J&K, Punjab team inspects Shahpur Kandi Dam project

Srinagar: A joint high level team comprising officers both from Jammu and Kashmir and Punjab Wednesday inspected various components of Shahpur Kandi Dam Project to ensure expeditious execution of ongoing works on this prestigious project.

The officers from J&K led by Chairperson, Jammu and Kashmir Water Resources Regulatory Authority (JKWRRA), G.S. Jha included Chief Engineer RTIC Jammu, Himesh Manchanda, Superintending Engineer RTIC Jammu, Ajay Gupta, Superintending Engineer, Jammu and Kashmir Water Resources Regulatory Authority, Anil Kumar and Assistant Commissioner (Revenue), Kathua, Sandeep Seointra while General Manager (Dams), S.K. Saluja, Chief Engineer (Dams), R.D. Sawa, Chief Engineer, M.K. Jain and Superintending Engineer (Dams), B. S. Sandhu represented the Shahpur Kandi Dam Project, Punjab.

The team conducted extensive inspection of ongoing works on Ravi Canal at Basantpur, Shahpur Kandi Barrage and Hydel Channel on the Punjab side besides visiting off-take site of BP Canal from the existing Ravi Tawi Canal and the head works of the Kashmir Canal.

Pertinently, the project coming up at a cost of Rs. 2715.70 crore is of utmost importance for the Union Territory as it will give a discharge of 1150 cusecs to J&K which shall bring about 32173 hectare of land under irrigation in the districts of Kathua and Samba which in turn shall improve the socio-economic conditions of the people related to agriculture and allied sectors.

Chairperson JKWRRA stressed for expediting the pace of progress on all ongoing works for timely completion of the project.

Meanwhile, the officers also held a meeting and discussed the issues threadbare to speed up the works, remove bottlenecks and resolve the land related matters for timely completion of the project.

Assistant Commissioner (Revenue), Kathua, was directed to submit the cases of land compensation at the earliest.

Girl attempts suicide, hospitalized

Ganderbal: A girl on Wednesday afternoon allegedly attempted to commit suicide after she consumed some poisonous substance at her residence in Lar area of central Kashmir’s Ganderbal district.

An official said that an 18-year-old girl from Gulabpora Lar consumed some poisonous substance at her residence following which she was immediately rushed to the hospital.

He said that she was brought to PHC Lar wherefrom she was referred to SKIMS Soura for advanced treatment.

The official added that police has taken cognizance of the issue and investigation has been started. (KNO)

Commuters suffer as Kashmir’s only mechanized car parking remain closed

Contract given to agency has ended, fresh tenders issued: SDA VC

Srinagar: The first and only automatic car parking in the commercial hub area of Lal Chowk continued to remain closed for the commuters from the past over month as the contract given to the agency has ended, thus leaving the commuters to lurch at large.

The commuters said that they are being forced to park their vehicles on the roadside as the only semi-mechanized car parking continued to remain closed for a month and a half.

They said after parking the vehicles on the roadsides, they are being challaned, thus leaving them to the lurch at large.

“Srinagar already lacks the parking slots. The government had come up with one such car park, accommodating a huge number of vehicles, but from last over month, it has remained closed and forcing us to park our vehicles on the roadsides,” Abdul Rashid, one of the commuters said.

Rashid said that he has been challaned a couple of times in the last one month as he had parked his vehicle on the roadside due to the lack of parking slots and closure of the semi-mechanized car parking.

Sources within the Srinagar Development Authority (SDA) also confirmed the closure of the parking facility, saying that the contract given to the agency has come to an end.

Meanwhile, Vice Chairman, SDA, Bashir Ahmad Lone, said that the fresh tender has already been issued in this regard. “We have issued the fresh tenders and sought the quotation for tenders and only a deserving and knowledgeable person agency will get the contract,” he said.

He added that the process will be completed within three-four days, adding that the parking will resume functioning within one week. (KNO)

Parents protest after Iqbal Memorial Institute demands annual fee

Srinagar: The parents of students of Iqbal Memorial Institute (IMI) in Bemina area of Kashmir capital Srinagar staged a protest against the institution’s latest demand for annual fee for the ongoing session. Initially, the school had waived the fee during the lockdown.

The parents raised slogans against the Chairman IMI and sought intervention of Lieutenant Governor Manoj Sinha. “The Chairman claims he is the government himself and nobody can intervene into the affairs of the school. The LG should intervene in the interest of hapless parents who have suffered heavily due to Covid-19 related lockdown,” the parents said.

One of the protesters told news agency Kashmir News Trust that they have cleared tuition fee up to April and even deposited 50% bus fee. “Today, the Chairman directed parents to deposit over Rs 6,000 as annual fee and only after that school will provide answer sheets of the students. This is injustice. Where from we will arrange money when we have already suffered due to Covid-19 lockdown,” he said.

The parents called this “an unjust demand”, saying they are “already under financial pressure”.

The parents have also lodged their complaints with the Director Education and Chief Education Officer but no action has been initiated against the school.

“Introducing the annual fee now in the month when lockdown has not been lifted completely is uncalled for.

Despite repeated attempts, no one from school management was ready to comment on the issue.

Wildlife deptt intensifies search in Budgam

Budgam: A day after the leopard that mauled a 4-year-old girl to death was caught alive; the wildlife department has launched search operations in other areas of the Budgam district following the reports of the presence of leopards.

An official from the wildlife department said that the team on Wednesday reached Beerwah area of the district to create awareness and to set traps to catch the leopard that were spotted by locals in the area.

He said that the department will continue its search so that no untoward incident would get repeated.

“We have also set cages, cable traps and camera traps in the Kralpora area Chadoora area where locals have spotted the leopard earlier,” he said.

He said that they are visiting the Chararisharief area on Thursday where they have earlier spotted a leopard and have set up a cage.

“Nowadays animals do not need to live in the forest because local residents have planted so many trees and they don’t even clean or cut its branches which become a shelter for these animals,” an official said.

Meanwhile, District Forest Officer (DFO) Budgam said that the work is going on a war footing basis on the 160 kanal of the nursery and more than half of the fallen trees were removed from the nursery while 40 percent of thinning and branch cutting has also been completed.

“Work for thinning and branch cutting is also under process at the DC complex nursery where the leopard that mauled a 4 year old girl to death was caught alive by the wildlife department,” he said.

He said that the forest department will make a DPR which they will send to the government to release funds for fencing of the nursery.

“The area has been properly sanitized at every hotspot including Ompora nursery and DC complex residency by officials to prevent any untoward incident in the future,” he said.

All the developments are taking place since June 3 when a four-year-old girl was mauled to death by a leopard. At least 60 officials from the wildlife, forest protection force, and other concerned departments were camping in Budgam district especially in the nursery area to track down the movement of animals to catch it. KU’s Social Work deptt organises one-day webinar

Srinagar: The University of Kashmir Wednesday organized a webinar to discuss the Draft National Council for Social Work (Education and Practice) Bill, 2021.

The day-long webinar was organised by the varsity’s Department of Social Work (DoSW).

Prof (retd.) Murali Desai from TISS and Prof (retd.) Devi Prasad from Andhra University, who have chiefly contributed to the content and process of the Draft Bill, addressing the webinar as special guests.

The Bill aims to bring progressive changes in social work education and practice in India and discusses the standards and benchmarks vis-à-vis social work course curriculum as well as the code of conduct and ethics related to the social work profession in the country.

Prof Desai highlighted the aims, objectives and structure of the Bill and also detailed out the issues and allied concerns related to social work profession in general and the Bill in particular.

The experts suggested the ways and means to carry forward the social work education and practice Bill, 2020.

Prof Prasad gave a detailed explanation on the coverage of the proposed Bill and clarified certain confusions and misconceptions regarding some of its provisions .

The Bill is not aimed to criminalise any professional working in the social or developmental sector and the proposed registration under the Bill is voluntary and not compulsory as it is in certain professions which need licensing for doing any professional practice, he said.

Dr Aadil Bashir, Coordinator, Department of Social Work, KU introduced the theme of the webinar and welcomed the guest speakers.

Dr Bashir highlighted the importance of such deliberations on the Bill and indicated that these discussions will help in enriching both the process and content of the Bill in the long run.

Prof Archana Dassi, Head Department of Social Work JMI New Delhi deliberated on participation of various groups in the drafting of the Bill and its scope.

Prof Shewli Kumar, Associate Professor TISS and Prof Ashutosh Pradhan also spoke on the occasion.

DGP Singh sanctions scholarships for wards of policemen

Jammu: Encouraging and appreciating the hard work of the wards of police personnel who have excelled in 10th & 12th annual examination during the academic session 2020-2021, the Director General of Police, J&K Dilbag Singh has sanctioned meritorious scholarships of over rupees 15.50 lakh in favour of 308 wards of serving police personnel/SPOs under different orders.
The DGP has sanctioned rupees 9.33 lakh for 155 meritorious wards of serving police personnel/SPOs who have secured above 90% marks in the Annual Examination of Class 10th & 12th during the academic session 2020-21. Among these rupees 7200 each have been sanctioned in favour of three meritorious wards of class 12th and rupees 6000 each have been sanctioned in favour of 152 meritorious wards of class 10th. He also sanctioned meritorious scholarship of rupees 6.24 lakh in favour of 153 wards of serving police personnel/SPOs who have secured 80% and above marks in the annual examination of class 10th & 12th during the academic session 2020-21.
Among these Rs 6000 each has been sanctioned in favour of eight meritorious wards who have secured 80% and above marks in class 12th and Rs 4000 each have been sanctioned in favour of 144 meritorious wards who have secured 80% and above marks in the annual examination of class 10th.
The amount has been sanctioned out of Central Police Welfare Fund and Police Pariwar Fund.

ED NHIDCL initiates ceremonial blast for breakthrough of Z-Morh Tunnel

GANDERBAL: Breakthrough of one of the two tubes of Z-Morh Tunnel Project of 6.5 km was a hallmark event at Sonamarg today which is a step forward towards the all weather connectivity to the Sonamarg valley.

The ceremonial blast for the breakthrough was done by Gurjeet Kambo, Executive Director (Projects), Regional Office Srinagar, NHIDCL.

Kambo appreciated the efforts of APCO Infratech, the concessionaire, on the yet another milestone achieved while congratulating the people of Sonamarg and the District Administration on the occasion.

He also acknowledged the role of local public for the smooth progress of the project and assured the breakthrough of the main tunnel will also take place within the scheduled time frame.

It was also reiterated by Kambo that once the project is completed, the tunnel will provide seamless connectivity to the tourists travelling to Sonamarg during winters and will also be used for strategic movement.

Convince people to take vaccine: Omar tells NC workers

Srinagar: Emphasising the instrumental role of vaccination in checking COVID-induced fatality, former Chief Minister and National Conference (NC) vice president Omar Abdullah exhorted the women functionaries concerned to partner the administration as a social responsibility in overcoming vaccine hesitation among people, especially women.

“Our women functionaries can volunteer in convincing people to take the jab, and  work alongside their district  administration, including health department officials to achieve the universal vaccination drive  by helping break the myths involving the vaccination, Omar said at a virtual meeting which was convened by J&K Women’s (NC) Wing President Shameema Firdous.

Exhorting the women functionaries, Omar called for increasing the involvement of women in politics to  help attune the policies and development agenda to the needs and requirements of women, who he said forms the 50 per cent of our society.

“It was the dream of Sheikh Mohammad Abdullah and Madre Meharban to see women partake in the decision making process.  We need more women in the democratic spaces to lend voice to the voiceless. I am sure once the pandemic crises subside, the women’s wing functionaries will restart the membership drive and take it to block and Halqa level, he said.”

Interacting with the women functionaries, Omar alluded to the current trend of mistreatment of citizens by bureaucrats stating that one of the developments post 2019 measures have been emergence of a bureaucratic setup mostly nonlocal and unconnected.

He said these bureaucrarts have become authority unto themselves in wake of the dilution of a viable democratic system in JK. “Here we have a man being jailed for saying that he can’t have expectations from non-local officers. The incident should not be seen in isolation, he said adding it is a reality that the local populace is faced with post 2019 measures.

He alleged that the bureaucracy has become a government with a totally abysmal record of serving people, primarily because of their unfamiliarity with the local sensitivities, topography and other critical ground realities.

Omar said the idea of ushering peace and prosperity in Jammu and Kashmir is elusive until infringed rights of the people of JK aren’t restored. “Our party as a peace loving party will continue to fight the battle for the restoration of our rights constitutionally, peacefully.”

The meeting was conducted virtually through video conferencing mode. Party’s ten Women district presidents, functionaries participated in the meeting in the real-time virtual interaction from Nawa-e-Subha, Srinagar.

During the course of meeting the women’s wing district presidents of Kashmir province gave an estimation of the political situation prevailing in their respective areas. They also gave detailed appraisal of the ravaging impact of ongoing Covid-19 crises on the varied economic activities in their respective constituencies necessitating policy rethink towards women’s roles as financial providers.

Among other issues, soaring unemployment rates, high-handedness of bureaucracy, sinking tourism and agriculture sectors and widespread development deficit and unaccountability also dominated the interaction. The women functionaries’ highlighted how the long-drawn-out Covid-19 crises took toll on the women working in the formal as well as informal sectors  and how harmful the global pandemic has proved  to women folk especially those who are singularly providing for families by working in handicrafts and other services sector.

Interacting with the functionaries Shameema Firdous said, “Sheikh Abdullh brought women of Jammu and Kashmir into the political discourse. It was NC that took upon itself to change the fate of women of J&K under its revolutionary Naya Kashmir manifesto. In the later decades also, whenever NC was in power, it left no stone unturned to transform its vision of empowering women into reality. It was Madre Meharban, who used education as a fundamental tool to bring about change in the attitude of women on the line of the vision enshrined in the Naya Kashmir document.”

She also said that the party was working on improving Women’s involvement in politics. “The ratio of women is significantly lower than that of their male counterparts in the Democratic spaces.” She added that the party’s women wing was leaving no stone unturned to increase the participation of women in politics.
