SC seeks detailed report of norms followed while releasing prisoners amid pandemic

New Delhi: Supreme Court on Friday called for a detailed report of the rules and regulations followed while releasing prisoners from jail amid the COVID-19 pandemic.

“The matter has been taken up after a long time. We don’t know what guidelines have been framed. That’s why we are asking states to give details,” a bench comprising Chief Justice NV Ramana, and Justices L Nageswara Rao and AS Bopanna said while calling for a uniform set of guidelines to be put in place for all States to govern such release of prisoners.

The court also directed that prisoners released by states to decongest jails in the wake of Covid-19 following its May 7 order should not be asked to surrender until further orders.

Senior advocate Dushyant Dave asked if the orders of the Supreme Court should be extended in the face of an impending third Covid-19 wave. “In some states, the prisoners have been asked to report back to the prisons. We need to get data from the states,” he said.

“There have been instances where prisoners have filed fake copies. That’s why jail authorities ask for authenticated stamped copies,” said Solicitor General Tushar Mehta while maintaining that all guidelines prepared by state-level high-powered committees, headed by a High Court judge, should be taken into consideration.

“We are introducing FASTER scheme for faster and authentic transmission of court orders. Asking Secretary General of the court to give report and hope to start the scheme within one month,” the SC said, asking states to ensure that jails have internet access.

CPI Rises To New High

The Consumer Price Index (CPI), benchmark inflation measure in this part of the globe, in Jammu and Kashmir grew to 7.42 per cent in June. It is above CPI of national average of 6.26 per cent and Reserve Bank of India (RBI)’s upper tolerance limit of 6 per cent.  

Nationally also, the Wholesale Price Index (WPI) has grown at 12.07% in June, the third consecutive month of double-digit wholesale inflation. This is apart from prices of fuel, which remained at record high.

Most of the people in Jammu and Kashmir, as also across India, are employed in the unorganised sector and these parameters suggest that their earnings are not indexed to prices. The rising inflation puts a squeeze on purchasing power and demand. In other words, the higher prices of goods and commodities have not only affected consumers but also resulted in less business turnover in the markets for traders.

The latest CPI, released by the Union ministry of statistics and program implementation, signifies the concern of people in Jammu and Kashmir who have been expressing concern over the skyrocketing prices of eatables, fruits and edible oil among other products.  

As per RBI governor Shaktikanta Das, the inflation is a “transitory phenomenon.” However this may not be the case. Crude oil prices in International markets are expected to stay at their current levels with possibility of rise also.

While crude prices have increased significantly over the last one year, domestic taxes, especially the ones imposed by the centre and local governments, are also to blame. Union excise duties and local tax contributed to a substantial amount per litre respectively.  Diesel, the main fuel for freight carriage, continues to climb to newer record highs and is bound to feed into prices of almost everything being transported across distances — from fresh produce to intermediate and finished industrial goods.

Unless the government cuts taxes, petrol-diesel prices will not come down. Their cascading effects will proliferate further.  The central government needs to act on inflation before it causes more distress and wear down demand further.  Otherwise it will only result in a tailwind for inflation going forward.

While measures are mainly to be undertaken by the central government, the local administration needs to act in controlling factors that are associated with malpractices by some unscrupulous traders. The local administration needs to face challenges with a lot more authority than it is showing or lacking presently.

Identify non-performing employees: Govt to Administrative Secretaries

Srinagar: In a significant move, the administration of Jammu and Kashmir Union Territory on Thursday directed administrative secretaries to initiate the exercise of identifying non-performing employees.

J&K’s Financial Commissioner Finance and Chief Secretary, Dr. Arun Kumar Mehta today directed all the administrative secretaries to initiate the exercise of reviewing the performance of each government servant who has completed 48 years of age/ 22 years of service for identifying the employees who are ineffective in work.

“It is impressed upon all the administrative secretaries to initiate the process/ exercise of reviewing the performance of each government servant who has completed 48 years of age/ 22 years of service for identifying such government servants who are ineffective in work and are not fit to continue in the post held and have no utility for the purpose for which they are employed,” read the circular, a copy of which is in possession of The Precious Kashmir.

The departments have been told that they have not initiated any exercise for reviewing the performance of the government servants as mandated under SO-324 issued on October 24, 2020 by the Finance department.

According to the notification, the exercise of review of performance of the government servants will be initiated for each government servant for the first time after his/her completion of 22 years of service or attaining 48 years of age and any time subsequently, as may be required.

“The cases of government servants for consideration under above rules shall be placed before the General Administration Department by review committee constituted for the purpose, for placing its recommendations before the competent authority,” read the notification.

It is pertinent to mention that Article 226(2) of Jammu and Kashmir Civil Service Regulations was amended last year by LG to empower government to retire any employee who has qualifying service of 22 years or attained 48 years of age.

Jammu: Giving a major push to strengthen Power sector in J&K, Lieutenant Governor, Manoj Sinha Thursday inaugurated 35 power projects worth Rs 44.14 crores, augmenting the overall capacity in Jammu Division by 367 MVA.

On the occasion, the Lt Governor also launched several e-Services of Power Development Department, including the new provision for submitting application for getting a new electricity connection through online mode. Further, people can avail facilities of online bill payment, online complaint redressal, online security deposit calculation, besides using the online customer portal for their convenience.

Reiterating the UT Government’s mission of eliminating the past practices of delays in execution of projects, the Lt Governor stated that the present administration is working on the principle of accountable and responsive governance and is committed to ensuring time-bound completion of developmental projects to ease the life of citizens.

“Decade long overdue upgradation of power infrastructure is being done in a sustained manner. We are eliminating the legacy of delays. Languishing projects hanging for long are being completed in record times”, he added.

Electricity has been considered as a basic human need and hence it has been given priority in policy making and economy management. In spite of the ever-growing demand for power and availability of immense natural sources for energy generation in J&K, the infrastructure was not augmented in a way commensurate to meeting the demand, he added.

I want to assure all the citizens of Jammu and Kashmir that the administration is continuously working towards your needs and a long-term strategy is being implemented on the ground to ensure 20-22 hours of continuous electricity like other parts of the country.

The capacity augmentation of the Barn Grid station which is being inaugurated today should have been done in 2012 itself because in the same year it was targeted that the capacity of this grid station would be increased to 480 MVA by installing additional capacity of 160 MVA. Now, this important power project has been completed in record 119 days despite Covid pandemic which has been hanging for 9 years. This project will immensely benefit the remote areas of Poonch, Rajouri, Akhnoor, Jourian, Reasi and the adjoining areas of Jammu, the Lt Governor asserted.

These are the reforms the UT Government has brought in the work culture in J&K. I would like to congratulate all the officers and engineers of the Power Department for this, he added.

There is another example of Sawalkot project which was planned to be built in 1984. It was expected that 1856 MW of electricity would be generated from this project, but that too remained like a dream. This project was hanging for 36 years, which has been given the green signal this year, the Lt Governor observed.

I am deeply grateful to the Prime Minister and the Hon’ble Home Minister, whose priority is to make the lives of the citizens of Jammu and Kashmir better, said the Lt Governor.

Terming augmentation of the power grid stations imperative to meet the increasing power demand, the Lt Governor stated that the Gladini Grid station whose capacity has been upgraded today has been long awaiting its capacity augmentation. Draba-Chandak transmission line which was hanging since 2014 was also completed to further strengthen the power distribution system.

This itself speaks about the approach of the UT Government towards strengthening the power sector in the region, he added.

Outlining the efforts made by the government to meet the aspirations of the people, the Lt Governor said that during the last 11 months, we have made groundbreaking reforms to fulfill the expectations of the people with full zeal.

Moving away from the old system, we have executed 35 power projects today, which also include many transmission and distribution projects, thus strengthening the system and management capacity of the entire Jammu division, added the Lt Governor.

The Lt Governor observed that preemptive winter preparedness was done in Kashmir which yielded favourable results due to the tireless and hard work of all the engineers and officials of the department and despite heavy snow, we are able to provide more electricity in the region.

In Jammu too, the preparation was well made in advance for the summers, but unfortunately, the general public had to suffer a lot, he said. I assure you that the power distribution system of Jammu division will be strengthened to its full potential so that in future, the people do not have to face any inconvenience.

Clear-cut instructions have already been passed to the power department to work on war footing in ensuring the uninterrupted power supply, besides several meetings were held with experts in the month of March-April in Jammu to improve the power supply system using the latest technologies. Despite all these efforts, many reasons have been identified for the problems present in the present system, and they are also being resolved, he observed.

I hope and believe that with the help of experts and engineers, we will be able to build a strong power supply system in Jammu and Kashmir in the coming times, said the Lt Governor.

Mentioning about the deliberations made during the recent review meeting of the Power Department, the Lt Governor observed that a provision has been suggested for incentivizing the field staff for their good work, besides taking strict action against those who are negligent.

Another key issue that came to the fore in the meeting was to arrange for real time monitoring in towns where electricity consumption is high so that people do not have to face problems due to undeclared cuts. And, instructions were issued to the Principal Secretary, Power Department and his team to work on this direction, said the Lt Governor.

On revenue generation in power sector, the Lt Governor noted that the new initiatives taken by the government in this regard are yielding good results. Along with transmission and distribution system, we are putting efforts to improve the revenue generation, he added.

There is no shortage of hydro resources in Jammu and Kashmir. We have a generation capacity of 14,867 MW of electricity, but in the last 70 years we were able to generate only 3504 MW. With our determined efforts, we will be able to generate additional power of 3498 MW in the next 4-5 years. With the rapid pace of development, where it took us 70 years to reach, we will reach there in just 5 years, maintained the Lt Governor.

Dr. Arun Kumar Mehta, Chief Secretary, speaking on the occasion complimented the department on completion of the new projects. He called upon the officers to move towards digital platforms for efficient service delivery, besides making objective efforts to achieve better demand side management.

Healthcare infra transformed in last 11 months: LG

Jammu: In yet another move to substantially improve the health infrastructure in J&K, Lieutenant Governor, Manoj Sinha today dedicated the newly constructed 100-bedded Emergency Block at Government Medical College, Jammu and new 50-bedded Government hospital at Gangyal to the public.

Our priority is to save precious human lives by providing the quality health care facilities to people requiring immediate care. The new health facilities will strengthen emergency patient care system, ensure better clinical management, besides adding to the available bed capacity catering to more patients, observed the Lt Governor.

“Saving precious human lives by substantially improving the health infrastructure on a continuous basis is Government’s top priority”, the Lt Governor asserted.

Healthcare infrastructure in the UT has been transformed in the last 11 months. With timely interventions, we have created a greater capacity in J&K to treat Covid and non-Covid patients leading to better management of patients, he added.

I hope the new facilities inaugurated today will further complement Government’s efforts in providing quality treatment to the patients, said the Lt Governor.

The Lt Governor called for putting all-out efforts to further improve the functioning of health institutions by optimum utilization of available resources for providing better healthcare services to all.

After the inaugural ceremony, the Lt Governor took a round of the various sections of the new health facilities at both the venues and inspected the medicare services being made available to the patients.

The Lt Governor also interacted with medical staff present there and asked them to provide the best healthcare services to the visiting patients.

Costing Rs 11.50 cr, the new Emergency Block having 64 Intensive Care Unit (ICU) beds and 32 Beds for Emergency Department of Medicine has been established to accommodate more patients for providing specialized treatments in modern emergency & accidental services. The new Block shall be provided with 4800 LPM capacity Oxygen Generation Plant.

Besides, the new hospital at Gangyal developed at a cost of Rs 20 cr will provide adequate health care facilities to the people of the area including General Medicine, Surgery, Paediatric Services, Gynae/ Obstetrics, Orthopaedics,  ENT facilities, Dental Services, Labs, Operation Theatres,  Blood Bank , Emergency Services , other supportive services.

Strengthen security grid, plug in gaps: DGP to officers

Chairs high-level meeting of Kashmir division officers

Srinagar: A high level joint meeting of Kashmir division officers of Jammu and Kashmir Police, Army and CAPFs was held at Police Headquarters on Thursday. Director General of Police J&K Dilbag Singh chaired the meeting in which overall security scenario of Kashmir was reviewed.

The meeting was attended by Spl. DG CID J&K R.R. Swain, IG BSF Kashmir Dr Rajesh Mishra, ADGP (Coordination) PHQ Danesh Rana, IG (Admin) CRPF Kashmir Deepak Rattan, IG (Ops) CRPF Kashmir Charu Sinha, IGP Kashmir Vijay Kumar, Brig. 15 Corps P. K. Mishra, DIG CKR Amit Kumar, DIG SSB Ranjeet Singh, I/C DIG ITBP Suresh Yadav and SSP Srinagar andeep Choudhary. Range DIsG and district SSsP of Kashmir Zone attended the meeting via video conferencing.

Addressing the officers, the DGP J&K appreciated the role of Jammu and Kashmir Police and other security forces for the recent successes in the anti militancy operations and for providing better security environment to the people of J&K.

He commended the coordinated efforts of forces for combating militancy and directed the officers to strengthen the security grid and plug in the gaps with strict security measures.

The DGP stressed upon officers to review the security of their respective districts regularly. He said that militants and their masters across the border are attempting to create disturbances and added that forces have to be extra alert to foil their evil designs.

He emphasized that to combat militancy more effectively a strategy for the strengthening of operational capabilities is needed for which joint operational drills of forces should be planned using latest electronic gadgets.

The DGP said that OGW networks which help in sustaining the militancy and also involved in the recruitment of local youths need to be targeted. He said that with joint efforts various such networks were busted in the past and added that more intelligence sharing and coordination between forces would help in smashing more such networks.

Singh said that the law & order situation has improved in Jammu and Kashmir with the support of people though the forces have to be vigilant. He, however, advised the officers to take firm action against law & order situation instigators.

The officers attending the meeting shared their views and also briefed the DGP about the current security scenario.

CDS Rawat visits Rajouri, Poonch, reviews security situation

Jammu: Chief of Defence Staff General Bipin Rawat on Thursday reviewed security situation during his visit to Rajouri and Poonch districts along the Line of Control in Jammu and Kashmir.

“Gen Rawat visited Rajouri and Poonch Sector along Line of Control and reviewed the prevailing security situation and operational preparedness,” said defence sources.

Gen Bipin Rawat has arrived in Jammu on Wednesday evening to review security situation in the aftermath of twin drone attacks on high security zone of Air Force Station, Jammu.

On June 27, two bombs were airdropped from drones on Jammu Air Force Station leaving two IAF personnel injured.

Gen Rawat met top officers of Army, Police, Para-military and intelligence agencies.

National Investigation Agency (NIA) is probing the Air Force Station attacks.

“Army has also enhanced it’s patrol along the LoC and have been equipped with modern gadgets to tackle drone attacks and infiltration attempts from across the border,” they said. (UNI)

PM launches projects worth over Rs 1,500 cr in Varanasi

Varanasi: Prime Minister Narendra Modi on Thursday inaugurated and laid foundation stones for multiple development projects worth over Rs 1,500 crore in his Parliamentary constituency Varanasi.

Modi, who reached Varanasi this morning, inaugurated and laid the foundation stone for the projects at a public meeting at IIT Ground in Banaras Hindu University (BHU) campus here.

Uttar Pradesh Governor Anandiben Patel and Chief Minister Yogi Adityanath were also present on the occasion.

The key development projects in Varanasi include multi-level parking at Godaulia, Ro-Ro Vessels for tourism development and three-lane flyover bridge on the Varanasi-Ghazipur Highway.

Modi will also expected to inaugurate International Cooperation and Convention Centre – Rudraksh in Varanasi later in the day. (UNI)

After wet spell, mercury rises again in J&K

Srinagar: After a few days of respite, hot conditions revived in Jammu and Kashmir on Thursday with mercury rising by nearly five degrees from July 14’s 26.7 degrees Celsius maximum to 31.6 degree Celsius, two degrees above normal, in Srinagar on Thursday.

A meteorological department official said that Jammu, the winter capital of J&K, recorded a maximum of 34.9 degrees Celsius against normal of 34.8 degrees Celsius and previous day’s 31.2 degree Celsius, he said.

Qazigund, the gate town of Kashmir, recorded maximum of 30.0 (against normal of 27.9) degrees Celsius, Pahalgam 26.0 degrees Celsius while Kokernag recorded 28.9 degrees Celsius, the official said.

The border town Kupwara recorded maximum temperature of 32.1 degrees Celsius against normal of 30.5 degree Celsius, he said.

World famous skiing and tourist resort Gulmarg in north Kashmir was the coldest place in Valley, recording maximum of 21.4 degrees Celsius against the normal of 20.8 degree Celsius for this time of the season for the place, the official added.

The official said there was possibility of light rain with thunder at isolated to scattered places in J&K till 18th July.

“There will be gradual rise in maximum temperature till July 18,” he said, adding, “There is possibility of moderate rain at widespread places with thunder and gusty winds most likely during July 19-21. Besides there are chances of heavy Rainfall at isolated places during the above period,” he said.

Regarding rainfall scenario in Jammu and Kashmir, he said Jammu, Poonch, Ramban, Udhampur, Bandipora, Baramulla, Ganderbal, Pulwama and Srinagar had normal rainfall while Reasi and Samba had excess.

Anantnag, Budgam, Kulgam, Kupwara, Shopian, Kathua, Rajouri and Kishtwar districts had deficit rainfall, he added. (GNS)

Water transport comes alive in Kashmir, bus boat launched on trial basis

Srinagar: In a bid to revive water transport in the Kashmir Valley, a private company on Thursday launched a bus boat on trial basis in the river Jhelum.

Director of the company, Sukhnag Enterprises, Imran Malik said that the bus boat procured from outside the country was launched today in river Jhelum.

“We are aiming to revive water transport. On trial basis, the bus boat will ply from Lasjan to Veer Chattabal,” he said.

Malik further added that they are hopeful that more such boats will be procured soon.

He appreciated the Lieutenant Governor Manoj Sinha led administration and Tourism department for taking such initiatives, which would help in reviving the water transport.

Malik also appealed the common masses to use water transport like road transport.

Accounts Manager of the company, Abdul Hanan said that this is the first such initiative, adding that they have procured this boat from outside the country as per the instructions of Government of India.

“JKTDC had issued tenders in this regard and we have procured it. We have imported this boat, which has the capacity of 35 passengers, drivers and four rescue operators. We have done the trial run from Lasjan to Lal Chowk,” Hanan said.

“As the roads are already congested, the water transport will help in easing the hardships of people,” he added. (KNO)
