941 died since 1993 during ‘hazardous cleaning’ of sewers: Govt

New Delhi: No deaths have been reported from manual scavenging in the country but 941 people have died since 1993 while undertaking “hazardous cleaning” of sewers and septic tanks, the Parliament was informed on Wednesday.

“No deaths are reported due to ‘manual scavenging’ (lifting of night soil from the insanitary latrines) as defined under Section 2 (1) (g) of the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013, but 941 deaths have occurred since 1993 while undertaking ‘hazardous cleaning’ sewers and septic tanks.

“Of these, the National Commission for Safai Karamcharis (NCSK) has ensured payment of full compensation in 650 cases and partial compensation in 142 by the state governments. No death has been reported from Jharkhand,” Minister of State for Social Justice and Empowerment Ramdas Athawale told the Rajya Sabha in a written reply.

He said that the Swachh Bharat Mission, launched in 2014, has succeeded in replacing nearly all the insanitary latrines, and under this programme, 10.78 crore sanitary toilets have been constructed in the rural areas and 63 lakh in the urban areas.

“After Swachh Bharat Mission, most of the insanitary toilets have been converted into sanitary toilets, thereby precluding the existence of manual scavenging,” he said.

The Minister also said that based on the survey of people who were engaged in the manual scavenging since 2013, 58,098 persons have been paid one time cash assistance of Rs 40,000, 16,057 have been given training in alternative occupations, and 1,387 persons have been given loans for starting their own enterprises.

Highway Bottlenecks: Govt forms panel for expeditious forest clearances

Srinagar: The government on Monday formed a committee for expeditious forest clearances of re-aligned sections of Jammu-Srinagar Highway.

The committee is headed by Principal Secretary to Government PW (R&B) Department and its members include Commissioner Secretary to government, Department of Forest, Ecology and Environment, Principal Chief Conservator of Forest, J&K, nodal officer FCA, Forest Department, and Regional Officer, NHAI, Jammu.

“The Committee shall review progress on fortnightly basis to resolve bottlenecks in granting forest clearances for the project through ARIVESH portal and shall be serviced by the Public Works(R&B) Department,” reads the order.

The panel has been formed days after a committee headed by Chief Secretary Arun Kumar Mehta was formed for reviewing progress of projects on monthly basis and for taking timely decisions for resolution of bottlenecks in the construction of re-aligned section of Ramban-Banihal on Jammu-Srinagar highway.

Besides the Chief Secretary as chairman, the members of the committee includes principal secretaries to government Revenue, PW(R&B) department, commissioner secretaries of department of mining and department of Forest Ecology, & Environment besides Divisional Commissioner Jammu, according to a government order.    “The Committee shall be serviced by the PW(R&B) Department.” (GNS)

Sand extraction: 4 arrested in murder case in Bla

Srinagar: Police on Wednesday claimed to have solved a murder case by arresting four accused in north Kashmir’s Baramulla district.

Police in a statement said that on 31st July one lady namely Fahmeeda Begum wife of Aijaz Ahmad Pandith resident of Khawajabagh lodged a complaint in Police station Baramulla that her husband namely Aijaz Ahmad Pandith @ Bilal son of Muhammad Ismail resident of Khawajabagh went to the bank of river Jhelum for sand extraction along with one local namely Firdous Ahmad Ganie of Khawajabagh.

However after sometime mother of said Firdous Ganie reached the house of applicant and informed her that Bilal and Firdous who had crossed river Jhelum to Chakloo side have been attacked by some residents of Chakloo.

The police spokesperson further said that in the attack Bilal has probably been taken away by the attackers while Firdous managed to escape and reached home. On this a case FIR No.175/21 U/S 364 IPC was registered and investigation taken up. During the course of investigation, the survivor namely Firdous Ganaie was interrogated and he stated that during the intervening night of 30/31 of July midnight, he along with deceased Aijaz Ahmad Pandith while extracting sand from river Jhelum near Chakloo were attacked by residents of Chakloo (4 in number) from among whom the said survivor identified two attackers as Bashir Ahmad Wani son of Ahad Wani and Mudasir Ahmad Sheikh son Ghulam Hassan both residents of Chakloo Baramulla.

The statement of the said witness was substantiated during investigation of the suspects and other evidences, they said.

Accordingly the alleged accused were arrested on 2nd August and the accused confessed to the crime and stated that the deceased namely Aijaz Pandith @ Bilal and the survivor Firdous  Ganie residents of Khawajabagh used to take away sand from Chakloo side of river Jhelum and on fateful night the accused along with two other accused namely Fayaz Ahmad Shah son of Abdul Ahad Shah residents of Banyari Hajin Sumbal, District Bandipora and Basit Aziz Payar son of Abdul Aziz Payar resident of Chera Koot Sogam, District Kupwara laid an ambush near the place of occurrence and when the deceased along with survivor started extracting the sand the accused pounced upon the deceased and the survivor and took  the deceased with them while as the survivor jumped into the river, they added.

After taking the deceased, one of the attackers namely Mudasir Sheikh hit the deceased on head with an agricultural tool spade and then thrown into the river and drowned. The weapon of offence stands recovered on the disclosure and identification of accused, they said.

The dead body of the deceased was recovered from river Jhelum near Khanpora Bridge on  2 August after strenuous searches and efforts of police, SDRF & Marine Commandoes, they said.

After fulfilling legal formalities the dead body was handed over to family for last rites. All the four accused stand arrested, reads the statement.

Will vaccinate staff, students above 18 years age: CMO Bla

Srinagar: The Chief Medical Officer (CMO) of north Kashmir’s Baramulla district on Wednesday said that the department will vaccinate all staff as well as the students of above 18 years of age in schools and colleges before the reopening of the institutions.

A communiqué issued by the CMO Baramulla reads that the vaccination drive for teaching, non-teaching staff and college students will be done before reopening of colleges.

In this regard, the CEO has asked the official of the respective departments to provide the line list of teaching, non-teaching staff and enrolled students of above 18 years.

The Communiqué states, “Provide list of the staff and students so that the drive is completed before reopening of the schools and colleges in the district Baramulla. The drive may start from August-04 as higher offices are particular for the same.”

The CMO however while specifying the particulars that needs to be vaccinated said that the details of the same shall be submitted by Deputy Chief Medical Officer Baramulla.

Among the staff and students, the CMO asked them to provide details of the total number of teaching, non-teaching staff of the college.

The CMO said that the total number of students of over 18 years needs to be vaccinated against COVID-19.

Earlier, the Directorate of Health Services Kashmir (DHSK) has said that it will vaccinate all faculty members and students of educational institutes before the resumption of physical academic activities.

DHSK has requested the educational institution authorities to take action at earliest. (KNO)

 

Dilapidated Gutlibagh road irks commuters

Ganderbal: The bad condition of Gutlibagh road, presently submerged, due to incessant rains have disrupted normal life in the area and adjoining villages of district Ganderbal.

Locals said that since the last eight years the road has remained in shambles due to the negligence of the concerned department.

The road which is the only connectivity for various villages including Wayil Wudar, Gutlibagh and Baba Wayil was taken over by the executing agency for patch works but since then no heed was paid to maintain it by the department despite repeated requests by the people.

“The road gets inundated during rains and compounds the problems for locals,” the villagers said.

The only source of dewatering was a flood channel in the village which has also been converted into drainage by the department.

People said that during incessant rains the road poses threat to human lives as some casualties have been already witnessed in the past.

“The road is the glaring examples of authorities apathy. Traveling through these routes is full of danger as road accidents can occur anytime,” locals said.

“We had requested the concerned department to macadamize the roads, but our pleas have fallen to deaf ears. The road condition has worsened this winter. Our commuting time has increased manifold due to bad roads,” said another resident.

Locals have appealed Deputy Commissioner Ganderbal to consider their demand and direct the concerned department to repair the road at the earliest. (KNO)

32-Cft of illicit timber seized in Anantnag   

Srinagar: At least 32 cft of illicit timber was seized at two separate places in south Kashmir’s Anantnag district on Wednesday, officials said.

They said forest Protection Force along with territorial staff of the forest department seized 22 cft of illicit timber in compartment 100/K near Narsar village falling in Forest block Ophiasian of Kuthar Forest Range Anantnag.

The seizure, they said, was made during routine patrolling by the FPF and staff of the forest department.

Deputy Director Forest Protection Force Anantnag, Nawab Ahmad Magray, said that the “culprit” in the case has been traced out and FIR stands lodged in the police station Utrusoo against one Tariq Ahmad Malik of Narsar Utrusoo.

Meanwhile, he said, based on specific information, a team of forest protection force seized 10 cfts of kail Timber from the premises of a bandsaw owner identified as Ghulam Rasool Mir of Mir Danter Harnag. He said an FIR (351 of 2021) stands lodged in the police station Anantnag. (GNS)

 

Case filed after two teenage girls go missing from Bijbehara

Bijbehara: Two teen aged girls have gone missing from Bijbehara village in South Kashmir’s Anantnag district.

Both girls are 14 years old and are the residents of Gadhanjipora village of Bijbehara town of South Kashmir’s Anantnag district.

Police sources said that fathers of these teen aged girls-Ali Muhammad Dar and Farooq Ahmed Dar filed written complaints at police station Bijbehara stating their daughters Saima Jan alias Sweetie and Simran Jan are missing from their homes since Monday (2 August).

Police took cognizance of these missing reports and registered an FIR vide number 222/2021 under relevant sections of law.

Police have constituted a team to trace these missing young girls.

Families have also appealed general public to help them in tracing these two girls. (KNT)

 

Pampore residents protest against water scarcity

Pampore: The residents of Deva Mohalla Kranchoo Pampore staged a protest against PHE Department alleging that they had not received drinking water for over 15 days.

The protesters mostly female folk said they sometime receive water from bore wells which is impure and unfit for drinking.

“While the adjoining areas get water regularly, our area is neglected. The residents get water only once in 15 days,” the protesters said.

They said the water from bore-wells which they receive is very impure which they use for washing purposes.

They sought intervention of Chief Engineer Public Health Engineering Department. (KNT)

 

J&K our integral, inalienable part: India at UN

United Nations/New Delhi: Jammu and Kashmir is an integral and inalienable part of India, and all the issues relating to the Union Territory of J&K are an internal affair of the country, India’s Permanent Representative to the UN T.S. Tirumurti stated as India began its month long presidency of the UN Security Council.

Answering questions after India took over the rotating presidency of the 15-member UNSC for the month of August, Tirumurti, answering a question on J&K and the UN resolution, said: “Right at the outset I want to make it very clear that Jammu and Kashmir is an integral and inalienable part of India.”

“And the issues relating to the Union Territory of J&K are an internal affair of India.”

He said that the members of the UN Security Council, when the issue of J&K was brought up earlier, “almost all of them agreed that this issue was not for the Council to discuss.”

He stressed that the 1972 Simla Agreement, “which has been mentioned by the UN Secretary General himself, provides that the resolution of differences between the parties should be resolved by peaceful means and by bilateral negotiations”.

“Since Pakistan has signed off on this we hope they will follow through on this and implement the provisions of the Simla Agreement,” he said.

On the constitutional changes brought about on Jammu and Kashmir, he said that “these relate to the temporary provisions on J&K, including an Article 370 of the constitution. Let me mention to you that the changes have been brought through established parliamentary procedures and it is well within the framework of the Constitution of India to effect these changes. So any change or modification to Article 370 is the sole prerogative of the Republic of India.”

To a question by a media person that during their meeting earlier, Prime Minister Narendra Modi had told Pakistan Prime Minister Imran Khan that poverty is the main enemy of the two countries, Tirumurti said that “India desires normal neighbourly relations with Pakistan.”

“And our consistent position on the issue is that if there are issues between India and Pakistan it should be resolved bilaterally and peacefully. And we have the Simla agreement which provides for a bilateral discussion and resolution of issues. And this should be resolved in an atmosphere free of terror, hostility and violence.”

“And therefore the onus right now is on Pakistan to create such a conducive atmosphere, including by taking credible and verifiable action not to allow any territory under their control to be used for cross -border terrorism against India. And Pakistan must prove its consistency between its words and its actions.”

He answered in the same vein to a senior Pakistani journalist who posed a question online on the changed status of Jammu and Kashmir.

To the Pakistani journalist persisting with his question, the Indian top diplomat said that if anything needed to be changed “it is the vacation of Pakistan occupied Kashmir”.

“As I told you Jammu and Kashmir is an integral and inalienable part of India. If there needs to be a change in status it is the vacation of Pakistan Occupied Kashmir,” he added.

On August 1, India took over the rotating presidency of the UN Security Council for the month of August. India’s two-year tenure as a non-permanent member of the Security Council began on January 1, 2021. (UNI)

 

Kissan Mela Controversy: Govt attaches HDO Achabal

Taking more steps to ensure transparency: Dir Horticulture

Anantnag:  The government on Tuesday attached the Horticulture Development Officer (HDO) Achabal and shifted another employee over the Kisan mela controversy that took place earlier this week in Achabal area of Anantnag.

District Horticulture authorities had organised awareness-cum-machinery Mela in Achabal area for the farmers of four horticulture zones.  Though the authorities had invited many authorised dealers of farming tools to sell their products during Kisan Mela, however, a person being allowed to sell products of two other companies illegally triggered a controversy.

Many authorised dealers alleged that the person sold many sprayers of Honda and ASPEE companies in presence of Chief Horticulture Officer and despite their protest, the officer didn’t stop the wrong doing.

They had also alleged that the person was allowed to sell the products illegally because of his father’s influence who is working as section officer in the office of the director horticulture Kashmir.

Though the top authorities’ especially Chief Education Officer Anantnag initially had tried to shield the man accused of wrong doing, however, the issue was highlighted by a section of media.

After the issue was highlighted by a section of media, the HDO Shangas was attached.

“Till pending inquiry, Shri Mohd Altaf Ganai, HDO Shangas who is also being the additional charge of horticulture zone Achabal is attached with the office of the directorate of horticulture Kashmir,” reads the order issued by the director horticulture,” Ajaz Ahmad.

In a separate order, Director Horticulture, ordered the deputation of I/C section officer, directorate of horticulture, Mohd Syed Lone.

“Shri Mohd Syed Lone, section officer, DHK is deputed to work in the office of manager cum chemist, Budgam till further orders,” the order reads.

Though there is no mention of why the two officers have been shifted but Director Horticulture, Ajaz Ahmad Bhat confirmed to Precious Kashmir that they were shifted for Kisan mela controversy.  “We are ascertaining the facts. I am taking more steps to ensure transparency,” Director said.
