Chopper crash survivor shifted to Bengaluru, CM, Guv visit hospital

Bengaluru: Group Captain Varun Singh, the lone survivor in the IAF chopper crash which resulted in the death of the Chief of Defence Staff General Bipin Rawat and 13 others, was airlifted to the Indian Air Force’s Command Hospital in Bengaluru on Thursday evening for further treatment.

Karnataka Chief Minister Basavaraj Bommai, along with Governor Thawar Chand Gehlot, paid a visit to the hospital to check on him.

Hospital sources said that the IAF officer is on life support.

Flown from the Wellington Military Hospital in Tamil Nadu’s Nilgiris district, Varun Singh has suffered severe burn injuries and his condition is said to be critical.

The doctors, however, say that he is responding well to the treatment.

Varun Singh was awarded the Shurya Chakra on Independence Day this year for saving his Light Combat Aircraft (LCA) during a challenging emergency situation.

China warns countries announcing diplomatic boycott of Winter Olympics

New Delhi: China has warned countries which have announced a diplomatic boycott of the Beijing Winter Olympics, saying they “will pay the price for their mistaken acts”, the BBC reported.

Beijing is scheduled to host the Winter Olympics from February 4-20 next year.

The US, the UK, Australia and Canada will not send government representatives to the Games because of concerns over China’s human rights records, including widespread allegations of abuse against the Uyghur minority group.

France, host of the next Summer Games, said it would not join the boycott, the report said.

“The United States, Britain and Australia have used the Olympics platform for political manipulation,” said Wang Wenbin, a spokesperson in the Chinese Foreign Ministry.

Chinese state media claimed on Wednesday that Beijing “never planned to invite the US and Western politicians who hype the ‘boycott’ topic”.

The US was the first country to announce a diplomatic boycott, with Australia, Canada and the UK following suit.

The move by these countries stops short of preventing the athletes from attending the Games — something which has been welcomed by International Olympic Committee (IOC) President Thomas Bach.

“The presence of government officials is a political decision for each government so the principle of IOC neutrality applies,” Bach said.

Relations between the boycotting nations and China have been tense in recent years, the report added.

Anti-Corruption Day

As per an affidavit filed to J&K and Ladakh High Court, the Central Bureau of Investigation, Jammu and Kashmir Anti-Corruption Bureau and Crime Branch had submitted a total of 129 cases to the General Administration Department for grant of prosecution sanctions since January 1, 2019 till December 2, 2021. Sanctions for prosecution have been accorded in 101 cases.
In 2019, 30 FIRs were received from these agencies in the GAD for prosecution sanction and the same was granted in 28 cases. One case was referred to other administrative department for sanction/comments and one case is under examination.
The steps are welcome. It basically sends the message that corruption is not being tolerated. Unfortunately corruption continues to pervade virtually every sphere of life, notwithstanding promises made from time to time to eradicate the menace. Beyond doubt, corruption eats into the innards of a nation and is a debilitating social cancer which spares no one. There are numerous reasons, some of them well documented, as to why corruption flourishes. However, failure by some key institutions particularly the police and judiciary to bring to a close case plays an important part.

As per recent information from the Court of Special Judge, Anti-corruption, Jammu, there are FIRs starting from 1998 onwards under the Prevention of Corruption Act, where challans have not been presented till date. The allegations are of forgery, bribery, misuse of government money, fictitious withdrawals from the treasury, embezzlement of government money, disbursement of loans without proper documents, allotment of works without tendering process, possession of assets disproportionate to known sources of income, fabrication or fictitious bills for the purchases, etc. The allegations of corruption there are allegations under provisions of penal code also in most of the FIRs.

Many of the accused named in the FIRs are government officials. They may be either under suspension or may be getting all benefits despite pendency of criminal cases against them.

There are timelines provided in law for the presentation of the charge sheet, otherwise, an accused is entitled to default bail. Any delay by the Investigating Agency in not completing investigation of the cases registered is seriously impacting the justice delivery system as the guilty are not being brought to court for trial even after decades of registration of cases against them, thus observed the J&K’s top court.

While reasons for the delay could be plenty, the government should ensure the monitoring system for investigations in the FIRs and that there is success in trap cases.

CDS Rawat, wife, 11 military personnel killed in helicopter crash

Prez Kovind, PM Modi, HM Shah, Defence Minister Rajnath express grief

Coonoor: Highly-decorated India’s first Chief of Defence Staff General Bipin Rawat, his wife and 11 other military personnel were on Wednesday killed in a helicopter crash here in Tamil Nadu, sending a wave of sorrow across the country.

The pilot of the ill-fated Mi-17V5 helicopter of the Indian Air Force (IAF) was the lone survivor in the crash that took place in Coonoor valley at around noon when Gen Rawat was on his way to Wellington to deliver a lecture.

According to reports and eyewitness accounts, the helicopter crashed after hitting some trees and burst into flames.

The chopper took off at 11:47 am from Sulur and was heading to Wellington when it crashed at 12:20 am, about 5-10 km and five minutes from the landing site.

The Russia-made two-engine helicopter, considered very stable and safe, split into pieces and the wreckage was scattered on a hillside.

Some of the bodies were charred beyond recognition, officials said, adding that DNA tests would be done to identify them.

Even before the police, fire service, district and revenue officials could reach the accident spot, locals jumped into the rescue act and made all attempts to douse the blaze, which raged for more than an hour as the fuel tank was full.

Local Army units also joined the rescue operation, but 63-year-old Gen Rawat, his wife and 11 others could not be saved.

There was suspense over the fate of the onboard travellers, including Gen Rawat, for nearly six hours before the IAF confirmed the tragic news.

“Around noon today, an IAF Mi 17 V5 helicopter with a crew of 4 members carrying the CDS and 9 other passengers met with a tragic accident near Coonoor, TN,” the IAF tweeted at around 6 pm.

“With deep regret, it has now been ascertained that Gen Bipin Rawat, Mrs Madhulika Rawat and 11 other persons on board have died in the unfortunate accident,” it added.

Gp Capt Varun Singh SC, the pilot of the Russian made chopper and Directing Staff at DSSC, has been hospitalised with 80 per cent burn injuries, and is currently under treatment at Military Hospital, Wellington, the IAF said in another tweet.

Gen Rawat was on a visit to Defence Services Staff College, Wellington (Nilgiri Hills) to address the faculty and student officers of the Staff Course today, an IAF spokesperson said.

The inquiry would be conducted into the mishap, in which the country lost the cream of military, including a Brigadier, a Lt Colonel and commandos responsible for security of the CDS.

Gen Rawat, who took over as the country’s first CDS on January 1, 2020 after the end of his tenure as Army Chief, was a highly-decorated officer, in whom Prime Minister Narendra Modi reposed special faith.

He was a key architect of major military operations carried out by India in the recent times, including the surgical strike at terror camps in September 2016 across the Line of Control (LoC) in Pakistan-administered Jammu and Kashmir as well as the cross-border air strike at terror camp in Pakistan’s Balakote in February 2019.

The surgical strike and the air strike were in response to major attacks planned in Pakistan and carried out in Jammu and Kashmir.

A series of meetings were held through the day as the reports of the chopper crash sent the defence establishment into a tizzy.

Earlier in the day, Defence Minister Rajnath Singh briefed the Prime Minister. Singh was briefed on the crash by Army chief MM Naravane at the South Block.

The Cabinet Committee on Security met in New Delhi in the evening and condoled the deaths.

As soon as the tragic news was confirmed, condolences poured in from all quarters.

President Ram Nath Kovind, the Supreme Commander of Armed forces, termed it as “painful”.

“It’s deeply painful for me to learn of the loss of lives in the chopper crash. I join the fellow citizens in paying tributes to each of those who died while performing their duty. My heartfelt condolences to the bereaved families.

“I am shocked and anguished over the untimely demise of Gen. Bipin Rawat and his wife, Madhulika ji. The nation has lost one of its bravest sons. His four decades of selfless service to the motherland was marked by exceptional gallantry and heroism. My condolences to his family” he tweeted.

PM Narendra Modi called Gen Rawat a “true patriot” and said, “I am deeply anguished by the helicopter crash in Tamil Nadu in which we have lost Gen Bipin Rawat, his wife and other personnel of the Armed Forces. They served India with utmost diligence. My thoughts are with the bereaved families”. Defence Minister Rajnath Singh, while condoling the demise, said it was an “irreparable loss” to the armed forces and the country.

“Deeply anguished by the sudden demise of Chief of Defence Staff Gen Bipin Rawat, his wife and 11 other Armed Forces personnel in an extremely unfortunate helicopter accident today in Tamil Nadu,” Singh tweeted.

“His untimely death is an irreparable loss to our Armed Forces and the country,” he added.

Home Minister Amit Shah called it a “very sad day for the nation”.

“He was one of the bravest soldiers, who has served the motherland with utmost devotion. His exemplary contributions & commitment cannot be put into words. I am deeply pained,” Shah tweeted.

“I also express my deepest condolences on the sad demise of Mrs Madhulika Rawat and 11 other Armed Forces personnel. My thoughts are with the bereaved families. May God give them the strength to bear this tragic loss. Praying for the speedy recovery of Gp Capt Varun Singh,” Shah added.

“Deeply shocked at tragic demise of CDS General Bipin Rawat and his wife. We worked closely together in the last few years. It is a huge loss to the nation,” Minister of External Affairs S Jaishankar tweeted.

Tamil Nadu Chief Minister MK Stalin, accompanied by senior ministers, Chief Secretary V Irai Anbu and TN DGP C Sylendra Babu left for Coimbatore by air.

Stalin was expected to land in Coimbatore and will reach Coonoor by road to inspect the crash site.

Singh also chaired a meeting of key defence officials before visiting the New Delhi residence of Gen Rawat.

The site of the crash is five km from Coonoor bus stand–a down slide leading to the valley on the left of the bus stand. It is a thick forested area and accessibility is very difficult, said eyewitnesses, adding that one of the blades hit a tree following which the chopper crashed and exploded.

One of the eyewitnesses, a resident of Katteri, said he came rushing out after hearing a loud sound. “I ran out and saw the chopper plunging steeply into the valley below, before it hit a tree and crashed,” he said.

“As the fire was huge, we couldn’t approach (the site),” he said.

Stalin tweeted: “I am deeply shocked and disheartened on hearing the army chopper with CDS General Bipin Rawat and 13 others has met with an accident near Coonoor. I’ve instructed the local administration to provide all the help needed in rescue operations even as I’m rushing to the spot.”

He also directed the district administration to provide the best of treatment to the injured and speed up rescue and relief works at the accident spot.

A 15-member special team from Indian Army was rushed to Coonoor earlier in the day to speed up the relief and rescue works earlier.

District officials throughout the rescue operation refused to divulge the condition of the rescued to stem any kind of misinformation.

The CDS’ wife and President of Army Wives Welfare Association Madhulika Rawat, along with Defence Assistant, security commandos and Indian Air Force personnel, were onboard the chopper. (UNI)

‘Rawat served Army for 43 years’

New Delhi: After 43 years in service, Chief of Defence Staff General Bipin Rawat (63) was tasked with making the Indian military modern and capable of dealing with any emerging security challenges on the Northern or Western borders.

Unfortunately, his life was cut short after a tragic chopper crash on Wednesday in the Nilgiri Hills in Tamil Nadu killed Rawat, his wife and 11 others onboard the ill-fated helicopter.

General Rawat took charge as India’s first Chief of Defence Staff on January 1, 2020. The position was created to integrate the three services — Army, Navy and Air Force. The CDS is mandated to facilitate integration, ensure best economical use of resources allocated to the armed forces and bring uniformity in the procurement procedure.

As CDS, General Rawat was also the Principal Military Advisor to the Defence Minister on all tri-services matters.

Later, he was also appointed as the head of the newly-created Department of Military Affairs.

On December 17, 2016, the government had appointed him as the 27th Chief of the Army Staff. He took charge on December 31, 2016, after the retirement of General Dalbir Singh Suhag.

He had assured the government that the Army, Navy and Air Force will work as a team and the CDS will ensure integration among the three forces.

He played a key role in ensuring optimum utilisation of allocated budget, ushering more synergy in procurement, training and operations of the services through joint planning and integration.

He facilitated indigenisation of weapons and equipment to the maximum extent possible while formulating the overall defence acquisition plan for the three services.

When he took over as Chief of Defence Staff, General Rawat vowed to work to create more synergy among the three services.

“The CDS is mandated to facilitate integration, ensure best economical use of resources allocated to the armed forces and bring uniformity in the procurement procedure. I want to assure you that the Army, Navy and Air Force will work as a team and the CDS will ensure integration among these,” he had said.

Before being appointed as the CDS, he had served as Indian Army chief for three years.

He was an alumnus of National Defence Academy, Defence Services Staff College, Wellington, and National Defence College. He also attended the Command and General Staff Course at Fort Leavenworth in the US.

During his distinguished career in the Army, General Rawat commanded an infantry battalion along the Line of Actual Control in the Eastern Sector, a Rashtriya Rifles Sector, an infantry division in the Kashmir Valley and a Corps in the Northeast.

General Rawat had also commanded a Multinational Brigade in the Democratic Republic of Congo.

As an Army Commander, he commanded a theatre of operations along the Western Front and was appointed the Vice Chief of the Army Staff before assuming office of Chief of Army Staff.

During the span of 43 years in the Army, General Rawat has been awarded several gallantry and distinguished service awards. (IANS)
