JKSSB clarifies news about delay in declaring result of class IV

JAMMU: Strongly countering the news article titled “J&KSSB fails to declare result of fast-track recruitment of class IV posts even after two months”, published by one of dailies of Kashmir yesterday, the Jammu and Kashmir Service Selection Board (JKSSB) today clarified that the written examinations for UT, Divisional and District cadre class-IV posts was conducted on 27th, 28th February and 1st March, 2021 in multiple batches in which 3.28 lakh candidates appeared.

The Board further explained that subsequently it called upon these candidates to indicate their order of preference for allotment against UT, divisional and district cadre vacancies up to 1st of April, 2021 which was extended multiple times up to 2nd May, 2021 due to extremely poor response of the candidates. Despite giving multiple opportunities, only 1.37 lakh candidates opted to give preferences after which the Board decided to proceed further. It was absolutely necessary to give adequate opportunity to candidates at this juncture, to avoid legal complicacies later, at the time of allocation of cadres/posts.

Also, due to poor response of candidates in indicating their order of preference for allotment against said vacancies, surge in COVID-19 cases across the UT, imposition of Corona lockdown and Health considerations, seamless working of the Board, including finalization of result for Class IV posts, got affected. Besides, it is a complex template being operationalized first time and the sheer number of the candidates is also prohibitive, which are bound to take reasonable time even in best of the circumstances. Moreover, the Result preparation is being carried out at multiple locations beyond the borders of J&K which were severely affected due to COVID-19 pandemic. All these factors have to be taken into consideration before jumping to any conclusion.

The Board has strongly condemned those vested interests who use social media platforms and other digital modes to propagate and promote false and misleading information against the Services Selection Board.

All such vile attempts to sully the image of a credible and reputed institution like JKSSB will be dealt with suitably as per law as the Board and its officers reserve the right to seek legal action against any unsubstantiated, false, misleading and derogatory information that is being spread through any media. Needless to mention that the Services Selection Board and its Chairman on multiple occasions have made fervent appeal to public as well as the aspirants to beware of unscrupulous elements and also bring any such attempts immediately to the knowledge of the Board authorities for necessary action under law.

The Board has set highest standards of transparency and probity in recruitments in recent times, by conducting largest ever written examinations in the history of Jammu and Kashmir in a hassle-free and successful manner. We may err but not exploit, is the dictum being followed by the Services Selection Board.

It is also important for general public and aspirants to appreciate that after the constitutional changes of 5th August, 2019, and subsequent amendments carried out in March 2020, in the Jammu and Kashmir Civil Services (Decentralization and Recruitment) Act, 2010, we have transitioned to a new legal framework wherein radically reformed templates of recruitment, with new methods and procedures have been introduced. A natural corollary of these legal changes is the need to make variety of new rules and statutory provisions by various authorities in the Government, which by nature, is a time-consuming process. Lots of amendments in rules/orders have already been notified by various Government Departments, particularly the General Administration Department, and some more are in the pipeline and shall be notified in due course.

As a consequence, thereof, on many occasions, the Services Selection Board has to operate within grey area, till the necessary amendments in statutory provisions and rules take place.

The Board in this new and reformed environment is doing a trendsetting work which will be easier to follow in the days to come.

The Board also termed the comparison made in the news with result of PM Package posts saying that it is totally baseless and uncanny manipulated just to mislead the readers. The result of Class IV posts is under process and will be notified at appropriate time, the Board affirmed.

Further, the Board has appealed the aspiring candidates not to fall prey to the propaganda of such vested interests and mischievous elements and share any information relating to unfair means/malpractices with due evidence and proof with the Board authorities, for appropriate action.

Srinagar: An army man allegedly committed suicide by hanging himself at Airforce station in Srinagar on Saturday.

Official sources told KNO that the soldier from Kotli Kalan area of Haryana committed suicide by hanging himself in his room at Airforce station Srinagar. 

Reliable weather forecast in spring, summer difficult: Dir MeT Lotus

Srinagar: With the ongoing erratic weather post afternoon, the valley has been witnessing rains with thunderstorms and hailstones this month.

Officials said the reliability and accuracy in forecasting the weather, especially in spring and summer is difficult because of the convection.

Director Meteorological Department Jammu & Kashmir Sonum Lotus, told KNO that accurate and reliable prediction of weather in spring and summer is always challenging.

“There is a prediction of widespread rainfall from 23 May night to 24 May, after that we are expecting hot and dry weather till afternoon. However at some parts of the valley the weather may remain erratic with rains and thunderstorms,” Lotus said.

Lotus said it is not necessary the weather will remain erratic on every afternoon for the month of May, however it may remain erratic on some days.

“The reliable weather prediction in summer and spring is not impossible but very challenging and difficult, however we keep on updating the weather forecast, couple of hours before during these days,” he said.

According to the local meteorological department the month of April was the coldest after 2006.

It also stated that Jammu and Kashmir has recorded deficit rainfall of 27 per cent in the ongoing season.

Srinagar youth completes 950 KMs Srinagar-Delhi marathon run in 7 days

Waits for support for registration in International Book of Records

SRINAGAR: Setting a new record, a 25- year- old,  Uzair Fayaz Khan of Nowhatta Srinagar completed 940 kilometres long distance between Srinagar to Delhi on foot in a recorded 7 days time.

Khan, a student, pursuing B.A in Psychology at Amar Singh College had always been interested in running and taking part in marathons, since his school days.

Before taking this challenge of running from Srinagar to Delhi, Khan claimed to have undergone rigorous 7 months long training under the supervision of his coach Mushtaq Ahmad Bhat. He said that the motive of the run was to create anti- drug addiction awareness among youth.

Khan started his journey from Bakhshi Stadium Srinagar after being flagged off by DySP Traffic City Srinagar, GH. Hassan on April- 2 and finished it at Rajghat Delhi on April- 8, 2021, where he was  received by CRPF Jawans, presenting him a bouquet.

He said that he has also participated in marathon runs from Srinagar to Sonamarg, Gulmarg and Pahalgam earlier.

He said that the run to Delhi was not an easy task as he faced many challenges including, climatic conditions, foot injuries and other difficulties on the way, but he kept on taking steps without any regrets or remorse to reach his goal.

Khan said that though he got little support from some quarters, most of the expenses he had to bear from his own pocket during this marathon.

After making a record, Khan applied for registration for International Book of Records, Indian Book of Records and Works Records India for what he has to pay a sum of Rs. 22K, which he can’t afford at this time for not having better financial conditions at home.

‘I wish both the Government as well as private agencies support me so that I could take on new challenges and register for the Guinness Book of World Records also,’ said Khan.

He said that through this run he wanted to give a strong message to all those youth involved in drugs that ‘nothing is impossible’.

‘It is disheartening to see our youth falling prey to drug menace. I was carrying a small banner all along to create awareness on drug abuse. I wish our youth who have become addicts quit the wrong practice and get a new hope of living a better life  again,’ added Khan.

Khan further expressed his gratitude to all who supported him during his run to Delhi.

Khelo India State Centre of Excellence in Sgr to add training facilities in Kayaking, Canoeing

New Delhi: In a move that promises to strengthen the already commendable performance of athletes of Jammu and Kashmir in the disciplines of Kayaking and Canoeing, the Ministry of Youth Affairs and Sports has decided to include the two water sports disciplines at the Khelo India State Center of Excellence (KISCE) in Srinagar.

The J&K Sports Council and the state government had initiated the request for these sporting disciplines to be added. The KISCE, which was launched in April 2021, after revamping facilities in the existing J&K Water Sports Academy in the state, earlier had training facilities only for rowing.

Speaking about the decision, Union Minister of Youth Affairs and Sports, Shri Kiren Rijiju said, “The performance of athletes from the state in kayaking and canoeing have been impressive in international competitions such as the World Championships and the Asian Championship. It has been decided to equip the KISCE in Srinagar with training facilities for the two disciplines so that more sporting talent from the state have the opportunity to excel in the sport and represent India in world-class competition.”

The Sports Authority of India and the Sports Council of J&K will assess the requirements to implement training in the two disciplines, including coaching and equipment support to be added.

Speaking about the development, Lieutenant Governor of J&K, Manoj Sinha said, “We want to ensure maximum utilisation of the Khelo India State Centre of Excellence in Srinagar so that more athletes can be trained here. The addition of these two sporting disciplines will enable greater participation and also draw sporting talent from other states to train here. I am happy that the Sports Ministry and the state Government have worked together to make this possible.”

The endeavour has been welcomed by senior athletes and sports administrators alike. Speaking about the importance of this decision, Prashant Khushwaha, Secretary General, Indian Kayaking and Canoeing Association says, “We are thankful to the Centre for making this decision. Kayaking, Canoeing and Rowing together have a total of 63 medals in the Olympics. If we can provide training to youngsters in these disciplines then India’s medal haul in the Olympics can go up significantly. The equipment of these sports are very expensive and therefore support through the Khelo India Scheme will be really beneficial. Also, Kashmir is a very strategic location for the academy since the weather matches with European countries where most competitions are held. This is a great step towards improving water sports in India.”

International-level Kayak from the state, Bilquis Mir says. “The decision to have the Khelo India State Centre of Excellence in Srinagar has historic significance. I have been attached to water sports for 21 years and it is for the first time that so much has been done to provide proper training facilities in the state. In 2009 I competed in the World Cup and reached the semi-finals. If we had these kinds of facilities at that time, I am sure we could have held a place in the finals too. The launch of the KISCE and now the inclusion of kayaking and canoeing will enthuse young athletes of the sport and I am sure we will be able to attain a podium finish in the Olympics in the years to come. I thank the Centre and the state for this initiative.”

HC to hear cases of Jammu, Leh region at its Jammu wing

Cases related to Kargil to be heard in Sgr

Srinagar:The Jammu and Kashmir High Court has said that it will hear the cases of Jammu and Leh region in its Jammu wing and cases filed in the court from Kargil and Kashmir regions in its Srinagar wing respectively.

In this regard, the directives were issued by the chief justice of Jammu and Kashmir High Court, Justice Pankaj Mithal.
The High court said that the cases related to Jammu wing would mean all writ petitions, Public Interest Litigation, appeals, arbitration applications, Misc applications etc in which the subject matter is situate or cause of action arises or parties to the parties who reside in any part of the revenue limits of Jammu Division of UT of J&K comprising districts of Jammu division.

It also said that the cases related to Srinagar wing would mean all writ petitions, Public Interest Litigation, appeals, arbitration applications, Misc applications etc in which the subject matter is situate or cause of action arises or parties who reside in any part of the revenue limits of Kashmir Division of UT of J&K comprising of its districts and also in which the subject matter is situate or cause of action arises or parties to the parties who reside in the revenue limits of district Kargil in UT of Ladakh.

The High court said that in ordinary course filing shall be done in physical mode in the concerned wing of the High Court; however, e-filing is also permitted through any available digital mode.

“In view of the availability of the facility of filing through e-mode as well in both wings of the High Court, no application shall be entertained for seeking permission to file a case, related to a particular wing, in other wing of the High Court,” the High court ordered.

It also said that in case a party opts for e-filing, for record purpose, such party shall also submit hard copy of the matter to the concerned wing of the High Court either physically or through any other available alternate mode like Registered Post, Speed Post etc with promptness.

“The litigants of Ladakh instead of travelling to Srinagar or Jammu for filing matters in the High Court may approach to the “Vidhik Seva Kendra” in their district to avail the facility of filing their matters through e-mode with the help of “Vidhik Seva Kendra”. The matters of Ladakh so filed may, if possible and convenient, be heard in the concerned wing through video conferencing,” the high court said.

“The matters filed in physical mode would be processed by the Registry in the normal mode to be placed before the Bench concerned as per the roster and a soft copy of it would also be prepared for the record purpose,” it reads.

It also states that where the matters are filed through e-mode, for facilitating immediate hearing of such matters, the Registry shall take print out of such matters and place it before the roster bench hearing the matter—(KNO)

 Advisor Baseer Khan reviews PDD functioning

Asks for ensuring 24X7 power supply to vital installations

Srinagar: Advisor to Lieutenant Governor, Baseer Ahmad Khan, today convened an officers meeting to review functioning of Power Development Department (PDD).

The meeting was attended by Chief Engineer KPDCL and Chief Engineer KPTCL Kashmir besides Chief Engineer Projects and Procurement Kashmir and other concerned officers.

Advisor Baseer Khan took stock of progress on various centrally sponsored schemes like RAPDRP, IPDS, DDUJJY and PMDP besides assessing the status of inspections, metering, transmission and power generation.

While reviewing physical and financial progress on CSSs, Advisor directed the concerned officers to remove all the bottlenecks and Right of way (RoW) issues so as to speed up the execution of these projects. He also asked the officers to prioritize works and formulate definite timelines for early completion of these projects. He asked the concerned officers to devise a system to continuously monitor and redress all pending issues concerning speedy execution of these vital works.

Advisor was briefed about the present status of power supply and steps being taken to improve and augment the power scenario to ensure adequate power supply to the consumers.

Advisor directed the officers to complete the critical projects before the onset of winter particularly the receiving stations besides asking them to ensure pruning of branches to be done beforehand so as to have minimum interruptions.

Advisor also directed them to ensure round the clock supply to vital institutions particularly hospitals and oxygen plants saying that provision for proper back up should also be put in place.

Advisor further directed for intensifying inspections in all districts to curb the menace of power theft and illegal connections.

Chief Engineer, Transmission informed that the department is endeavoring increase in transmission capacity by additional 600 MVA bringing the total to 2800 MVA by the year end. This year the department has peaked its capacity which is further being augmented and it is for the first time that the department is all set to almost double the capacity.

Advisor was also informed that the upcoming projects expected to be completed within 6 months at 220 KV level included augmentation of grid station Mirbazar from 320 MVA to 475 MVA. Also augmentation of 220/132 kv grid station Delina from 320 MVA to 4800 MVA will also be done by way of utilising spare transformers of grid station Mirbazar.

Ex-J&K Bank chairman gets bail till May 31

Srinagar:  Special Judge Anti-Corruption Srinagar on Saturday granted 10 days bail to former Jammu and Kashmir Bank chairman Parvez Ahmad Nengroo by taking in view the “extra ordinary situation prevailing because of COVID-19 pandemic.”

“Having taken in regard all the facts & circumstances and all other facts/circumstances including duration of custody of the petitioner (Nengroo) & the directions of the Supreme Court and that of Justice Ali Mohammad Magrey, for release of prisoners in J&K in view of the Covid 19 pandemic into consideration, the status of the investigation and the objections raised by the prosecution, in the opinion of the court the accused-petitioner deserve concession of bail,” the presiding officer of the court C. L. Bavoria said, according to GNS.

“However, in view of the objections of prosecution that the investigation has not completed and the presence of the accused is required by the investigating agency to question/examine the rest of files of ABATS/BATS seized in case FIR No. 10/2019, the accused/petitioner is admitted to interim bail in both the FIRs i.e. FIR Nos. 14/2020 & 01/2020 till 31.05.2021 on furnishing of bail bonds of Rs. 1.00 lakh in each of the FIRs and personal bonds of like amount with one surety.”

The court also subjected the bail to certain conditions including that the former J&K bank chairman shall appear before Investigation Officer during the interim bail in between from 10.00 AM to 2.00 PM as and when called by the IO.

That he shall not directly or indirectly make any inducement, threat or promise to any person acquainted with the facts of the case or the case as to dissuade him to disclose such facts to the court or any other authority. “The accused shall not leave the jurisdiction of court without prior permission and if the accused/petitioner fails to fulfill the conditions, the prosecution shall be at liberty to approach the court for cancellation of his bail,” the court said and ordered that the application come up for further proceedings on May 31. Cyclone Yaas: Indian Naval ships, aircraft on standby for Rescue & Relief Ops

New Delhi: In view of impending Cyclonic storm Yaas in the Bay of Bengal the Indian Navy on Saturday said that it has deployed its assets on standby and scale up the preparatory initiatives to meet the exigencies.

As part of the preparedness, the Navy’s eight flood relief teams and four diving teams are prepositioned at Odisha and West Bengal to augment the existing resources.

Indian Navy is closely monitoring the movement of the Cyclonic Storm. Eastern Naval Command headquarter and Naval Officers-in-Charge at West Bengal and Odisha Area have carried out preparatory activities to combat the effects of Cyclone ‘Yaas’ and is in constant liaison with the State Administrations for rendering assistance as required.

“Four naval ships are on standby with Humanitarian Assistance and Disaster Relief (HADR) bricks, diving, and medical teams to render assistance in the most affected areas along the Odisha and West Bengal coast”, the Navy Spokesperson Vivek Madwal said.

Naval aircraft are kept ready at Naval Air Stations, INS Dega at Visakhapatnam and INS Rajali near Chennai to undertake aerial survey of the most affected areas, casualty evacuation, and airdrop of relief material as required, he added.

The Indian Meteorological Department (IMD) on Saturday said that a low pressure area has formed over eastcentral Bay of Bengal at around 0830 hrs and is very likely to concentrate into a Depression over eastcentral Bay of Bengal by May 23 morning.

“It is very likely move north-northwestwards, intensify into a ‘Cyclonic Storm’ by May 24 and further into a ‘Very Severe Cyclonic Storm’ during the subsequent 24 hours. It would continue to move north-northwestwards, intensify further and reach North Bay of Bengal near West Bengal and adjoining north Odisha and Bangladesh coasts around May 26 morning and subsequently will cross West Bengal and adjoining north Odisha and Bangladesh coasts around evening on the same day”, the IMD added.

23 Kanals of forest land retrieved in Pahalgam

Srinagar, May 22: Forest Department on Saturday launched a major anti-encroachment drive in Pahalgam, which according to authorities concerned saw retrieval of at least twenty-three kanals of forest land in alleged illegal possession of five hoteliers for last five decades in the famous tourist destination.

Range officer Pahalgam Haji Altaf Ahmad Ganaie told GNS that the drive was carried under the direct supervision of DFO Lidder Shiekh Mehraj Ahmad.

“During the daylong drive, the team retrieved twenty-three kanals of forest land from five hoteliers in compartment number 34/L and 35/L”, the official said adding that “It is believed that the land was under illegal possession of the hoteliers for nearly five decades now.”

“We had pressed drones into service, for the first time, to oversee and ensure a smooth drive”, the official said adding that the forest department followed all the necessary COVID-19 SOPs during the daylong drive.

“Simultaneously the department in a joint operation with Wildlife Protection Department retrieved more than fifty kanals of forest land Aru Pahalgam”, the official added. (GNS)
