Elderly man injured in Leopard attack

Anantnag: An elderly man was injured after a leopard attacked him in Chanderwan Uttersoo area of Shangus of South Kashmir’s Anantnag district on Monday evening.

Reports said that a leopard attacked Abdul Rasheed Wani, son of Mohammad Ahsan Wani of Chanderwan Uttersoo village, resulting in injuries to him.

Soon after the incident he was rushed to a nearby hospital wherefrom he was shifted to GMC Anantnag for specialized treatment.

Meanwhile the local residents appealed to the Wildlife Department to capture the wild animals present in the area at an earliest in order to prevent any further attacks. (GNS)

 

Mirabai returns, ‘happy to be back amidst so much love & support’

New Delhi: For the 50-60 fans who were waiting at the IGI Airport here to garland and felicitate weightlifter Mirabai Chanu on Monday upon her arrival from Tokyo, it turned out to be a heartbreak as the Olympic silver-medallist was whisked away in a car by the security personnel, immediately after she came out of the airport.
The fans, including those from her home state of Manipur, had gathered at the airport after the news of her arrival spread, and the crowd swelled with many at the airport joining them out of curiosity.

The fans, including the shutterbugs as well as the media, started gathering at the arrival gate since 3 pm.

Chanu was expected to come out of the airport at 4.40 pm, but it took about 50 more minutes before she stepped out. The crowd wanted to catch a glimpse of her even as the CISF personnel tried to control them.

The 26-year-old, with a face shield and mask on her face, was straightaway guided into a white Toyota Fortuner with security personnel flanking the SUV on either side and not leaving it till it made its way out.

It seemed that there were plenty of people to felicitate her, but none of them were able to congratulate Chanu and many couldn’t even get a glimpse of her. All they could do was chant slogans.

Chanu on her part expressed joy on returning to the country through Twitter.

“Happy to be back here in amidst so much love and support. Thank you so much [emoticon: India flag],” she wrote after landing.

She later met current sports minister Anurag Thakur and former sports minister Kiren Rijiju in the national capital.

Before her departure from Tokyo earlier on Monday, she had tweeted: “Heading back to home. Thank you #Tokyo2020 for memorable moments of my life.”

On Saturday, the top Indian weightlifter had lifted a total of 202 kg (87 kg in snatch and 115 kg in clean and jerk) in the 49 kg category, to finish on the podium behind China’s Hou Zhihui.

With her medal-winning performance in Tokyo, Chani has laid to rest the horrors of 2016 Rio Olympics, when she failed in two out of three lifts in snatch and was unable to register a valid lift in clean and jerk.

Chanu had won gold in the 2017 World Championships and 2018 Commonwealth Games in the 48 kg category.

She also won a bronze in the Asian Championships held in Tashkent in April, setting a new world record in clean and jerk by lifting 119 kg in one of her attempts.

Weekend Curbs Go

Covid-19 cases, as has been observed by the government, shows an uneven trend in Jammu and Kashmir recently.  Nonetheless, the numbers are below alarming proportions.

On Saturday last, 88 cases were confirmed. On Sunday, Jammu and Kashmir saw a single-day rise of 166 new Covid infections, which took the tally of cases to 320657. For the last couple of days in succession, no person succumbed to the virus and as such precious lives claimed by the pathogen stayed at 4374.

After the month of May proved deadly in terms of fatalities with 1625 Covid-19 deaths, accounting for around 40% of the total toll since the start of the pandemic in March last year, and 114359 cases were added to the overall tally, the situation has started to get better since and continues to be so as days progress.  The infections as well as deaths have dwindled.  The situation is relatively serene compared to last month when health structure was stretched to extreme and to the brink of breaking point.  In such a situation, the easing of lockdown becomes unavoidable as the economic strain is becoming as much of a problem for people as pandemic was to their health.

The government has now lifted weekend lockdown in all 20 districts in Jammu and Kashmir but at the same time underscored the need to continue with some measures put in the past for keeping the pandemic under check.

The decision to lift the lockdown comes even as Centre continues to caution the governments, including J&K, to be wary of crowding in markets and other places, and stressed on need to ensure the “extremely important” five-fold strategy of Covid-appropriate behaviour, test-track-treat and vaccination among others to prevent the spread of the disease.

While significant unlocking has taken place, it is hoped that the government continues to ensure upward progress in vaccination. The government is also expected to take a review of the situation further in the next week or so to assess whether the link between infection and hospitalization has been sufficiently broken to unlock further including in Srinagar.

It is imperative to note that public health and social measures remain the key to stop transmission of the contagion. The administration should continue to make efforts to prevent virus spread and remain cogent to the fact that the dip in cases may turn out to be just a statistical blip. Some experts have underlined that a third surge and heightened spread could happen if Covid-appropriate behaviour was not followed.  Such warnings should not be ignored.

 

President Kovind arrives on 4-day J&K, Ladakh visit

To lay wreath at Kargil War Memorial today

Srinagar: President Ram Nath Kovind arrived in the summer capital, Srinagar, on Sunday on a four-day visit to the Union Territories (UTs) of J&K and Ladakh.

Official sources said President Kovind arrived here at 1115 hrs at the technical airport, Srinagar. “The President was received by J&K Lt Governor Manoj Sinha and senior officials of civil administration and police,” they said.

They said the President, who completed four years in the office today, was accorded a guard of honour.

Meanwhile, security has been beefed up across Kashmir valley with multi-layer security arrangements put in place, particularly in and around the venues which would host the President.

Roads leading to Raj Bhawan, where Kovind will stay — Boulevard road along world famous Dal Lake and high profile Gupkar road — have been closed for general public. Traffic police has already notified that these roads will remain closed from today till July 27 and people are advised to take foreshore and other roads.

During his visit to the UTs, the President will pay homage to the indomitable courage and sacrifice of the Indian armed forces during the Kargil conflict in 1999 at the Kargil War Memorial Drass (Ladakh) on the 22nd anniversary of the Kargil Vijay Diwas on July 26.

In 2019, the President was scheduled to visit Drass to pay tributes to Kargil martyrs but his flight could not take off from Srinagar airport due to bad weather. Instead, he paid tributes by laying a wreath at a war memorial at the Army’s 15 Corps headquarters in Badamibagh in the city.

On July 27, the President will grace and address the 19th Annual Convocation of the University of Kashmir in Srinagar.

A traffic official said the movement of vehicles will be restricted from Sunday to July 27 on Boulevard– Gupkar roads. “The motorists are requested to take Ram-MunshiBagh- Dalgate – Rainiwari – Hazratbal – Habak – Foreshore – Nishat route for to and fro movement. The traffic will be diverted at Ram-MunshiBagh crossing, Badyari crossing Dalgate and Nishat/Foreshore crossing,” he said.

In view of the visit of the President to J&K, the Jammu and Kashmir Police have already ordered the cancellation of leaves of its personnel. “In view of the expected visit of the President of India to UT of J&K, all kinds of leaves are stopped till further orders,” read an order issued by the Additional Director General of Police Security Dr S D S Jamwal on July 17. (UNI)

Establishing Waqf Board in J&K: Prez empowers LG to constitute body

Srinagar: Setting the stage for setting up of Waqf Board(s) in Jammu & Kashmir, the Government of India has empowered the Union Territory’s Lieutenant Governor to constitute the body mandated to look after Muslim shrines and properties in J&K.

The Ministry of Home Affairs (MHA) has devolved powers and functions exercised by state governments under the central Waqf law to J&K’s LG within the Union Territory.

“In pursuance of clause (1) of article 239 of the Constitution, the President hereby directs that the powers and functions of the State Government under the Waqf Act, 1995 (43 of 1995) shall, subject to the control of the President and until further orders, be exercised by the Lieutenant Governor of the Union territory of Jammu and Kashmir within that territory,” read the notification, a copy of which is with The Precious Kashmir.

The notification has been issued nearly 21 months after the erstwhile state of Jammu & Kashmir was reorganised into two UTs.

Before the reorganization of J&K, two separate bodies- Waqf Board & Waqf Council- were mandated to look after Muslim shrines and properties in J&K.

Both these bodies ceased to exit from October 31, 2019 as laws under which these were set-up were repealed by the Parliament when it approved “The Jammu & Kashmir Reorganisation Act”. These bodies were set-up respectively under “The Jammu & Kashmir Muslim Specified Waqfs and Specified Waqf Properties (Management and Regulation) Act-2004” and The Jammu and Kashmir Waqf Act-2001”.

In October 2020, LG Manoj Sinha wrote to the Ministry of Minority Affairs to constitute a Waqf Board for J&K.

The LG made the request because the Waqf Act-1995 empowers the Centre to constitute Waqf Board for UTs.

After examining the matter, the Ministry of Minority Affairs conveyed to the MHA that the power of constituting the Board in UTs has been delegated to their LGs/ administrators by the MHA.

“The matter has been considered and it is informed that as per section 14(1A) of the Waqf Act, 1995, powers are with the central government to constitute Waqf Board for a UT. However, this power of constituting the Board in a UT has been delegated by the Central government to the LG/administrator after obtaining consent of the concerned administrative ministry,” read the office memorandum of MoMA.

The MoMA also gave its consent to delegation of these powers to LG of J&K for constituting the body.

“In view of the above and to maintain uniformity for all UTs, the Ministry of Minority Affairs conveys consent for delegating the powers of Central government under the Waqf Act-1995 to the LG of J&K so that UT may constitute the Board and take other actions as per provisions of the above Act. As such immediate action may please be taken by Ministry of Home Affairs for issue of proposed notification.”

Late marriages, pleasure drugs main reasons of rising infertility in Kashmir

Srinagar,: Over three decades of conflict in Kashmir has not only taken a heavy toll on human lives, but has been a major reason for the increasing cases of infertility. Late marriages, drug abuse are also cited the other reasons.

According to medicos working in various hospitals, the numbers of infertility cases have increased at a pace, which is of very concern, over the years.

“We register three cases of infertility on daily basis, which means 90 cases in a month and 1080 cases in a year,” said a doctor at JVC Bemina.

Similarly, at valley’s lone maternity Lal Ded hospital, the number is quite high. A doctor in the hospital said the average cases will be in between 2500 to 3000 per year, which is quite alarming.

A large number of infertility cases are also reported at private clinics which mostly remain undocumented.

“Lot has been reported in media about it, but has fallen to deaf ears. Government should take the matter seriously and start some process to document the numbers. We have conflicting figures on it. A team needs to be constituted which can make the documentations of all the cases registered across the clinics and hospitals of the state,” said Dr Irshad Ahmed.

To conceive a child, more and more such couples who have married late are now switching to In Vitro Fertilization (IVF).

IVF is a technique where a sperm and an egg preferably from husband and wife are combined in a laboratory and then planted in the womb of the woman.

Not only women are suffering, men are suffering too and the number is high.

“The problems seen in men are erectile dysfunction, decreased libido, and decreased sperm count,” said a doctor at SKIMS. He says half of the total infertility cases in Kashmir are due to a low sperm count and the reasons are ‘virtually unknown’.

Overuse of drugs also called pleasure drugs are believed to be the other reasons. “The drugs are bought and sold in whispers, said a druggist, adding, drugs from countless manufacturers have become the new commodity.

Health experts and medicos say that most of the infertility cases are an outcome of PTSD – Post Traumatic Stress Disorder. The main reason for PTSD in Kashmir is conflict as almost in every family one horrific incident has taken place, which has affected someone in that family.

A girl Sadia (name changed) is suffering from PTSD. Some ten years ago, a bomb had exploded in front of her. She had fallen unconscious. Though she had escaped unhurt, the shock was too much for her that changed her life after marriage.

“That scene recollects in my memory of its own and when such thing happens, I faint. I have to take anti- depressants ass doctors have diagnosed with PTSD,” she says.

The situation has now become that her in-laws also hate her for not being able to conceive a child.

She has a firm faith that “Only God can change things in her favour”.

“I have full faith upon my Allah. He, the all powerful, will bring happiness in my world one day,” she says.

As of now, Sadia sees a child playing in her lap only in her dreams.

Prez completes four years in office

New Delhi: President Ram Nath Kovind completed four years in office on Sunday.

An e-book — ‘President Kovid at Four’ — has been released on the occasion highlighting his work in office.

The Rashtrapati Bhavan said in a tweet, “President Ram Nath Kovind completes four years in office today. Here are some highlights of the fourth year of presidency in a flip through e-book.”

Kovind was sworn in as the 14th President of India on July 25, 2017.

The e-book said, “As the custodian of the Constitution, the President administered oath of office and secrecy to the members of the council of ministers and the chief justice of India, and gave assent to 43 Bills of the Union government and 20 Bills of the state governments.”

The President also appointed 94 judges to the Supreme Court and the high courts, Governors of 12 states, Controller and Auditor General of India, Chief Information Commissioner, three Chief Election Commissioners, UPSC Chairman and Vigilance Commissioner.

Lauding the efforts of Corona warriors, the e-book says, “For the at home reception on Independence Day at the Rashtrapati Bhavan last year, President Kovind invited some frontline Corona warriors working in Delhi as special guests and lauded their courage and dedication in saving countless lives across the country.”

The e-book also says that President Kovind celebrated Raksha Bandhan with nurses from the Trained Nurses’ Association of India, Military Nursing Service and the President’s Estate Clinic.

According to the book, as the commander of the armed forces, the President visited the National War Memorial and paid tributes to the martyrs who made the supreme sacrifice to defend the nation, inaugurated the General Thimayya Museum at Madikeri in Kaodagu, Karnataka, and witnessed Joint Services Operational demonstrations by the Andaman and Nicobar Command at Swaraj Dweep.

The President visited 13 states and two Union Territories in the fourth year of his Presidency, including visits to Andhra Pradesh, Uttar Pradesh and Gujarat twice.

COVID-19 : After improvement, Govt lifts weekend curfew across J&K

Srinagar: The government on Sunday lifted weekend covid-19 curfew in all districts in Jammu and Kashmir. However, night curfew shall continue in all the districts, according to a government order by issued Chief Secretary (Chairperson, State Executive Committee) Arun Kumar Mehta after reviewing meeting with the additional Chief Secretary, Health and Medical Education; Principal Secretary to Government, Home; Divisional Commissioners, Deputy Commissioners, Superintendents of Police and other officers of Jammu and Kashmir.

“It was observed that as compared to the previous weeks, significant improvement has been made by all the districts in respect of the above parameters. However, there is a need to continue with some of the existing COVID containment measures in all the districts in view of the uneven trend in the daily COVID cases,” the order reads, adding, “the guidelines / instructions on COVID containment in the Union Territory of Jammu and Kashmir already notified vide Government Orders 35 and 36 – JK (DMRRR) of 2021 dated 29-05-2Q21 read with Government Orders 51 – JK (DMRRR) of 2021 dated 18-07-2021 shall continue to remain in force till further orders. However, there shall be no weekend Curfew in any district.”

The State Executive Committee also permitted the public and private educational institutions to seek personal attendance of limited vaccinated staff for administrative purposes.

Also, the maximum number of people permitted to attend any indoor/ outdoor gathering shall be restricted to 25.

“Night Curfew shall continue to remain in force in all districts from 8 pm to 7 am.”

All Deputy Commissioners have been asked to focus on the positivity rates of the Medical-Blocks under their jurisdictions. “Intensified measures, related to Covid management and restriction of activities, will have to be taken by the DCs in these Blocks. There shall be renewed focus on Panchavat level mapping of cases and micro-containment zones shall be constituted wherever unusual spike of cases is noticed,” the order said, adding, “DCs shall keep active track of the positivity rates in the Blocks and consider implementing stricter control measures in closed clustered spaces like Public/ Private Offices, Community halls, Malls, Bazaars etc., in case weekly positivity rate goes beyond 4 percent in these Blocks.

The three – “T” protocol of testing, tracking and treating, besides vaccination, needs to strengthened in these Blocks, the order said. “The proportion of RT-PCR tests in the total mix should be scaled up, on best effort basis, to 70 % or more, excluding travelers.”

“Positive cases so detected as a result of intensive testing need to be isolated/quarantined at the earliest and their contacts should also be traced at the earliest, and similarly isolated / quarantined and tested, if needed.”

The government also ordered that quick isolation and treatment of COVID-19 patients shall be ensured in treatment facilities/hospitals/homes. (GNS)

Day 2: Markets remain closed in Srinagar

Srinagar: The markets in the summer capital, Srinagar, remained closed for the second successive day on Sunday in view of 60-hour-long weekend curfew imposed to check the spread of COVID-19.

Public and private vehicles, exempted from weekend lockdown, were plying on the city routes though in less numbers. However, a good number of children thronged some gardens in the city.

Meanwhile, roads leading to Raj Bhawan, where President Ram Nath Kovind is staying — Boulevard road along world famous Dal Lake and high profile Gupkar road — have been closed for general public from Sunday to July 27. Similarly, famous Mughal gardens, Pari Mahal and other gardens along the Boulevard road are off the limits for general public. President Kovind arrived in the summer capital, Srinagar, on Sunday on a four-day visit to the Union Territories (UTs) of J&K and Ladakh.

All gates of the historic Jamia Masjid and Jamia market remained closed. No prayers, including Friday and Eid, were held in the Jamia masjid due to COVID-19.

Similarly, the main markets in the down town, including Nowhatta, Gojwara and Nallahmar also remained closed. However, some shops in the interior areas were functioning.

The business activities in historic Lal Chowk, the nerve centre of the city, Hari Singh High Street (HSHS), Budshah Chowk, Mahraj Bazar and Gonikhan also remained affected for the second successive day on Sunday.

However, in the uptown and outskirts shops and business establishments were open.

Last week, there was no weekend lockdown to allow people to do Eid-ul-Adha shopping. The famous Sunday market was also functioning on July 18. (UNI)

Regressive laws replaced by progressive reforms in J&K: LG Sinha   

Interacts with youngsters from different States/UT; says youth aspire to be integral part of building New J&K, New India

SRINAGA: Lieutenant Governor, Manoj Sinha today attended the Valedictory session at the 3-day long Young Thinkers Meet-2021 at SKICC here.

The Lt Governor interacted with the Youth who came from different States/UT, and shared the progressive and reformative measures taken by the J&K Government for the rapid development of UT.

Addressing the young participants, the Lt Governor highlighted the important role of the youth in the development process.

Young progressive minds are the Leaders of Tomorrow. The young population aspires to be an integral part of the process of building New J&K, New India, observed the Lt Governor.

“I invite youth from other States/UTs to visit J&K and be a witness to groundbreaking inclusive development” said the Lt Governor.

Answering the queries of the young participants about the recent developments taking place in the UT, the Lt Governor remarked that the “Regressive laws and rules have been replaced by the progressive reforms. Zero tolerance against Corruption, Responsiveness, Transparency, Accountability, people-centric policies are now integral parts of governance”.

Speaking on the interventions made by the government to bring reforms in all major sectors in the UT, the Lt Governor stated that unprecedented progress has been achieved at the grass root level.

 

He also reiterated the Government’s determination and commitment to facilitate socio-economic development and take industrialization to the block level.

Recounting the major breakthroughs made in the governance front, the Lt Governor said that with initiatives like e-Office, empowering Panchayati Raj Institutions, 100% saturation of all welfare schemes, extending handholding to youth, strengthening health & educational infrastructure, bringing transparency in the execution of works, and completing the projects hanging in for long in record time, the UT Government has paved a solid foundation for the rapid growth of J&K.

We have set a target of completing 30,000 projects, besides providing financial assistance to 50,000 youth this year, he added.

In his address, the Lieutenant Governor paid homage to the gallantry of the martyrs and heroes of Kargil war on the eve of “Kargil Vijay Diwas”.

“I salute the valour and courage of the brave hearts of Indian Army who defeated the nefarious design of the enemy and liberated the Indian Territory from the infiltrators. My humble tributes to our immortal heroes who fought till their last breath to protect the sovereignty and integrity of our great nation”, said the Lt Governor.

Shaurya Doval, Member, Board of Governors, India Foundation, in his welcome address highlighted the aims and objectives of the India Foundation for increasing awareness and advocating views on issues of both national and international importance.

Alok Bansal, Director, India Foundation delivered the Vote of Thanks.

Ram Madhav, Member, Board of Governors, India Foundation, members of Board of Trustees and other office bearers of the Foundation were present on the occasion.
