22 officers of JKAS promoted

Srinagar: The government on Wednesday ordered promotion of Shafaat Yehya and 21 officers of Jammu and Kashmir Accounts Service.

According to an order, the Finance department has ordered promotion of Shafaat Yehya(deputy director, Budget) and other 21 officers of the prestigious service.

With this elevation, Shafaat has become Joint Director Budget.

The promotions have been ordered after the CS-headed establishment-cum-selection committee approved them.

One dies, 100 test positive in J&K

Srinagar: Jammu and Kashmir reported 100 new Coronavirus cases while one person succumbed to the virus in the last 24 hours, officials said on Wednesday.

They said 26 of the cases were reported from Jammu Division and 74 from Kashmir Valley, taking the overall case tally to 323682.

Regarding the death, they said, it was reported from Jammu, taking the fatality count to 4400—2160 in Jammu and 2240 in Kashmir.

Providing the district-wise details, they said, Srinagar reported 24 cases, Baramulla 5, Budgam 6, Pulwama 5, Kupwara 9, Anantnag 4, Bandipora 4, Ganderbal 9, Kulgam 7, Shopian 1, Jammu 5, Udhampur 4, Rajouri 5, Doda 6, Kathua 0, Samba 1, Kishtwar 5, Poonch 0, Ramban 0 and Reasi 0.

A few of these cases were confirmed at diagnostic laboratory of GMC Anantnag and include male (34) from Arwani Bij, male (39) from Jadipora Kulgam, two females (15, 12) from Banimullah Kulgam, female (35) from Yaripora, female (35) from Manihal, male (35) from Khanpora, female (30) from Buchroo, male (40) from Batengoo, male (55) from Check, two males (58, 20) from Shirpora, female (59) from Bebrada, male (25) from Katapora, male (30) from Yaripora, male (21) from Gaziabad Ang, male (30) from Damhal Ang.

Moreover, the officials said that 132 more COVID-19 patients have recovered—32 from Jammu division and 100 from the valley. So far, 318157 people have recovered, leaving active cases at 1125—466 in Jammu and 659 in Kashmir.

One fresh confirmed case of mucormycosis (black fungus) was reported today, they said. Thus far 42 black fungus cases have been confirmed in J&K, the officials added. (GNS)

Bach to return to Tokyo after creating controversy

Tokyo: The International Olympic Committee (IOC) president Thomas Bach is set to return to Tokyo to attend the opening ceremony of the Paralympic Games after having spent over a month during the Olympic Games.

Japan’s Kyodo news agency has quoted sources as saying that Bach could arrive on August 23 (Monday) which is the day before the opening ceremony at the National Stadium.

Bach had fuelled controversy on his visit during the Olympic Games after went to an upscale Tokyo shopping district despite coronavirus emergency being imposed in Tokyo.

The 67-year-old was spotted strolling around in Ginza district along with his bodyguards despite public order by the government to avoid non-essential outings due to the Covid-19 pandemic.

SC Collegium proposes six K’taka HC addl judges be made permanent

New Delhi: The Supreme Court Collegium, headed by Chief Justice of India N.V. Ramana, has recommended six additional judges of Karnataka High Court be made its permanent judges, and also proposed names of six judicial officers and one Income Tax Appellate Tribunal (ITAT) member as judges of Telangana High Court.
According to a statement published on the top court’s website, the Supreme Court Collegium, in its meeting held on August 17, has approved the proposal for making of Karnataka High Court additional judges Justice Neranahalli Srinivasan Sanjay Gowda, Justice Jyoti Mulimani, Justice Nataraj Rangaswamy, Justice Hemant Chandangoudar, Justice Pradeep Singh Yerur, and Justice Maheshan Nagaprasanna, its permanent judges.

The top court collegium has also approved the proposal for the elevation of judicial officers P. Sree Sudha, C. Sumalatha, Dr G Radha Rani, M. Laxman, N. Tukaramji, A. Venkateshwara Reddy and ITAT member P. Madhavi Devi as judges of the Telangana High Court.

In another statement, the collegium, in its meeting held on August 17, also approved the proposal for appointment of the Calcutta High Court’s additional judge, Justice Kausik Chanda, as permanent judge of that high court.

640 kanals encroached around Wular Lake, Div Com orders survey

Srinagar: Authorities on Wednesday said that at least 640 Kanals of land around the parameters of Wular Lake have been encroached so far and to find out actual number of encroachers, a survey has been ordered.

It was learnt that the concerned authorities of the Wular Lake have removed encroachment of around 10 Kanals of land.

According to the minutes of the meeting chaired by the Divisional Commissioner Kashmir P K Pole, reads that the concerned department has informed that there was approximately 90 Kanals of land under encroachment situated at outer parameters of Wular Lake out of which encroachment at 10 Kanals have been removed.

Pole was also informed that “In total, 640 Kanals of land is under encroachment including the government authorized or accommodated Sher Colony.”

In the meeting, Pole directed the authorities that the matter of Kamas shall be taken with Rakhs and Farms so that action regarding the cultivation shall be taken as per National Green Tribunal (NGT) directions within fifteen days.

“Further, a survey shall be conducted in the Sher Colony where the details of descendants and other than descendants shall be explored within the fifteen 15 day and the excess cutting shall be completed within the same time period positively,” Pole said.

He said that the machinery of accessing cutting shall be provided by the wildlife department.

In the meantime the authorities of Hokersar wetlands told Pole that at least 2273 Kanals of land have been provided to Kamas for paddy cultivation by Rakhs and Farms besides the plantation on 248 Kanals existed on Srinagar side. (KNO)

Admin plans transport facility in far-flung areas for J&K students

Srinagar: The administration is mulling to provide transport facility to the government school students of far flung areas of J&K UT wherein the institutions have inadequate transport or are either lacking the facility.

The Ministry of Education (MoE) has said that it will make a provision of transport facility to the students of far flung areas of Jammu and Kashmir.

The official documents of Government of India (GoI) reads, “Provision for transport facility to be worked out for children belonging to far flung areas where transport facility is either not available or is not adequately provided as required.

Besides, the Department of School Education and Literacy of GoI said that it launched a National Mission to improve learning outcomes at the elementary level through an Integrated Teacher Training Programme called NISHTHA – National Initiative for School Heads’ and Teachers’ Holistic Advancement on August-21- 2019.

“In the wake of the COVID-l9 pandemic, the NISHTHA programme has been contextualized to the needs of teaching and learning during the pandemic and made 100 percent online,” it reads.

Stating the features of the NISHTHA programme, the GoI said that online for elementary teachers was launched on October-06 in 2020. “It has been created by customizing modules for online delivery in the format compatible with the DIKSHA platform of NCERT.”

“Nearly, 23 lakh teachers have completed NISHTHA online training by March, 202l besides the l7 lakh provided online training in face to face mode in 2019-20,” it reads.

The MoE also said that the National Education Policy (NEP-2020) recommends at least 50 hours of continuous professional development programme or in-service training for every teacher and school leader. (KNO)

Ministerial staff at KU observes one-hour pen down strike

Srinagar: Kashmir University Ministerial Staff Association (KUMSA) Wednesday observed one hour pen down strike against the callous attitude of authorities at Kashmir University.

KUMSA has been demanding that there should be age relaxation for in-service employees for the posts that are being advertised by University from time to time.

Sources said that over 2,000 non-teaching staff at the University observed pen down strike from 11pm to 12 noon today.

KUMSA president said that there is no progress on the issue of their demand with regard to relaxation of age and counting of experience for the advertised positions by the University.

“One hour tool down strike was observed today to impress upon the University authorities to consider their demand,” the president said. (KNT)

Parliamentary Committee visits Gulmarg, assesses SBM implementation

Srinagar: On the second day of its visit the Parliamentary Standing Committee on Subordinate Legislation Wednesday visited Gulmarg to take stock of the implementation of nationwide Swachh Bharat Mission there.

The 12-member-committee headed by Sardar Pratap Singh Bajwa enquired from the officers of Central Pollution Control Board, J&K Pollution Control Board and district administration about the measures taken to implement the objectives of Swachh Bharat Mission (SBM) there.

The Committee asked about the measures taken by them to implement different rules and regulations regarding the management of municipal waste. It further enquired about the framing, compliance and adherence to the Acts and rules made therein by the administration.

The Chairman of the JKPCB, Suresh Chugh informed the committee that the businesses are given consent by the Board after assessing their compliance with all the pollution control measures.

The Parliamentary Committee was further apprised that the famous Ski resort is visited by lakhs of local, national and foreign tourists each year. It was also apprised that in order to keep the tourist destination clean the Gulmarg Development Authority has established a Sewerage Treatment Plant of the capacity of 3 tonnes/day.

The committee was informed that the door to door collection of waste is done each day from hotels, huts, shops, and way side amenities etc. It was also given that  around 10 quintals of dry and wet waste is generated here and collected and treated by the administration. Both biodegradable and non-biodegradable waste is treated at the STP with the help of Auto digestor and Magnetic Disintegrator respectively, the committee was informed.

Those who were present on the occasion include Chairman CPCB, Naresh Gagwal; Deputy Commissioner, Baramulla, Bhupinder Kumar; CEO, GDA, Dr Zahoor Ahmad Raina and other officers of JKPCB and local administration.

Dilapidated Hajipora-Wasawhalan road irk commuters

Shopian: A vital road from Hajipora-Wasawhalan in Harmain hamlet of South Kashmir’s Shopian district is in dilapidated condition as authorities have failed to repair the road, locals alleged.

Locals from Hajipora, Chotigam, Kharwara, Sangran, Wasawhalan and its adjacent areas said that the road hasn’t been macadamised from the last several years due to which mainly patients and the aged people have to suffer a lot.

They added that the condition of the road is so bad that it is difficult to move by foot on this road.

The locals accused the government of neglecting the area for too long now and requested them to look into the matter.

“We now feel ashamed that how many times we have to bow before high ups for the repairmen of this road,” Subzar Ahmad. a local resident said.

Subzar said that from the last four consecutive years during summer season, they are being assured by authorities that the road will be macadamised but every time their assurances prove hoax on ground.

“It seems that the same will happen this year as every day we are being told that the work will start tomorrow, but when that tomorrow comes only God knows better,” he said.

Assistant Executive Engineer, Roads and Buildings Department-sub division Zainapora, Nisar Ahmad, said that part of the macadamisation process will start within the next two days as only a macadamisation of only 800 meter out of six kilometers has been approved as of now.

“The mettling on the rest of the road will be also done this year besides that a drain and R- wall wherever required will be constructed this year, while the full macadamisation of the road will be done next year,” he said. (KNO)

Misappropriation of funds: ACB produces chargesheet against ex-ZEO, 7 others

Srinagar: Anti Corruption Bureau (ACB) on Wednesday said that it has produced a chargesheet against Asifa Ara, former Zonal Education Officer (ZEO) Dangerpora, Sopore and seven others for misappropriation of funds to the tune of Rs 39 lakh for construction of School building at Yemberzalwari Bala.

According to a statement, ACB said that it produced a Charge Sheet in a case under FIR number 27/2015 before the Anti Corruption Court Baramulla for judicial determination against eight accused namely Asifa Ara, the then Zonal Education Officer, Education Zone Dangerpora, Sopore; Bashir Ahmad Mir, the then In-charge Zonal Education Officer, Education Zone Dangerpora, Sopore; Mohammad Shafi Wani, the then In-charge Zonal Education Officer, Education Zone Dangerpora, Sopore; Mairaj-ud-din Ahmad Shawl, the then Zonal Education Planning Officer, Education Zone Dangerpora, Sopore; Zahoor Ahmad Shah, the then In-charge Headmaster Govt. Middle School Yemberzalwari Bala, Education Zone Dangerpora, Sopore; Rifat Ara, the then Junior Assistant (SSA Clerk) Zonal Education Office Dangerpora, Sopore; Abdul Rashid Baba (Father of accused Rifat Ara) and Atiqa Rashid (Mother of accused Rifat Ara) for commission of offences under section 5(1)(c)(d) r/w 5(2) J&K Prevention of Corruption Act. Samvat 2006; Section 409, 467, 468, 471, 120-B & 109 RPC.

“The instant case was registered in Anti Corruption Bureau to investigate the allegations of misappropriation of Government money by the above-mentioned officials of Education Zone Dangerpora Sopore,” it said.

It added that the investigation revealed that the accused Zonal Education Officers during 2011 to 2014 had released funds to the tune of Rs 72, 21, 414 for construction of a three roomed school building at Yemberzalwari Bala of Education Zone Dangerpora Sopore against the estimated/allotted cost of Rs 9.99 lakh.

“Most of the amount released through Cheques were changed into major amounts by way of insertions by the accused Jr. Assistant. The investigation revealed that only an amount of Rs.6.48 Lakh was consumed in the said construction,” the statement said.

It added that an amount of Rs 24, 49, 775/- was recovered by the Education Department from the accused. “It was also found out that the amount of Rs.1,61,740/- which was deposited in the personal accounts of the accused In-charge Headmaster and the Parents of accused Jr. Assistant by Anti Corruption Bureau was frozen,” it said.

“The rest of the amount to the tune of Rs 39, 61, 899/- was established to have been transferred into the personal accounts and the accounts of relatives by the accused and later misappropriated. The Court has fixed 18.09.2021 as next date of hearing,” it said.
