Ramp Up Hospital Infrastructure

The covid-19 second wave is spreading like a typhoon, Prime Minister of India Nadrendra Modi told the nation in his address on Tuesday night. The virus numbers are rapidly increasing, breaking the old records within hours. Jammu and Kashmir reported 2030 new covid-19 cases on April 20, the highest ever single day spike so far. Eight more people succumbed to the virus in the last 24 hours, taking the fatality count in Kashmir Valley alone to 1300 and overall 2071 in J&K, with 771 deaths reported in Jammu region. In this month alone, around 80 people lost lives to the covid-19 while more than 16000 cases were added to the burgeoning tally.  The surge in the cases points out that very little was learnt as the more ferocious second wave continues to ravage the J&K, rather the entire India.

Given the fact that infrastructure is precariously found wanting, it seems that precious time was wasted even as critical facilities are now being scaled up to meet the demands of the ferocious wave that is accelerating at an unprecedented pace, leading to health-care facilities being overwhelmed. In India, the number of deaths have gone up, recording a sharp growth of 10.2%. Director SKIMS at a presser openly said that the valley’s tertiary care hospital is facing the shortage of remdesivir injection even as Divisional Commissioner sought to play down it by saying that the drug was available in sufficient quantity and that there was no need for panic. Bizarrely, the Divisional Commissioner went on to say how and in what condition a patient needs the particular drug. Being an intravenous injection, remdesivir can be administered only in hospital settings, and any benefit might be seen only in moderately sick patients. New Delhi is facing the brunt of shortage in medical infrastructure and the J&K government needs to take a cue from it and learn quickly. There is a need to augment infrastructure and that too without wasting any further time. Beyond doubt, the hospitals cannot be stretched beyond capacity. It is heartening to know that medical oxygen supplies are being augmented and all institutes should ensure the capacity which suffices the need. As the situation unfolds, it is unlikely that the virus is eliminated in the near future and such there is need for adherence to Union Home Secretary’s direction to J&K for “urgent review of clinical management along with ramping up testing and hospital infrastructure.”

COVID-19, life have to move along; mass vaccination way to develop herd immunity

By: Afaq Bhat
Srinagar: Prime Minister Narendra Modi urging the states and union territories to consider lockdown as a last option is a hint that life and COVID-19 have to move along with each other.
“In today’s situation, we have to save the country from lockdown. I would also request the states to use lockdown as the last option,’ PM Modi said while addressing the nation on the COVID-19 situation.
An analyst while talking to Precious Kashmir said, “When PM Modi announced the lockdown last year, no one had any idea about what the Covid is all about. But this time around we are well equipped. The vaccine has already come and the government has announced that all adults in India will be eligible for the COVID-19 jab from May 1, 2021.”
He said, “Doctors are aware about how to treat the patients.  The problem that the country is facing at present is that many states are facing acute shortage of oxygen as the critical patients require ventilators to survive.”
A medico said, “If the people get themselves vaccinated they will be in a better position to fight the COVID-19 as the research and studies have shown that people who have taken the jabs are heading towards developing immunity but the ones who catch Covid despite being vaccinated don’t need hospitalization and they can be treated within their homes.”
He said, “From the day one experts have been stating that the Covid is here to stay and it won’t go so easily. It can be only defeated through developing herd immunity, but for that everyone has to cooperate.”
It’s in place to mention here that Jammu and Kashmir on Tuesday recorded highest ever spike in COVID cases as more than 2000 people tested positive for the pestilence. During the past few days disturbing reports are pouring in. Hospitals are running full and space seems to be shrinking as the number of cases is increasing at a rapid pace.
“The second wave of the COVID-19 seems more deadly than the first wave. But we have to fight it out collectively. Leaving everything and waiting for the curve to flatten is just a short term solution. We should bear in mind that all pandemic in the past have been defeated through vaccines. The COVID-19 is no different and it has to be dealt in a way earlier pandemics were dealt,” said another medico.

Construction of 60-year old Bijbehara school: District admin proposes, PHE disposes

Follow-Up

By:  Ahmad Shabir

Anantnag: Even as the district administration in Anantnag demarcated the land for the construction of government middle school in Takibal village of Bijbehara twice in last four years but the refusal of PHE officials to issue no objection certificate (NOC) continues to be a hurdle in the process.
The hurdles being created by some PHE officials in getting the required land transferred to Education Department, according to villagers, is forcing the children to study in the unsafe and unhygienic rented rooms breeding insects and germs.
Having been established in 1960, the school is one of the oldest schools in education zone Bijbehara. Since its upgradation as middle school in 2008, the villagers and teachers posted in the school have been making all the efforts to get the building for the school sanctioned and constructed.
Since the village is landless, the villagers and teachers few years ago in their application identified the land for the school building near a water supply scheme presently under the occupation of the Public Health Engineering (PHE) Department. The district administration sought reports about the availability and status of the land from tehsil level revenue officials. Following the submission of report by the ground level revenue officials, district administration ordered the demarcation of the land. “In last several years district admin carried out demarcation of the land meant for school building, measuring 1 kanal 7 marlas twice but the same was never transferred as some officials of PHE created hurdles in the process,” villagers said.

Teachers posted in the school said that there are at least seven marlas of land available. “Construction of school will require one kanal as has been demarcated already but few lower rung officials are creating unnecessary hurdles in the construction of school building despite all the top officers in both the district admin and even PHE department being in favor of the same,” teachers said.
A teacher said that even SE hydrolics who is supposed to issue NOC told them recently that he will be happy to see a school building being constructed there. “If school building comes up there and students get benefited, I will be happy,” the SE, according to teachers told them.
However, when the document reached lower rung PHE officials for report, a teacher said, they denied the same once again.

“These officials are misleading not only their higher ups telling them that they have to construct a water reservoir. Even if that is true, enough land is available for that also,” the teacher said.

The villagers also pleaded their case in  gram sabha on Tuesday and told the officials in one voice that they want construction of school building on the land after which Tehsildar concerned held a meeting with both villagers and PHE officials.

A villager told Precious Kashmir, Deputy Commissioner , should himself visit the spot and see for himself how much land is available and what is the condition of the rented accommodation where children are taught.

A source in the district admin said that ACR and Tehsildar Bijbehara will personally visit the spot after which the decision which will be in the interest of the people will be taken.    “DC sahab has taken a note of the issue. He is very serious in uplifting the education. ACR is also very keen in getting the issue resolved,” the source said.

Consider COVID-19 lockdown as last option: PM urges States, UTs

New Delhi: Stressing that there was a need to prevent the country from COVID-19 lockdown, Prime Minister Narendra Modi on Tuesday urged the states to consider lockdown as the last option and the focus should be on creating micro containment zones.

‘In today’s situation, we have to save the country from lockdown. I would also request the states to use lockdown as the last option,’ PM Modi said while addressing the nation on the COVID-19 situation.

He requested the state governments to urge the workers to stay where they are.

‘My request to the state administration is to keep the trust of the workers alive, urge them to stay where they are,’ PM Modi said.

‘This trust given by the states to the workers will help them, and that they will be vaccinated in the city where they are,’ the Prime Minister said.

He said that from May 1 onwards, anyone above 18 years of age can be vaccinated.

PM Modi said till now, more than 12 crore vaccine doses have been administered.
