For securing Oxygen supply, JK Govt deploys 3 police officers in HP, Haryana, Uttrakhand

Srinagar: In order to facilitate the allocated quota of Oxygen supply for Jammu and Kashmir from different states of India including Haryana, Uttrakhand and Himachal Pradesh, Government has ordered the 3 police officers to immediately proceed to these States and remained stationed there.

Farooq Qairsar Mir, Deputy Commandant IRP 7th Battalion has been asked to remain present at Air Liquide, Panipat Haryana, Sahil Sharma Deputy SP Jammu Kashmir Armed Police 8th Battalion asked to remain present at Linde Selaqui, Uttrakhand and Rakesh Akram, Deputy SP IRP 19th Battalion has been ordered to remain present at Inbox Barotiwala, Himachal Pradesh.

Sources said Special Secretary to the Government of Jammu and Kashmir, Khalid Majeed has ordered these officers to immediately proceed to these locations, considering the gravity of the situation and report compliance. (KNT)

Muslim ambulance driver cremates Hindu woman who died of Covid

Poonch: Setting a unique example of communal harmony, a Muslim driver cremated a Covid-19 infected Hindu woman after her death in Mendhar area of Poonch district in Jammu Division.

Local sources said a mentally unsound Hindu woman died of Covid-19 at Sub-District Hospital Mendhar. They said homeless Hindu woman was living with a mental disability.

A Muslim ambulance driver identified as Mir Ahmed stepped in despite warned by people and cremated the body of the woman.

They said that people refused to touch the body of the woman for fear of Coronavirus, but the Muslim driver while setting the example of communal harmony cremated the body without any fear.

The driver is an employee of Jammu and Kashmir Health and Family Welfare Department. (KNT)

India announce 20-member squad for WTC final, England Test series

Mumbai: India on Friday announced a 20-member squad for the next month’s World Test Championship final against New Zealand and subsequent five-match Test series against England.

All-rounder Ravindra Jadeja and batsman Hanuma Vihari who suffered injuries during India’s tour Down Under last year, made a comeback to the squad.

Jadeja’s replacement in the home Tests against England – Axar Patel – retained his spot based on his exceptional performances.

K L Rahul, who underwent a surgery after being diagnosed with appendicitis, and Wriddhiman Saha, infected with COVID-19 during the recently-postponed IPL 2021, were included subject to their fitness.

Out-of-form spinner Kuldeep Yadav and pacer Navdeep Saini have been left out of the squad. Hardik Pandya, Prithvi Shaw and Bhuvneshwar Kumar were the other three notable exclusions in the 20-member squad.

The selectors also picked four standby players — Abhimanyu Easwaran, Prasidh Krishna, Avesh Khan, and Arzan Nagwaswalla, the BCCI said in a statement.

The WTC final against the New Zealand will be held from June 18 in Southampton followed by the Tests against England from August 4.

Following their 3-1 win against England at home, India finished as the No 1 side with 72.2 percentage points and booked their place in the final.

The Test series against England will start in Nottingham, followed by matches at the Lord’s (August 12 to 16), Leeds (August 25 to 29), The Oval (September 2 to 6) and Manchester (September 10 to 14).

Safety Audits Of Covid19 Hospitals

Jammu and Kashmir has been facing the relentless onslaught of COVID-19 cases. Nearly 5000 cases were reported in the last 24 hours while 50 more people succumbed to the virus during the time as 1700 hours on May 6. Moreover, active positive cases have raced to 41666—14686 in Jammu and 26980 in Kashmir. It is not the J&K alone but the entire country which is facing the onslaught of covid-19. There were 4,12,262 fresh coronavirus cases and 3,980 deaths, taking the country’s tally to 2,10,77,410, as per the latest update by the Union Health Ministry.

India’s COVID-19 tally had crossed the 20-lakh mark on August 7, 30 lakh on August 23, 40 lakh on September 5, and 50 lakh on September 16. It went past 60 lakh on September 28, 70 lakh on October 11, crossed 80 lakh on October 29, 90 lakh on November 20, and surpassed the one-crore mark on December 19. India crossed the grim milestone of 2 crore on May 4.

Amid all this despair, public health response has also had to combat a connected scourge of hospital fires in several states, claiming many precious lives. Reacting to such incidents, the Jammu and Kashmir administration, and rightly so, has ordered safety audits of covid-19 hospitals when oxygen generation plants, manifolds (large gas cylinders), other mechanical systems and dedicated feeders are functioning round the clock in these facilities. The Deputy Commissioners of all the districts are required to conduct fire safety and mechanical system audits of all covid dedicated facilities to ensure that no fire related incident occurs at first place, as per the divisional administration of both Kashmir and Jammu divisions. They are required to constitute joint teams to conduct audits at the earliest. It is imperative that they should put out a checklist to prevent fires and also save patients in case such untoward happens. They should ensure that all the fire safety guidelines for hospitals issued by the government of India in last year, prioritising a strict compliance strategy, third party accreditation on safety, and adoption of a fire response plan are in place.

Professionals call for ICUs to be equipped with an exhaust system to prevent smoke accumulation in a fire, ventilation cut-outs to prevent a blaze from spreading, periodic maintenance of safety equipment and, very importantly, an evacuation plan for the sickest patients, who may be attached to life-saving equipment. All these needed to be ensured and important within possibile little time.

No need for tests after 10 days of home isolation in mild cases: New guidelines

New Delhi: The Union Health Ministry has issued revised guidelines for home isolation for patients with mild or asymptomatic symptoms.

The new revised guidelines said, “Patient under home isolation will stand discharged and end isolation after at least 10 days have passed from onset of symptoms (or from date of sampling for asymptomatic cases) and no fever for 3 days. There is no need for testing after the home isolation period is over.”

As per the revised guidelines, the patient should be clinically assigned a mild/asymptomatic case by the treating Medical Officer.”The asymptomatic cases are laboratory confirmed cases not experiencing any symptoms and having oxygen saturation at room air of more than 94 per cent.

Clinically assigned mild cases are patients with upper respiratory tract symptoms (and/or fever) without shortness of breath and having oxygen saturation at room air of more than 94 per cent are recommended for home isolation,” the revised guidelines said.

It said that a caregiver should be available to provide care on a 24×7 basis and a communication link between the caregiver and hospital is a prerequisite for the entire duration of home isolation.Elderly patients aged more than 60 years and those with co-morbid conditions such as hypertension, diabetes, heart disease, chronic lung/liver/ kidney disease, cerebro-vascular disease shall only be allowed home isolation after proper evaluation by the treating medical officer.

Talking about treatment protocols, the revised guideline said, “Patients must be in communication with a treating physician and promptly report in case of any deterioration. If fever is not controlled with a maximum dose of Tab. Paracetamol 650mg four times a day, consult the treating doctor who may consider advising other drugs like non-steroidal anti-inflammatory drugs (NSAID) (ex: Tab. Naproxen 250 mg twice a day).”

It further stated that consider Tab Ivermectin (200 mcg/kg once a day, to be taken empty stomach) for 3 to 5 days. Inhalational Budesonide (given via inhalers with spacer at a dose of 800 mcg twice daily for 5 to 7 days) to be given if symptoms (fever and/or cough) are persistent beyond 5 days of disease onset.

“The decision to administer Remdesivir or any other investigational therapy must be taken by a medical professional and administered only in a hospital setting. Do not attempt to procure or administer Remdesivir at home,” it said.

As per the guidelines,a patient under home isolation seeks immediate medical attention if serious signs or symptoms develop which could include difficulty in breathing, dip in oxygen saturation, persistent pain pressure in the chest and mental confusion or inability to arouse.

 

JK records highest single day spike of 4926 Covid cases, 52 deaths

Srinagar: Jammu and Kashmir reported 4926 fresh covid-19 cases, the highest so far since the pandemic started, even as 52 more persons succumbed to the virus in the last 24 hours, according to Health Department data on Thursday.

1685 of these case were confirmed from Jammu Division and 3241 from Kashmir, taking the total count to 201511.

Regarding the deaths 34 were from Jammu Division and 18 from Kashmir Valley, taking the fatality count to 2562—1068 in Jammu division and 1494 in Kashmir.

Providing district wise details, the officials said Srinagar reported 1070 cases, Baramulla 353, Budgam 605,

Pulwama 171, Kupwara 124, Anantnag 314, Bandipora 90, Ganderbal 126, Kulgam 218, Shopian 170, Jammu 617, Udhampur 121, Rajouri 232, Doda 51, Kathua 200, Samba 131, Kishtwar 36, Poonch 124 Ramban 108 and Reasi 65.

Among others, the those who died include a 30-year-old from Prichoo Pulwama died at SKIMS Bamina, a day after she was admitted to the covid-19 management facility here.

Three more persons—a 74-year-old man from Chanapora Srinagar, an 85-year-old man from Aripanthan Beerwah Budgam and a 67-year-old man from Nawabazar Srinagar also died at SKIMS Bemina, three days after he was admitted to the facility.

A 65-year-old woman from Kanipora Nowgam died at SMHS hospital, five days after she was admitted there, they said.

A 78-year-old man from Malbagh Srinagar died three days after he was admitted to the SHMS hospital, they said.

A 40-year-old man from Dalgate Srinagar died six day of his admission to SMHS hospital, they said.

Also, they said, an 80-year-old man from Chattabal Srinagar was who admitted with bilateral community acquire pneumonia also succumbed at the same facility.

Two deaths were reported at GMC Anantnag and the victims included a 60-year-old and a 62-year-old persons respectively, they added.  (GNS)

Admin defers elective, routine surgeries in hospitals deferred in Kashmir

Srinagar:  Divisional Commissioner, Kashmir, P K Pole issued order for deffering of elective, routine surgeries in Govt & Private Health institutions till further orders in view of Covid Pandemic in Kashmir Division.

It stated that  the prevailing situation  demands optimal utilization of available resources so that existing infrastructure and healthcare are not over stretched to the hilt.

The order said that the main focus of healthcare system at this juncture is management of covid-19 positive cases and majority of resources of health care  at present have  been diverted to covid-19 management.

‘It is hereby ordered, in view of these facts and till further orders, all elective and routine surgeries in Government and Private health institutions are deferred unless there are pressing and dire medical exigencies and benefits of such procedures outweigh risk related to covid 19 situation and its fallout’, order stated.

However, emergency services, critical care required for co-morbid patients, dialysis patients, Once Surgeries and MCH services shall continue as usual.

The Districts Magistrates, District Disaster Management Authorities, CMOs of concerned districts shall conduct random inspections and audits of  health care institutions to enforce the compliance of this order under the extent rules with in their jurisdiction.

The order shall be reviewed periodically based on the evolving Covid 19 Situation.

India records 4.12 cases, 3,980 deaths in 24 hrs

New Delhi: India recorded the highest single-day COVID-19 infections and deaths with 4,12,262 people testing positive and 3,980 patients losing their lives in the past 24 hours, taking the cumulative figures to 2,10,77,410 and 23,01,68, respectively, Health Ministry data showed on Thursday.

A total of patients infected with the novel coronavirus were 3,29,113 discharged during the same time period, pushing the total recoveries to 1,72,80,844. India has a total of 35,66,398 active cases at the moment.

The northern states of Uttar Pradesh and Punjab registered their highest Covid-19 deaths with the most populous state recording the biggest single-day jump of 357 Covid-19 deaths that took the toll to 14,151 while it registered 31,165 fresh cases. Lucknow and Kanpur registered the highest deaths in the state.

Punjab on Wednesday saw another record 182 fatalities, bringing the toll to 9,825, while 8,015 fresh infections, the biggest single-day spike, took the tally to 4,07,509, according to a medical bulletin. The number of active cases rose from 61,935 on Tuesday to 63,007 Wednesday.

Twelve states, including Maharashtra, Karnataka, Kerala and Uttar Pradesh, have more than 1 lakh active COVID-19 cases, according to the government. Thirty districts are showing a continued rise in the number of coronavirus cases for the last two weeks. Ten of these districts are in Kerala, seven in Andhra Pradesh, three in Karnataka and one in Tamil Nadu, it said.

The cumulative number of COVID-19 vaccine doses administered in the country so far stands at 16,24,30,828, the health ministry said. It said 2,30,305 beneficiaries in the 18-44 age group received the first dose of the vaccine on Wednesday across 12 states and Union territories. The total number of people in this age group who have been inoculated against the viral disease stands at 9,02,731, the Ministry added.

Meanwhile, Principal Scientific Adviser to the Prime Minister Wednesday said a third wave of Covid-19 was inevitable given the high levels of the circulating virus and that they couldn’t predict a time frame for it. Dr K V Vijay Raghavan also admitted that experts had not anticipated the “ferocity” of the second wave currently sweeping the country. The Centre also said that the “surge in cases seen over the last one and a half month in some states” shows a “correlation with the rise in (presence) B.1.617.” However, the Centre added a key caveat: the epidemiological and clinical correlation of B.1.617 and the surge is not “fully established”.

Jammu:  Lieutenant Governor, Manoj Sinha Thursday directed for increasing the additional 1325 bed capacity with oxygen support in Jammu Division within five days which will complement the Government’s efforts for strengthening and improving the health infrastructure, especially the Covid-19 treatment facilities in the region.

The Lt Governor was chairing a meeting to review the evolving Covid situation and containment measures taken thereof, in which, Senior Doctors, Health officials, Chief Medical Officers and Deputy Commissioners of Jammu Division participated, in person and through virtual mode.

While taking district-wise review of the Covid scenario, the Lt Governor enquired about the number of Covid dedicated beds in the GMCs and private hospitals, and directed the concerned Principals and Directors of private hospitals including ASCOMS and SMVD Narayana Hospital to augment the bed capacity with oxygen support system.

The Lt Governor stressed on accelerating the work to meet the increasing demand for healthcare facilities at City, District Hospitals & Community Health Centres.

Underlining the importance of putting in place a comprehensive patient-care mechanism, the Lt Governor said that Doctors are best trained to handle the situation and asked the senior Doctors to reach out to every patient admitted in the hospitals and effectively utilize their experience for better patient-care.

Devote yourself wholeheartedly in serving the people and providing quality medicare to Covid patients, the Lt Governor urged the  Doctors.

CMOs were instructed to actively involve themselves in covid care management in their respective health institutions.

The meeting discussed the availability of Covid dedicated beds in tertiary care Covid hospitals, and District Hospitals, status of Oxygen Generation plants that are installed in GMCs, besides increasing the number of Covid dedicated beds, and facilitating the adequate availability of oxygen supply in health institutions.

The meeting was informed that Oxygen Generation Plants at Rajouri, Reasi and Samba are already functional and additional capacity would be added to GMC Jammu that will cater to the requirement of oxygen, besides helping in enhancing the bed capacity with oxygen support.

It was further informed that Oxygen Plants at Kathua and Doda will be made functional soon.

Terming increased testing and vaccination as imperative in combating Covid-19 pandemic, the Lt Governor directed the concerned officers to ensure rigorous testing and contact tracing, besides intensifying the vaccination drive to saturate the inoculation of the targeted population with the dose of Covid vaccine.

Testing and Vaccination should be priority. Streamline the process and enable more individuals to get tested and vaccinated faster, the Lt Governor instructed DCs & CMOs.

He further directed for effective implementation of restrictions in micro-containment zones to control the spread of the deadly virus.

Emphasizing on optimal utilization of medical staff in peripheral hospitals, the Lt Governor directed the CMOs for rationalizing doctors and paramedical staff for duties in Covid care hospitals on rotation basis.

The Principals and Heads of Medical College Hospitals were directed to ensure strict compliance of Hospital referral policy, besides ensuring triaging.

The Lt Governor further directed the concerned officers to ensure availability of doctors for consultation through online mode also, in all the districts.

Laying special emphasis on continued and collaborative efforts at all levels of the administration in the fight against Covid-19, the Lt Governor asked the officers to formulate an effective rapid response mechanism so that proactive steps can be taken to deal with the emerging situation.

The Lt Governor asked the DCs to engage PRIs in Covid management and formulate small Covid management groups to facilitate the Covid containment measures.

The Lt Governor advised the Principals and CMOs to employ retired Doctors and paramedical staff in Covid management services. Hire interns and final year medical students to increase the manpower in health sector, he added.

Taking cognizance of the media reports regarding Coivd-19 management in the hospitals across the UT, the Lt Governor directed the concerned functionaries to ensure that doctors are available at the hospitals and every individual seeking medicare is attended with full dedication.

Lt Governor releases Rs 250 Cr as 3rd instalment of 5% interest subvention

Economic package for business, industry revival

Relief provided to 3.44 lakh borrowers in current Covid-19 crisis

Jammu:  Lieutenant Governor, Manoj Sinha Thursday approved the further release of Rs 250 crore as Interest Subvention, part of economic package for revival of business and industry in J&K, and handed over a cheque of the said amount to Jammu and Kashmir Bank as third instalment of the 5% Interest Subvention.

Arun Kumar Mehta, Financial Commissioner, Finance Department and RK Chhibber, Chairman and MD J&K Bank were present on the occasion.

Government of J&K had already released Rs 500 crore so far, and today another instalment of Rs 250 crore as 5% Interest Subvention was released as part of the overall package of Rs 1353 crore. The Interest Subvention has so far provided immense relief to 3.44 lakh borrowers in the current Covid-19 crisis.

The J&K government had announced a mega Relief and Revival Package of Rs 1353 crore on September 19th, 2020 to help J&K business sector to tide over the Covid-19 crisis and other difficulties.

The business revival package involved relief measures, both financial and non-financial, aimed primarily at the sectors which had been most affected by the ongoing situation so as to achieve sustainable and continued growth.

The Lt Governor observed that the core component of the package was Rs 950 crore as 5% Interest Subvention to all borrowers. Apart from Interest Subvention, Local and MSME filters have also been operationalised on GeM enabling all departments in J&K to procure Goods and Services from the local manufacturers.

Local and MSME filters can be used together for procurements made up to Rs. 5.00 lakh from local manufacturers. For purchases above Rs. 5.00 lakh, additional terms and conditions clause can be used by the departments for restricting procurement within a geographical limit, through the process of bidding on the GeM, said the Lt Governor.

Pertinently, it was one of the important components of the economic package announced by the Lt Governor for giving boost to local entrepreneurship.

To provide further impetus to business and ensure ease of doing business, Single Window Portal has been set up and online clearances introduced. Special desks have been created to address issues of youth and women entrepreneurs in J&K Bank. An unprecedented Industrial Package was also announced, besides industry friendly policies in 14 key sectors of the economy. Not only this, about 19000 youth including women have been provided financial assistance to start their own business ventures by J&K Bank, as a follow up of the announcement made by the Lt Governor during Back to Village-3 programme.

The Lt Governor said that in coming times, the Government will continue to take further steps to boost the economy of J&K and help people to overcome the difficulties with due attention to the Business Community.

Steps taken by the Government seem to be yielding positive results. Independent reports suggest that the unemployment rate in J&K has declined significantly. Further, if GST growth is taken as indicator of state of economy, J&K witnessed a relatively healthy growth of over 2.7 % during 2020-21, a sign of resilience of economy, he added.
