London: Wicketkeeper-batsman Rishabh Pant and Dayanand Garani – training assistant/net bowler of Indian cricket team have tested positive for COVID-19 in England and are placed in precautionary quarantine, the BCCI said on Thursday.
Team India (Senior Men) were on a three-week break after the conclusion of the ICC World Test Championship final held in Southampton against New Zealand last month.
Pant, who had not stayed in the team hotel during the break period, tested positive on July 8.
‘Pant is asymptomatic and currently undergoing self-isolation at the place where he reported positive. He is being closely monitored by the BCCI medical team and is on his way to recovery. He will be able to join the squad in Durham after returning two negative RT-PCR tests,’ the BCCI said in a statement.
Meanwhile, the BCCI medical team have identified B Arun, Bowling Coach, Wriddhiman Saha and Abhimanyu Easwaran as close contacts of Garani, who was in the team hotel when he tested positive following RT-PCR tests on July 14.
The four personnel will also not be traveling with the team to Durham and will undergo 10-day isolation in their respective rooms in the team hotel in London.
According to BCCI, the entire Indian contingent including travelling family members and caretakers were administered with the second dose of covid vaccine earlier this month in London.
To mitigate any further risks, the Indian contingent is taking the Lateral Flow Test on a daily basis.
Team India will begin their preparations for the upcoming five-match Test series against England, with a three-day warm-up game at Emirates Riverside against County XI starting on Tuesday.
The India-England Test series starting August 4, marks the beginning of the second cycle of the World Test Championship.
Last week, before the first ODI against Pakistan, the England team too was hit by the virus.
The England and Wales Cricket Board (ECB) had confirmed that seven members of the team including three players and four staff members tested positive for Covid-19 and the development forced an overhaul of the England ODI squad, with Ben Stokes being appointed the captain of the team.

Be Wary Of ‘R’ Factor

A worrisome shadow of another covid-19 wave looms large. Scenes of reckless people lowering the guard and crowds thronging public and tourist places sans adherence to covid-19 appropriate behavior present ominous tidings.

As the tell-tale signs of concern are already manifesting, Home Secretary, Ajay Bhalla, in a letter to administration of all the states and UTs, has highlighted “blatant violation” in several parts of the country, especially in public transport and hill stations. He said massive crowds are also thronging the market places, violating norms of social distancing.

The reproductive factor, the number of people being infected by an infected person, has shown an upward curve. It had slipped to 0.78 during May 15-June 26 and has gone up to 0.88 (June 20-July 7). At the peak, the R factor in Maharashtra, Delhi and Andhra Pradesh had soared to over 2.5.

The administration must be wary of the ‘R’ factor as increase in it above 1.0 is an indicator of spread of covid-19.

As per scientists, it represents an important concept in epidemiology and is a crucial part of public health planning during an outbreak. Scientists use the ‘R’ factor to describe the intensity of an infectious disease outbreak. The ‘R’ factor estimates have been an important part of characterizing pandemics. The formal definition of a disease’s R factor is the number of cases, on average, an infected person will cause during their infectious period.

Therefore, it is important that there is adherence to COVID Appropriate Behaviour (CAB) in all crowded places, such as shops, malls, markets, market complexes, weekly markets, restaurants and ‘mandis, bus stations, railway platforms, stations, public parks and gardens as well as at all areas identified as hotspots for transmission of COVID19 virus.

There is also need to continue COVID-19 testing renewed vigor as it is extremely essential for an early identification of cases and checking the virus spread.

There is a need to guard against complacency and laxity, which creeps in as positivity declines. Instead, during the periods of low positivity, efforts must be stepped up to prevent any probable future surge.

The government must focus on the five-fold strategy for effective management of COVID-19 i.e. test-track-treat-vaccinate and adhere to COVID-appropriate behavior.

The government must strictly comply with directions by the Home Secretary to regulate the crowded places and take necessary measures for management of COVID-19 .  It is important that the gains made by the cumulative effect of lockdowns, vaccination and enforcement of the Covid protocol cannot be squandered.

Tragedy: Birthday turns death day 2 cousins drown to death at Ferozpur Nallah in Drang

By: Peerzada Waseem

Baramulla: In a tragic incident, two teenage cousin sisters drowned to death after a sudden flow of water to a power canal washed them away at Ferozpur Nallah, Drang tourist resort in Tangmarg area of north Kashmir’s Baramulla on Wednesday.

Two other family members were also stuck in the waters, but they survived and are being treated at the hospital. It was the birthday of one of the deceased girl today. Eye-witnesses said that at least four members of a family including two girls were washed away by the water that was suddenly released by the employees of Micro Hydel Power Project Drang.

“Two girls were taking photographs when a sudden discharge of water washed them away along with two other family members,” said Manzoor Ahmed, a local resident of Drang, who was present at the spot. “Two persons were rescued and they were alive but the two girls were fished out but they had died.”

Two families—both close relations—one from Nawabazar and another from Bemina area of Srinagar had left for Drang, a picturesque spot for a picnic trip but little did they know that they would be with the bodies of their daughters in the afternoon. The two deceased girls were identified as Utba, daughter of Muhammad Ashraf Khan, aged 17 and Insha daughter of Bilal Ahmed Khan, aged 19.

“It was my daughter Utbas’ birthday today. She insisted on a picnic trip and I couldn’t say no. We decided to go to Drang,” said Muhammad Ashraf Khan. “She was my only child. My daughter and her cousin sister Insha requested us to allow them to take a few photographs in a nearby canal. I told them go ahead but be careful. They were clicking pictures and all of a sudden huge discharge of water took them away. I tried to save them, I took was taken away by the water and I got stuck on a rock.”

With tears in his eyes, Ashraf said that he was pulled out by locals and taken to nearby medical facility where he gained consciousness after some time. “When I enquired about my daughter and her cousin sister, I was told they were fished out dead,” said Ashraf. He said locals had pulled out two cousin sisters out the water after hectic efforts.

Locals of Drang said that today’s incident was second of its kind since July this year. “We had requested the authorities including SDM Tangmarg to close the canal given the fact area is a tourist spot, but our pleas went to deaf ears,” said Aijaz Ahmed, a local resident.

He said a timely siren and the announcement could have prevented today’s tragic incident. “There is an announcement system but that is for employees only. The employees handling this power project are callous and least bothered about human lives.”

Sub District Magistrate Tangmarg Sameer Jan said that he was aware of the incident at Drang. “It’s very unfortunate that two lives were lost. We have taken note of the incident and the allegations by parents of the two deceased girls. We are investigating the incident thoroughly,” he said. “There are two survivors of the incident. We will talk to them also and get their feedback as to what actually happened and who is at the fault. Action will be taken if any employee is found guilty.”

A police official at Tangmarg police station said that they have registered a case and investigations have been taken up. A pall of gloom descended on the entire locality at Nawbazar where two cousin sisters were kept together. “They are maternal cousins and it was decided by their relatives to mourn their death together at one place only—Nawabazar,” said relative of a deceased girl amid tears. (KNO)

LAC situation having negative impact on India-China ties: Jaishankar tells Wang Yi

New Delhi: External Affairs Minister S. Jaishankar told his Chinese counterpart on Wednesday that the relationship between the two countries is being impacted in a negative manner by the existing situation in Eastern Ladakh getting prolonged.

Jaishankar met the State Councilor and Foreign Minister of China, Wang Yi, on the sidelines of SCO Foreign Ministers’ meet in Dushanbe, Tajikistan.

Recalling their last meeting in Moscow in September 2020, the External Affairs Minister emphasised the need to follow through on the agreement reached then and complete the disengagement process, resolving the remaining issues along the Line of Actual Control (LAC) in Eastern Ladakh at the earliest.

“The External Affairs Minister pointed out to the State Councilor that the successful disengagement in the Pangong Lake area earlier this year had created conditions for resolving the remaining issues. It was expected that the Chinese side would work with us towards this objective. The EAM, however, noted that the situation in the remaining areas is still unresolved,” said a statement issued by the Ministry of External Affairs.

Jaishankar recalled that both sides had agreed that a prolongation of the existing situation is not in the interest of either side. It is visibly impacting the relationship in a negative manner, he added.

India emphasised that maintenance of peace and tranquility in the border areas has been the foundation for the development of ties since 1988. The attempts to change the status quo last year that also disregarded commitments under the 1993 and 1996 agreements have inevitably affected ties, Jaishankar said.

“He emphasised that it was, therefore, in mutual interest that the two sides work towards early resolution of the remaining issues along the LAC in Eastern Ladakh, while fully abiding by bilateral agreements and protocols,” the statement added.

The two ministers noted the agreement between both sides in the last meeting of the WMCC on June 25, 2021 to hold another round of meeting of senior military commanders. They agreed that this should be convened at the earliest.

The MEA said they also agreed that in this meeting, the two sides should discuss all the remaining issues and seek a mutually acceptable solution. There was also an understanding that both sides will continue to ensure stability on the ground and neither side will take any unilateral action that could increase tension.

The two ministers had a detailed exchange of views on the current situation along the LAC in Eastern Ladakh and also on the other issues related to the overall India-China relations.

We achieved new milestone in J&K’s healthcare sector: LG

Inaugurates Government Ayurvedic Medical College, Akhnoor

Jammu: Augmenting the preventive and curative health care facilities for the people of J&K, Lieutenant Governor Manoj Sinha Wednesday inaugurated Government Ayurvedic Medical College, Akhnoor and dedicated it to the public.

“With the new state-of-the-art Ayurveda facility, we have achieved a new milestone in the healthcare sector of Jammu and Kashmir”, the Lt Governor observed.

The first Ayurvedic College in J&K with 63 seats will help the students to gain the learning of the Ayurveda system. In addition, the 60-bedded hospital would prove to be a boon for the people seeking Ayurvedic treatment, the Lt Governor noted.

This Ayurvedic Medical College will also have a great impact on the social, economic, and health system of this area, he added.

“The most important responsibility of the administration is to protect the health of its citizens, and we are trying our best to develop the best infrastructure, besides making policy interventions needed for the good health of the people of J&K”, the Lt Governor remarked.

Highlighting the need for comprehensive healthcare, including oral health, and addressing the issue of unemployment raised by trained Dental Surgeons, the Lt Governor reiterated that the government is going to provide financial assistance to 400 dental surgeons and 800 paramedics to facilitate them in starting their own clinics through a specially tailored self-employment scheme under the ‘Mission Youth’ programme.

Terming Ayurveda as an important pillar of our medical system, the Lt Governor said that the timeless knowledge gathered by our ancient practitioners and propagated across centuries has to be developed in Jammu and Kashmir into a large ecosystem of alternative medicine through modern infrastructure. Various disciplines of Ayurveda have to be made accessible to the people, because only a healthy society can contribute to the development, he added.

Outlining the reforms taken by the Government to develop Ayurveda system in the UT, the Lt Governor stated that the Ministry of AYUSH has approved the up-gradation of 571 Indian Systems of Medicine dispensaries in the Union Territory of J&K in a phased manner by 2023-24. “Including 73 AYUSH Health and Wellness Centres inaugurated in March this year and 21 AYUSH Health and Wellness Centres inaugurated in September last year, a total of 94 AYUSH health and wellness centres have been started in Phase-I”, the Lt Governor noted.

The Lt Governor said that all these centres are running smoothly and from yoga instructors to every type of infrastructure, all have been made available there. In the second phase, the Directorate of Indian Systems of Medicine, J&K is working on 100 more AYUSH health and wellness centres. These centres would prove to be a milestone in creating a robust health infrastructure across J&K in the future, he added.

The Lt Governor noted that the role of Ayurvedic College and AYUSH Centres has become imperative in maintaining the health of the people because there are so many diseases in the world for which it is difficult to find treatment and preventive care in one method alone to keep the body healthy. The aim of this Ayurvedic College and other wellness centres is not only to take care of overall health but also to ensure that people do not fall ill and stay healthy, he added.

In the last few years, under the guidance of Prime Minister, Narendra Modi, the public health sector in Jammu and Kashmir has got a new direction, new momentum for extending healthcare facilities to all the people.  It was his vision, under which the Indian System of Medicine was brought into the mainstream through the National Health Policy enabling people to avoid diseases through ‘Self-Care’ and providing an alternate option of treatment to the needy people, the Lt Governor added.

Elucidating on the two main objectives behind the decision of central government to develop 12,500 Ayushman Bharat Health and Wellness centres across the country under the National AYUSH Mission for providing low cost general health cover to maximum people and extending primary health care facilities while spreading awareness among people living in remote areas, the Lt Governor said that there is also a third aspect of it, that is for the first time a policy was worked out on the preventive care of the public.

J&K stands out as a leader in the entire country in terms of arrangement of medicines and establishment of Covid Care Centres in Panchayats to provide ample capacity of oxygen beds to the people, said the Lt Governor.

On the occasion, the Lt Governor saluted the indomitable spirit of all the doctors and paramedics of J&K with which they worked together combating Corona, have been conducting extensive vaccination campaign, and how they have set the best example in the whole country.

“It is because of the determined efforts of doctors, paramedics, officers and other healthcare workers working day and night in the field that the Covid management and vaccination model of Jammu and Kashmir is being discussed all over the country”, observed the Lt Governor.

Throwing light on the evolution of Ayurvedic system over a period of time, the Lt Governor said that the philosophy behind Ayurvedic medicines is an important part of our culture and we should respect all the medical systems in the world, as all the health professionals whether associated with traditional or modern medicine are devoted wholeheartedly to human service, looking after our health.

The Lt Governor also spoke on the worldwide acceptance of the Ayurvedic methods and systems of medicine. The principle of Ayurveda is based on science, and doctors in most of the developed countries are recommending adoption of the lifestyle mentioned in Ayurveda. If European countries can establish Ayurvedic colleges and universities, why we cannot take pride in our ancient wisdom and traditional systems of medicines, said the Lt Governor.

The Lt Governor said that in November last year, the World Health Organization had also announced the opening of an institute viz. ‘Global Center for Traditional Medicine in India’ in our country. Our country’s model of healthcare cannot get bigger support than this, he added.

The threat of corona virus has not been completely averted. Therefore, prevention is the only way and I request you all to follow the Covid Appropriate Behaviour, concluded the Lt Governor.

It was informed that a well-experienced faculty in 14 Ayurvedic specialties is there in this new Ayurveda Teaching Institute for imparting quality teaching, Clinical education and research based on the practices and principles of Ayurveda, with intake capacity of 63 Students for BAMS course through NEET Examination.

Geelani gets reminder notice from ED

Asked to deposit Rs 14.40 lakh penalty in 10 days

New Delhi: The Enforcement Directorate (ED) has sent a reminder notice to hardliner separatist leader Syed Ali Shah Geelani, directing him to pay Rs 14.40 lakh penalty imposed on him under the Foreign Exchange Management Act (FEMA) within 10 days of receipt of the notice.

The Assistant Director of ED sent the reminder notice to Geelani, directing him to pay the penalty of Rs 14.40 lakh, which was imposed upon on him under FEMA. The notice further asked Geelani to deposit the amount within 10 days of receipt of the notice in the form of demand draft.

The ED also said that if Geelani fails to deposit the amount within the stipulated time, action will initiated against him under FEMA.

The ED further asked Geelani to share if any stay order has been passed by any court or tribunal or authority against the fine imposed on him, and provide a copy of the same to the investigative agency if so.

The action comes almost two years after the ED imposed the Rs 14.40 lakh penalty on Hurriyat (G) Chairman Geelani for “illegally” possessing foreign exchange of around $10,000 and Indian currency worth Rs 10 lakh.

The ED had imposed the fine on Geelani in March 2019.

Geelani was fined following confiscation of unaccounted foreign exchange from his premises in Jammu and Kashmir on March 20, 2019, the financial probe agency had said.

“The adjudication proceeding in case of Syed Ali Shah Geelani for the offence of illegally possessing foreign exchange was completed on March 20, 2019 by levying a penalty of Rs 14.40 lakh on him along with confiscation of foreign exchange of $10,000,” an ED statement had said.

The ED took over the case following an Income Tax Department’s complaint against Geelani. The I-T Department had recovered and seized $10,000 and Rs 10 lakh from the ground floor of the residence of Geelani in Hyderpora in Srinagar on June 9, 2002.

Jawahira, the wife of Geelani, was examined by the officials after the search, in which she had given some explanation about the seized Indian currency, but could not explain the source of the seized foreign currency.

The ED statement had also said that Geelani did not tender any explanation or evidence regarding lawful acquisition, holding, ownership or possession of the said seized cash of $10,000 and Rs 10 lakh except for the verbal denial submitted by him during the investigation.

On the basis of the investigation under FEMA, a complaint was filed by the ED on June 6, 2017. Accordingly, a show-cause notice was issued to Geelani. (IANS)
