Rains continue to lash J&K

MeT forecasts brief improvement

Srinagar:  Rains continued in Jammu and Kashmir even as weatherman forecast more after improvement for a day on Monday.

A Meteorological Department official told GNS that Srinagar received 3.8mm of rainfall in the last 24 hours till 8:30 a.m. The minimum temperature remained below normal as Srinagar recorded a low of 7.8°C against 7.2°C on the previous night. The temperature was below 0.1°C normal in the summer capital of J&K for this time of the year, he said.

Qazigund, the gateway town of Kashmir, received 17.6mm of rain during the time and recorded a low of 6.6°C against previous night’s 6.2°C, the official said.

Pahalgam received 14.6mm during the time while the famous resort in south Kashmir recorded low of 3.4°C against 5.3°C on the previous night, he said.

Kokernag, also in south Kashmir, received 17.8mm of rain and recorded a low of 5.1°C against previous night’s 4.8°C, the official said.

Kupwara received 13.8mm of rain during the 24 hours while the north Kashmir district recorded a low of 5.7°C against 6.0°C on the previous night, the official said.

Gulmarg, the world famous skiing resort in north Kashmir, received 18.8mm of rain during the time and recorded a low of 0.4°C against 0.5°C on the previous night which was below 1.9°C than the normal for the area, the official said.  There are reports about light fresh snowfall in some higher reaches of Valley including Gulmarg.

Jammu district received 6.3mm of rain, Banihal 25.2mm, Batote 18.6mm, Katra 7.0mm, Bhaderwah 18.2mm and Kathua 1.0mm, the official added.

The official said the erratic weather will continue for now even as dry weather was expected on April 19 when “there will be mainly clear sky becoming partly cloudy towards evening or night”.

“Fairly widespread rain” has been again forecast on April 20 and “widespread rain” on April 22.

Army soldier shoots self in Ramban

Jammu: An army soldier allegedly shot himself dead with his service rifle at around midnight in Ramban district, police said on Sunday.

The deceased Sepoy identified as Hanuman Choudhary shot himself dead with his AK 47 rifle inside the 12 RR camp at Ukhral area in the district at around 0030 hours last night, police said.

SHO Ramsoo Rahouaf Khan told GNS that Police has started inquest proceedings U/S 174 CrPC. He said a police party visited the spot for further investigation. (GNS)

LG connects with people; shares valuable insights, suggestions received from citizens

JAMMU: The roots of “Jan Bhagidari” in the governance process in J&K have now further deepened with the launch of “Awaam ki Awaaz” programme, which went On-Air today on all channels of All India Radio (AIR) J&K. The telecast of the programme was also broadcast on DD Kashmir.

Lieutenant Governor Manoj Sinha, during the radio programme, voiced valuable insights from general public for crafting and formulating a strategy to draft development policies that are reflective of people’s aspirations, and making the governance more inclusive and sensitive to the needs of the people.

The programme is a novel initiative aimed at seeking the feedback from the public and giving them a platform to share their suggestions and views, thus making the process of governance more participatory.

The first episode of “Awaam ki Awaaz” programme received huge response from across the UT with people in big numbers tuned to their radio and television sets to witness the paradigm shift in overall governance process of which “Jan Bhagidari” is the central theme.

Since the launch of the web portal, suggestions have kept pouring in from the people from all walks of life. Out of these, some of the suggestions received special mention by the Lt Governor during the “Awaam ki Awaaz” programme broadcast today.

The Lt Governor expressed his gratitude to all the citizens for making valuable contributions in making the developmental process more people-centric.

Speaking on the suggestions sent by Ms. Nasira Akhtar from Khanmoh about development of small companies, promotion of women entrepreneurs and loan assistance to the entrepreneurs of J&K from Small Industrial Development Bank of India (SIDBI) , the Lt Governor said that the four types of incentives extended to both small and big companies in the new Industrial Development Scheme of Rs. 28,400 crore for Jammu and Kashmir by the Hon’ble Prime Minister Shri Narendra Modi will benefit both new and extant industries and businesses.

We are determined to create an ecosystem for budding and existing women entrepreneurs across the Union Territory by providing financial assistance and training. A new scheme ‘Tejaswini’ was announced on International Women’s Day, under which interest free financial assistance will be provided to women between the age group of 18 to 35 years, the Lt Governor responded during the programme.

He further informed that SIDBI is in the top priority list of the administration with its two offices to be fully functional in the UT very soon.

The Lt Governor mentioned Ms. Nazneen of Srinagar, a skilled artist associated with the craft Pashmina and Kani, who made valuable suggestions for promotion of local craft. Her suggestions included ensuring special loan assistance and supply of raw material to skilled artisans associated with Kani shawls.

The Lt Governor assured all those associated with handicrafts that the administration is committed to the development and promotion of these world-class products of Jammu and Kashmir.

MoU’s have been signed with FlipKart and Amazon, besides GI tagging of various products is also being done to provide a global market to the local handicraft products. The country’s well-known design houses would also be roped in so that they can buy the products directly from the weavers”, he added.

Referring to a suggestion sent by Dr. Jasleen from Jammu for prioritizing reimbursement to cancer patients and retired government employees over the routine reimbursement; and providing incentives to the Frontline Warriors, who are serving the society selflessly in this era of Corona epidemic, the Lt Governor acknowledged the huge contribution of frontline health warriors in the fight against Covid pandemic.

The Lt Governor asked the top officers of Health Department to take Dr. Jasleen’s suggestions on priority.

On healthcare facilities, the Lt Governor observed that the Ayushman Bharat –SEHAT has been launched with a noble objective of providing universal health coverage in J&K with free treatment up to Rs 5 lakh without discrimination. He also urged everyone to get themselves registered in the health scheme at the earliest.

The Lt Governor observed that Azaadi Ka Amrut Mahotsav is also being celebrated to commemorate the 75th Independence Day of the country. The national festival holds the spirit of freedom movement and expresses gratitude to the great personalities of J&K, who have made invaluable contribution in the freedom struggle, art, literature, social service and economic development.  The younger generation is also being made aware of their sacrifices and contributions.

The Lt Governor made a mention of Sh. Waqar Geelani of Baramulla who hails from the city of India’s brave-heart Maqbool Sherwani. Waqar is deeply influenced by the Azaadi Ka Amrut Mahotsav program and intends to spread the stories of Maqbool Sherwani in folk songs to the masses. I wish him all the best for this noble initiative, added the Lt Governor.

Sh. Nipun from Jammu, a civil services aspirant, vows to reaching out to 75 next generation children of the region, and shall share 75 heroic tales of freedom struggle with them. Sh. Varun from Rajouri promised to gift 75 books on freedom struggle to the under privileged children.

Jammu and Kashmir has always been a sacred land on which Shaiva darshan, Buddhist, and Sufi philosophy flourished. We should diligently carry out our duties with utmost dedication and take pledge for the welfare of the society, the good of the country and the bright future of Jammu and Kashmir in this Azaadi Ka Amrut Mahotsav, urged the Lt Governor.

The Lt Governor conveyed his best wishes to Ms. Uma Sharma from Basohli for composing 75 poems on the Azaadi Ka Amrut Mahotsav in the next 75 weeks.

He also urged her to create a wide marketing network by connecting the people associated with Basohli paintings with the Self Help Groups during Azaadi Ka Amrut Mahotsav, and also assured full cooperation of the administration.

I am very happy to read these suggestions. Awareness among the youth of Jammu and Kashmir about cultural consciousness along with economic development shows that along with material progress, we are also aware of our traditions and spiritual values, said the Lt Governor.

While mentioning about the suggestions received from Ms. Masrat Kausar, a Baramulla resident, in the field of agriculture pertaining to starting a high-tech greenhouse, a subsidy for an anti-hail net, a model nursery in every district and at least five cold storages in every district, the Lt Governor said that some of her suggestions can be included in the policies currently underway and her other suggestions would also be looked into on priority.

Agriculture and Horticulture sector has immense growth potential and the UT administration is making all efforts to provide best facilities to our farmers, the Lt Governor remarked.

Ms. Soliha Yusuf, coach and captain of the Jammu and Kashmir Women’s Rugby team, has suggested speeding up the work on Srinagar rugby turf, basic facilities for women players, and appointing women coaches and trainings of the players abroad for International Exposure. The Lt Governor maintained that Rugby Turf and Synthetic Hockey Turf Project which were unveiled at Polo Ground last year are expected to be completed during the current financial year.

Addressing Sh. Ramdev Sharma, a senior citizen from Jammu who suggested the administration should further expand the work being done on village-centric policies, besides providing the employment to youth of the village to stop their migration to the cities, the Lt Governor maintained that the J&K Government has devised a plan for sustainable and stable development of villages.

Now, the development of the villages will be decided by the villagers themselves. This year, the funds allocation to panchayats has also been doubled. I hope all the people will come together to formulate a people-centric development plan and work with full enthusiasm for the betterment of fellow citizens, said the Lt Governor.

In the coming years, the new Industrial Development Scheme will take industries up to the block level and will go a long way in providing employment opportunities to the youth in their own areas and making villages self-sufficient, he added.

Welcoming the suggestions given by Ms. Ritu Sharma from Kishtwar for providing laptops to teachers to make online teaching a success, the Lt Governor observed that the COVID pandemic has affected the field of education and now, the offline class room has been replaced by the online class room.

Jammu and Kashmir administration is making efforts at various fronts to promote different models of online education and is taking appropriate steps in this process, maintained the Lt Governor.

COVID cases are witnessing an upsurge. Steps are being initiated to curb the spread of the virus. I urge the people to follow Covid SOPs and extend their cooperation with the Corona Warriors in this fight against the deadly virus, said the Lt Governor.

Vaccination drive is going on from the administration, but any kind of laxity can prove fatal for the whole society. We should follow the mantra given by the Hon’ble Prime Minister to fight corona – Dawai Bhi , Kadai Bhi, the Lt Governor maintained.

In this difficult period of Covid pandemic, our rural areas have emerged as role models for the whole country. Many examples have come to the fore, which make us realize that the ultimate duty of life and the greatest prayer is human service, observed the Lt Governor.

Sarpanch Balbir Kaur has built a 30-bed Quarantine Center in her Panchayat Treva in Jammu Division. Similarly, Ms. Jaituna Begum, Sarpanch of a panchayat in Ganderbal distributed free masks, ration, crop seeds and apple saplings to her panchayat, so that people would not face inconvenience in farming.

81-year-old Sh. Shankar Singh, a resident of Painthal block in Reasi district is running a small water mill, and offering a wonderful example of service by grinding grains pro bono for the needy.

The Lt Governor also mentioned Padwoman Irfana Zargar of Srinagar who selflessly started distributing free sanitary pads to women in these difficult times of Corona.

The Lt Governor extended his deepest gratitude to the doctors, medical experts, scientists, police forces and other frontline warriors engaged in the fight against Corona.

The Lt Governor also quoted a slogan given by Ms. Ritu from Kishtwar:- “Corona ko Harana hai toh Saathi samaj se kaam Lo, Haath Dhona, Mask Pehanna hai Zaroori Jaan Lo”.

During the programme, the Lt Governor also extended his heartiest greetings to the people on the occasion of Navratri and the holy month of Ramazan.

The Lt Governor further called upon the people of all sections of the society to participate in the mega celebrations of the Prakash Utsav of Shri Guru Tegh Bahadur Ji for the next one year, for which preparations are being made across Jammu and Kashmir. He also urged the people to follow the path shown by Bharat Ratna Baba Saheb Ambedkar for creating equal and just society.

“I express my heartfelt gratitude to everyone listening to this program”, concluded the Lt Governor.

Pertinently, a host of public friendly administrative initiatives have been undertaken by the Lt Governor recently, including “LG Mulaqaat” programme and “Block Diwas” which has increased the sense of administrative responsibility in the government machinery.

JEE (Main) 2021 postponed

New Delhi: The Joint Entrance Examination (Main) 2021 for the April session has been postponed due to the Covid situation, National Testing Agency (NTA), the nodal body that conducts the entrance exam for the Indian Institute of Technology (IIT), announced on Sunday.

“Looking at the present situation of the COVID-19 pandemic and also taking into account the safety and well-being of the candidates and examination functionaries, it has been decided to postpone the JEE (Main)- 2021 April session,” the NTA said.

“The revised dated for the JEE (Main) – 2021 April session will be announced later on and at least 15 days before the examination,” it added.

The entrance examination was scheduled to be conducted on April 27, 28 and 30.

The NTA had already conducted the JEE (Main) 2021 examination for the first two sessions in the month of February and March.

According to the NTA, 6,20,978 candidates appeared in the February session examination while 5,56,248 sat in March.

As per sources, Union Education Minister Ramesh Pokhriyal has advised the NTA to postpone the exams. Last year, owing to the outbreak of the Covid-19 pandemic and lockdowns, the JEE Mains examination was conducted in the month of September while the results were announced on October 5.

Comprehensive Mansar dev plan will become a role model: Jitendra

Mansar (Udhampur): Union Minister of State (Independent Charge) for the Ministry of Development of North Eastern Region and Minister of State for Prime Minister’s Office, Dr Jitendra Singh Sunday said the Comprehensive Mansar Rejuvenation/Development Plan will give a major uplift to the socio-economic development of Mansar and will become a role model of development.

He made these remarks during his visit to Mansar, where he, in presence of Advisor to Lieutenant Governor, Baseer Ahmad Khan and Secretary Tourism, Sarmad Hafeez kickstarted VIP Parking upgradation work and also inspected the floating jetty which are both sub- components of prestigious Comprehensive Mansar Lake Rejuvenation/Development Plan.

Jitendra said this project is a breakthrough in development of tourism in the region. He pointed out that Udhampur is possibly the only district in the country which has on the lines on Namami Ganga and Ganga cleaning project, received two similar rejuvenation and renovation projects, one for River Devika and the other being for Mansar Lake. As the first phase of the project is initiated, he advocated the local people to reap benefits from it.

He said coming days will witness huge development in Mansar and will emerge as the most sought after tourist place, with easy access and availability of the basic requirements ideally desired at a tourist spot.

Addressing the elected representatives of PRIs who were also present on the occasion, Union Minister appealed them to be proactive and work in close coordination with local administration and prioritise works catering to the aspirations of the people adding that the government will only play the role of a facilitator.

Advisor to Lieutenant Governor, Baseer Ahmad Khan while speaking on the occasion said that Comprehensive Mansar Rejuvenation/Development Plan after its implementation will usher in a phase of great development in the area and will be happening place of numerous activities.

He said that the government’s sustained efforts aim to bring Mansar on World tourism map and make it  an iconic place.

He said that the project once completed shall provide a big boost towards increase in the number of tourists/pilgrims.

He said that Mansar is in the close vicinity of Katra, City of Vaishno Devi where pilgrims from all parts of the country and abroad visit on yearly basis and will draw tourists from there.

Under the ambitious plan the proposed interventions include development of tourist infrastructure in the form of facilitation/view points/ floating jetties etc. upgradation of roads/ existing pathways around the lake, ensuring access to different hamlets around the lake periphery.

The plan also includes restoration of the heritage buildings and reinforce the existing infrastructural facilities, besides encouraging eco tourism and boost economy. The tourism department also proposes developing the destination for water sports activities, musical water fountains, water cascade works.

Delegations of DDC Rajouri, IWO and Dir SWD call on Lt Governor

Jammu:  Delegations of District Development Council (DDC) members of Rajouri, Islamic Welfare Organization (IWO) and Director Sanik Welfare Department (SWD) Sunday called on Lieutenant Governor, Manoj Sinha, at Raj Bhavan here.

The delegation of DDC members of Rajouri led by the DDC Chairman, Ch Naseem Liaqat met the Lt Governor and submitted a memorandum of their concerning issues and demands.

The members thanked the Lt Governor led administration for conducting free and fair elections of the third tier of Panchayati Raj System, and the successful conduct of elections of Chairpersons and Vice-Chairpersons of DDCs.

They apprised the Lt Governor about various demands including completion of construction of Mini-Secretariat in Rajouri, double laning of Siot-Kalakote Road, functioning of Water Supply Schemes at Sub Division Kalakote, Higher Secondary Schools viz – HSS Broh and HSS Dharamsal, re-opening of mobile schools for nomadic community strengthening of health services in Rajouri, besides security and accommodation to DDC members.

The Lt Governor, while interacting with the delegation of DDC members observed that after the constitution of District Development Councils, for the first time in J&K, democratic set up at the grassroot level is being involved in the formulation of development plans. He further noted that Rs 12599 cr budget has been earmarked for Districts Plan, which is more than double from the previous year.

Similarly, a joint delegation of political leaders and members of IWO from Rajouri comprising of Tazeem Dar, Shafqat Mir, Mohammad Farooq, Aseef Bhat met the Lt Governor and apprised him about the issues of rehabilitation of displaced people of Bela Colony road, replacement of old water distributing pipes, completion of Mini Secretariat, and building the memorials for martyrs of the area, besides improving road connectivity in the district.

Sinha assured the members of the delegation that all their genuine issues would be looked into meticulously for their early redressal on merit. He further called upon them to actively participate in the Azaadi ka Amrut Maotsav and reach out to the people to spread the heroic stories of our martyrs who gave supreme sacrifice.

Meanwhile, Director SWD. Gurmeet Singh Shan also called on Lt Governor and apprised him about various activities organized by the Sainik Welfare Department. He also briefed the Lt Governor about the progress on adoption of best business practices by the Department viz Webpage, Digital Life Certificate, Social Media and Electronic media for outreach to veterans of defence services, veer naris and their dependents to provide them  services at their door-steps and to address their problems.

The Lt Governor asked the Director to continue working towards the welfare of veterans, veer naris, and their family members.

Domino’s India hacked? Credit data of 10L users on ‘sale’ for Rs 4 cr

New Delhi: In what could add to latest string of cyber breaches at India-based entities, a cyber security researcher on Sunday claimed that credit card details of nearly 10 lakh people who purchased online on Domino’s Pizza India is allegedly being sold for over Rs 4 crore on the Dark Web.

According to Alon Gal, CTO of security firm Hudson Rock, a threat actor has claimed to have hacked Domino’s India database worth 13TB.

The threat actor is looking for around $550,000 (approximately Rs 4 crore) for the database and saying they have plans to build a search portal to enable querying the data, Gal claimed.

“Information includes 180,000,000 order details containing names, phone numbers, emails, addresses, payment details and a whopping 1,000,000 credit cards,” Gal claimed in a tweet.

“Plenty of large scale Indian breaches lately, this is worrying,” he added.

Domino’s India was yet to react to Gal’s tweet.

Independent cyber security researcher Rajshekhar Rajaharia told IANS that he had alerted about this possible hack to the CERT-in (India’s national cyber defence agency) on March 5.

“I had alerted CERT-in about a possible Domino’s Pizza India hack where the threat actor got data access with details like 200 million orders and personal data of the users too. The hacker, however, did not provide any sample,” Rajaharia said.

There have been a string of hacking incidents involving Indian firms in the recent past, including Bigbasket, BuyUcoin, JusPay, Upstox and others.

Gal earlier this month claimed that personal data of nearly 533 million (53.3 crore) Facebook users, including 61 lakh Indians, were leaked online after a hacker posted the details on a digital forum.

The leaked data included Facebook ID numbers, profile names, email addresses, location information, gender details, job data, and other details.

Facebook said the data was old.

“This is old data that was previously reported on in 2019. We found and fixed this issue in August 2019,” a Facebook spokesperson had said in a statement.

JLNM Hospital to augment oxygen generation capacity: DHSK

Srinagar:  Director Health Services, Kashmir (DHSK) Dr Mushtaq Rather Sunday visited JLNM covid hospital, Rainawari and took stock of Oxygen Generation Plant.

The plant is of immense significance for handling Covid Emergencies and the concerned mechanical department assured DHSK to make the second phase fully functional soon.

DHSK said JLNM is the apex covid hospital of the directorate & the augmentation shall increase the oxygen generation capacity from 300 LPM presently to 1300 LPM.

“After the augmented oxygen generation plant we will be able to serve more high risk covid patients where high flow oxygen is indicated. This will lessen down the burden on tertiary care hospitals to a considerable extent,” he said.

He also visited various sections of the hospitals to ensure the preparedness keeping the covid resurgence into consideration.

The hospital is already equipped with oxygen manifold system for regulating flow of oxygen supplies.

DHSK also visited covid vaccination site at Gurdarwara Chatti Padshahi Kathi Darwaza, Srinagar along with CMO Srinagar & MS Gousia Hospital.

He interacted with the vaccination team from zone khanyar and appreciated their efforts of vaccinating the targeted population. He directed the administrators and vaccination staff to explore all possible means of sensitization and IEC so that no body among targeted population is dropped.

Later, he toured Gousia Hospital wherein he inspected all health care sections.

MS Gousia hospital apprised him about the health care services and the status of vaccination center established in the hospital.

DHSK gave on spot directions to MS to further improve upon the gaps which were deliberated upon during the discussion

Traffic remains suspended to dozens of far-flung areas in north Kashmir

Srinagar: Traffic remained suspended to dozens of far-flung and remote villages, including border towns of Karnah, Tanghdar, Machil and Gurez, for the second successive day on Sunday in north Kashmir due slippery road conditions following fresh snowfall.

However, vehicles were plying normally on Kupwara-Keran road.

“Dozens of far-flung and remote villages, including Machil, Kernah and Tanghdar, remained cut off from rest of the valley due to slippery road conditions following fresh snowfall on Saturday,” an official of Police Control Room (PCR), Kupwara, told UNI over the phone.

He said Sadhna top and Z gali received about 3 inches to a foot of fresh snowfall on Saturday. “Traffic to these areas will be restored only after clearing snow from the roads and getting a green signal from the officials deployed on the ground,” he said.

He said traffic was through on Kupwara-Keran road though the vehicles are currently plying only till Munden, which is a few km from the main town.

An official of Police Control Room (PCR) from Bandipora told UNI that traffic remained suspended to the border town of Gurez and adjoining areas due to fresh snowfall and incessant rain. “Razdan pass and adjoining areas on Bandipora-Gurez road recovered about 7 to 8 inches of fresh snowfall on Saturday,” he said.

He said snow clearance operation will be started on the road only after improvement in the weather conditions as the areas in avalanche prone.

Gurez was on April 10 reconnected with district headquarters Bandipora in north Kashmir after remaining cutoff for over four months due to the accumulation of snow, avalanches and slippery conditions.

The authorities provide helicopter services to ferry patients and other stranded people, including students, from Gurez during these winter months. As many as 150 aspirants appearing in Jammu and Kashmir Services Selection Board (JKSSB) examination were airlifted to Bandipora from Gurez by District Administration Bandipora last month. Similarly, many patients were airlifted from Gurez to Bandipora for medical treatment.

Five Indian boxers enter Youth World Boxing Championships’ quarter-finals

New Delhi: Extending splendid run, Indian boxers put up phenomenal performance on yet another glorious day at the AIBA Youth Men’s and Women’s World Boxing Championships on Sunday after as many as country’s five pugilists made their way into the quarter-finals on fifth day of the competition in Kielce, Poland.
Asian Junior Champion Biswamitra Chongtham led Indian pugilists’ onslaught in the men’s section as he outclassed Khosroshahi Parvizi 5-0 to enter 49kg quarter-finals. Manipuri pugilist Biswamitra, who was impressive in the trials where he defeated Khelo India gold medallist, looked in complete control against the Irish boxer as he carried on with the momentum before finishing the bout in his favour.
Besides Biswamitra, Ankit Narwal also secured a place in the last-8 alongside Uttar Pradesh boxer Vishal Gupta (91kg) and Sachin (56kg), who hails from Bhiwani, Haryana. Asian Youth silver medallist Haryana’s Ankit defeated Polish boxer Oliwier Zamojski with a 4-1 split decision. However, Vishal and Sachin comfortably registered identical 5-0 victories against Croatia’s Borna Loncaric and Jose Valdez of Columbia respectively.
Meanwhile in the women’s section, Gitika (48kg), who came into the match beating European Champion Diana Ermakova, continued her impressive form as she notched up a flawless 5-0 triumph against Kazakhstani boxer Arailym Marat to progress into the last-8 stage. However, Nisha Gurjar (64kg) was the lone Indian who couldn’t progress on Day 5 as she suffered a 1-4 loss against Latvia’s Beatrise Rozentale in the pre-quarters.
The sixth day of the prestigious event, where India has fielded a strong 20-member team, will witness nine Indians in action. Appearing in the quarter-finals, five women–Poonam (57kg), Alfiya Pathan (+81kg), Khushi (81kg), Gitika (48kg) and Vinka (60kg)–will look to make their way into semi-finals and assure country medals. While Akash Gorkha (60kg), Manish (75kg), Sumit (69kg), Vinit (81kg) will be seen playing in the men’s pre-quarterfinals stage.
