Happiest moment of life, thanks to PM, Home Minister: Family on release of CRPF personnel

Jammu:  Expressing gratitude to Prime Minister Narendra Modi and Union Home Minister Amit Shah after the release of CoBRA CRPF jawan Rakeshwar Singh Manhas, who hails from Jammu, the family on Thursday said that it is the happiest moment of their life.

The jawan, who was held captive post ambush in Chhatisgarh’s Bastar on April 3, was released on Thursday.

“CoBRA jawan Rakeshwar Singh Manhas was abducted by Naxals during Bijapur attack on April 3, has been released by them,” said a family member, quoting police sources.

“Today is the happiest day of my life. I always remained hopeful of his return. I thank the government,” Meenu, wife of the CRPF jawan said.

Meanwhile, Union MoS in PMO, Dr Jitendra Singh taking to micro-blogging site, said, “A huge relief for the family as well as the entire #Jammu region. Thanks PM Sh @narendramodi. Thanks HM Sh @amitshah.”

The jawan was brought to a CRPF camp in Bijapur after he was released.

Earlier, a photograph of Manhas sitting in a hut had surfaced.

On Tuesday, the outlawed CPI (Maoist) had issued a statement in Hindi saying its cadres had abducted the CoBRA commando from the site of the ambush and demanded that the Chhattisgarh government appoint interlocutors to ensure his safe release.

Wave of happiness gripped the native village of CRPF jawan after the news of his release went viral on social media.

Shouting “Prime Minister Zindabad”, “Amit Shah Zindabad”, the family members and relatives thanked to the Government.

Manhas will be taken to hospital for medical check up, a Chhattisgarh police official said, adding that he was released to the negotiation team in front of hundreds of the villagers in Tareem.

According to the sources in Bastar, the commando will be taken to Basaguda CRPF camp and later, will be flown to Raipur.

The Chhattisgarh Government had appointed two-member negotiation team to mediate hostage crisis.

SC declines to free Rohingyas, says no deportation without due process

New Delhi: The Supreme Court on Thursday declined to release nearly 150-170 Rohingya refugees held in a sub-jail in Jammu while ordering they should not be deported unless the procedure prescribed is followed.

A bench, headed by Chief Justice S.A. Bobde and comprising Justices A.S. Bopanna and V. Ramasubramanian, said: “Two serious allegations have been made in reply of the Union of India. They relate to (i) the threat to internal security of the country; and (ii) the agents and touts providing a safe passage into India for illegal immigrants, due to the porous nature of the landed borders.”

The top court noted a similar application in 2018 challenging the deportation of Rohingyas from Assam was dismissed by it on October 4, 2018.

“It is also true that the rights guaranteed under Articles 14 and 21 are available to all persons who may or may not be citizens. But the right not to be deported, is ancillary or concomitant to the right to reside or settle in any part of the territory of India guaranteed under Article 19(1)(e),” it said.

According to the petitioners, Rohingyas were persecuted in Myanmar even when an elected government was in power and that now the elected government has been over thrown by a military coup, therefore the danger is imminent.

The petitioners also contend that India is a signatory to the Protection of All Persons against Enforced Disappearances, the Convention against Torture and other Cruel and Inhuman or Degrading Treatment or Punishment.

The top court, however, noted that there is no denial of the fact that India is not a signatory to the Refugee Convention, and serious objections are raised, whether Article 51(c) of the Constitution can be pressed into service, unless India is a party to or ratified a convention.

“But there is no doubt that the national courts can draw inspiration from international conventions/treaties, so long as they are not in conflict with the municipal law,” it observed.

Solicitor General Tushar Mehta, representing the Centre, submitted that India has open/porous land borders with many countries, there is a continuous threat of influx of illegal immigrants and such influx has posed serious national security ramifications. He added though the rights guaranteed under Articles 14 and 21 may be available to non-citizens, the fundamental right to reside and settle in this country guaranteed under Article 19(1)(e) is available only to the citizens.

The top court said: “Therefore, it is not possible to grant the interim relief prayed for. However, it is made clear that the Rohingyas in Jammu, on whose behalf the present application is filed, shall not be deported unless the procedure prescribed for such deportation is followed.”

An application had been filed by Mohammad Salimullah and another petitioner, a Rohingya refugee, through advocate Prashant Bhushan, seeking direction from the top court to the government to refrain from implementing any orders on deporting the Rohingya refugees who have been detained in jail in Jammu. The petitioner had also sought their release.

J&K approves creation of Organic Products Certification agency

Srinagar:  The government on Thursday approved creation of J&K Organic Products Certification Agency for both divisions, an official spokesman said this evening.

He said Principal Secretary, Agriculture Production and Farmers Welfare Department, Navin Kumar Choudhary on Wednesday chaired a meeting of State Seed Sub Committee at Civil Secretariat Srinagar regarding the formulation of nodal agency for certification of organic products in J&K.

After threadbare discussion over the need for creation of certification agency for organic products, Principal Secretary gave his approval for the creation of the agency. A notification to this end will be issued soon, he said.

While giving outline of the agency, Choudhary said that the agency is known as J&K Organic Products Certification Agency, Kashmir and J&K Organic Products Certification Agency Jammu. He said the agency will certify all the agriculture, horticulture and dairy organic products.

He further said that the agency will be headed by an Agro-Chemist, a Deputy Director rank officer, who will be assisted by at least one district level officer of Agriculture Department and one HDO with expertise in horticulture.

In this regard, he said, Government will issue a notification giving legal sanctity to the agency. The agency will utilize the infrastructure of agriculture department and agriculture universities of both Kashmir and Jammu divisions.

Choudhary also said that for effective analysis of products, an assistant professor will also be the member of the agency.

APEDA was nominated as central agency for building the capacity of newly created entities.

The Agency will adopt full process of organic certification as prescribed by National Programme for Organic Production.

It was given in the meeting that quarterly review of the functioning of the agency shall be held by Principal Secretary of AP&FWD.

It was also decided that both Directors of Agriculture department will identify at least six organic clusters each where these agencies will start working.

He directed that both Animal Husbandry Directors will nominate well qualified VAS to be included as members of their respective agencies.

Besides, Principal Secretary said that both directors of Agriculture department will contact a reputed agency of the country and organize 14 days training programme for the members of the newly created agencies.

Choudhary further directed both directors of agriculture for formulation of draft rules, training module and infrastructure requirements for these agencies.

The meeting was attended by members of State Seed Sub Committee including Dir Agriculture, Kashmir; Director Research, SKUAST; Joint Director Agriculture, Extension, Kashmir; Dir Agriculture Inputs, Kashmir; and other members from Kashmir Division.

LAWDA braces up to install bio-digesters in all 910 houseboats

Srinagar: Days after the government directed the authorities to speed up installation of bio-digesters in houseboats, the Lakes and Waterways Development Authority (LAWDA) Tuesday said that the process to be completed after the end of the tourist season.

A total of 910 will have the bio-digesters soon, an official said. “The installation process will be started soon after the tourist season culminates in the Valley.”

“We have installed six bio-digesters on pilot basis last year. We have to monitor the results for a year. If it will be successful then we will go for the next step,” LAWDA said.

He said that the tourists are currently staying in the houseboats, thus the process for the installation of bio-digesters has got delayed a bit. “We will have to wait for the results till the results come out,” he said, adding that the further steps in this regard would be taken only after the culmination of the tourist season.

“There is another issue of space in some cases as some houseboats are lacking the space as well. We have to manage it accordingly and experts are visiting again to check and resolve the issues,” he said.

“The bid-digesters will have to be ready for all the 910 houseboats following which it would take very less time to complete the process,” he said.

Pertinently, Bio-digester is a decomposition mechanised toilet system which decomposes human excretory waste in a digester tank specific high-graded bacteria.

The process has been getting delayed since long while Advisor to Lieutenant Governor, Baseer Ahmad Khan on March 26, chaired a meeting of officers and took review of the status of Bio-digesters in Houseboats in Dal Lake, at SKICC here.

Bhatnagar visits Baltal route, reviews yatra arrangements

Ganderbal:  Advisor to Lieutenant Governor, Rajeev Rai Bhatnagar Thursday  visited Sonamarg and chaired a meeting of officers to review the ongoing arrangements for the smooth conduct of Amarnath yatra.

The Advisor was accompanied by Additional Deputy Commissioner Ganderbal, SDM Kangan, CEO, Sonamarg Development Authority, Executive Engineers of Jal Shakti, KPDCL and R&B besides other concerned officers of the police and CAPFs during the visit.

During the meeting, Advisor Bhatnagar took a detailed review of progress achieved on various ongoing arrangements and other facilities that need to be put in place for the convenience of yatris.

The Advisor also took stock of activities being carried out at Baltal base camp, Domail and cave in the meeting.

While speaking in the meeting, the Advisor exhorted upon the officers to keep all the necessary arrangements in place on time besides other required utilities should also be established at the camp as well as along the track route.

He directed the officers to ensure clean and hygienic toilet facilities to yatris and stressed upon all the concerned departments for ensuring proper quality sanitation facility at every camp location and maintaining cleanliness of entire track en-route to the Cave.

The Advisor also directed to put a mechanism in place to ensure quality control of all services including Langer services, bedding, tent services and other services for the Yatris. He further directed that tents should be erected as per approved layout plan and keeping into consideration all the safety standards.

Later, Bhatnagar inspected facilities and activities carried out on Baltal route to have firsthand appraisal of ongoing arrangements made for smooth conduct of yatra.

He directed the officers to ensure all requisite facilities along the track besides proper quality sanitation facilities and cleanliness of entire track en-route to the cave should also be maintained.

CBK produces charge sheet against six persons

Srinagar: The Crime Branch Kashmir (CBK) Thursday produced a charge sheet against six persons who are allegedly involved in issuing building permissions and DOB certificates fraudulently after resorting to forgery.

As per a statement, CBK said it produced a charge sheet in a case under FIR number 55/2016 under section 420, 468, 471, 120-B RPC against six persons, before the Court of Forest Magistrate Srinagar .

The accused six persons include Mymoona, wife of Javid Ahmad Shah of Shalteng A/P Posted as clerk in SMC, Ghulam Mohidin Dar, son of Abdul Rahim of Urpash Ganderbal, Mohammad Amin Shora, son of Ali Mohammad Shora of Darish Kadal Safakadal Srinagar, Bashir Ahmad Najar, son of Ali Mohammad Najar of Shalteng Pathpora Srinagar, Mohammad Shafi Batloo, son of Ghulam Mohammad Batloo of Zaldagar Srinagar and Ghulam Nabi Wani, son of Ali Mohammad Wani of Shaheed Gunj Srinagar.

The Crime Branch Kashmir had received a written communication, which inter alia revealed that Divisional Planner SMC Srinagar had detected four building permission cases (fast track), wherein the signatures of issuing authority have been forged.

It alleged that the Health Officer SMC has noticed that the date of birth certificates are fake. Subsequently, a Preliminary Verification was initiated at Crime Branch Kashmir.

“During the course of investigation, it surfaced that the building permissions and DOB certificates have been issued fraudulently after resorting to forgery. These acts of omission and commission on the part of the accused persons, prima facie discloses commission of offences Punishable U/S 420, 468, 471, 120-B RPC and accordingly the instant case FIR No.55/2016 was registered,” the CB statement said.

The court sent all the six accused persons to judicial custody who have been lodged in central jail Srinagar, the statement said—(KNO)

ED serves notice to Mehbooba’s mother

Srinagar: Enforcement Directorate served notice to People’s Democratic Party (PPD) president and former Chief Minister Mehbooba Mufti’s mother for her appearence before ED.

Sources said the Officials of Enforcement Directorate visited Mehbooba’s Gupkar residence and served notice to her mother, Gulshan Nazir for appearance before ED at their office in Srinagar on April 15.

A senior PDP leader confirmed that ED served notice to Mehbooba’s mother.

Pertinently, ED questioned Mehbooba in money laundering case in Srinagar after Delhi High Court refused to stay summons issued to her by the Enforcement Directorate. (KNS)

India’s cumulative Covid vaccination coverage crosses 9 crore

New Delhi: The cumulative number of COVID-19 vaccine doses administered in the country crossed the 9-crore mark, the Union Ministry of Health and Family Welfare said on Thursday.

Cumulatively, 9,01,98,673 vaccine doses have been administered through 13,77,304 sessions, as per the provisional report till 0700 hrs this morning.

The beneficiaries include 89,68,151 Health Care Workers (HCWs) who have taken the 1st dose and 54,18,084 who have taken the 2nd dose, 97,67,538 FLWs (1st dose), 44,11,609 Frontline Workers (FLWs) (2nd dose), 3,63,32,851 1st dose beneficiaries and 11,39,291 2nd dose beneficiaries more than 60 years old and 2,36,94,487 (1st dose) and 4,66,662 (2nd dose) beneficiaries aged 45 to 60 years.

‘Eight states account for 60 per cent of the total doses given so far in the country,’ the Ministry said.

Eight states account for 60 per cent of the cumulative vaccine doses given so far with Maharashtra alone accounting for 9.92 per cent of the total doses given in the country.

Twelve States are displaying an upward trajectory in daily new cases, the data shows.

Meanwhile, the national weekly positivity rate has increased by 6.21 per cent from 2.19 per cent to 8.40 per cent during the first seven days of March and April 2021.

According to the Ministry, the country’s cumulative recoveries stand at 1,18,51,393 today, while the national Recovery Rate is 91.67 per cent.

A total of 59,258 recoveries and 685 deaths were registered in the last 24 hours.

Ten states account for 87.59 per cent of the new deaths. Maharashtra saw the maximum casualties (322). Punjab follows with 62 daily deaths.

India’s total Active Caseload has reached 9,10,319. It now comprises 7.04 per cent of the country’s total Positive Cases. A net incline of 66,846 cases recorded from the total active caseload in the last 24 hours.

ZEPO, who called teacher sporting beard ‘big militant,’ attached

Poonch: Director School Education Jammu has “attached” with CEO Rajouri the ZEPO Surankote who allegedly called a teacher sporting beard as ‘big militant’ and also allegedly entered mosque without removing shoes in Pponch district last week.

“Pending decision on the enquiry report as submitted by the inquiry committee constituted by Chief Education Officer, Poonch vide his Office order No.CEO/P/P&S/2020-21/213-19 dated. 02-04-2021, Smt. Kamlesh Kumari, ZEPO Surankote, is attached in the office of Chief Education Officer, Rajouri with immediate effect till further orders,” reads an order issued by Dr Ravi Shankar Sharma, the Director School Education Jammu, a copy of which lies with GNS.

The Chief Education Officer Poonch had ordered the inquiry against the ZEPO (Zonal Education Planning Officer) after a video went viral on social media in which she is seen misbehaving with the management of a private school during inspection last week. She also allegedly entered a mosque, adjacent to the educational institute, without removing shoes.

Sub-District Magistrate Surankote Poonch had on April 2 sought an explanation within two days from ZEPO Kamlesh Kumari after the video on social media.

The SDM had also forwarded the copies of the explanation letter for information to Deputy Commissioner Poonch, SSP Poonch, Director School Education Jammu besides CEO Poonch and ZEO Surankote. (GNS)

Urs of Hazrat Sheikh Dawood celebrated in Srinagar

Srinagar: Large number of devotees, wearing masks and keeping social distancing, from different parts of the Kashmir valley joined the night-long prayers on the occasion of Urs of Hazrat Sheikh Dawood at Batamloo in Srinagar.

During the five days of Urs, majority people in Batmaloo and adjoining areas turn vegetarian and did not eat meat or chicken.

Devotees from different parts of the Kashmir valley joined night-long prayers at the Khankah near the Shrine of Hazrat Dawood, reciting verses of Holy Quran and Darood Azkar.

Devotees were wearing masks and maintaining proper social distancing during the prayers. The devotees were also provided food and water by the management of the shrine and locals. However, only vegetarian food was being supplied to devotees. Residents of Batmaloo who have migrated to other parts of the city are also not taking meat and chicken during the Urs days.

People, including women, wearing traditional dresses are participating in the Urs celebrations.
