Vehicle falls into gorge in Ramban, 4 injured

Ramban: At least four persons were injured after a vehicle they were travelling in fell into a deep gorge at Digdole in Ramban district on Friday afternoon.

An official told KNO  that the vehicle was on its way to Ramban from Banihal when it skidded off the road and fell into a deep gorge.

He said that the injured persons were rescued from the deep gorge by SDRF, Army and QRT and were taken to the district hospital Ramban for treatment, where from they were referred to GMC Jammu in a critical condition.

They were identified as Adil Sharief son of Mohammed Sharief of Chanderkot, Mudassar Ahmed son of Ahmed of Sangaldan Gool, Varun Choudhary of Raipur Jammu and Gorav Kumar son of Umesh Kumar of Bihar.

Advisor Baseer Khan reviews functioning of RD&PR, NRLM

Srinagar: Advisor to Lieutenant Governor, Baseer Ahmad Khan today chaired a meeting to review the functioning of Rural Development and Panchayati Raj ((RD&PR) department of Kashmir division at Civil Secretariat here.

During the meeting, execution of MGNREGA works,  implementation of ongoing works under Centrally sponsored schemes, PMAY, Rural Sanitation and status of construction and renovation of Panchayat Ghars and buildings for DDCs and BDCs were discussed in detail.

The Advisor also reviewed the implementation of National Rural Livelihood Mission (NRLM) under the chapter of UMEED in Jammu and Kashmir.

The meeting was attended by Mission Director NRLM Jammu and Kashmir, Director Rural Development Department Kashmir, Director Panchayati Raj J&K, Director Rural Sanitation J&K, CEO Himayat, SE Rural Development Department Kashmir, Assistant Commissioners Development of Kashmir Division, Executive Engineers of Kashmir division, District Panchayat Officers of Kashmir division and BDOs of Kashmir division.

Advisor while taking first-hand feedback from the respective Directors about the implementation of schemes, directed the officers to have strict adherence to rules besides verification of the works done through engineering staff  on regular basis. He further stressed on the need to have cross verifications done by the officers and solicit feedback from PRIs and locals so that there is no compromise on the quality and transparency.

Highlighting the importance of strict adherence to timelines, Advisor directed the officers for timely disbursal of wages under MGNREGA. He said that the wage employment has assumed great significance in these times of COVID crisis. He insisted on the maintenance of proper record about the wage distribution so that a fair idea about the number of families that are being benefitted emerges.

Emphasizing on the regular field visits by the officers in their respective blocks, he directed the officers to step up monitoring so that the impact of wage employment on ground is evident and its benefits are truly replicated on ground.

He also directed the concerned SEs to maintain record of their field visits and report in this regard should be shared with the higher authorities on regular basis for follow up action. He said that this will not only give an insight into the ongoing works but will also make the officers accountable at all levels.

Detailed presentations were given by the Director Rural Development, Kashmir, Director NRLM, J&K and Director Rural Sanitation with respect to their  respective departments. The Advisor was given an overview about the district and Panchayat wise  progress achieved so far regarding MGNREGA, Pardhan Mantri Awas Yojana (PMAY),  Swachh Bharat Mission (SBM), Rashtriya Gram Swaraj Abhiyan (RGSA) and 14th Finance Commission in respect of Kashmir division.

A detailed status was also given about the construction of new Panchayat Ghars and renovation of Panchayat Ghars under RGSA in Kashmir besides the implementation of NRLM and SBM.

Regarding the repairs and renovation of Panchayat Ghars under Rashtriya Gram Swaraj Abhiyan (RGSA), it was given out in the meeting that out of the approved 50 Panchayat Ghars for repairs and renovation during 2018-19, 41 have been completed while another 80 Panchayat Ghars are to be renovated during 2020-21. It was also given out that 75 new panchayat bhawans are to be constructed during 2020-21.

The Advisor directed the officers to complete all the Panchayat works on war footing basis as these buildings have assumed a great significance in view of the successful conduct of Panchayat elections.

He also enquired about the number of Sarpanches and Panches that have been trained through various programmes and exposure visits. He added that the PRIs need to be given an exposure to the best practices which are to be emulated in their respective areas.

While reiterating the role of Rural Development department in the crises of COVID, he laid emphasis on the decision taken by the Lieutenant Governor regarding the establishment of 5-Bedded hospitals at each Panchayat level. The Advisor directed the Director RDD to identify the buildings and locations in consultation with medical department and by involving PRIs immediately and forward the information to the concerned quarters by tomorrow.

The Director assured the Advisor that the information is being compiled and the same shall be forwarded to the concerned quarters by tomorrow.

Regarding the functioning of NRLM in Jammu and Kashmir he was informed that  46198 SHGS have been formed under NRLM (Umeed). It was given out in the meeting that 400764 rural women have been mobilized into SHGS. It was also given out that 4164 village organisations have been promoted and 441 cluster level federations have also been promoted.

The Advisor directed that Rural Haats should be given priority and should be included in the works programme. He said that Self Help Groups from every district should be provided platform for showcasing their products in these Rural Haats.

The Advisor added that these Rural Haats provide a platform to Rural women registered with SLRM to earn their livelihood.

 

HC Seeks ‘Comprehensive Report’ Regarding Steps Taken By Govt On Pandemic

Jammu: J&K High Court has asked the government to file a “comprehensive report” as regards steps so far taken by it on the covid-19 pandemic in Jammu and Kashmir.

“The Advocate General may …file a comprehensive report as to the action/steps so far taken by the Government in relation to the pandemic,” said a division of Chief Justice Pankaj Mithal and Justice Vinod Chatterji Koul while hearing a Public Interest Litigation, according to GNS.

The court also asked several lawyers to project grievances and suggestions through Amicus Curiae to the Advocate General “who will respond to each and every grievance and suggestion within two weeks and if necessary may take up those matters with the State Government and try to resolve them as early as possible.”

“The Advocate General is further directed to respond to the various applications which are pending in this petition and on which response was earlier directed to be submitted.”

On previous date of hearing, the court had asked the Financial Commissioner, Health and Medical Education to file an affidavit, giving complete details of the number of government and private hospitals available in J&K for treatment of covid patients, number of beds available, District wise/City wise quantity of Remdesivir allotted and exact quantity of the drug received and used with the corresponding figures of the requirement.

It had also directed the government to nominate the Nodal officers and publicise their full details with contact number so that the patients or their relatives   may approach them with proper medical prescription for the supply of oxygen. (GNS)

Jammu Psychiatrist thanks LG for reaching out to health professionals

JAMMU: Dr Shabnam Rizvi, a mental health professional from Government Psychiatry Hospital Jammu, has thanked the office of Lieutenant Governor for reaching out to her and other health professionals for seeking their suggestions and appreciating them during ‘Awaam Ki Awaaz’ radio programme.

Last week, Lieutenant Governor,  Manoj Sinha in his monthly Radio talk dedicated the programme to corona warriors  particularly those who are at forefront during COVID-19 pandemic in the Union Territory.

Dr. Rizvi like other medical professionals was  appreciated for her services during the ongoing pandemic.

“The approach adopted  shows the dedication and genuine approach of the Lieutenant Governor in resolution of the public issues”, Rizvi remarked.

Dr Rizvi said that at present large number of people are coming forward for getting consultation on issues like anxiety, panic attacks and depression than during the first wave of Covid-19.

Continuing, Dr Shabnam said, ‘It could be that we may observe a sudden jump in mental health cases in the months to come while such people with potential mental health cases are having a hard time coping with the reality at present’.

“Earlier, during the first wave, mental health counselling facility was available only in Jammu. Now, such facility is available in all the districts and a mental health professional has been deputed for telecounselling”  she informed.

She added that usually we are getting cases of hyperventilation in which a patient feels heart rate speeding up, feel weak and lightheaded, and feel like they aren’t able to take a deep enough breath.

She thanked the Lieutenant Governor’s administration for giving ‘equal importance to physical as well as mental health’ during the Covid pandemic. She said that with the launch of teleconsultation facility for mental health, people are able to come out of the feeling of helplessness and the anxiety which is the result of this pandemic.

“Our job does not end with treating only the patients approaching us. Some times we have to counsel even their family members which really helps in the end. I have seen people getting better with help and returning back to their lives with renewed enthusiasm”, Dr Rizvi said.

She suggested that meditation should be done to relieve stress and anxiety. Covid patients and even their family members should do regular exercise, read books, listen to music and celebrate little joys of life to come out of the agonising days, she said.

I believe that if you’re mentally sound and have a positive outlook, you can achieve a healthy body with much ease, she said.

Jaishankar to meet US officials next week for talks on bilateral & global issues

New Delhi: External Affairs Minister Jaishankar will be in the United States from May 24-28 and hold discussions with Secretary of State Antony Blinken on bilateral and global concerns, such as the COVID-19 pandemic.

The visit to Washington and New York would be the EAM’s first such visit to the US since President Joe Biden assumed office.

Jaishankar will also be meeting Cabinet members and Senior Officials of the Biden administration dealing with India-US relationship, the MEA said in a statement.

The Minister will have two interactions with business forums on economic and COVID-related cooperation between India and the US.

On Wednesday, the White House said US has so far provided over $500 million in Covid-19 assistance to India.

“To date, the United States has provided over $500 million in Covid relief to India, including contributions from the US federal and state governments, American companies and organizations and private citizens,” said White House Press Secretary Jen Psaki.

In New York, he is expected to meet UN Secretary General Antonio Guterres.

SMC demolishes illegal structures in Karan Nagar

Srinagar: Srinagar Municipal Corporation (SMC) on Friday began with its special drive against illegal and unauthorised constructions being attempted in the garb of COVID 19 lockdown.

In a statement a SMC spokesperson said that  a special task force team led by Joint Commissioner  Planning Ghulam Hassan, earlier constituted by Commissioner SMC Athar Amir, inspected several areas in  Ward Karan Nagar to look into the constructions in the different areas of Ward 22 i.e Karan Nagar.

During the drive ,the team on identifying the deviations in approved building plans , illegal and unauthorised constructions at certain places  initiated action including sealing & demolition in accordance with the Municipal Corporation Act.

The designated team also checked building permissions at construction sites and directed people not to make deviations in the approved building permissions.

The task force comprising of  Chief Enforcement Officer, Chief Anti Encroachment Officer, Estates Officer, Antipolythene Officer, Zonal Officers have been directed to recommend action in cases where connivance or involvement of officials is found.

Commissioner SMC personally supervised the drive and called for on spot sealing of one structure  near Petrol pump  in Karan Nagar after finding the gross violation in the court orders on the said structure.

The construction material, machinery including mixer at site  was seized on spot.

Earlier several  demolitions had taken place in different areas of the city including  Gund Hasi Bhat, Zakura, Maloora and one  Structure has  also been sealed, at Baghi Mehtab.

Officials stated that the drive will continue and will be taken up in all the wards of the city as per the schedule in place.

2 months on, J&KSSB yet declare result of fast track recruitment of class IV posts

Srinagar: More than two months have passed and the Jammu & Kashmir Service Selection Board (SSB) has failed to declare the result of class IV posts even after which Govt had called fast track recruitment.

Speaking to the Kashmir News Service (KNS), scores of candidates who appeared in the test has questioned the delay in results.

Almost 3.3 Lakh aspirants who appeared in the OMR test of class IV posts are waiting for the results for 80 days.

Exams were conducted on 27 Feb, 28 Feb and 1 March and JKSSB chairman had told media that result would be declared in around 15 days.

On the other hand results of migrant posts under the prime Ministers programme and their selection list was declared in twenty days after the examination.

” our queries go unattended and unanswered by JKSSB. They are not even responding to us. Many of us were working in private firms. we left our jobs and prepared for the exam. We are jobless right now because we are expecting our names in the selection list,” they said.(KNS)

High-powered panel approves 2367 languishing projects for funding by JKIDFC till date

Srinagar: A high-powered committee constituted has cleared 2367 languishing projects for funding by the Jammu & Kashmir Infrastructure Development Finance Corporation (JKIDFC).

According to documents in possession KNO the panel has approved 2367 projects involving expenditure of Rs 7152.49 crore for funding under the scheme unveiled in 2018.

“JKIEDFC till date has raised loan of Rs 1500 crore, out of which 1392.27 crore disbursed towards 1598 projects,” reads the documents.

The high-powered panel is headed by the Financial Commissioner, Finance department and comprises senior bureaucrats. It is empowered to approve funding for the projects whose completion has been affected due to dearth of funds.

After the imposition of Governor’s rule in June 2018, the government identified over 6000 languishing projects. In September 2018, the government incorporated JKIDFC with a mandate to raise loans for financing 6000 projects for an amount of Rs 8000.00 crore which have been started way back without resources and were termed as languishing projects for specific attention.

Under the scheme, the documents reveal, the projects are being completed within two to three years’ time which have been languishing for more than 10-15 years without putting additional burden on the government exchequer. “This has been possible by creation of additional revenue stream of Rs 800 crore over two years identified for servicing of debt raised by the Corporation and accrual of last year is more than the required amount for debt servicing,” the documents state.

The government further claims that more than 2300 projects are going to be completed in not more than three to four years’ time through this unique initiative—(KNO)

Govt busy in tackling COVID-19, pvt schools in minting money

Srinagar:  With the ongoing COVID-19 pandemic wherein every individual is trying to mark safe of getting infected, scores of private schools in Kashmir valley are busy minting the money that the government has ‘barred’ to collect and charge.

Scores of parents of those wards studying in private schools told KNO that the private schools are charging them transport and annual fee charges besides the tuition fee too.

The parents said that despite government directives to collect only tuition fee in the lockdown period, some private school authorities have asked them to pay the transportation and annual fee as well.

“This is a sheer violation of government norms and such private schools should be held accountable for the violation of government guidelines,” said one of the parents.

Another parent said that there was a supreme court ruling that the students are supposed to pay only those charges of which facilities are being provided to the students.

“As of now the students are only attending the online classes but some schools are charging the transportation and annual charges as well,” he said.

He also said that the annual charges are only being collected when the students are accessing the labs or there is any sort of paper work for them in the schools. “As far as the transportation fee is concerned, the students have not availed the facility for a long time and charging transportation fee is not justified especially during this pandemic wherein every soul is trying to mark safe of getting infected,” he added.

Meanwhile, the officials of Government Fee Fixation Committee (GFFC) told KNO that there was no change of previous orders in collecting any kind of fee except tuition fee.

“In the lockdown period, the management of private schools are supposed to collect only tuition fee. They are not supposed to charge any other fee,” he said.

In the meantime, advisor to Lieutenant Governor, Rajiv Rai Bhatnagar said that there were no new decisions in this regard.

Bhatnagar said, “As of now the government is busy in dealing with Covid-19 situation and have not proposed or issued any new orders in this regard.”

Strict curbs imposed in Sgr, other districts on death anniversaries of Moulvi Mohammad  Farooq, Abdul Gani Lone

Srinagar: Authorities on Friday tightened the Corona Curfew in Srinagar and other districts of Jammu and Kashmir on the eve of anniversaries of Mirwaiz Molvi Mohammad Farooq and Abdul Ghani Lone, which is being marked on May 21 in Kashmir.

Witnesses told KNO that the authorities tightened the curbs in order to restrict the movement of the public and thwart any gatherings.

They said that the strict curbs were put in place and public movement towards downtown Srinagar was restricted as nobody was being allowed to move toward the area.

Witnesses said that police and paramilitary troops were deployed in large numbers to enforce the lockdown restrictions.

“The barricades and concertina wires were erected at many places and bridges to thwart the public movement,” they said.

Notably, on May 21 Molvi Mohammad Farooq was killed at his Nageen Lake residence while Abdul Gani Lone was killed on the 12th death anniversary of Mirwaiz Molvi Farooq at Eidgah in Srinagar. Meanwhile, media men were barred from covering the downtown situation.

A group of photographers who were on their way to the Old City were stopped at Bishember Nagar and Baba demb area and were told “there are directions from the top not to allow anyone towards downtown.”

Moreover, a statement issued to KNO reads that during the last 24 hours, Police has arrested 248 persons, lodged 96 FIRs and also realized fine to the tune of Rs 1,38,240 from 1055 people for violating the guidelines and rules throughout Kashmir.

“Besides, five shopkeepers were also booked by police in Budgam for violating Covid-19 norms,” police said, adding that the special drive against the violators of Covid-19 guidelines and rules continued throughout all the districts of Kashmir Valley to ensure that people adhere to SOPs and guidelines envisaged by government to curb COVID-19 pandemic.

Meanwhile, police urged people to cooperate in containing the spread of Coronavirus by following the SOPs, guidelines and protocols for the safety of the people. “The special drive shall continue throughout the districts of Kashmir Valley to strengthen the safety measures,” police said.
