Says riverfront project to open up new avenues for tourism sector

Srinagar: Lieutenant Governor, Manoj Sinha Monday visited the iconic Zero Bridge and took on-spot assessment of development and beautification of Jhelum River on the lines of Sabarmati Riverfront.

Jhelum river reflects the culture and history of the valley. It is important to ensure scientific execution of work keeping in view the aesthetic value of the river, besides taking the ecology factor into consideration, the Lt Governor told the officials.

Once completed, the project will open up new avenues for tourism sector, thus making Srinagar city more vibrant, observed the Lt Governor.

During his visit, the Lt Governor enquired about the mechanism being laid down for the development of upcoming attractions and facilities to be made available to the visitors.

He also took stock of the works being executed under different components of the project including the development of pathways along Jhelum revetment, public utilities, embankment along riverbank, parks, Wi-fi zones and illumination work.

The Lt Governor passed specific directions to the concerned officers for completion of the project within the set timelines without any delay.

On being informed that the project is being executed in convergence of various departments, the Lt Governor directed for maintaining proper inter-departmental coordination, adopting best practices, and applying the learning gained from the experts for getting desired results on ground.

It was informed that in the first phase, 2 km stretch from Zero Bridge to Amira Kadal will be developed by the month of September.

Officials of Irrigation & Flood Control Department and Floriculture Department also briefed the Lt Governor about the roadmap prepared by their respective departments.

Keshav Varma, Chairman, Sabarmati River Front Development Corporation Ltd (SRFDCL) is sharing his expertise for the development of Jhelum River.

Pertinently, the UT Government is giving impetus to the speedy completion of all the other important water projects. Tawi Riverfront has also took momentum now and experts were roped in for the execution of this prestigious project.

Dheeraj Gupta, Principal Secretary to the Government, H&UDD; Pandurang K. Pole, Divisional Commissioner Kashmir; Mohammad Aijaz, Deputy Commissioner, Srinagar, and concerned officers accompanied the Lt Governor.

 

Optimum Testing

In 24 hours till 1700 hours on Monday, Jammu and Kashmir reported 108 COVID-19 cases and one death. Largely, the cases hover around 130-mark from the last few weeks now.

Whether or not these numbers reflect the true situation, or it’s poorer than apparent picture cannot be said with certainty given the fact that optimum testing including the RT-PCR is not done as ought to be. This perhaps stands the reason that top officers in the administration are pressing for it.

On Sunday, when the government extended the closure of the educational institutions, all Deputy Commissioners were asked to intensify testing by making “optimum use of available RT-PCR and RAT capacities and that there shall be no drop in testing levels.”

Earlier Lieutenant Governor, during district-wise assessment of Covid situation with Covid Task Force, DCs and SPs, called for increasing RT-PCR Testing in areas with a high positivity rate.

Prior to him, Chief Secretary and Chairperson, State Executive Committee, in an order regarding further easing of the covid-19 restrictions on August 1 called for increasing the RT-PCR tests in the total mix, underlining that it should be scaled up on the best effort to 70% or more excluding the travelers.   The RT-PCR test actually detects RNA (or genetic material) that is specific to the virus and can detect the virus within days of infection, even those who have no symptoms.

According to ICMR, individuals with symptoms identified negative by rapid antigen testing should be linked with the RT-PCR test facility.

Those who test negative for COVID-19 by rapid antigen test are to be definitely tested sequentially by RT-PCR to rule out infection, whereas a positive test should be considered as a true positive and does not need reconfirmation by RT-PCR test.

As has been rightly pointed out by the Lieutenant Governor and the SEC, there is a need to increase the test for the detection of SARS-CoV-2, the virus that causes COVID-19 and to achieve it all the concerned need to put act together.

This is more important given the possibility of a sudden upsurge of infections cannot be ruled out and it may in turn be overwhelming. In consequence it may jeopardize the health system. The appropriate testing is thus imperative to keep the numbers under check as it helps stem the spread. Also, there is continuous need to scale up the surveillance exercises as well as contact tracing to the optimum level to break the spread chain of the contagion.

Unemployment rate declined from 19.6% to 10.6% in J&K: LG Sinha

Srinagar: Recently Lieutenant Governor Manoj Sinha stated that the unemployment rate in Jammu and Kashmir has declined from 19.6% to 10.6%.

In an interview to a national news channel, LG Sinha stated that during the past two years the government has taken several steps to address the unemployment crisis. “Besides creating new job opportunities, the government has given loans to youth to set up their own ventures. Many youth oriented schemes have been started to engage them,” LG Sinha said.

An observer while talking to Precious Kashmir said, “During the past few months Jammu and Kashmir Service Selection Board (JKSSB) and Jammu and Kashmir Public Service Commission (JKPSC) have announced many posts and the recruitment process is on.”

According to the officials till date 18000 posts have been advertised and many more posts are likely to be announced in coming days. “The recruitment process has started and it will be expedited in the coming days. All the processes have been made transparent. Only those candidates will be selected who will figure in the merit list. No one will be entertained through a backdoor,” said an official.

Last year the government constituted a committee to accelerate the recruitment process and ensure certain principles of transparency, inclusiveness and speed are maintained.

The Committee comprised of Navin K. Choudhary, Principal Secretary, Agriculture/Horticulture Department as its Chairman and Nodal Officer while Saurabh Bhagat, Commissioner Secretary, Labour & Employment Department, Farooq Ahmad Lone, Secretary, General Administration Department and Achal Sethi, Secretary, Department of Law, Justice &. PA.

The terms of reference of the Committee were to identify the vacancies for being filled up on immediate basis with priority to Class-IV vacancies; finalizing the procedure to be followed for recruitment, so that the principles of transparency and inclusiveness were maintained and the process of recruitment is concluded speedily.

An analyst said, “The present regime seems concerned over the increase in unemployment rate and is taking major steps to address the issue. The recruitment process has commenced but it needs to be taken to its logical end. Since the day LG Sinha has taken over the reins of the union territory things have moved at a fast pace.  He (Sinha) has taken keen interest in empowering the youth. The officials should ensure that the announcements made by LG Sinha are implemented on the ground so that people can feel the change on the ground.”

BJP Sarpanch, wife killed in Anantnag

LeT militants involved: Police; LG condemns

Srinagar: Bharatiya Janata Party’s (BJP) Kulgam Kisan Morcha Chief & Sarpach and his wife were shot dead in Jammu and Kashmir’s Anantnag district on Monday, police said.

Police said at about 4 p.m., Anantnag police received information about the incident at Lalchowk area of the district where militants had fired upon BJP Sarpanch and his wife, a Panch.

“Preliminary investigation revealed that militants barged inside the rented accommodation of BJP Sarpanch Ghulam Rasool Dar, son of Ghulam Hassan Dar, resident of Redwani Kulgam at Lalchowk, Anantnag and fired indiscriminately from pistols. In this incident, BJP Sarpanch and his wife Jawhara Begum received critical gunshot injuries, and were immediately shifted to hospital, where both were declared brought dead,” a police officer said.

Police said although the couple were provided secured accommodation at Snow Cap Hotel in Kulgam and had stayed there for a short period but they had been continuously insisting to stay at their house at Anantnag town and also submitted an undertaking in this regard.

They were also provided a Personal Security Officer (PSO), who, however was found absent from duty at the time of incident. The said PSO has been placed under suspension.

Police has registered a case in this regard under relevant sections of law.

IGP, Kashmir, Vijay Kumar said that two-bike borne militants of LeT outfit were involved in this attack.

Meanwhile, Lieutenant Governor Manoj Sinha strongly condemned the killings.

“I strongly condemn brutal terrorist attack on the Sarpanch GH Rasool Dar and his wife Jawhara Banoo of Redwani Bala, Kulgam. This is an act of cowardice and perpetrators of violence will be brought to justice very soon. My deepest condolences to bereaved family in this time of grief,” Office of LG J&K tweeted.

Get vaccinated, adhere to CAB:  Div Com to people

Srinagar: In view of recent surge in Covid-19 cases in other parts of the country and post phase wise unlocking, the Divisional Commissioner (Div Com) Kashmir, Pandurang K Pole Monday appealed people to follow all SOPs in letter and spirit and get vaccinated to contain its spread in Kashmir.

The Div Com said that as the virus is still spreading around the need of an hour is that people maintain proper Covid Appropriate Behaviour so that there is no compulsion for imposing lockdown again.

He said unlocking has helped  all  business  establishments  across Kashmir division especially for shop vendors, mohalla shopkeepers, small eatable vendors whose livelihood had suffered tremendously  during the lockdown periods of both 1st and 2nd wave  of pandemic to carry on with their normal business.

He also advised the people who are going out for their routine work to bring behavioural change among themselves by wearing facemasks every time, practice hand washing. He said when people are at their workplaces or at any gathering, they should maintain a physical distance of six feet’s all the time, avoid handshaking/ hugging between colleagues/ friends/ relatives as it is one of the important routes of contracting Covid-19 infection.

At the same time, the  Div Com  also appealed to the eligible target population especially 18 – 44years age group to get themselves registered and vaccinated against the Covid-19 virus as soon as possible so that it will further help us to break the chain of transmission in the community as well as give us a chance towards attaining herd immunity in near future as science is evolving around this model also.

He said People who are yet to get vaccinated are advised to remain indoors till they get themselves vaccinated so that their family as well as their community can remain safe during the unlocking period as they may become the source for super spreaders in their areas.

He also advised people to make full use of 24 x 7 helpline numbers of Divisional Covid-19 Control Room Kashmir (DCCRK) 0194-2440283/ 2430581/ 2452052/ 2455384 for any medical emergency due to Covid-19 infection as well as mental health related issues.

Lastly, the Div Com advised the general public to follow the directions and advisories of their District Commissioner in letter and spirit, so that we are able to come out of this phase of darkness to see the rise of a new dawn in the coming months ahead.

At UNSC, PM stresses on peaceful settlement of maritime disputes

United Nations/New Delhi: Prime Minister Narendra Modi highlighted the need for removal of barriers to international maritime trade, for settlement of maritime disputes peacefully and according to international laws, and on the need for “responsible maritime connectivity” infrastructure projects keeping in mind “the fiscal sustainability and absorption capacity of nations”, as he called for evolving a global framework on enhancing maritime security.

Chairing the Open Debate at the UN Security Council on the topic ‘Enhancing Maritime Security– A Case for International Cooperation’, with India holding the month-long presidency of the 15-member global body, Prime Minister Modi also highlighted India’s vision of SAGAR – Security, And Growth for All in the Region.

In remarks apparently aimed at China, whose hegemonistic activities in the South China Sea and increasing assertiveness in the Indian Ocean have caused concern among nations, including India, Modi called for a global framework to conserve and utilize the shared maritime resources, and outlined five principles, including removing barriers to maritime trade.

With China’s debt-trap diplomacy having entrapped Sri Lanka into giving away Hambantota port on a 99-year lease to Beijing, and Pakistan similarly signing off its Gwadar port to China for 40 years, and many African nations also caught in Beijing’s debt-trap diplomacy, Modi’s remarks are significant.

The five principles outlined by him are: Firstly, removal of barriers to maritime trade, and he warned that any hurdles to this can pose a challenge to the global economy.

He said: “We should remove barriers to maritime trade, the prosperity of all nations depends on the proper flow of maritime trade. Any hurdles to this can pose a challenge to the global economy. Free maritime trade is closely linked to India’s ancient heritage. Thousands of years ago the Lothal port in Sindh was linked to maritime trade; the ancient maritime routes were used to spread the message of peace of Lord Buddha.

“In today’s context, based on this open and inclusive ethos we outlined SAGAR – Security, and Growth for All in the Region. Based on this vision, we would like to create in our region an inclusive framework. This vision is of a safe, secure and stable maritime domain; for free maritime trade it is important that we respect the rights of each other’s ships.”

The second point was: all maritime disputes should be settled peacefully and based on international laws.

He said: “All maritime disputes should be settled peacefully and based on international laws. This is essential for building mutual trust and confidence. Through this we can ensure global peace and stability. Based on this understanding and maturity, India resolved its maritime boundary with Bangladesh.”

Thirdly, countries should come together to combat natural disasters and the threats posed by non-state actors.

We have been the first responders in cases of cyclones, tsunami and ocean pollution. To combat piracy, the Indian navy has been patrolling the Indian Ocean since 2008. “We have provided many countries with hydrography survey support and maritime security training. Our role is that of a net security provider in the Indian Ocean.”

The fourth point he outlined was on the need to protect maritime resources and the maritime environment as oceans have a direct impact on the climate.

“We have to protect our maritime resource and maritime environment, as we know oceans have a direct impact on climate. That is why we have to protect our maritime environment from plastics and oil spills, and take concrete steps against overfishing and maritime poaching.

Alongside we should build cooperation in ocean science. India has launched an ambitious Deep Ocean Mission. We have taken steps towards sustainable fishing.”

Fifthly, he spoke of the need to “encourage responsible maritime connectivity”.

“We have to encourage responsible maritime connectivity. It is clear that to boost maritime trade building infrastructure is necessary. But in the building of such infrastructure projects, we have to keep in mind the fiscal sustainability and absorption capacity of nations. For this we have to formulate global norms and standards,” he stressed.

“Oceans are our shared heritage, our ocean paths are international trade lifelines, and these oceans are very important for our planet’s future,” he said.

“But our shared heritage is today facing several challenges – the ocean paths are being misused for piracy and terrorism, many countries are involved in maritime disputes, and climate change and natural disasters too are connected to the maritime domain,” he said.

China, to take forward President Xi Jinping’s ambitious $8 trillion infrastructure investment plan spanning Asia, Europe and Africa, as part of his Belt Road Initiative, has built ports and container terminals in countries like Sri Lanka, Bangladesh, Myanmar, Pakistan, and several African nations.

As of 2018, Chinese companies have participated in the construction and operation of a total of 42 ports in 34 countries under the Silk Road scheme, according to the Chinese Ministry of Transportation.

Sri Lanka has signed away Hambantota port, on the Indian Ocean, and more than 6,000 hectares of land around it, on a 99-year lease to China.

Pakistan has given China exclusive rights, coupled with a tax holiday, to run Gwadar port for the next 40 years. China will take home 91% of the port’s revenues. China also plans to build an outpost for its navy there.

China is also involved in several territorial disputes with countries along the South China Sea, with Beijing accused of intruding into the maritime zones of many Southeast Asian nations, including the Philippines. (UNI)

Militant Funding Case: NIA searches 5 locations in Bandipora

New Delhi: A day after the National Investigation Agency (NIA) conducted searches at 56 locations in Jammu and Kashmir, the investigation agency on Monday conducted searches at five more locations in Jamaat-e-Islami (JeM) militant funding case, officials said.

An NIA spokesperson said that the agency along with J&K Police and CRPF conducted searches at five places in Bandipora district of Jammu and Kashmir.

The official said that searches conducted include the premises of office bearers and members of the proscribed association JeI.

“During the searches, various incriminating documents and electronic devices were seized from the premises of the suspects,” the official said.

On Sunday, the NIA conducted searches at 56 locations in districts of Srinagar, Budgam, Ganderbal, Baramulla, Kupwara, Bandipora, Anantnag, Shopian, Pulwama, Kulgam, Ramban, Doda, Kishtwar and Rajouri of Jammu and Kashmir.

The official said that the agency had registered a case on the orders of the Union Ministry of Home Affairs on February 5 this year relating to separatist and secessionist activities of JeI, an unlawful association under the UA(P) Act, even after its proscription on February 28, 2019.

The official said that the members of the organisation have been collecting funds domestically and abroad through donations particularly in the form of “Zakat, Mowda and Bait-ul-Mal” purportedly to further charity and other welfare activities.

“But these funds are instead being used for violent and secessionist activities,” the official said.

The official said that the funds raised by JeI are also being channelised to militant organisations such as Hizbul-Mujahideen (HM), Lashkar-e-Taiba (LeT) and others through well organised networks of JeI cadres.

According to NIA, JeI has also been motivating impressionable youth of Kashmir and recruiting new members (Rukuns) in Jammu and Kashmir to participate in disruptive secessionist activities.

The official said that the searches conducted on Sunday included the premises of office bearers of the proscribed association, its members and also offices of trusts purportedly run by JeI.

“During the searches today, various incriminating documents and electronic devices were seized from the premises of the suspects,” the official said.

The Falah-e-Aam trust, owned by the JeM situated in Nowgam outskirts area of Srinagar has also been raided.

NIA sources said the focus of these raids is to probe the funding sources of the banned organisation.

An agency source said that the militant probe agency is carrying out the searches at the premises linked to senior members of the Jamaat-e-Islami. (IANS)

 

Designate CVO for Vigilance Admin: Govt to administrative deptts

Srinagar: Government on Monday asked all administrative departments to designate an officer as Chief Vigilance Officer (CVO) who shall be responsible for vigilance administration.

“All Administrative Departments shall designate an officer as Chief Vigilance Officer (CVO), not below the rank of Additional Secretary, at Administrative Department level (Civil Secretariat) who shall be responsible for Vigilance Administration,” reads a government order.

“At Directorate/Head of Department level, Departmental Vigilance Officer (DVO), not below the rank of Deputy Secretary, shall be designated by the concerned Administrative Department, who shall be responsible for Vigilance Administration and shall function directly under supervision of concerned Chief Vigilance Officer.”

The Additional Deputy Commissioners, the government said, shall be ex-officio District Vigilance Officers (District VOJ in respect of the offices of all Government and other departments stationed in their respective Districts. “All Government Departments, Local Authorities, Corporations, Government Companies or Societies owned or controlled by the Government having their subordinate offices in Districts shall designate an officer to function as Additional Vigilance Officer (AVO), not below the rank of Under Secretary, who shall assist the District Vigilance Officer in the Vigilance Administration pertaining to their respective departments.”

The government further ordered that prior to the appointment of Chief Vigilance Officers (CVOs), the Administrative Departments shall submit a panel of three officers to General Administration Department, which shall nominate the CVO, amongst the panel submitted by the Administrative Department, in consultation with Anti Corruption Bureau. “General Administration Department will issue the formal appointment orders in this behalf,” the order added.

The order has issued to assist the authority heading Government Departments, Statutory Bodies, other Corporations, Public Sector Undertakings and Societies etc. in discharge of duties relating to Vigilance Administration and to keep the mechanism of Chief Vigilance Officers (CVOs)/Departmental Vigilance Officers (DVOs) actively functioning in the Government Departments, Statutory Bodies, Local Authorities, Corporations, Government Companies or Societies owned or controlled by the Government in Jammu and Kashmir. 11 infiltrators killed, 20 held at LoC this year: Def Ministry

Srinagar: The Ministry of Defence Monday informed the parliament that a total of 11 infiltrators were killed while 20 were apprehended besides 33 attempts were reported in the India-Pakistan borders up to June in the ensuing year.

The Minister of State (MoS) in the Ministry of Defence Ajay Bhatt was responding to the queries raised in the parliament including the number of infiltration attempts at the international borders and how many of their infiltrators were killed.

In a written reply filed to the parliament, the Minister said that a total of 33 infiltration attempts were reported during which 11 infiltrators were killed while a total of 20 were arrested at the India-Pakistan borders.

The minister informed that no cases of infiltration were reported at the Indo-china border.

The MoS said that In addition, 11 illegal infiltrators along Indo-Nepal Border have been apprehended in this year (up to 30-06-2021).

“No cases of infiltration have been reported at the Indo-China Border”, the Minister said.

The minister also informed that “at the Indo-Myanmar Border, a post-military coup which came into effect from 01.02.2021, 8486 Myanmar nationals/refugees crossed over into India, out of which 5796 were pushed back and 2690 are still in India.”

Infiltrators apprehended by the Border Guarding Forces are handed over to the concerned State Police, the Minister said. (KNO)

2 JKAS officers given additional charge

Srinagar: Government on Tuesday assigned additional charge to two JKAS officers in the interest of administration

According to an order issued here, Rajinder Singh (JKAS), Deputy Commissioner, State Taxes, Recovery, Jammu headquartered at Jammu, has been asked to hold the charge of the post of Deputy Commissioner, State Taxes, Enforcement (Central), Jammu, in addition his own duties, till further orders.

Shahnaz Akhter (JKAS), Deputy Commissioner, State Taxes, Appeal-I, Jammu, shall hold the charge of the post of Deputy Commissioner, State Taxes, Appeal-II, Jammu, in addition to her own duties, till further orders, the order, a copy of which lies with GNS, adds. (GNS)
