Police golf course thrown open, DGP presides over as chief guest

Srinagar: The Lake View Environmental Golf Training Park also known as Police Golf Course was thrown open this evening with the Tee Off function while Director General of Police (DGP) Dilbag Singh was Chief Guest on this occasion.

DGP J&K was received by ADGP Armed S.J.M. Gillani and other senior police officers.

A ceremonial guard of honour was presented by the Brass Band contingent of J&K Police.

DGP formally threw open the Golf Course by playing the ball from a Tee. Later the DGP interacted with the senior officers and also with the support staff of the golf course on the occasion.

He was presented a memento by the ADGP Armed J&K S.J.M. Gillani on the occasion.

Army appreciates Kupwara doctors

Srinagar:  Not everyone is born a hero but a few opt to be a hero, Army said on Thursday, adding that doctors in the society are no less than superheroes especially during the continued waves of Covid pandemic.

Army in Kupwara paid gratitude to doctors by recognizing their hard work and dedication for the well-being of humanity and thanking them with sweets for all that they are doing.

Humdard-E-Kupwara Battalion reached out to all the doctors at their respective places of practice and conveyed heartfelt gratitude for looking after people of Kupwara and for being one of the main pillars in shaping Kupwara.

Doctors all over the world have been respected as frontline warriors for last two years and have given everything for the service of humanity.

This small gesture by Army swelled their hearts with pride and moist their eyes.

India, Pakistan exchange lists of civilian prisoners and fishermen in their custody

New Delhi: India on Thursday handed over a list of 271 Pakistani civilian prisoners and 74 fishermen in its custody to Pakistan.

Similarly, Pakistan shared lists of 51 civilian prisoners and 558 fishermen in its custody, who are Indians or are believed-to-be Indians.

The two neighbours exchanged the lists through diplomatic channels simultaneously at New Delhi and Islamabad.

This was in keeping with the provisions of the 2008 Agreement under which such lists are exchanged every year on January 1 and July 1.

The government has called for early release and repatriation of civilian prisoners, missing Indian defence personnel and fishermen along with their boats, from Pakistan’s custody. In this context, said the Ministry of External Affairs in a statement.

Pakistan has been asked to expedite the release and repatriation of one Indian civilian prisoner and 295 Indian fishermen to India whose nationality has been confirmed and conveyed to Pakistan.

In addition, Pakistan has been asked to provide immediate consular access to 194 fishermen and 17 civilian prisoners who are in Pakistan’s custody and are believed to be Indian.

The government also requested Pakistan to expedite the grant of visas to the members of the medical experts team and facilitate their visit to Pakistan to assess the mental condition of believed-to-be Indian prisoners of unsound mind, lodged in different jails of Pakistan.

It was also proposed to organise an early visit of the Joint Judicial Committee to Pakistan.

India remains committed to addressing, on priority, all humanitarian matters, including those pertaining to prisoners and fishermen in each others country.

In this context, India has also urged Pakistan to expedite necessary action at its end to confirm the nationality status of 78 Pakistan prisoners, including fishermen, whose repatriation is pending for want of nationality confirmation by Pakistan.

In view of the COVID-19 pandemic, Pakistan has been requested to ensure the safety, security and welfare of all Indian and believed-to-be Indian civil prisoners and fishermen.

Fuel station sealed in Chadura Budgam

Budgam: A petrol pump in Central Kashmir’s Chadura area of Budgam has been found selling adulterated petrol and diesel.

The pump in question, named “Bhat Filling Station’, located in Gowharpora area was accused by some drivers of selling petrol mixed with kerosene and water.

This issue created a ruckus inside the petrol pump following which a crowd gathered in front of the filling station, and the police were called in.

Officials from police and civil administration rushed to spot to pacify the protesters who had blocked the road demanding stern action against the owner of fuel station.

On the insistence of the people, petrol pump was sealed.

SDM Chadura, Prince Hameed said that samples of the allegedly ‘mixed’ oil were taken by the police for testing.

“We had received complaints that water was being mixed in petrol and diesel at the pump. We sent a team to investigate the matter. After collecting samples, the petrol pump has been sealed,” he said.

One of the protesters said that petrol pump owner offered him bribe for remaining silent over the issue. “He offered me Rs 50,000 but I thought of other transporters who fill their vehicles here. I have four tractors and all have developed technical problems due to adultered fuel that I purchase from this filling station,” he said. (KNT)

Doctors Day

July 1 marks the National Doctor’s Day in India. It is celebrated in honour of the birth and death anniversary of the great physician and the second Chief minister of West Bengal, Dr. Bidhan Chandra Roy. This day actually serves to show appreciation and gratitude to all those who have tirelessly worked for the health of people.

It has never been more important to appreciate the efforts that doctors have been making to ensure that people sufficiently recover from whatever may be ailing them and continue to remain healthy.

They have been pulling long hours and working round the clock as the world remains gripped with the covid-19 pandemic, arguably the most devastating public health crises ever seen.

The second wave of pandemic, though ebbing now, put entire health systems under immense pressure and stretched it to capacity, almost to the breaking point. As such, responding to this public health emergency and successfully minimizing its impact required every health resource to be leveraged. Amid this crisis, the role of doctors has been immense. Last year, some of them faced acts of violence and as a consequence severely hindered the response. Some even faced stigma as they were dubbed as vectors of contagion. Some have been assaulted. Others were denied even transport while commuting to work. At times, their entire families faced eviction, not only from rented accommodations but even from their homes. Since then, things have changed for the better as far as attacks are concerned. However, it is not the case that the doctors and other covid warriors are altogether safe. They continue to put their life on the line. The covid-19 can be contracted by them as much as any ordinary individual.

Lieutenant Governor and others rightly lauded the pivotal role played by the doctors in clinical management of patients. Truly, the doctors have introduced confidence and strength through their perseverance and unwavering commitment in the midst of unprecedented reality while continuing to make the world waware about the dynamics of the novel virus by enriching research and advancing medical knowledge to facilitate the emergence of a worldwide response to the pandemic.

Doctor’s Day is also an opportunity to thank all the heroes in the medical fraternity for their selfless contributions. One also hopes that the government ensures better protection along with availability of all that they need to ward off against the virus and other future challenges. 

Ease in Covid curbs: Tourists throng Pahalgam, hotels jam-packed

Pahalgam: As the government has eased Covid restrictions across the Valley, Pahalgam, a famous tourist spot, is witnessing a huge rush of visitors. The flow of local tourists at the famed spot is bringing smile on the faces of the people associated with tourism industry.

Since the government announced relaxation in Covid restrictions, allowing opening of shops on alternative days and movement of transport, Pahalgam, according to locals has been witnessing huge rush of visitors mostly locals.

Though the hotels and restaurants too have opened up at the tourist spot but many people particularly youngsters prefer to stay in tents.

To avoid eating from restaurants, most of the youngsters visiting Pahalgam, a local said, are setting up tents on the banks of Lidder and stay there.

“Though the families book rooms in hotels for night stay but youngsters can be seen doing self cooking outside the tents they erect along the banks of Lidder right from Pahalgam upto Aru,” Nazir Ahmad, a local said.

From last several days, people have been sharing videos and pictures of their enjoyment at the famed spot.

A group of boys while returning from Pahalgam told this reporter that lockdown had virtually suffocated them and two days stay in Pahalgam helped them relax mentally.

“Continuous lockdown since the Covid outbreak had depressed us to the hilt. On Sunday, we decided to rush to Pahalgam to have some mental relief. We had taken everything including pots and cooking gas choola along for self cooking. We hired a tent and fixed it on river on first night and moved to Aru for second night. It was really soothing,” a boy, who was part of the group, said.

Weekends in Pahalgam since the relaxation in lockdown, according to local hoteliers witnessed long traffic jams all around.

The pickup in local tourism has also brought smile on the faces of locals associated with tourism.

“It is almost after two years that we are doing some business. Though last year too after peak season of Covid ended we had some business but this time it is good. Since relaxation in lockdown, people mostly locals have been flooding Pahalgam,” Zubair , owner of the Wonderland hotel told Precious Kashmir.

He said that he has almost full occupancy for last two weeks. “It was only once or twice in last two weeks when one or two rooms in my hotel remained unoccupied,” Zubair said.

80 percent of the visitors, he said, are locals.

Like Zubair , other B class hoteliers too are happy over the business they have been doing for over couple of weeks.

“In last three years it is for the first time that all the 13 rooms in my hotel were occupied for a week. If third wave of Covid spares and all other things go well, it seems Pahalgam will witness a good tourism season for the first time in last several years,” said another B class hotelier.

Assistant Director Tourism, Pahalgam, Bilal Ahmad told Precious Kashmir that Pahalgam has been witnessing a huge rush of tourists for over a week.

“Though tourism activity started here two weeks ago but last week was good in terms of tourist influx. As per rough estimate over 4000 tourists enter Pahalgam every day for last over a week,” AD said.

He said 70 to 80 percent visitors are locals while as domestic tourism too has started picking in last one week.

“Since last week I think 400 to 500 tourists from outside states are entering Pahalgam daily,” AD said.

He said that those not carrying Covid test reports are tested before entering Pahalgam.

“Both outsiders and locals are tested and those testing positive are returned,” the officer said.

COVID-19: ‘Restricting entry of unvaccinated people can increase inoculation rate’

Srinagar: Decision of the Srinagar administration about not to allow the unvaccinated people to enter shopping malls and other important establishments could prove to be a game changer.

An expert while talking to Precious Kashmir said, “If the entry of unvaccinated people is banned into important places it can lead to people giving up the vaccine hesitancy and we will be well prepared to fight the third wave of COVID-19, which the experts are predicting may arrive sooner or later.”

It’s in place to mention here that Deputy Commissioner (DC) Srinagar, Mohammad Aijaz Asad has said that all unvaccinated persons visiting any Shopping Store/Complex/ Malls will have to undergo Covid-19 testing. “Exemption would be given only in certain specific cases. However, vaccinated persons having certificate copy in hard or soft form shall be given priority entry at all business establishments, government offices, etc.”

According to the experts approximately 70% of the world’s 7.9 billion people must be fully vaccinated to end the COVID-19 pandemic. “As of June 21, 2021, 10.04% of the global population had been fully vaccinated, nearly all of them in rich countries. Only 0.9% of people in low-income countries have received at least one dose,” the Print reported.

In Kashmir the vaccination drive is on but the health workers are facing a tough time. At many places they have witnessed hostile people who don’t want to take a jab. “The idea about not allowing unvaccinated people to enter the important places needs to be implemented across Kashmir, not only in Srinagar. If people are denied entry without the vaccination certificate, it would leave them with no other option other than to take a COVID-19 jab.”

Experts and scientists have been reiterating that the “herd community” can only be developed by getting vaccinated. “People should realize that the administration can make the vaccines available but the masses have to come forward on their own. At present vaccines are available for free. The COVID-19 second wave has subsided. It’s an opportunity for everyone to prepare themselves to fight the virus in a much better way.”

There are reports that the J&K administration may throw open the paid public parks and shrines in coming days but the COVID-19 test report or the vaccination certificate will be made mandatory for entry. “One fails to understand why people are so hesitant. They need to take a cue from millions of people across the globe, who have been vaccinated and are living their lives without any trouble. More than 99% of people didn’t even develop any side effects,” said an observer.

149-year old Darbar Move ends in J&K

Govt cancels residential accommodation of employees in twin capitals

Jammu: Days after Jammu and Kashmir Lieutenant Governor Manoj Sinha had announced an end to this age-old practice, the administration on Wednesday cancelled residential accommodations of ”darbar move” employees in Jammu and Srinagar.

As per an order issued by the Commissioner Secretary, Estates Department, M Raju, the officials have been asked to vacate their quarters in the twin capital cities within three weeks.

LG Sinha on June 20 had announced that the Jammu and Kashmir administration has completely transitioned to e-office, thereby ending the practice of the biannual ”darbar move”.

The order further said that sanction has been accorded to the cancellation of allotment of residential accommodation of officers and officials in Srinagar and Jammu.

“Now both the Jammu and Srinagar secretariats can function normally for 12 months. This will save the government Rs 200 crore per year, which will be used for the welfare of the deprived sections,” Sinha had said.

The practice, under which the administration used to function in Jammu during the six months of winter and in Srinagar during the summer season, was started by Maharaja Gulab Singh in 1872.

The order also said the officers and officials would vacate their government-allotted residential accommodation in the twin capital cities within 21 days.

Employees from Jammu had been allotted residential accommodation in Srinagar and those from Srinagar in Jammu. (UNI)

Kulgam gunfight: 3 LeT militants killed, 2 soldiers injured

Kulgam: Three militants were killed while two Army men were injured in an encounter at Chimmer village of Damhal Hanjipora in South Kashmir’s Kulgam district on Wednesday.

An official said that a joint team of Police, Army’s 09 RR and CRPF launched a Cordon and Search Operation (CASO) on specific information about the presence of militants in the area.

He said that as the joint team of forces approached the suspected spot, the hiding militants fired upon them, which was retaliated, triggering an encounter.

The official said that in the ensuing encounter, three militants were killed, while two Army men were also injured.

“The injured soldiers were taken to Army hospital for treatment,” the official said.

Meanwhile, a police spokesman in a statement said that acting on a specific information generated by Kulgam Police about presence of militants in Chimmer area of Kulgam, a joint cordon and search operation was launched by Kulgam Police, 18Bn CRPF and 09RR in the said area.

During the search operation as the presence of militants got ascertained they were repeatedly appealed to surrender, however, they fired indiscriminately upon the joint search parties in which two Army men got injured and airlifted to Srinagar based Army hospital, the statement said, adding that the security forces also retaliated, which lead to an encounter.

In the ensuing encounter, three militants were killed and their bodies were retrieved from the site of encounter. They have been identified as Waseem Ahmad Bangroo of Redwani Kulgam, Shahnawaz Ahmad of Kilbal Shopian and Zakir Bashir of Chimmer Kulgam. All the slain militants were affiliated with the LeT outfit (self claimed TRF).

Pertinently, Zakir Bashir had recently joined the outfit.

As per police records, all the slain militants were part of a group involved in various cases.

“Incriminating material including arms & ammunition were recovered from the site of the encounter. In this connection, police have registered a case under relevant sections of law and investigation has been initiated. People are requested to cooperate with police till the area is completely sanitized and cleared off of all the explosive materials, if any,” police said. (KNO)

Delimitation Commission to visit J&K next week

Srinagar: The Delimitation Commission for Jammu and Kashmir in its internal meeting, on Wednesday, has decided to visit the erstwhile state from July 6 to 9 to gather first hand information and input related to the ongoing process of delimitation in the Union Territory as mandated under the Jammu and Kashmir Reorganisation Act, 2019.

During its visit to Jammu and Kashmir, the commission will interact with political parties, public representatives and Union Territory administration officials, including District Election Officers or Deputy Commissioners of 20 districts of the region.

The three-member Commission comprises of Chairperson, Justice (Retd) Ranjana Prakash Desai, ex-officio members Sushil Chandra (Election Commissioner) and K.K Sharma (State Election Commissioner, J&K) will visit the UT.

The commission is tasked with redrawing parliamentary and assembly constituencies in Jammu and Kashmir.

The decision was taken during the internal meeting of the commission under the Chairpersonship of Desai, in the presence of Chandra and Jammu and Kashmir’s Chief Electoral Officer along with other officials of the poll panel. It is learnt that the commission is expected to finalise its delimitation plans for Jammu and Kashmir after consultations with political parties and other stakeholders.

The Delimitation Commission was constituted in March 2020 and its term was extended by another year in March 2021 in view of the ongoing pandemic.

The commission also has five Associate members nominated by the Lok Sabha Speaker comprising Union Minister Jitendra Singh, Bharatiya Janata Party (BJP) MP Jugal Kishore Sharma, Jammu and Kashmir National Conference leaders Farooq Abdullah, Mohammad Akbar Lone and Hasnain Masoodi.

The Commission held its first meeting here on February 18 this year to seek suggestion and views on the process of delimitation in the Union Territory and later series of meetings were held. In further meetings, issues related to data, map of the districts of Jammu and Kashmir and constituencies related to census 2011 were discussed.

Earlier, it invited all Associate members for interaction, which were participated by only Jitendra Singh and Jugal Kishore Sharma.

A number of representations has also been received on various aspects concerning delimitation from civil societies and members of public from the UT. The commission has already taken note of all such suggestions and directed that these may be deliberated further in the context of ground realities concerning delimitation.

The commission expects that all stakeholders will cooperate in this endeavour and will provide valuable suggestions so that the task of delimitation is completed on time.

This meeting was held six days after Prime Minister Narendra Modi organised an all-party meeting with 14 Jammu and Kashmir leaders of different political parties here to prepare a roadmap for the progress of Jammu and Kashmir.

The meeting started at 11 a.m. The meeting was organised a week after the Election Commission held a virtual discussion with its representatives in Jammu and Kashmir and Deputy Commissioners regarding the delimitation process in the region.

Earlier, Farooq Abdullah-led National Conference, which has won all the three Lok Sabha seats from the Kashmir Valley had decided to opt-out from the proceedings stating that there was no need to redraw the constituencies at this stage.

Even so, there are indications that the party is reconsidering and has authorised Abdullah to decide whether to participate in the deliberations of the commission.

Prime Minister Modi on June 24 at all-party meeting with Jammu and Kashmir leaders had said that the ongoing delimitation exercise in the UT needs to happen quickly so that assembly polls can be held in the region which will further strengthen its development trajectory and will pave way to declare full statehood there.
