No traffic on highway today

Srinagar: Traffic on 270-km-long Srinagar-Jammu national highway, the only all weather road connecting Kashmir valley with the rest of the country was resumed this afternoon after remaining suspended on Tuesday due to fresh landslides in Ramban area, official sources said.

There will be no traffic on Wednesday in view of maintenance of the highway.

They said there was a huge landslide at Mahar Ramban today disrupting traffic movement on the highway. Hundreds of vehicles were stranded on both sides of the Mahar, they said adding the National Highway Authority of India (NHAI)  immediately put into service sophisticated machines and men to resume traffic on the highway.

Traffic was resumed after landslides were cleared, they said adding vehicles are now moving towards their respective destination.

A traffic police official told UNI that today Light Motor Vehicle (LMV) traffic was allowed from Srinagar and Jammu. However, Kashmir bound vehicles had to cross Nagrota between 0800 hrs to 1300 hrs and Jakheni Udhampur from 0900 hrs to 1400 hrs

For Jammu bound LMVs they had to cross Zig Qazigund between 0700 hrs and 1200 hrs.

However, Heavy Motor Vehicles (HMVs) will be allowed to ply from Jakheni Udhampur from 1500 hrs 2200 hrs, he said adding no vehicle will be allowed after cut off timing.

Security forces are advised not to ply against traffic plan in view of congestion on the highway, he said adding they are advised to ply from Srinagar to Jammu.

The historic 86-km-long Mughal road, linking Shopian in south Kashmir with Rajouri and Poonch in Jammu also remained closed since December last year due to accumulation of snow. However, people living on both sides of the road, which is see as alternative to Srinagar-Jammu highway, alleged that snow clearance operation has been completed early this month. They further alleged that authorities are not allowing traffic officially though some private vehicles are plying on the road.

 

76% qualify 11th exams in Kashmir

Srinagar:  With an overall pass percentage of 76 percent, Jammu and Kashmir Board of School Education (BOSE) on Tuesday declared the results of annual regular examinations of 11th standard of Kashmir division.

The news agency—Kashmir News Observer (KNO) has learnt that the girl students have yet again outshined boys.

“Girls registered a total pass percentage of 79 percent while boys registered only 74 percent,” BOSE said.

BOSE also said that a total of 75,652 students were enrolled for the exams out of which 57,658 qualified it.

According to BOSE, at least 25,701 students bagged the distinction in the annual regular exams of 11th standard, 21,309 students got first division, 9339 secured second division, 1294 students passed the exams with third division and fifteen students qualified their additional third subject.

The figures also reveal that in the exams, at least 394 students were absent, 20 students were having dispute in eligibilities, eight were disqualified and an examination of three students was cancelled—(KNO)

 

SC frames draft rules for crime investigations, trials

New Delhi: The Supreme Court on Tuesday directed High Courts and the state governments to amend the existing procedures as it framed detailed draft rules to streamline investigation and expedite trials in criminal cases.

A bench, headed by Chief Justice S.A. Bobde and comprising Justices L. Nageswara Rao and S. Ravindra Bhat, said: “This court is of the opinion that the courts in all criminal trials should, at the beginning of the trial, i.e. after summoning of the accused, and framing of charges, hold a preliminary case management hearing. This hearing may take place immediately after the framing of the charges.”

The bench clarified that the draft rules, related to investigation, like preparing medico-legal certificate, post mortem, inquest report, photography and amid the investigation videography of post mortem, are compliant and not in any way repugnant to the Code of Criminal Procedure, 1973.

“If the state government’s co-operation is necessary in this regard, the approval of the concerned department or departments, and the formal notification of the said Draft Rules, shall be made within the said period of six months,” it added.

Passing the order in a suo moto case, the top court said the rules also dealt with trial proceedings, which includes supply of documents to accused, framing of charge, and recording of evidence. “The state governments shall appoint advocates, other than Public Prosecutors, to advise the Investigating Officer during investigation,” it said.

The bench said all High Courts should take expeditious steps to incorporate the Draft Criminal Rules on Practice, 2021 as part of the rules governing criminal trials, and ensure that the existing rules, notifications, orders and practice directions are suitably modified, and promulgated (wherever necessary through the Official Gazette) within 6 months from Tuesday.

The top court took into consideration the views of the High Courts and three amici curiae, senior advocates Sidharth Luthra, R. Basant and advocate K. Parameshwar. The court approved the draft rules, which, among others, mandated recording of evidence on a day-to-day basis, and noting down special reasons for allowing adjournment.

According to the rules, bail applications in non-bailable cases must ordinarily be disposed of within a period of three to seven days from first date of hearing.

The top court also directed the state governments and Centre in connection with investigating agencies in its control, to carry out consequential amendments to their police and other manuals, within six months.

Qazigund boy qualifies IES exam, secures 26th rank all over India

Qazigund: A youth from Qazigund area of South Kashmir’s Anantnag has brought laurels to Jammu and Kashmir by qualifying Indian Engineering Services (IES) exams conducted by Union Public Service Commission (UPSC) with 26th rank all over India.

Mir Adfar Aaghaz (22), a resident of Katran Mir Bazar area of Qazigund who is a bachelor of technology pass out of National Institute of Technology (NIT) Srinagar, has qualified the exam with flying colours without any coaching.

Adfar said that he has done his schooling in his native area, however, due to financial crunch he had to move to maternal home Kamad Achabal to continue his studies.

“My maternal uncle has been bearing my all expenses  I am thankful to him along with my family who has supported me every time despite facing many problems financially,” he said.

Adfar  said that before completing B-Tech in Civil Engineering in the year 2019, he appeared in Graduate Aptitude Test in Engineering (GATE) exams and secured 427th rank after which he got various offers for Master of Technology (M. Tech) in many IITs all over India but he preferred to prepare for IES.

“Since 2019 I have been preparing for the exams and finally, I have achieved my dream I was expecting to be part of the list but 26th rank was a surprise,” he said.

“Three months after I completed my B. Tech from NIT Srinagar the notification for IES exam was issued,” he said. “Our Preliminary exam was conducted on January 5, 2020 and Mains was scheduled in June 2020. Then due to the COVID-19 pandemic, the interview was delayed to March 2021.”

He said that due to the financial crunch he himself studied without any coaching.

“I was studying for around 10 hours on a daily basis and qualified the exam with ease,” he said—(KNO)

Abdullah tests negative, Omar still in self isolation

Srinagar: Former Chief Minister (CM) and National Conference (NC) president Farooq Abdullah has tested negative for COVID-19 after twice testing positive.

However, his son and former CM and vice president of NC Omar will continue to remain under self isolation because of contradictory results of his COVID tests.

Omar informed this evening that his father Abdullah finally tested negative for COVID-19.

Abdullah had tested positive on March 30 and was later shifted to S K Institute of Medical Sciences (SKIMS). However, he was discharged from the hospital despite testing COVID positive.

Omar on April 9 had tested positive for the virus. However, his two test reports today were contradictory as one was positive and another was negative so he decided to remain in self isolation for next one week.

Taking to micro blogging site Twitter Omar said, “It’s a big relief for all of us at home that my father finally tested negative for COVID-19. In my case I’ve had two contradictory results with one test coming back negative & another positive. To be on the same side I’ll continue to self-isolate & will test again next week”.

 

Students, others returning to Kashmir amid rise in Covid cases

Srinagar: Students, pursuing education in professional and other colleges outside J&K, have started to return to the valley in view of unabated rise in COVID-19 cases across the country, which recorded 2,59,170 new cases of the novel Coronavirus during the last 24 hours.

However, surprisingly the non-local work-force, including from Bihar, Uttar Pradesh (UP) and West Bengal, have stayed put in Kashmir despite various curbs being imposed by different state government, particularly J&K, in view of rise in the number of positive cases.

Meanwhile, J&K Students Association has established a helpline and online platform to monitor and address the issues of Kashmiri students studying in different parts of country.

“All the students studying in our college left for their home after many positive cases were reported in our educational institute and adjoining areas,” Turfa Bashir, an Engineering student, pursuing studies at a UP college, told UNI.

She said she returned to Kashmir on Sunday with a group of over 20 other students from her college.

“The flight which we took to Kashmir from Delhi was full of students, pursuing education in different colleges and universities of the country,” she added.

Another student Athar Shah said that he returned to the valley with a group of 15 youth, who were pursuing studies in a college in Pune. “We have a bitter experience with last year’s lockdown when all the modes of commute were shut overnight. We didn’t want to take a change this time, so we decided to return home and be with our families”.

He said airports at Mumbai and Delhi were full of students and other people, who were returning to their families in Kashmir, fearing another lockdown. Students pursuing MBBS from Bangladesh and other countries were also returning to the valley in view of COVID-19 cases, Last year, special flights had to be operated to get the students from other countries, particularly Bangladesh, back.

A spokesperson of J&K Students Association said that the association has set up a bridge to give proper heed to the problems of students during to second wave of deadly Coronavirus. Association said that it has setup volunteers to extend helping hand to the people in need.

He said the association has requested the students of Kashmir studying in different States and UTs, to connect with the volunteers at available numbers, where the students can report grievances, issues. “We saw parents are making frantic calls to their children, advising them to return to Kashmir Valley at an earliest. The Association added that Students are requested to get in touch with volunteers,” he added.

Tribal affairs Deptt initiates ambitious plan for modernisation of hostels in JK

Shahid unveils roadmap, sets strict timelines for infra up-gradation,  facilities

Srinagar:  With an aim to provide the best available facilities and a competitive platform to students, the J&K Tribal Affairs Department (TAD) has initiated the process for time-bound modernisation of its residential hostels in all districts concerned. The plan comprises and envisages infrastructure upgradation, technological interventions, management revamp and decentralised functioning.

Secretary, Tribal Affairs Department, and Chief Executive Officer, Mission Youth J&K, Dr Shahid Iqbal Choudhary,  laid out the roadmap for the ambitious hostel modernisation plan which sets strict timelines for modernisation of all hostels managed by TAD. The plan was finalised in a meeting of senior officers including among others Director Tribal Affairs Musheer Ahmed and Secretary Advisory Board Mukhtar Choudhary.

While unveiling the modernisation plan for TAD hostels, the Secretary said it includes as envisaged major revamp of the entire infrastructure and facilities to be made available at the hostels. He said stakeholders and domain experts are being roped in and will be associated with the project in order to ensure achievement of desired outcomes.

Under the plan, each hostel will also get a Career Counselling Centre (CCC) for mentoring the students right from their admission. CCCs shall organise 4-5 interactive sessions each month with qualifiers of competitive examinations, innovators, entrepreneurs, educationists and domain experts. Separate budget will be provided to hostels for CCCs.

The meeting was informed that skill development courses shall be mandatory for all students in the hostels. Infrastructure upgradation as planned will also include establishment of gymnasiums and sports clubs with all requisite equipment as a model intervention. To ensure good use, there will be regular deployment of physical fitness trainers through district administrations.

The TAD will also establish standard and digital libraries with offline and online repository of books, journals, references and documents. The existing tuition system will be replaced with online classes  for which smart classrooms will be established in each hostel and one state-of-the-art studio each in Jammu and Srinagar for resource persons to connect with hostels.

Speaking in reference to this part of the modernisation plan, Shahid said there will also be a parallel process to digitise the entire J&K Board syllabus of Class VI-XII  to be provided to students in tablet computers to do away with school bags.

He said the department will also formulate Audio-Visual lectures as part of efforts to make education accessible and easy to understand for everyone, adding that all these facilities will be made available from the current educational year.

The Secretary has also directed for revising food menus and uniform, which currently has Rs 100/day and Rs 2200/annum allocation for each student, instructing for enhancement for ensuring better quality.

It was informed that a committee headed by Director Tribal Affairs will finalise the revised menu based on standard nutritional requirement and also annual requirement of summer and winter uniform/clothing which it was informed shall be provided on priority.

KPDCL asks people to use power judiciously to avoid pesky power cuts

 Srinagar:  The Kashmir Power Distribution Corporation Limited (KPDCL) on Tuesday appealed the consumers to use electricity judiciously to avoid unscheduled power cuts during Iftari and Sehri times.

Chief Engineer KPDCL, Aijaz Ahmad Dar said keeping in view the weather advisory for next two days, temperature is again expected to drop and load in the system will again increase.

“As such, all the consumers are humbly requested to use electricity judiciously and to avoid use of heating gadgets at Sehri and Iftaar times so as to avoid unscheduled power cuts,” he said.

The KPDCL Chief Engineer also stated that this Ramadan, the department is providing 1630 MWs electricity as compared to last year’s load of 1475 MW.

Pertinently, the appeal comes a day after the government ordered attachment of AEE, Bemina and AE Zakoora in the office of Managing Director, KPDCL with immediate effect while taking serious note of laxity in electric supply during Iftar and Sehri times in Srinagar district.

The government has received a number of public grievances about disruptions in power supply during Iftar and Sehri times had been received from these areas.

The Managing Director, KPDCL and Chief Engineer, Distribution, Kashmir have also been directed to personally monitor the supply of electricity and ensure no disruptions—(KNO)

CBI arrests 2 senior insurance officers in bribery case

Srinagar: The Central Bureau of Investigation (CBI) has arrested two National Insurance Company Ltd officers, including Senior Divisional Manager, Srinagar, in a bribery case in  Srinagar.

A statement issued by CBI on Tuesday said that a case was registered against the accused on a complaint alleging therein that a Dealing Official (later on, identified as Administrative Officer), National Insurance Company Ltd., Srinagar has demanded a bribe of Rs 4.5 lakh from the complainant to settle personal accidental claim of her father, who died in a road accident.

“It was further alleged that after negotiation, the bribe amount of Rs 2 lakh was demanded, as first installment to release part claim. It was also alleged that the accused would be sharing the bribe with seniors,” the statement said.

It said the CBI laid a trap and caught the Administrative Officer while demanding and accepting the bribe of Rs 2 Lakh from the complainant on Monday. “During investigation, role of Senior Divisional Manager (Scale-IV) was also revealed and he too was arrested”.

“Searches at the premises, including residential and official of the accused, were conducted at Srinagar and Chandigarh,” it said, adding a cash of Rs One Lakh; Bank deposits of Rs 30 Lakh and some documents related to bank accounts, shares, property, other movable assets were recovered at the premises of Senior Divisional Manager.

“Both the arrested accused will be produced on Tuesday in the Court of Special Judge, Srinagar,” it added.

Border town of Keran again cutoff

Srinagar: The border town of Keran was once again on Tuesday cutoff from rest of the valley due to a landslide, triggered by incessant rain in north Kashmir, where traffic to dozens of far-flung and remote areas, including those near the Line of Control (LoC), remained suspended for the fourth successive day.

However, traffic on Kupwara-Karnah road was plying normally.

“Traffic on Kupwara-Keran road was again suspended on Tuesday morning after a landslide due to incessant rain,” an official of Police Control Room (PCR), Kupwara told UNI over the phone.

He said Border Road Organization (BRO), responsible for the maintenance of the road, has pressed into service sophisticated machines to clear the landslide and put through the road for traffic.

He said snow clearance operation was going on war footing to restore traffic to Machil, which remained cutoff from district headquarter in Kupwara since Saturday due to accumulation of about a foot on the road.

However, he said the operation could be effected following prediction of another spell of rain and snow from Tuesday.

An official of Police Control Room (PCR) from Bandipora told UNI that traffic remained suspended since Saturday to the border town of Gurez and adjoining areas due to accumulation of snow. “Razdan pass and adjoining areas on Bandipora-Gurez road recovered about 7 to 8 inches of fresh snowfall on Saturday,” he said.

An official in Deputy Commissioner (DC) officer in Bandipora said that snow clearance operation was going on war footing and traffic will be most likely restored on Bandipora-Gurez road on Wednesday.

Gurez was on April 10 reconnected with district headquarters Bandipora in north Kashmir after remaining cutoff for over four months due to the accumulation of snow, avalanches and slippery conditions.
