Grenade hurled at Sgr PCR, no damage caused

Srinagar: Militants hurled a grenade on Monday at the police control room (PCR) in Srinagar city but it exploded without causing any damage.

Police sources said militants hurled a grenade at the 6th India Reserve Battalion at the PCR in Batmaloo area of Srinagar.

“The grenade exploded without causing any damage. The area has been surrounded for searches,” a source said.

On Sunday, a civilian and a policeman were injured when militants hurled a grenade at a party of the security forces in Safa Kadal area of Srinagar. (IANS)

Chairs meeting, reviews Police functioning

Jammu: To review the overall functioning of J&K Police on different fronts and to work out agenda & goals for the year ahead, Director General of Police (DGP) Dilbag Singh Monday chaired a high level meeting of police officers here at PHQ.

Preparations of Republic Day 2022 were also reviewed during the meeting, a police spokesman said in a statement issued here.

Spl. DG Crime J&K A.K Choudhary, ADGsP S.D Singh Jamwal. T. Namgyal, M. K. Sinha, IGP (CIV) PHQ, Alok Kumar, AIsG of PHQ attended the meeting at PHQ, while Spl. DG CID R.R Swain, ADGP Armed SJM. Gillani, IGP Kashmir Vijay Kumar, all range, unit and wing heads attended the meeting through video conferencing.

Addressing the meeting, the DGP said that organizing fortnightly meetings of Unit/wing heads with PHQ officers are aimed to address the issues which come in our way on a routine basis.

The DGP directed the officers to submit their proposals so that work of improving/upgrading the accommodation, logistics and other facilities for cops and officers are completed or provided on a fast track basis.  He said that the proposals received by PHQ have been acted on.

Singh said that “from community policing to national highway/city, security grid and counter militancy we have to act responsibly and in a planned manner to achieve the desired results.”

He said that every technicality of investigation should be taken into account while investigating the crimes like NDPS, UAPA, militancy and other crimes of special nature. He added that elements involved in notorious crimes must be booked under PSA. He directed for following the COVID protocol and stressed for continuing the work with more passion and zest.

Referring to the recent Jammu zone review meeting in which the performance of 2021 was analyzed and the plans and strategies were prepared for 2022, the DGP said that all units and wings of Jammu and Kashmir Police should set their targets for 2022.

The DGP stressed on making the strategies and plans to fight crime in more effective and progressive manner. The DGP said that goals for disposal of crime cases etc have been prepared and would be communicated with all field formations in a couple of days adding that “we have to systematize and prioritize our work in a better manner.”

He directed for conducting the crime review meetings at District, range and zonal levels on fortnight or monthly basis to review the progress of investigations and added that crime supervision is highly important for better results.

Singh appreciated the field officers for mounting pressure on militants and achieving huge success in the beginning of the year and stressed for continuing anti-militancy operations with more commitment.

He directed the officers for formulating a comprehensive security grid and deployment mechanism for consolidating peace. He stressed for strengthening the city/highway nakas as also the border security grid.

Referring to the nefarious and concocted stories being circulated on social media by Pak sponsored agencies, the DGP stressed for taking the concrete steps to deal with these propaganda mechanization.

The DGP emphasized on monitoring and dealing with the challenges like radicalization and recruitment of locals more purposefully and efficiently.

With regard to the Republic day arrangement, the DGP said that all the security arrangements have to be made for forthcoming Republic day celebrations. He said that well coordinated surveillance systems must be ensured to undo nefarious plans of the enemies of peace.

The senior officers representing different wings/units gave their suggestions for improving the quality of policing. The officers representing different units/districts apprised the DGP regarding their requirements and also briefed about the measures formulated to enhance the efficiency on different policing fronts.

3 killed, one injured in Rajouri accident

Rajouri: At least three persons were killed while another was injured in a road accident at Khawas Tehsil of Rajouri district.

The accident occurred in Bhila village when a tipper vehicle bearing registration number JK11A-6087 fell into a roadside gorge.

Four people, including the driver, were traveling in the car.

Three people, including the driver, died on the spot and one was seriously injured.

The deceased have been identified as Vikram Sharma son of Sham Lal resident of Dilhori, Shaukat Ali son of Fateh Muhammad resident of Jaglano and Satveer sharma resident of Kanchi while the injured have been identified as Ratan Lal son of Dev Raj resident of Dilhori.

The injured has been shifted to PHC Khawas where he is undergoing treatment.

MeT predicts light snowfall in plains tonight

LMVs to ply towards Jammu on highway today

Srinagar: As Kashmir parts received fresh snowfall today, the local Meteorological department (MeT) here has predicted light snowfall in Kashmir tonight and another two-day wet spell from January 21.

Officials in the MeT said that a feeble Western Disturbance is affecting Jammu and Kashmir at present and subsequently, there is a possibility of light snowfall in plains of Kashmir and light to moderate snowfall over higher reaches of J&K and Ladakh during January 17 night and 18th.

“Another spell of light to moderate snow in J&K is likely during January 21-22. There is no forecast of any major rain/snow till ending January in both the Union Territories,” MeT officials said.

Meanwhile, as per the traffic advisory for tomorrow, the officials said that subject to fair weather and better road conditions LMVs (Passenger)/ private cars shall be allowed from Srinagar towards Jammu (strictly one way) on Jammu-Srinagar highway.

It said that TCU Srinagar shall liaise with TCU Ramban before releasing the traffic.

However, the officials said that some of the roads including Mughal Road, Srinagar-Sonamarg-Gumri Road and Kishtwar-Sinthan Road shall continue to remain closed for vehicular movement in view of snow accumulation. (KNO)

Soldier dies in Rajwara Handwara

Srinagar: A 26-year-old soldier in Yamrad Rajwar in Handwara died after he was hospitalised for vomiting this afternoon, officials said.

Lance Naik Sachin, the officials, said, was found unconscious at unit location of 21 RR, following vomiting. He was moved to Military Hospital and after around 45 minutes he was subsequently declared dead, they said.

The deceased, they said, belonged to Alipur Gurugram in Haryana. (GNS)

Suspension of OPD at JVC Bemina: Residents, shopkeepers stage protest

Srinagar: The residents and shopkeepers from Bemina area of Srinagar on Monday staged a protest at Press Enclave here, demanding resumption of Put-patient Department (OPD) services at JVC hospital in the locality.

The protesters said “Despite having 90% vacancy of beds available at 500 bed Khonmoh hospital, the authorities stopped OPD services at JVC hospital, causing problems to the patients especially the pregnant women.”

“We demand the resumption of OPD services at JVC hospital as per the orders issued by the Director Health Services, Kashmir,” they said.

We appeal Lieutenant Governor led administration, Director Health and other concerned authorities to ensure the resumption of OPD services at JVC hospital, they said. (KNO)

Maintain peaceful environment: SSP B’pora

Srinagar: In view of the upcoming Republic Day celebrations, Senior Superintendent of Police (SSP) Bandipora Mohammad Zahid Monday chaired a joint security review meeting at DPL Bandipora.

A police spokesman said that the meeting was attended by COs of Army, CAPF, ASP Bandipora SDPOs, SHOs and other senior officers of police and intelligence units.

On the occasion, SSP Bandipora was briefed by the participating officers about the overall security scenarios and measures being adopted to counter the challenges in their respective areas.

SSP Bandipora directed all the jurisdictional officers to remain extra-vigilant, strengthen nakas/checkpoints and generate actionable intelligence so that the nefarious designs of anti-national elements will be thwarted. The meeting was also addressed by senior officers of Army and CAPF.

SSP Bandipora also urged upon the officers to intensify patrolling and surveillance/domination of their respective areas to avert any untoward incident.

He also appreciated the efforts of Police and other security agencies for maintaining stability in the district and emphasised upon them to maintain synergy and better coordination with one another at ground level to maintain the peaceful environment and security in the district.

Govt terminates services of 4 more absent teachers

Srinagar: The government has ordered termination of services of four more teachers for unauthorized absence.

According to an order issued by the Directorate of School Education Kashmir, services of Ashaq Parvez Mir of Kupwara, Mohammad Saleem Dar of district Budgam, Shazia Shafeeq, Teacher, HS Gundishath, Kupwara and Fatima Jameel, teacher, HS Padshahibagh, Srinagar have been terminated.

According to the order government has invoked Article 113 of J&K Civil Service Rules (Volume I) of 1956 and Rule 30(VII) of J&KCCA rules 1956 for their removal from government services.

As per the order, Ashaq Parvez Mir, Teacher,  UPS  Kachree,  Kupwara remained un-authorizedly absent from duties from 06 May 2012 and “despite providing of enough opportunities to resume his duties by the Drawing & Disbursing officer concerned neither he responded the notices nor resumed his duties.”

According to order, the teacher was again provided opportunities on 06 July 2021 (through a joint show cause notice) and was asked to present himself before the Directorate along with statement of defense within 07 days failing which action as warranted under rules shall be initiated against him without serving any further notice.

The issue was placed before the Designated Committee in its meeting held on 11/12/2021 and after examining the case, the committee took the decision to process for termination under Article-113 J&K CSR of 1956.

“Now, therefore, pursuant to the decision of the committee, Mr. Ashaq Parvez Mir, Teacher, UPS Kachree, Kupwara is hereby removed from the Government service in terms of Article 113 of J&K Civil Services Rules (Volume I) of 1956 and Rule 30(V11) of J&KCCA rules 1956”, stated the order.

The termination order issued to Mohammad Saleem Dar, Teacher, GMS Aripanthan, Budgam states that he applied for six month leave along with station leave permission for completion of his Ph.D programme but in anticipation of sanction of leave/station leave permission he left the station and as such remained absent from his legitimate duties from 27 March 2015. The incumbent was provided opportunities by the DO concerned to resume his duties which he failed to avail, the order reads.

Likewise, Shazia Shafeeq, Teacher, HS Gundishath, Kupwara has been removed from the Government service in terms of Article 113 of J&K Civil Services Rules (Volume I) of 1956 and Rule 30(VII) of J&KCCA rules 1956.

In a similar order government also ordered the removal of Mtr. Fatima Jameel, HS Padshahibagh, Srinagar from the government services after she was found un-authorizedly absent from her legitimate duties from 1 March 2016.

As per the order she was provided enough opportunities to resume her duties by the Drawing & Disbursing officer concerned neither she responded the notices nor resumed her duties.

Chargesheet produced against militant aide in Kulgam: Police

Kulgam: Police has produced chargesheet under UAPA case before NIA court against an alleged militant associate in connection with a case, registered nearly three months ago, regarding fleeing of two militants who were killed since then, police said on Monday.

Police produced the Chargesheet before NIA court Anantnag within “stipulated time”, a police spokesman said.

He said that 26 September 2020, some unknown militants fired indiscriminately upon policemen near police station Behibagh. “However active police personnel retaliated effectively, but (militants), taking advantage of darkness and with the help of their (militant) associate fled from the spot,” he said.

Regarding the incident, he said, a case (FIR No. 03/20) under section 7/25, 27 A Act, 13, 16, 18, 20, 23 UAPA was registered in police station Behibagh and investigation was set into motion.

“During the course of investigation of the instant case, it came to surface that two (militants) of LeT namely Amir Ahmad Mir and Amir Manzoor Ganie (both neutralized since) were involved in the act,” he said, adding, “Further investigation revealed the involvement of one (militant) associate namely Suhail Ahmad in the commission of the instant case.”

With “strenuous efforts”, the spokesman said the militant associate was arrested and from his possession “illegal arms and ammunition along with other incriminating material was recovered.” Details of arms and ammunition have not been given.

“Investigation of the case was carried out in a professional manner and all evidences including digital evidence were collected by the Investigation team and on 15 January 2022 the chargesheet of the case was produced before NIA court Anantnag,” he said.

Avoid mobiles, use desktop/laptop for virtual hearings, SC to lawyers

New Delhi: The Supreme Court on Monday issued a notice urging lawyers to avoid joining virtual hearing through a mobile phone, and instead use a laptop or desktop with a stable Internet connection.

The notice said: “All advocates and party-in-person are requested to join the cisco webex application for joining the court hearings through video conference (VC) via a desktop /laptop with a stable internet connectivity, preferably wired, to avoid any disruption in the court proceedings and inconvenience to the judges. Please avoid joining the VC hearings through a mobile phone.”

The notice issued urged the lawyers to join the VC through a single device, laptop or desktop, and they should use a headset-enabled microphone and audio system.

Earlier during the day, a bench headed by Chief Justice N.V. Ramana had expressed unhappiness at lawyers appearing for virtual hearings through their mobile phones – where they were either barely audible or not visible.

The bench, also comprising Justices A.S. Bopanna and Hima Kohli, had to adjourn the hearings in as many as 10 cases listed due to disruptions from lawyers’ end.

The bench queried a lawyer: “Mr. counsel, you are now practising in the Supreme Court and appear regularly…. Can’t you afford a desktop to argue.”

During the hearing in another matter, the bench expressed its discontent on poor internet connectivity at the lawyer’s end. It remarked: “We have no energy to hear cases like this… Please devise a system by which we can hear you.”
