time &reduces effort. It has audio-visual counselling on important health issues of pre-natal, immunization and child care. Dashboard reports for real-time monitoring bearing paperless registration, a step towards digitalization notifications, alerts and referral features, as was given in the function.

 

Army launches community radio station in Sopore

Srinagar: Army on Thursday launched the first-of-its-kind community radio station in north Kashmir’s Sopore town, an official said.

With the tagline “Radio Chinar 90.4, Har Dil Ki Dhadkan”, the radio station was inaugurated by General officer Commanding (GoC) Chinar Corps Lt Gen B S Rana.

The reach of the community radio station will be Sopore, Bandipora and Baramulla districts, the Army official said.

The official said this community radio station has been started with an aim to revitalise the connect within different segments of the community.

“This will provide a good platform for a community dialogue, sharing of information, art and culture. It will build a community environment, which is better connected with issues which are local and important to the community,” he said.

This community radio station will be highlighting and showcasing the hidden talent of north Kashmir, especially local entrepreneurs, musicians, sportsmen and artistes, to the people of Kashmir and the rest of the world.

The community radio station is being run by local radio jockeys from north Kashmir, who have come forward to contribute in this noble cause, the official said.

He said it provides a platform for people of all age groups to share their experiences and also to spread awareness about drug abuse and other social causes.

The community radio station will also be available on social media platforms like Facebook, YouTube and Internet radio so as to provide uninterrupted service to a wider audience, the official added.

 

Women empowerment only can change society

On trajectory of prosperity, man traversed the stages in a rough and tough manner for mastery of certain attributes with all out efforts for his advantage. The fruits are visible therein where one can visualise the track record of civilisations, they transcended from one of barbarism to their present state with lot of efforts in entirety. One couldn’t imagine the way we got the present order of life in comparison to that of tribalism and feudalism. The slavery and the class system debarred the ongoing process to sustain movementum with progress in economic security for entire humanity. One such dimension which got sloppy treatment from a section of people is women. Now the concepts of gender and empowerment seems to have attained their right full spot in today’s environment. But how far the truth touches its basis is hidden deep in the mystery of issue as “women empowerment” ipso facto. Why women empowerment? The answer here is to empower the powerless women in plain white.
The developmental part of humanity is multi dimensional in orientation in sync with multifarious interests. There is not a nibble of doubt in development of humanity to maximum expanse. But the question of the time is to gauge the success in bias less court of justice where the trial should be given with argument of its reach to non reachable people vis women , children, disabled and above all poor. Let me elaborate on section of women’s part to their share in development of humanity and subsequent bias in the share of benefits . Right from inception of modern attributes in humanity the predominance of Male section developed in sync with trajectory of human development. For ancient periods there main priority remained limited to “hand to mouth” for survival through traditional means where there was no distinction largely for women folk and subsequent treatment remained satisfactory to both sections. Therefore the analytical approach starts afresh from what we call “industrial revolution” which changed the entire thinking in every angle of humanity. For it the saga remains,  either to compete or perish which heavily acted upon this section. To its fate the time adorned “women just to peace of enjoyment” hindered their progress on nip and tuck lines of their male counterparts. This attitude barred the vital section from attaining education and thus rendered them economically insecure, which of course pave way to their dependency. The onslaught continued to attain the phase of Samaritan dilemma, though the mindset has changed a lot , thanks to ethical standards of religions which prioritise the motherhood of women and debts of humanity to their yore. They accord a prestigious position of high stature to their worthiness.
As the scientific modernism progressed the success was monitored through the prism of economic advantage. Herein lies the problem to rely on excessive materialistic standards which diverted the attention towards the prime concern of prosperity in economic dimension without discriminating between right and wrong. Gradually the mindset changed due to various initiatives to bring parity between sexes in matters of distribution of social goods at large. Ours is a case of different matter, as herein lies the deep bended respect from religious sanctions.  Be it Islam or Hinduism, women’s are accorded place of prominence. But the social development in contemporary fashion progressed contrary to its mandate. There are two specifics to gauge the women empowerment to its real end. The difference in nature of sexes and the difference in social preference which seems antagonistic. On first front women adorned themselves with every jewel through limited  opportunity they got and now it’s general belief among both sections that there’s nothing like superior and inferior between sexes. The question of debate arises from the second front.
The cognitive bias of menfolk for other section raises the demand for their empowerment now. There are two ideological views on this front, either the dominant section had penchant or the efforts of women aren’t upto mark, the market demanded. Whatsoever may be the case, one thing is clear that bias in  distribution of social goods and services later spread its wings to politico economic sphere later. The marked difference remains on the societies of the time to  reassure the vulnerable section of its right. On second level of debate the highest legitimate authority is holded  by the government of the day. Like others the debate in India remained at its place and for the same efforts were directed to rectify the bias to bring parity.
The constitution of the country includes ample provisions to better the lot of women to their advantage. With rule of law and equality in place, our country applauds their  contribution in socio economic development and works on multidimensional fronts to improve their lot . For better, we are a  changed society with changed mindset now. Women are being given opportunity at par with men to bring parity. Be it legislative,  executive or judicial, they  share their numerical majority though in small number. More or less the success story is better with some bleak spots like on one hand we have global icons kalpana chawla,Mary kom, Indra Nooyi, Sushma swaraj, Arundhati Roy,Mithali Raj,Tessy thomas,Indra Gandhi etc say for example with black dots on the other hand in form of  Rising incidences of Rape (Nirbhaya Rape Case), Dowry deaths , Women trafficking, Harassment at public places , Abortion of girl child , illiteracy in vulnerable section to mention a few. The government has remained committed to its task, but their is a scope for empowerment to gauge  the policy of reservation on much more reliable front with complete integration of this Section in society in letter and spirit. To cite an example the bill granting reservation to women  in parliament makes no head away because of in seriousness of dominated section. There are more failures than success on face of democracy from the gender perspective. The programmes of Bheti Bachao Bethi Padao in present form with dovetailing approaches like ladli  Bethi scheme, promotion of SHG’s, reservation in local self government etc are part of our strategy towards women empowerment.
The initiatives when put under the serious scanner brings fore the hidden mystery to scrap the reality ipso facto.  The mystery is in ” women empowerment” itself as far as the role of women are concerned. Why not half of reservation in local self government to ensure parity and equality? Why not right to property for girl child to curb dowry death as their is crystal clear sanction in religious laws as well if not for time being the law should be amended in respective dimension. Why not half reservation in case of employment opportunities to shed the bias in education for women at social level where law has no proper reach say for example ritual bended society. The said policy reforms aren’t asked on part from women as the charity but the right full process to ensure equity. But as is said “The physical form is manifestation of idea”. That is to say the issue of gender is cognitive which requires the refurbishment of mental thinking in tune with equality as law of nature to raise above the cognitive bias towards parity.
To conclude is to remind the saying that “society should be ready for adopting any change otherwise results are bound to prove counterproductive”. Of course government is busy to enhance on legal front but the government is just a representative of public opinion barring some exceptions. Hence the real change should begin from society itself. The issue of public harassment is a slap on face of modern democratic country like India governed by rule of law. The societal abuses like “CHAUPADI”( a former of ritual by some tribals who held belief that women having menstrual cycle is impure, therefore should be separated to far off place  from family till completion of the period which acts upon security of life directly) sends shivers down one’s spine. These and other gender biased abuses should be transformed by society itself on the spirit of motherhood of women, otherwise legal initiatives mean to send coals to New Castle which serves no purpose other than publicity. I  would like to conclude on this note “To realise the dream of women empowerment”. For me the mystery is empowerment the reality is women. The debate should end on” they don’t need doles and handouts  of economic security but complete integration as an essential part thereof”  to shed the distinction of priority on bases of sex.  Let’s hope.

Police busts fake job racket in Sumbal

Srinagar: Police in Sumbal on Thursday said that a gang of at least five persons allegedly running a job racket was busted in Sumbal area of north-Kashmir’s Bandipora district.

A police official said on receipt of a written complaint, an investigation was set in motion under FIR No. 23/2021 under sections 420, 120(B) at Police station Sumbal.

During the course of investigations, as per the official, it has surfaced that the gang was involved in luring gullible persons to pay money in lieu of providing them jobs in different government departments.

“Three of the accused have been arrested while other persons are still at large”, the official said adding that “Investigations into the case is going on and arrests are expected to be made soon.” (GNS)

 

 

No vaccine, no Hajj

New Delhi:  The Saudi Arabia government has decided to make it mandatory for Hajj pilgrims to take anti-coronavirus vaccine.

According to Saudi health ministry officials, taking COVID-19 vaccine has been made compulsory for those arriving in the country to perform the Hajj this year. People who don’t comply to the rule will not be allowed to perform Hajj.

“The Covid-19 vaccine is mandatory for those willing to come to the Hajj and will be one of the main conditions (for receiving a permit to come),” stated the Saudi newspaper Okaz report.

The decision is believed to be taken to ensure Hajj is performed in a safe manner from a public health perspective.

Hajj pilgrimage in Makkah is the fifth and final pillar of Islam. Saudi had in 2020 annulled the annual pilgrimage due to the pandemic. Later it allowed a limited number of pilgrims to perform the Hajj.

Lakhs of Muslims from several countries visit Makkah to perform Hajj every year. Makkah is considered the holiest city for Muslims. As per the Islam, Hajj is a mandatory religious duty for Muslims that must be carried out at least once in their lifetime. The pilgrimage takes place annually in the Islamic month of Dhul Hijjah.

Meanwhile, the India’s Ministry of Minority Affairs on its website said that the process for Hajj 2021 will be announced after receiving instructions from Saudi Ministry of Hajj & Umrah.

 

Growers who sold apple produce to Govt 2 yrs ago still await payment

Anantnag: Many fruit growers in Valley, who had sold their apple produce in 2019 to the government under Market Intervention Scheme (MIS) scheme are yet to receive the payment.

The MIS was launched through the marketing and planning wing of the horticulture in collaboration with NAFED (National Agriculture Cooperative Marketing Federation) in 2019 when Kashmir was witnessing complete lockdown following abrogation of Article 370 by centre on August 5, 2019.

The NAFED set up the mandis in all the biggest fruit producing areas like Sopore, Shopian and Anantnag. And to persuade the growers to sell their produce to the NAFED, the authorities announced that the payment to the growers will be cleared within 72 hours after selling of their fruit.

However, scores of growers continue to await the payment of their fruit.

“All the growers who sold their fruit at the government established mandi at Batengoo, Anantnag after December 7, 2019 are yet to get their hard earned money,” said a grower from Srigufwara, Abdul Rashid.

The growers complained that officials of the MPH department have failed to get their money released from the procuring agency.

“Initially we used to approach both MPH and NAFED officials for our money but NAFED officials later told us that they have cleared the accounts with horticulture officials. Since then we have been continuously making rounds of the concerned officials but they have no satisfactory answer,” said another grower Bashir Ahmad.

According to Ahmad, top officials of the department for nearly a year had been telling them that they are matching the details with NAFED but for last several months they have been telling them that the amount will now be released by the J&K government.

Dissatisfied by the response of the officials, the growers few months back had also registered a complaint with Divisional Commissioner Kashmir, who had asked the Director MPH to resolve the issue and submit a detailed report.

Following Div Com’s intervention, a committee was constituted which recommended release of payment to the growers but surprisingly did not put blame on the officials, who were monitoring the sale of the apple even as the growers accuse them of committing fraud in the sale of apple fruit.

Most of the growers are now repenting their decision of selling their fruit through government agency.

“When people were reluctant to take their produce to these mandis keeping in view the situation, we took our fruit to Batengoo mandi during night hours hoping that government scheme will earn us more profits. But now we are repenting our decision,” said a grower Ghulam Rasool.

He said this wrong doing with growers has put a question mark on the credibility and functioning of the MPH.

“If government again plans to set up its mandis during the apple harvesting season in our area, I will be the first to discourage growers and share my experience with them,” he said.

Incharge Director MPH, Ram Vikas said that he is planning a meeting with officials in next few days in Srinagar regarding the issue.

“The issue has been there since 2019. A committee had also been constituted to probe the matter but nothing has actually happened so far. I have been receiving frequent complaints from growers since I took the charge and have now decided to call a meeting and check all the documents with regard to sale of the apple,” Vikas said.

He said since NAFED claims to have cleared all the payment, he will look into the issue from all angles.

“There may be involvement of some officials also. And if that is proven, I assure you that they will face action,” Vikas added.
