Kashmir parts receive fresh snowfall, rains

MeT predicts another wet spell from Jan 22

Srinagar: Parts of the Kashmir Valley including the upper reaches on Wednesday received fresh snowfall while the plains were lashed by rains, disrupting normal life.

The upper reaches of north Kashmir include Kupwara, Baramulla, Tangmarg and the ski resort of Gulmarg.

Kokernag in south Kashmir and Shopian besides Baflaiz on the Mughal road also received snow. Snow also fell in Pahalgam, Sonamarg and the Pir Panjal mountain range.

Srinagar and its adjoining areas were lashed by rains. The weather office forecast a fresh spell of rain and snow over the weekend but ruled out any major wet weather till the end of this month.

The MeT office predicted light rains and snow at scattered places in Jammu and Kashmir on January 22-23.

Meanwhile, Srinagar recorded a low of 2.7 degrees Celsius against 1.1 degrees the previous day. Gulmarg in north Kashmir settled at minus 6 degrees Celsius for a second consecutive day. Pahalgam in south Kashmir saw a low of minus 1.9 degrees Celsius, against minus  0.7 degree a day earlier.

The temperature at Kupwara was 1.2 degrees Celsius, at Leh in Ladakh minus 11.4 degrees and at Kargil 11.6 degrees. Drass recorded a low of minus 19.2 degrees Celsius. (UNI)

Srinagar to Jammu traffic on highway today

Srinagar: Jammu-Srinagar highway, the only surface link connecting Kashmir Valley with the outside world, shall remain open for only one-way traffic on Thursday, officials said here.

“Commuters are advised not to travel on the highway without confirming the status of road from traffic control unit Jammu or Ramban or Srinagar in view of the inclement weather prediction issued by MeT department,” a traffic department official here said.

“However, tomorrow (Thursday), subject to fair weather and better road condition LMVs (Passenger) / private cars shall be allowed from Srinagar towards Jammu (strictly one way) on Jammu-Srinagar highway,” the official said. TCU Srinagar shall liaise with TCU Ramban before releasing the traffic, he said.

He said cut off for LMVs and private cars from NAVYUG Tunnel (Qazigund side) is 0800 hours to 1200 hours “subject to change depending on the road position then.” “No vehicle shall be allowed before and after cut off timings,” he said.

Regarding HMVs and load carriers, he said, they shall be allowed from NAVYUG Tunnel (Qazigund) towards Jammu after the tail of down LMVs crosses NAVYUG Tunnel.

Meanwhile, Mughal Road, connecting Shopian with Poonch and Rajouri districts, remained closed for vehicular movement in view of snow accumulation at Peer Ki Gali.

Also, Srinagar-Sonamarg-Gumri road remained shut for vehicular movement in view of snow accumulation on Zoji la axis and has been closed till further orders. Kishtwar-Sinthan road also remained closed in view of snow accumulation, the traffic department official said.

JKSSB to conduct tests of Covid-19 positive job aspirants on Jan 24

Srinagar: Jammu and Kashmir Service Selection Board on Wednesday asked aspirants appearing in various forthcoming exams, who have tested covid positive, to submit their admit cards and other necessary documents alongside requisite RT-PCR report by or before January 21, 2022.

The Recruitment Board is holding Computer-based Tests for the post(s) of Junior Assistant, Cadrex Clerk, Cashier, Jr Assistant /Computer-cum-Jr Assistant/l Clerk/Store Attendant and Welfare Organizer, UT Cadre, Divisional Cadres and various Districts, advertised vide Advertisement Notification Nos 04, 05, 06 and 07 of 2020 and 01, 02 and 03 of 2021 with effect from January 20 up to January 24, 2022.

In a notification the Board said it received representations from candidates that they have been reported positive for COVID-19 and are unable to appear in the aforesaid CBT on the scheduled date(s) and many COVID negative candidates/aspirants also have shown apprehensions of contracting the infection, in case their CBT examination is held alongwith COVID-19 positive candidates.

“JKSSB examined all such representations and after taking into consideration all relevant aspects including prevailing COVID-19 situation and applicable guidelines notified by the State Disaster Management Authority in relation thereto, deemed it appropriate and reasonable to provide due opportunity to all such candidates who have tested positive for COVID-19, without posing any danger to health of other candidates”, reads the notification as per GNS.

“Now, therefore, in view of the above, all such candidates who are scheduled to appear in the Computer Based Written Test (CBT), for the post of Junior Assistant/ Cadrex Clerk, Cashier, Assistant /Computer-cum-Jr. Assistant/Clerk/Store Attendant and Welfare Organizer and have been reported/ tested positive for COVID-19, are hereby directed to submit their admit cards alongwith necessary documents including requisite RT-PCR report, through online mode on e-mail ID [email protected] by or before 21.01.2022 upto 2:00 PM the enabling JKSSB to take suitable action in the matter. The proof /RT-PCR report submitted by the candidate(s) shall be verified from the concerned authorities in the Health Department. It is further notified that the CBT examination of those candidates who have tested positive for COVID-19 shall be held on 24.01.2022, after following all protocols/SOPs laid down in this behalf”, it reads.

“The candidates are advised to submit the representations alongwith RT-PCR report and admit card through the mail [email protected] only. Any candidate who will furnish false/fictitious RT-PCR report/wrong information shall be liable for cancellation of candidature without any notice. No request shall be entertained after the stipulated time frame”, it concluded.

CRPF man hangs self to death in Humhama

Srinagar: A CRPF trooper hanged himself to death in Humhama in central Kashmir’s Budgam district on Wednesday evening, officials said.

They said that Bharat Bhai of 43 Battalion, resident of Gujarat, was found hanging at RTC Covid centre.

“However it could not be immediately ascertained as to what led the trooper to take the extreme step”, they added. (GNS)

DHSK visits Covid-19 dedicated maternity hospital Chanpora

Srinagar: Director Health Services Kashmir (DHSK), Dr Mushtaq Ahmad Rather on Thursday visited dedicated Covid-19 maternity hospital Chanpora and took stock of all the facilities being provided to the patients.

A spokesperson of the Directorate of Health Services Kashmir said the director visited the Chanpora which has been especially dedicated for maternity services.

He inspected all the sections of the hospital including the x-ray section, theatre, general wards, and took stock of Covid-19 arrangements for better patient care services.

The director also interacted with patients and said the administration is fully geared and has made all the arrangements especially for maternity care in hospitals.

On the occasion, Dr Mushtaq said that the health facility will be upgraded and will cater to Covid-19 patients of Pulwama, Srinagar and Budgam district.

He said that staff for the same will be pooled from these districts. Pertinently, at the dedicated Covid-19 facility, around 15 Covid-19 positive patients are admitted in the hospital and are undergoing treatment.

On the occasion, Dr Mushtaq said that maternity services are an important part as this point of time and we need to keep facilities for maternity care so that pregnant women, who are Covid-19 positive, do not face any kind of difficulty.

He was accompanied by various officers and officials of the health departments. (GNS)

SMC mobilises enforcement wings, demolition squads to deal with illegal constructions

Srinagar: Authorities on Wednesday said that Srinagar Municipal Corporation (SMC) will utilize its all Enforcement Wing and Demolition Squads to ensure no illegal construction is spared.

It has been learnt that the mayor of Srinagar, Junaid Azim Mattu said in a meeting regarding pertaining to ban on illegal construction.

Mattu said, “State of the art-technology and machines to be operationalized to demolish illegal/unauthorized concrete buildings. This is another first for SMC. Every single unauthorized construction will be demolished.”

“SMC will for the first time ever fully and adequately equip its Enforcement Wing and Demolition Squads to ensure no illegal construction is spared. Have sought a holistic project report to be conceptualized by our Mech Wing within two weeks – to be proposed to the HUDD,” he said.

Mattu further said, “We are also ensuring that all Demolition Squad Members (transferred to other wings) are returned to demolition squad. 4 squads of 10 members each to be stationed in each city zone with independent conveyance and equipment. All members have full safety equipment.”

“There is going to be zero tolerance for illegal constructions. If any official/public representative is found involved in any such malpractice – prompt action will be initiated. And the building will be demolished. Please don’t violate the law. Apply for permissions,” he said. (KNO)

Women in Jammu’s Bhaga village realise true potential of Self Help Groups during pandemic

In Bhaga village in Jammu and Kashmirs Reasi district, 17-year-old Shilpa Singh has taken it upon herself to earn for her family after the coronavirus pandemic washed out her father Mangal Singhs job.

“When the pandemic hit the country, several labourer families like ours were left in the lurch as our fathers, who until then were the lone breadwinners of our families, lost their jobs,” she said.

To avoid a financial crisis at home, she decided to become a member of the local self-help group (SHG). “And I’m happy that the income from the products sold by the self-help groups sustained my family in the pandemic,” Singh said.

These SHGs that have given hope to several women today, did not have many takers before 2019. Women from Bhaga village did not work outside their homes and instead depended on their husbands for almost all their requirements.

The scenario changed in January 2019 when Kashmir Administrative Services (KAS) officer, Indu Kanwal Chib, who was posted as the then deputy commissioner Reasi, intervened. She gently coaxed the women to join Jammu and Kashmir State Rural Livelihood Mission (JKSRLM) — a programme aimed at alleviating poverty in the Union Territory — to earn a guaranteed monthly income and afford a better life.

When the Bhaga women joined the self-help groups under JKSRLM in 2019, they had no inkling of the mission. “Following a brief about the initiative and a recollection of success stories by then deputy commissioner, we dared to start by making lentil papads. And this continued for several months,” Jyoti Sharma, a self-help group member said.

Initially, money was hard to come by. Sharma said that a woman earned about Rs 25 per day by making and selling papads to shopkeepers. That made for a monthly income of Rs 750.

The coronavirus pandemic, however, changed their fortunes.

‘Pandemic brought in more work opportunities’

Two months after the first wave of the coronavirus pandemic hit the country, the women from Bhaga self-help group were approached by Chib with an offer — making face masks for the district administration.

“Since most of our village women were already adept in tailoring, we accepted the offer,” Sharma said, adding, “To meet our targets, hundreds of women self-help groups worked day in and day out to prepare and provide one lakh masks to the district administration.”

The women in Bhaga sold a mask for Rs 20 and ended up earning Rs 2 crores within 2-3 months. “With this, the average monthly income of an SHG member rose to Rs 4,500-5,000 during those months,” claimed Sharma.

Current Deputy Commissioner of Reasi, Charandeep Singh, said that the average income of some individuals from the SHG amounts to Rs 7,000-8,000 per month.

Singh said that the traditional craft materials made by Reasi women SHGs have been listed as “success stories” under the Atmanirbhar Bharat mission by the Ministry of Rural Development, Government of India. “And this is a major achievement for our women self-help groups,” the officer said.

A better life

According to the director of the JKSRLM, Dr Syed Sehrish Asgar, there are 48,423 women self-help groups that provide livelihood opportunities for 4,16,037 women in the Union Territory currently. In Reasi town alone, 15,402 women are associated with 1,854 self-help groups.

Arif Mohammad, the professional resource person of JKSRLM in Bhaga, said there are 125 women self-help groups only in his cluster — the Prerna Mahila Cluster Level Federation. Around 1,200 women work in these groups.

The SHGs in Bhaga village also make various products like jute bags, traditional ornaments, paper plates, disposable leaf plates and bowls, teddy bears, spices, pickles, embroidery items, masks, cheese, kaladi (traditional cheese) and sandals among others.

The JKSRLM in collaboration with other government departments conduct exhibitions throughout the Union Territory and sell the products made by these SHGs.

As far as other marketing avenues are concerned, the deputy commissioner of Reasi, Charandeep Singh, said that his administration has opened sales outlets for some units while commercial websites are also being designed to help the women sell their products online.

For instance, to benefit pickle manufacturing SHGs from Reasi, an outlet has been opened in Pouni area of the district. Around 500 hoteliers in Katra and other areas near the Katra-Shiv Khori shrine have been requested to purchase pickles exclusively from these outlets by women SHGs.

For other traditional items like Chabhari, Bina (made using wild grass), he said, “At our request, the Katra hoteliers have agreed to present these traditional crafts as souvenirs to the visiting tourists and guests.” The hoteliers, according to him, have been carrying a retail display of these products made by the women SHGs.

“Meetings with e-commerce giants like Amazon are also underway to help the women SHGs market their products online,” Singh added. “My administration is also planning to sell the products made by women self-help groups through some websites that would be named after them.”

Approved in 2017, Girls hostels in J&K awaits completion: CAG

Srinagar: In Jammu and Kashmir, the executing agencies have failed to complete the construction of Girls Hostels that were approved by the Government of India (GoI) in the year 2017, reveals a report of Comptroller and Auditor General (CAG).

It has been leant that the CAG in the report has said, “The Department of Higher Education, Government of Jammu and Kashmir submitted a proposal in October-2016 for Construction of Seven Girls Hostels in Government Degree Colleges (GDCs).”

“This was approved in March-2017 under the Prime Minister’s Development Package (PMDP) by the Government of India (GoI) for a total project cost of Rs 50 Crores,” CAG said.

It states that the works of the project were technically vetted by the Development Commissioner (Works) for Rs 48.41 Crore and the period for completion was eight months (February 2018) from the date of issue of authorization order.

“The assistance from the GoI, through the University Grants Commission (UGC) was 100 percent of the approved cost, subject to the condition that expenditure over and above the allocation by UGC was to be met by the Institutions from their own resources,” reads the CAG report.

CAG said that out of the seven Girls Hostels to be constructed, five girls’ hostels in GDCs were selected for test check in audit.

“As seen from the records and photographs, out of the five tests checked Girls Hostels in GDCs where the construction of Hostels was proposed, work of construction of three Girls Hostels was at different stages,” it reads.

It also states that, “In the remaining two Girls Hostels, work had been stopped at plinth level due to lack of specific experience of the executing agencies as well as the knowhow of the new technology being adopted despite incurring (March 2019) an expenditure of  Rs 3.01 Crore.” (KNO)

 

COVID-19 resurgence:  PDCA appeals Govt to allow all diagnostic centres to conduct tests

Srinagar: Amid the surge in Covid-19 cases in Jammu and Kashmir, President Private Diagnostic Centres Association (PDCA) on Wednesday urged authorities to allow all private diagnostic centers in Jammu and Kashmir to conduct rapid antigen and RT-PCR tests.

President of PDCA Umar Dhar said that they are regularly receiving complaints that some private diagnostic centres, hospitals who have been allowed to conduct tests are charging different rates.

Dhar said that they are also receiving complaints that some centres are conducting RAT only but are charging rates as per RT-PCR tests which is neither acceptable nor warranted under pandemic situations.

He added that as positivity rates are increasing with each passing day and people are getting reports of tests very late, in such conditions the government must allow all private diagnostic centres to conduct RAT and RT-PCR.

Dhar said that the government must publish rates for such tests so that rate uniformity will be maintained and action will be taken against anyone who will be charging more.

“Such move will help in providing all facilities to the public at door stop at affordable rates besides that it will crush the highhandedness of private hospitals who are charging more,” he said.

“I would request the authorities at the helm of affairs to grant approval to our suggestion to have uniformity of rates and allow testing hassle free at door steps,” Dhar said. (KNO)

Absence of bridge irk Batapora villagers

Ganderbal: The residents of Batapora Kalas-Pati village of Rayil in Kangan area of Ganderbal district are facing immense hardships due to absence of a bridge over Nallah Sindh

Residents of Pathribal,Balti Mohalla and Theekhri Mohalla said everyday they walk over a makeshift wooden bridge to cross the Nallah Sindh to reach the nearest market.

“The only wish of the people in the area is better road communication – a bridge over the Nallah Sindh – as it will end one of their major problems,” locals said.

A local villager said it becomes extremely difficult for the people to cross the Nallah Sindh, which swells up during the rainy and winter season.

Locals disclosed that every year, they construct a temporary bridge over the stream but during the rainy and winter season the gushing waters wash away the bridge, leaving people with no option to cross the Nallah Sindh.

“During rains and winter season the area remains cut off from the rest of the Ganderbal district,” they said.

The residents said that several people over the years have lost their lives due to lack of a connecting link, as they could not get timely medical attention.

“Had there been a bridge, several people would have survived,” they said, adding “only we know how we risk our lives every time we cross the Nallah Sindh during the winter season.”

Locals appealed Lieutenant Governor and Deputy Commissioner Ganderbal to look into the matter. (KNO)
