Health condition of Covid patients in home isolation should be monitored regularly: Dr Muzaffar

‘Vaccinated, healthy persons should attend to patients’

Srinagar:  As higher number of covid positive persons are in home isolation and care, their health condition should be monitored regularly and only vaccinated and healthy persons should attend to them following proper covid protocol like wearing of masks preferably N95 and using hand sanitizers etc said Dr Muzaffar Maqbool, Associate Professor, Medicine, Government Medical College, Srinagar.

“More than 80 percent covid positive patients who are either asymptomatic or with mild symptoms are being treated at home. However, it is imperative to keep watch on SPO2  level which should not fall below 93 percent,” he added.

In case, a patient feels difficulty in breathing or there is increase in fever, then patients should be taken to a nearby health institute or triage centre for screening and required treatment.

“The decrease in oxygen saturation, pain in chest and increase in fever demonstrate that it is the time for hospitalization of a patient”, Dr Muzaffar said. “Hospitalization of such patients at the right time will ensure recovery of the patient and delay in such situations may worsen the condition of the patient.”

He advised people that they should not take steroids on their own and persons with mild symptoms do not need to undergo CT scan. They should take healthy and nutritious diet besides keep themselves hydrated and take proper rest.

Patients in home isolation should be kept in a room with attached washroom facility so that there would be less contact with other family members. Only the vaccinated or young and healthy person should assume the role of a caregiver and attendant.

Those patients who are asymptomatic or have mild symptoms and are under home care can end isolation after 10 days only if health condition improves and no severe symptoms develop. However, if the condition deteriorates within five days after a covid positive person is put under home  care, the patient needs to be immediately admitted in a hospital for treatment.

Dr Muzaffar stated that utensils of the infected should be kept separate, the masks and other items used by them should be disposed properly and should not be thrown in open places. The room has to be sanitized and cleaned later to contain further spread of virus.

During the home isolation period, he said, a person need not panic or get stressed but it is better if they engage themselves in reading books, meditation and other exercises, he concluded.

Asks authorities to ensure hassle free admission of corona patients

Jammu: Financial Commissioner, Health and Medical Education, Atal Dulloo Friday chaired a meeting to review COVID containment and mitigation measures being taken up by hospitals of both the divisions of Jammu and Kashmir.

Secretary, Tribal Affairs Department, Shahid Iqbal Choudhary, was also present in the meeting.

Financial Commissioner had threadbare discussion on trend of daily cases being recorded, Covid testing capacity, district wise assessment of Covid surge and level of transmission in both the divisions, working of dedicated Covid hospitals, bed occupancy, oxygen inventory besides status of vaccination.

Elaborating on initiatives being taken up by different agencies to provide succour to people in this hour of global crisis, he informed that Defence Research and Development Organization (DRDO) is constructing 500 bedded hospitals at Bhagwati Nagar in Jammu and Reshi Pora in Budgam, Kashmir which is expected to be made functional within next 15 days. “This will greatly enhance the existing healthcare edifice in the Union Territory to cater to the people in distress due to prevailing pandemic”, he added.

The meeting also discussed measures being taken up by the health authorities for providing sufficient infrastructure to healthcare institutions of J&K to combat COVID-19 spread and provide best possible facilities to patients.

Financial Commissioner asked the Chief Mechanical Engineers of both the divisions to ensure speedy completion of oxygen generating plants being raised in Jammu and Kashmir divisions to meet people’s requirement on this account.

Financial Commissioner emphasized upon the concerned to prioritize admission of Covid patients in their hospitals in a total comfortable and hassle free manner. He directed the hospital management to provide oxygen as per requirement of patient ensuring that no one suffer on this account.

He informed that efforts are on to increase number of oxygen support beds in hospitals at Jammu as well as Kashmir in shortest possible time.

He asked the Directors Health Services of both the divisions to provide every support regarding men and machinery besides other requisite equipments to make the hospitals function smoothly to serve the humanity.

All Principles of GMCs informed the meeting about the present status and working of their district and associated hospitals besides elaborating on facilities being extended to patients in these hospitals during Covid pandemic.

DC Srinagar reviews arrangements for Eid-ul-Fitr

Directs for completing ration distribution by May 12

Srinagar:  In view of upcoming festive occasion of Eid-ul-Fitr, the Deputy Commissioner (DC) Srinagar, Mohammad Aijaz Asad Saturday convened a meeting of officers of various departments to take stock of the supply of ration and other essential commodities to people in the district.

The DC directed the officers of FCS&CA to complete the process of  ration distribution for the month  of May before Eid and ensure no household is left without ration in Srinagar.

He directed all TSOs to make sure that Covid-19 SOPs and guidelines are followed strictly in letter and spirit at ration stores for safety of all visiting the stores.

He asked them to use past practices and devise an effective mechanism to avoid  any kind of crowd at ration stores and ensure a hassle free and crowdless distribution process.

With regard to power and water supply, the DC urged upon sectoral officers of PHE and PDD to ensure uninterrupted supply of water and electricity in all areas of Srinagar particularly on Shab-e-Qadr and Eid days so that people do not face any inconvenience for want of basic amenities.

The DC also enjoined upon officers to intensify market checking in the district to ensure people get quality commodities at Government fixed rates.

He directed the concerned enforcement wing to keep strict check on quality and rates of Meat, Chicken, Fruit, Vegetables, Bakery and other essentials to curb any hoardings and profiteering.  He also stressed on strict adherence to Covid-19 Appropriate Behavior at these shops to avoid spread of Covid-19 infection.

The DC also directed for maintaining cleanliness in market places and other areas in the City.

Earlier, the DC was informed that there are about 2.42 lakh ration card holders in Srinagar and distribution of ration has been started. The DC was assured that all eligible ration card holders would be provided ration before Eid.

IMA demands creation of new ministry to deal with Covid crisis

New Delhi: The Indian Medical Association (IMA) on Saturday demanded the formulation of a separate ministry to deal with COVID-19 crisis and related issues as according to the association the existing Union Ministry of Health and Family Welfare has totally failed on all fronts, be it controlling the transmission or strengthening the health infrastructure or vaccinating the population.

“IMA is astonished to see the extreme lethargy and inappropriate actions from the Ministry of Health in combating the agonizing crisis born out of the devastating second wave of the COVID-19 Pandemic,” the IMA lambasted in a statement.

“We demand to establish a new integrated Ministry to serve in this pandemic with a dedicated, proactive, vibrant, innovative and altruistic Minister and alleviate the fear of people by leading from the front,” the association added.

The IMA secretary-general Dr Jayesh Lele, while speaking to UNI, averred that a new integrated Ministry should be formed immediately and exclusively focuses on the pandemic.

India recorded 4,187 fatalities over the past 24 hours pushing the cumulative death toll to 2,38,270, marking the worst daily increase since the start of the outbreak. Over 4.01 lakh fresh cases were also registered in the same time.

The medical association alleged that the government is not paying heed to their advice. “….requests made by IMA and other professional learned colleagues are put into the dust bin, and often without realizing the ground realities the decisions are taken,” it said.

The medic’s body, in a strongly-worded letter, said it has censured the government for not imposing a nationwide lockdown to break the chain of the pandemic.

“The Central government refused to implement lockdown resulting in the mounting of new patients beyond 4 lakhs every day and the number of moderate to severe cases are increasing to nearly 40 percent. Sporadic night curfews have not done any good. Life is precious than the economy,” the IMA said.

Terming the differential pricing system of COVID vaccines as ‘un-humanistic’, the IMA said the Health Ministry failed to chart out a proper road map due to which vaccination could not be rolled out for people above 18 years in the majority of the places.

Citing a decade-old example of immunization against small and polio, the Medical Association said in 1997 and 2014, India could declare eradication of smallpox and polio, only by adopting the universal free vaccination and not by differential pricing system.

“When Rs 35,000 Crore Rs were allotted in the budget, with which the maximum required 200 crore vaccine dozes are purchasable, why the central government is shedding its responsibility?,” it questioned.The association demanded raising the budget allocation to Health sector to a minimum of eight to ten per cent of the GDP to come out of the health crisis and speedily inoculate the population.

2 Gujjar men beaten to pulp by hooligans in Jammu

Video goes viral; Police registers attempt to murder case; arrests 5 persons

Srinagar:  In a shocking incident, two men from Gujar community were attacked by hooligans in Jammu district on Thursday night when they were returning to their home with a pair of oxen they had purchased from a neighbouring village.

The video of the incident has gone viral on social media, evoking tremendous criticism and anger as blood could be seen oozing from the wounds of injured men.

Muhammad Siddiq and his cousin Amir Hussain of Gorda village in Jammu district were injured by hoodlums when they were returning to their home alongwith a pair of oxen they had purchased a few days ago.

“We were attacked by a group of hooligans when we were returning home alongwith a pair of oxen. We pleaded with them that we are not cattle traders but they did not listen and thrashed us mercilessly. We were beaten up savagely,” says Muhammad Siddiq.

“They police came later and rescued us from their clutches. On seeing our condition, they later took us to hospital.”

Both the injured are presently undergoing treatment at Government Medical College, Jammu.

The attack on Gujjar men triggered widespread condemnation from different quarters with political parties and activists from the tribal community seeking punishment for the accused.

Meanwhile, Jammu and Kashmir police has registered an FIR number 36/2021 under section 307, 341, 323,147 IPC against the hooligans.

DSEK to commence with Learning Management System for online teaching

Srinagar: Directorate of School Education (DSEK) Kashmir on Saturday said it is establishing a Learning Management System (LMS) to connect students and teachers for online teaching.

In this regard an order issued by the DSEK stated, “In view of rising trend in COVID-19 cases in JKUT, during closure of schools, the directorate has been trying hard to reach out the students during lockdown for continuing the Education through all blended means.”

“DSEK has been trying to reach students via online education through different digital platforms, conference calls, messenger apps, Tele Classes, Radio classes, assessment based assignment, tutorials and keeping available digital educational resources as per curriculum and topics,” it reads.

The order reads that in addition to online education, the platform should help us in monitoring the online classes and keeping track of the Teacher and student attendance and the extent of daily learning through online classes.

Stating the salient features of LMS, DSEK said, “There Should be a facility of registration of schools on the system and all teachers can be added to registered schools with the specific objective that the teacher is teaching their subject.”

DSEK also said that the online teaching-learning should be through the medium of assignments, PPTs, chats, texts and videos, also there should be the content uploading and sharing by the teachers with the students of their school.

“The teacher can afterwards login into the system and upload e-content, assignments and the link to video lectures. The student can access the material and watch the video on the portal after logging in into the system,” it reads. (KNO)

Govt launches phone-in health program for Covid related queries

Jammu: Government of Jammu & Kashmir is launching a live ‘phone-in’ programme on Gulistan Channel to address all the health related queries of people of J&K from tomorrow evening at 8.30 pm.

From Monday, May 10 onwards the programme will be telecast twice daily- from 8:30 am to 9 am and 8:30 pm to 9 pm on Gulistan News.

The programme will be coordinated by NHM, J&K and will have eminent doctors taking calls of the public on issues related to Covid treatment, home isolation and other non – Covid health related problems.

Public can call on the Divisional Control Room numbers- 0191-2520982, 2549676, 2674444, 2674115, 2674908 to ask questions and submit suggestions. A similar programme is to be launched on DD Kasheer  shortly.

 

India announce 20-member squad for WTC final, England Test series

Mumbai: India  announced a 20-member squad for the next month’s World Test Championship final against New Zealand and subsequent five-match Test series against England.

All-rounder Ravindra Jadeja and batsman Hanuma Vihari who suffered injuries during India’s tour Down Under last year, made a comeback to the squad.

Jadeja’s replacement in the home Tests against England – Axar Patel – retained his spot based on his exceptional performances.

K L Rahul, who underwent a surgery after being diagnosed with appendicitis, and Wriddhiman Saha, infected with COVID-19 during the recently-postponed IPL 2021, were included subject to their fitness.

Out-of-form spinner Kuldeep Yadav and pacer Navdeep Saini have been left out of the squad. Hardik Pandya, Prithvi Shaw and Bhuvneshwar Kumar were the other three notable exclusions in the 20-member squad.

The selectors also picked four standby players — Abhimanyu Easwaran, Prasidh Krishna, Avesh Khan, and Arzan Nagwaswalla, the BCCI said in a statement.

The WTC final against the New Zealand will be held from June 18 in Southampton followed by the Tests against England from August 4.

Following their 3-1 win against England at home, India finished as the No 1 side with 72.2 percentage points and booked their place in the final.
The Test series against England will start in Nottingham, followed by matches at the Lord’s (August 12 to 16), Leeds (August 25 to 29), The Oval (September 2 to 6) and Manchester (September 10 to 14).

Unemployment On Rise

Covid-19 continues unrelenting. Many lives have been lost to contagion while a huge number of people are getting infected every day. It has already stretched health care facilities and some say it is on the brink of breaking point. Also one key way in which this crisis is getting reflected is in the unemployment figures.

Recently, the Centre for Monitoring Indian Economy released figures for April 2021 and on expected lines, the unemployment has risen by 73.5 lakh in India. From January 2021 to April 2021, the rise in joblessness is to the extent of 99 lakh. The unemployment rate is around 8 per cent, thus highest in four months. The unemployment has spread across regular and casual workers as well as the self-employed.

The Centre for Monitoring Indian Economy (CMIE) report is sometimes used as a substitute for evaluating the health of the labour market and it shows that the unemployment spike is not confined to just urban centres. The national unemployment rate and rural joblessness too have gone up sharply in the past recently.

While covid-19 cases are only rising, it has started to pinch given the fact that the pandemic already hit the global economy hard, increasing poverty in practically every country, reducing employment and pulling people down from middle-income groups into low-income groups and in some cases to the brink of poverty.  

Washington-based Pew Research Center in its report recently and Oxfam’s report on inequality released earlier this year shine a light on economic travails as does this year’s Global Hunger Index rankings.  

The World Bank says that the covid-19 pandemic caused an increase in extreme poverty last year, for the first time in 20 years. All these reports point out the ugly situation and more worse if the pandemic was allowed to a free run as is the case in contemporary times. Controlling the covid-19 pandemic is pivotal for revival of the various sectors including the tourism in Jammu and Kashmir. The present situation marked by a record number of cases every single day has been due to unchecked flow of people from outside as well as go by given by the people to covid-19 appropriate behavior.

The unemployment situation appears grim and new jobs are going to be very scarce even when the economy begins to recover. In such a scenario, there is urgent need for measures to heal the economy and support those whose livelihood has been severely affected.  Daily-wagers are looking for some kind of relief from the government, especially when the Eid festival is just a few days away. 

Poor HDF workers fighting pandemic with health workers left out from Covid Warrior incentives

Doctors hail their contribution; Dir Health says will recommend their case to Govt

SRINAGAR: To boost the morale of doctors and para-medics on forefront in fight against the Covid 19, government recently announced special incentives in their favor. While doctors hailed the decision but many of them demanded the extension of incentives to the low paid health workers working on hospital development fund (HDF).

“I believe that the incentives be diverted to HDF workers. They really deserve,” wrote a medic, Dr Ayoub on facebook.

His Facebook post received lot of appreciation from other doctors and healthcare workers.

“I salute your spirit. These HDF workers really deserve to be rewarded for the job they have been doing since the outbreak of pandemic,” another medic commented to his post.

Over 2000 HDF health workers have been working in different hospitals in J&K for last thirteen to fifteen years against the meagre wages of Rs 2000 to 3000 per month. Many of these HDF workers are technical hands serving the department for peanuts with the hope that people at helm sooner or later regularise their services or at least hike their wages.

Since the outbreak of Covid pandemic, the HDF workers appointed either by the top health department officers on their own or on the recommendations of former MLAs and ministers ruling and opposition parties have been on the forefront in fight against Covid along with doctors and their permanent colleagues (para-medics).

Dr Owais Dar, who is Doctors Association Kashmir (DAK) general secretary, n his facebook wall wrote in detail about the plight of these poor workers under the title ‘HDF workers: Who are they’.

“They are working in different Hospitals of J&K just like casual labourers but a lot of them are highly and technically qualified. They all are doing wonderful Job in Hospitals from last many decades on meagre stipends,” Dr Owais wrote.

DAK general secretary hailed the efforts of these poor workers in fighting the deadly Covid 19 for last over a year.

He urged the government to encourage these hardworking but poor health workers for their contribution towards healthcare system.

“It is high time that Government needs to understand and encourage their contribution towards health care system of J&K which has already less manpower and absorb them and regularise their services in time bound manner. Moreover, Covid incentives also need to be extended to them at once,” Dr Owais wrote.

Nearly one hundred HDF workers from last one year, according to general secretary of the JK HDF workers association, Bashir Ahmad, were infected with Covid virus while performing duties.

He, however, expressed surprise over the discriminatory attitude of the authorities towards them.

“We are made to perform Covid duties as per roaster in all hospitals. In Sopore some HDF workers were calling me and saying they have been deputed for Covid duty for continuous six days a week without any break. We don’t oppose the incentives to doctors and other para-medics fighting the pandemic but we are surely disheartened that HDF workers who are working shoulder to shoulder with them were left out. It has downed our morale,” Bashir said.

President of the HDF workers association, Anantnag , Shakir Ahmad who is a physiotherapist working at government medical college for nearly 15 years, said HDF workers are made to work in Covid isolation wards in all the hospitals but when it has come to incentives for health workers, they were treated badly.

“We too have families. And we are risking ourselves to feed them. But now it seems that we are children of lesser God for authorities,” Shakir told Precious Kashmir.

When contacted, Director Health Services Kashmir,  Dr Mushtaq Ahmad Rather admitted that HDF workers are on forefront in fighting the pandemic like other health workers.

“They are a part of us. I will write to the government and strongly recommend incentives in their favor,” Director said.
