Keep Up The Fight   

The daily number of Covid-19 cases has reduced from an all-time high of 5500 to 2200 in two weeks, Chief Secretary Informed Union Home Secretary, Ajay Kumar Bhalla during a high-level meeting to review the management of the pandemic across all Union territories including J&K. The same period also witnessed a reduction in the case positivity rate from 13% to 6.2%, the Chief Secretary said.

The J&K is also said to be performing reasonably well in mitigating the second wave of COVID-19 pandemic with 3,946 cases per million population being reported over the last two weeks and 62 deaths per million during the same period.

Also, the government has stated that four districts—Ganderbal, Jammu, Samba, and Shopian, have achieved 100% coverage in 18-45 age group category.  All these parameters sound good and are in fact so. However, there is also a tendency towards complacency and it could prove damaging in the fight against the ravaging pestilence when the government itself has admitted that there has been rural spread recently. In fact, the Chief Secretary informed Mr Bhalla that more cases have been reported in rural areas than the urban areas. The government, at the cost of the repetition, is also right in augmenting infrastructure to meet the challenge. It is establishing 5-bedded COVID care facilities with at least one oxygen supported bed at approximately 4000 Panchayats to provide immediate medical care to the Covid patients who can then be referred to higher-level facilities in case of emergency.  

Meanwhile, as the high-level meeting ended, J&K reported nearly 3000 fresh cases, nearly 800 more than what was recorded on May 24 while 53 more lives were lost to the virus, taking the toll past 1300 during this month alone.  The administration must be cogent and take all the measures to flatten the Covid-19 curve. Also people need to realize that there is room for complacency and as such every endeavor should be made to ensure that covid-19 appropriate behavior is adhered to in all circumstances to keep the ravaging pathogen at bay. The note of caution sounded by the Union Home Secretary on the successive surges and the need to remain vigilant to the situation must be adhered to in letter and spirit. There is a need to learn from experiences to keep pace with testing and vaccination rates, besides enforcing COVID appropriate behaviour and strengthening the medical infrastructure. It is also imperative for the administration to map minute details to deal with the pestilence.

 

LG keeps entire Admin on toes in ‘emergency like situation’

Srinagar: Lieutenant Governor Manoj Sinha has been reviewing the COVID-19 containment measures on a regular basis and is seeking the feedback from the officers every now and then.

A source told Precious Kashmir that while chairing a meeting on COVID-19 containment measures recently, the Lieutenant Governor made it clear to the officials that the pandemic has created an “emergency like situation” and their job timings cannot remain confined from 9 am to 5 pm only. “You need to work 24×7 as people need you at this crucial hour,” the source quoted LG Sinha as having told the officials.

The source said that LG expressed dismay over the slow pace of the ongoing vaccination drive and asked the officials to ensure that the pace is expedited. “After LG taking note of the slow pace of the inoculation drive, the J&K administration has decided to start a special campaign for the people falling in the age group of 18-yrs to 45-yrs. Since the day J&K has received fresh consignment of the COVID-19 vaccines the helmsmen are trying their best to tell the people that they need to get vaccinated as it’s the only way to develop the herd immunity,” the source added.

He said that LG Sinha has made it clear to the officials that they have only one option i.e. “perform or perish.” “The LG is monitoring all the developments personally and has kept the entire administration on toes. The LG wants to ensure that no chances are taken and the people are provided with the best possible facilities,” the source added.

He said LG Sinha has made it clear to the officials that each district would have to compete with each other in a bid to serve the people even better. “The LG has put a scale of ten on parameters including vaccination, services at hospitals and related facilities being provided to the people, to monitor the performance of the officials. A special team has been tasked to monitor the performance of each district on the scale of ten. A similar monitoring has also been started for the heads of the departments of various government offices,” the source added.

An official said that the Lieutenant Governor is in touch with the head of the health institutions personally and has passed clear cut instructions to them that “no laxity” would be tolerated. “LG Sinha is acting tough and seems in no mood to listen to the excuses,” he added.

The forgotten Achabal-Chitirgul road gives tough times to commuters

PMGSY, R&B still ‘indecisive’ of jurisdiction, road stretch awaits macadamisation from 8 years

Anantnag: The 20-kilometers Achabal-Chitirgul road stretch in South Kashmir’s Anantnag district has failed to get a proper caretaker as both the stakeholders including PMGSY and Roads and Building department have failed to macadamize the road stretch from last eight years, thus adding to the miseries of the commuters.

In the last couple of years, the government might have started widening of even the link roads but the busy and important Achabal-Chitirgul road continues to be dotted with big potholes for years. The badly damaged road is not only inconveniencing the commuters but damaging the vehicles of poor drivers as well.

The road connecting over twenty villages of the area with Tehsil and district headquarters, according to residents of the area was last time macadamised in 2013.

“After being macadamised eight years ago the road with the passage of time again suffered damage due to the heavy snowfall during winters. For the last over three years, the busy road is almost non-motorable but authorities never bothered to macadamise or repair the same,” said a local social activist from Utrasoo Javed Ahmad Khan.

To avoid damage to their private vehicles, most of the people of these villages, Khan said, chose the interior roads to reach their destinations.

“It is agonising for even a normal person to travel on the road. It virtually breaks your bones. For patients with ortho problems and elderly people using passenger vehicles, travel on this road has become more than an agony. We have been crying and knocking the doors of the people at helm for several years to invite their attention but nobody is listening,” Khan told Precious Kashmir.

Besides the commuters who suffer due to the potholed road, it is the poor drivers who have to bear the brunt.

On sunny days, Muzaffar said, the road resembles that of a dusty path while in case of rains it virtually turns into a cesspool.

“People living along the road in many villages suffer badly as they inhale heavy volumes of dust triggered by the plying of vehicles. And when it rains it is almost impossible to walk on the road,” he rued.

A local driver registered with the Urasoo Sumo stand and plying from Achabal to Chitirgul said that in the last five months his vehicle suffered damages at least three times.

“Once it cost me eight thousand rupees and twice damage was around 3000 rupees. Whatever we earn a month, half of it goes into the repair of our vehicles. Nobody listens to us,”

“We beg you to invite the attention of authorities towards this dilapidated road so that they wake up and macadamise it. It will be in your favor to the people of the area, particularly the poor drivers,” Javed said.

President of the Utrasoo Sumo stand, Muzafar Ahmad rued that both politicians and administration ignored their repeated pleas for setting the road right to end the agonies of the people.

“We approached the former local MLA, Gulzar Ahmad Wani besides the top officers of the district admin many times but nothing happened. Yes before the DDC polls they had done patchwork of the road to lure the people but the heavy snowfall removed all those patches again. We are now exhausted making rounds of the offices of the authorities,” president said.

He rued that at least 400 drivers who have availed loans from banks and are registered with different stands from Achabal to Chittergul instead of earning their living have to suffer losses only.

“Many drivers who suffered heavy damages to their vehicles in the last three years finally decided to sell their vehicles. They are now doing other jobs. We appeal to the honorable governor to intervene personally and get the road macadamised” president said.

An official source, however, said that the macadamisation of the road is being delayed due to the tussle between PMGSY and R and B.

“Actually the road presently is under the jurisdiction of PMGSY. Few years ago it was decided that the same be shifted to R and B to which the latter agreed. Later R and B refused to take it over causing delay in its macadamisation. The road seems to be nobody’s baby making people suffer,” said the source.

Executive engineer, PMGSY, Khalid Muzaffar admitted that the road is badly damaged but added that the road was supposed to be set right five years ago under a particular scheme and the funds meant for it were lapsed.

“Later the road was supposed to be taken over by the R&B department which they refused.

“We often raised the issue with them but they did not take it over. Now the superintending engineer has floated tenders for macadamisation of around seven kms. Once the tendering process gets completed work on the road will be started,” Executive Engineer told Precious Kashmir.

Srinagar: After receiving a memorandum from the trade community, the administration is mulling to unlock the markets sooner in the Valley with authorities stating that it will take all the stakeholders on board to decide anything related to the issue.

Pertinently, Kashmir Chamber of Commerce and Industries (KCC&I) had submitted a memorandum to Divisional Commissioner, Kashmir P K Pole and Deputy Commissioner, Srinagar Mohammad Aijaz Asad, appealing them to consider unlocking markets after over one-month-long Corona curfew across J&K.

Asad when asked about the opening of marketplaces and business establishments in a phased manner said that the issue was being examined and whatever decision is taken, will be in consultation with all the stakeholders.

Talking to reporters on the sidelines of a vaccination drive at Press Enclave Srinagar, DC Srinagar, DC said that the final decision regarding the opening of shops and business establishments in a phased manner will be taken in consultation and discussion with all the stakeholders.

On being asked about the unlocking process from next week, he said that the decision will be taken by the State Executive Committee, and they will take the decision and final call after analyzing the growing situation.

He said that even though the number of cases is declining on a daily basis, there is a need to be very alert as this is the time to overcome this deadly virus. He also said that there are still more than 6000 active cases so there is no chance of any sort of relaxation in the curfew.

“We have to follow the SOPs strictly including social distancing, wearing face masks and particularly vaccination. We have started the vaccination drive and all those eligible groups should go for vaccination.”

“Like the first wave we will also come out of the second Covid-19 wave successfully provided everyone contributes his bit and only then we can win the fight against Covid-19,” he said.

He also said that a vaccination drive has been started and priority will be given to the most vulnerable groups including journalists, shopkeepers, vendors, milk and vegetable vendors and orphans registered with the social welfare department, construction workers and maximum mobility groups, who fall in the age group of 18-45 years.

Meanwhile, Deputy Commissioner (DC) Srinagar visited various Covid-19 Vaccination Centers established in Srinagar to inspect the pace of ongoing Covid-19 Vaccination process.

On the occasion, the DC visited District Court Complex Mominabad Batamaloo, Regional Transport Office, Srinagar, Mader-e-Meharban Trust, Miskeen Bagh, Indoor Stadium and took stock of the vaccination process undertaken for beneficiaries within the age group of 18-45 across the district.

While interacting with the Vaccination staff, the DC asked them to ensure smooth conduct of the process. He enjoined upon the Medical and other supporting staff to work with added zeal and dedication for the protection of fellow citizens.He also stressed on strict adherence to the all SOPs related to Covid-19 at these centres.

The DC expressed satisfaction on the overall arrangements for vaccination and the pace of vaccination of the target groups.

He exhorted upon the beneficiaries taking the Covid-19 vaccine shots to follow the Covid Appropriate Behaviours (CABs) even after vaccination so as to keep themselves, their family and the district safe from the infection of deadly Coronavirus.

Meanwhile, during today’s vaccination drive beneficiaries from identified vulnerable groups were inoculated Covid-19 vaccine shots at different vaccination centers.

The beneficiaries who were inoculated Covid-19 vaccine shots today include shopkeepers, Shikara wallas, hotel staff, street vendors,  services sector, Barbers,  Bakers Meat/Poultry/ Vegetable sellers, Drivers/ Conductors, Lawyers, Journalists; faculty /staff/workers of the Universities/Colleges; Government employees on COVID duty/or in active field, Construction workers registered with Construction Workers Board; Tourism sector workers; people with disabilities, widows/single mothers, orphans, and persons with comorbid conditions.

DC was accompanied by Additional Deputy Commissioner, Srinagar, Syed Hanief Balkhi, Chief Medical Officer, Srinagar Dr Jameel, and others concerned during the visit. (KNO)

Covid claims 53 lives, infects 2,964 in J&K

Srinagar: Jammu and Kashmir reported 2964 fresh covid-19 cases while 53 more people succumbed to the virus in the last 24 hours, officials said on Tuesday.

They said 1145 of the fresh cases were confirmed from Jammu division and 1891 from Kashmir Valley, taking the total tally to 275822.

Also, they said, 33 persons succumbed to the pestilence in Jammu division and 20 in Kashmir Valley, taking the overall toll to 3662.

Providing district wise details, the officials said that Srinagar reported 487 cases, Baramulla 220, Budgam 266, Pulwama 169, Kupwara 91, Anantnag 223, Bandipora 85, Ganderbal 97, Kulgam 109, Shopian 72, Jammu 438, Udhampur 102, Rajouri 99, Doda 62, Kathua 117, Samba 84, Kishtwar 27, Poonch 58, Ramban 110 and Reasi 48.

A number of these cases were confirmed at SKIMS Soura and GMC Anantnag’s diagnostic laboratories.

Death toll mounts, cases decline in India

New Delhi: India has registered 1,96,427 new COVID-19 cases in the past 24 hours, surging the cumulative tally to 2,69,48,874, the Health Ministry said on Tuesday.

It is for the first time since April 15 that the daily count is less than 2 lakh.

The death toll has risen by 3,511 to stand at 3,07,231 in the past 24 hours.

According to the Ministry, as many as 3,26,850 discharges were recorded during the same period, taking the total number of recoveries to 2,40,54,861.

Active cases rose by 1,33,934 and is being pegged at 25,86,782.

Meanwhile, the Indian Council of Medical Research (ICMR) said that a total of 33,25,94,176 samples have been tested so far for coronavirus. Out of this, 20.58.112 were tested in the past one day.

On the vaccination front, a total of 19,85,38,999 people have been administered COVID-19 jabs since January 16, with 24,30,236 people being inoculated since yesterday. (UNI)

Jammu:  In order to get on the spot appraisal of medical facilities being extended to the people of Samba and Kathua Districts, Lieutenant Governor, Manoj Sinha on Tuesday visited GMC Kathua, District Hospital & Covid Care Centre at Samba.

During his visits, the Lt Governor took a comprehensive review of the Covid containment measures in the respective districts.

The Lt Governor asked the health officials to ensure best healthcare facilities for the patients and directed the senior doctors to increase rounds in Covid-19 wards.

Ensure effective Covid Clinical Management and strict compliance of referral policy for hospitals, he added.

The Lt Governor, while interacting with doctors and other medical staff, reviewed ongoing steps taken by hospitals and directed them to prepare for future challenges. He emphasized on continuous training of nursing and paramedical staff working in the rural areas.

“It is our collective responsibility to ensure the availability of necessary medicare facilities, besides putting in best efforts to contain the spread of Corona virus and save precious lives through prompt response”, the Lt Governor told the officers.

While enquiring about the availability of ventilators, oxygen supported beds, human resources, functionality of oxygen generation plants, besides testing and vaccination drives in the respective districts, the Lt Governor directed the hospital authorities to increase the existing covid dedicated beds, besides augmenting oxygen availability in the hospitals within fixed timelines.

Scale up testing & vaccination with dedicated focus on vulnerable groups. Reach out to people with all Covid-19 related important information, the Lt Governor added.

He also enquired about the status of medical staff, availability of telemedicine services, distribution of covid management kits, mobile vaccination, and other initiatives taken by District Administrations for Covid mitigation.

Meanwhile, the Lt Governor reviewed the progress being made for developing new Medical infrastructure in the District Hospital to augment the medical facilities, besides reviewing the establishment of Panchayat level Covid Care facilities. He also inspected the under-construction New OPD Block at District Hospital Samba and directed for its timely completion.

Deputy Commissioner, Samba, Anuradha Gupta informed the Lt Governor that 101 Panchayats of district have established Covid Care Centres with 05 bed capacity, besides 100% achievement in HCW, and 98% of above 45 years age group has been achieved. 24×7 telemedicine services and covid control room have been established in DC office alongwith e-passes facility, she added.

On being informed about the dedicated oxygen pipelines connecting Covid dedicated beds at District Hospital, Samba, the Lt Governor directed for providing all the 100 beds in the hospital with dedicated oxygen pipes and set the timelines for the same.

At Kathua, Dr. Anjali Nadir Bhat, Principal GMC Kathua, gave the present status of Covid care infrastructure and availability of healthcare facilities at GMC Kathua.

Deputy Commissioner Kathua, Rahul Yadav also apprised the Lt Governor about the covid control measures taken by the administration to contain the spread of corona virus in the district.

He informed that a total of 213 Covid Care Centres have been established at Panchayats; around 1137 patients have been facilitated with tele-medicine facilities, besides 1849 covid kits were distributed.

It was further informed that 70% vaccination of above 45 years age group has been achieved, besides 98% healthcare and frontline workers have been covered.

Emphasizing on vaccinating all the population falling under the targeted age groups, the Lt Governor directed the DC to ramp up the vaccination drive with dedicated focus on rural areas.

Earlier, the Lt Governor visited Covid Care facility at Bhargava College in Samba, took assessment of the additional healthcare facilities being augmented in the district and arrangements being made there for treatment of Covid patients.

Black fungus cases: Centre allots 50 vials of Amphotericin-B to J&K

Srinagar: Amid surfacing of black fungus cases in Jammu & Kashmir, the Centre has allotted 50 vials of Amphotericin-B, a drug widely being administered to the patients showing symptoms of the fungal disease, to the Union Territory.

Documents reveal that the Union Ministry for Chemicals and Fertilizers has allocated 50 vials out of 19420 vials to J&K UT. The allocation to the States and Union Territories was made on Monday.

So far, two confirmed cases of black fungus cases have been reported from Government Medical College Jammu while one suspected case is being treated at Government Dental College, Srinagar.

Principal GMC Jammu, Dr Shashi Sudan said that a 56-year-old male patient admitted at the health institution has been detected with black fungus.

Earlier, a 40-year-old patient from Poonch, who was infected with black fungus, died at GMC Jammu on Friday.

Head of Chest Disease Hospital, Dr Naveed Nazir Shah on Sunday said that one case of the fungal infection was “successfully operated” last year while another “strong suspect” is admitted at Government Dental College Srinagar.

It is pertinent to mention that J&K government on Monday declared mucormycosis, commonly called black fungus an ‘epidemic’. The J&K Epidemic Diseases (Mucormycosis) Regulations make it mandatory for all government and private health institutions to report suspected and confirmed cases to the health department. (KNO)

Srinagar:As Jammu and Kashmir continued to record a spike in Covid cases, the Union Territory has reported another case of Mucormycosis, popularly known as black fungus at GMC Jammu, officials said on Tuesday.

Principal GMC Jammu Dr Shashi Sudan said that a 56 year-old male admitted at GMC has been detected with black fungus.

Earlier, a 40-year-old male from Poonch was detected with deadly epidemic, however, he died the next day after he was detected with black fungus. (KNO)

‘Work on DRDO hospital in Jammu to be completed in next 10 days’

Srinagar:The work on Defence Research and Development Organisation (DRDO) hospital is going on with full speed in Jammu division while officials said that the hospital would be functional in next 10 days.

Top health officials said that around 80 percent work has been completed already while work on the pending part is going on in full swing and it is expected to be completed in next one week while the hospital will be functional in next 10 days.

Dr Sanju Gupta Sudan Medical officer Jammu Municipal Corporation said that such a facility in Jammu division was the need of the hour and it will greatly help the locals.

She said that the sanitization part has been assigned to the Municipal Corporation and they are working on it.

She said that 80 percent work has been already done and hopefully within 10 days the hospital will be functional.

“We will try to beautify it so that people coming here won’t feel depressed and feel mentally comfortable,” she said.

The DRDO has started construction of two 500 bed hospitals one each in Jammu and Kashmir.

The 500 bed Covid hospital is being constructed at State land near Amarnath Yatri Niwas Bhagwati Nagar Jammu.

The hospital will have 500 isolation beds with oxygen support including 125 fully equipped ICU beds. (KNO)
