Winter Olympics: Neeraj Chopra urges India to support skier Arif Khan

New Delhi:  Olympic gold medallist Neeraj Chopra has urged every Indian to support alpine skier Mohammad Arif Khan, country’s sole representative at 2022 Winter Olympics, scheduled to be held from February 4-20 in Beijing.

Chopra, who won the javelin throw gold medal at Tokyo Olympics last year, to become only the second Indian after shooter Abhinav Bindra to win an individual gold medal at the Summer Games, is aware of the importance of fans’ support at big-ticket events like the Olympics and wants Arif to have the same sort of support he did.

Arif Khan, who hails from Jammu and Kashmir, is the first-ever Indian athlete to directly qualify for two different events at a single edition of the Winter Games. He will be competing in the giant slalom event on February 13 and slalom on February 16 at the Xiaohaituo Alpine Skiing Field.

“I want to thank all my countrymen who supported Indian athletes at the Tokyo Olympics. Beijing 2022 is starting and I want to request everyone to support us in Beijing as much as you did in Tokyo,” Neeraj told Olympics.com.

“Our very own Arif Khan has qualified for the Beijing 2022 Winter Olympics. I want to congratulate him and just tell him to give it your all for your country at Beijing,” he added.

The 24-year-old Chopra also extended his best to every athlete competing at the Winter Games in China.

“I hope you have an incredible experience at the Games. Stay focused, enjoy yourselves and have fun representing your countries at the Games,” he said.

2 held as black marketing of Kerosene oil foiled in Kulgam: Police

Srinagar: Jammu and Kashmir police on Thursday claimed to have foiled an illegal business (hoarding/ black marketing) of Kerosene oil and arrested two persons involved in the commission of crime in Kulgam district.

A police spokesman in a statement said that during the night intervening of February 01-02, police party of Police Station Yaripora at a checkpoint established at Badroo and a vehicle (load carrier) bearing registration number JK18A-8652 with two persons onboard was intercepted.

They have been identified as Mohammed Yousf Teli, son of Ghulam Ahmed Teli and Mushtaq Ahmed Lone, son of Ghulam Hassan Lone—both residents of Munnad Goffen.

During checking, officers were able to recover 350 litres of illegally acquired Kerosene oil which they were transporting for hoarding and black marketing, police said, adding that both the accused persons have been arrested and shifted to police station where they remain in custody.

“Recovered Kerosene oil & vehicle used in the commission of crime have also been seized,” police said, adding that accordingly, a case under FIR number 04/2022   under relevant sections of law was registered in Police Station Yaripora and investigation in the matter has been initiated.

Meanwhile, police urged the people to share information regarding black marketing, hoarding etc in their areas, so that strict legal action under law will be initiated against the accused.

8-yr-old boy killed in hit and run case in Kupwara

Srinagar: An eight-year-old boy was killed in a hit and run case in Maidanpora area of Kupwara district of north Kashmir on Thursday, official sources said.

They said the boy Adhar Khan (8) son of irshad Ahmad Khan of Batpora Hayhama who was presently at maternal uncle’s home at Maidanpora Lolab was hit by an unknown eco vehicle and got seriously injured.

He was immediately rushed to SDH Sogam for treatment where doctors declared him brought dead on the arrival. A police official said that a case has been registered and investigation taken up. (GNS)

Pedestrian Safety

In India, 23483 people were killed in accidents. 17.83 per cent share is pedestrian fatalities.  In Jammu and Kashmir, many pedestrians are also killed or injured.  Road traffic is often chaotic in Jammu and Kashmir. Several places, more so in cities, have acquired unsustainable levels of vehicle population and face the consequences in the form of traffic gridlocks.

Footpaths are more often the not non-existent, at places not constructed properly and maintained or callously encroached upon. Action from authorities is lacking. Pavements are regularly taken up for parking and while footpaths remain encroached upon.

As per the government, no study on why pedestrian deaths happen has been conducted. Generally, the government says, such deaths occur due to pedestrians not following norms laid down for walking along roads or trying to cross roads during traffic. Accidents also occur due to over-speeding vehicles.

There is a need to educate people. The Ministry says it implements a scheme for undertaking publicity measures and awareness campaigns on road safety to create awareness among road users through the electronic media, print media, NGOs etc. More steps need to be taken for awareness so that people are acquainted with the dangers. This ought to be a regular measure than its observance of Road Safety Month or Week every year for spreading awareness and strengthening road safety.

The provisions of pedestrian facilities have been specified in the IRC: 103 “Guidelines for Pedestrian Facilities”. Ministry of Road Transport and Highways issued a circular on 17 June 2015 wherein guidelines for pedestrian facilities on national highways for persons have been stipulated. There is provision of Median railing of adequate height to discourage the pedestrian to cross the road at the vulnerable locations in the urban areas. The ministry has also issued detailed guidelines (IRC 99-2018) for traffic calming measures, in which various traffic measures such as rumble strip, Speed Bumps, Speed Table or Raised Pedestrian Crossing, Road Narrowing, Central Islands etc are provided either on National Highways or adjoining road meeting with a National Highways.

The government needs to bring local residents, vendors and businessmen onboard to ensure good pedestrian walkways that are accessible to all including aged and disabled persons.

There is also a need for strong policing which reduces the risk for vulnerable road users such as pedestrians and two-wheeler riders. The riders must be compelled to wear helmets. People indulging in over-speeding should be discouraged and concerned official agencies must take lead even as society has a role to play.

Jammu: To meet the increased appetite for housing in Srinagar city and give a push to the housing sector, the Administrative Council (AC), which met under the chairmanship of Lieutenant Governor, Manoj Sinha, approved the transfer of land measuring 2318 Kanal 08 Marla in 07 villages at 17 locations in Srinagar and Budgam districts, free of cost in favour of Housing & Urban Development Department for construction of Housing Colonies.

The construction of the Housing Colony Project will play a very important role in the economic, industrial, social, and cultural development of Jammu and Kashmir. It will provide direct employment to skilled/unskilled labour as well as indirect employment to local vendors and youth, besides ensuring the development of local areas to meet the rising housing demand.

Accordingly, the Srinagar Development Authority (SDA) and J&K Housing Board (JKHB) have been assigned the task of finalizing the type designs and other modalities of these projects with a special focus on developing affordable housing on these land parcels.

Recently, during Real Estate Summit-2022, decisions were taken to develop housing stocks in both the capital cities of Srinagar and Jammu.

50% waiver on Passenger Tax approved

Jammu: In a significant move, the Administrative Council (AC), which met under the chairmanship of Lieutenant Governor, Manoj Sinha, approved the waiver/exemption of fifty percent (50%) of Passenger Tax chargeable on various vehicles from 1st April, 2020 to 31st March, 2021.

The decision will address the genuine demand of the operators of commercial transport who have suffered losses on account of COVID-19 induced nation-wide lockdown and restrictions leading to non-operationalization of the public transport.

For owners of commercial vehicles, who have already deposited the passenger tax for aforesaid period in full, the excess amount paid thereof by them shall be adjusted against the liability accrued or accruable in the next financial year i.e for the time period of 1st April, 2021 to 31st March, 2022.

64 new posts created in DISCOMs, JKTPO

Jammu: The Administrative Council (AC) which met here under the chairmanship of the Lieutenant Governor, Manoj Sinha, approved the strengthening of Corporations under the administrative control of the Power Development Department by creating various posts in view of the unbundling of the Department.

AC sanctioned the creation of 64 posts at various levels in the J&K Power Transmission Corporation Ltd. (9), J&K Power Corporation Ltd. (16), Kashmir Power Distribution Corporation Ltd. (18), and Jammu Power Distribution Corporation Ltd. (21). These newly created posts include Managing Directors, Executive Directors, Law Officers, Administrative Officers, Secretaries, Account Officers, Public Relations Officers, etc.

Further, the Power Development Department was directed to notify respective Recruitment Rules at the earliest to speed up recruitment against the new posts.

Additionally, the Administrative Council also approved the creation of 09 posts under different categories in the J&K Trade Promotion Organization (JKTPO), Department of Industries and Commerce. These posts include Managing Director, Financial Advisor/CAO, General Manager (GM) Operations and Administration, Manager (Branding & Marketing/ Exports), Company Secretary, Assistant Manager (Branding & Marketing), Assistant Manager (Exports), Accountant, and Personal Assistant.

The Jammu & Kashmir Trade Promotion Organization is the nodal agency for investment promotion in the Union territory by engaging with various national and international stakeholders and serves as the reference point of the J&K administration. The newly created posts will serve the manpower need of the organization to efficiently address investment-related issues towards boosting industry-led employment generation in Jammu and Kashmir.

Hizb militant killed in Shopian gunfight

Srinagar: A Hizb-ul-Mujahideen militant was killed in a gunfight at Shopian, a day after he shot at and wounded a police officer, officials said.

Umar Ishfaq Malik alias Musa of Bongam Shopian, who was allegedly involved in an attack on an Assistant Sub Inspector of Police on Tuesday, was killed in a gun battle in Nadigam village in Shopian district when joint teams of security forces were carrying out a cordon and a search operation.

“As the joint search party proceeded towards a suspected spot, the hidden militant fired indiscriminately, leading to an encounter,” a police spokesman said. The fighting left the militant dead.

He said Umar Malik was linked to the Hizb.

“The killed militant was a categorized militant and was active since 2020. He was involved in several cases including recent attack on ASI Shabir Ahmad at Amishijipora Shopian while he was returning back from a mosque after offering prayers,” the spokesman said.

Police said the slain militant was also instrumental in motivating youth to join the militant ranks. “Besides, he provided logistic and other support to the militants in the area,” he added.

Police said incriminating materials and arms were recovered from the site of encounter.

This year, the security forces have stepped up anti-militant operations across Kashmir. Last month, 21 militants including some top commanders were killed in gunfights in Kashmir. (UNI)

439 militants killed between Aug-2019 to Jan 2022: MHA

Srinagar: The Ministry of Home Affairs (MHA) Wednesday informed the parliament that in 541 militant incidents a total of 439 militants were killed while 98 civilians and 109 security forces personnel lost their lives between August 05, 2019 to January 2022.

The Ministry of Home Affairs (MHA) was responding to the queries raised in the ongoing session of parliament.

The queries raised include the number of militant incidents in J&K since the abrogation of article 370 and the number of civilians and security forces personnel who have lost their lives.

Responding to the queries, the Minister of State in the Ministry of Home Affairs (MHA) Nityananad Rai responded to the queries saying that during militant incidents no significant public property has been damaged.

In a written reply to the parliament, the MoS said that after the repeal of Article 370 till January 26, 2022, in a total of 541 militant incidents 439 militants were killed.

The Union Minister told the House that a total of 98 civilians and 109 security forces personnel have lost their lives during the same period.

He also stated that during these incidents no significant public property has been damaged. “However, damages to private property of rupees 5.3 crores (Approx) have been asserted,” the MoS said in the written reply. (KNO)

Sgr acid attack: Main accused among 3 arrested in Sgr: Police

Srinagar: Jammu and Kashmir Police on Wednesday said it has arrested the main accused allegedly involved in throwing acid on a girl in the old city. The co -accused in the case and a motor mechanic were also been arrested in the case.

The arrests were made on Tuesday, police said.

The main accused Sajid Altaf Rather, a resident of Buchwara Dalgate had been stalking the girl, police said.

on Tuesday evening, acid was thrown at a-24 -year-old girl in Hawal area of Srinagar injuring her. The girl was taken to hospital for treatment. The incident evoked strong reaction with people seeking immediate arrest of the accused.

A case was registered in Police Station Nowhatta.

A Special Investigation Team with SP North Raja Zuhaib- as Chairman and Sub Divisional Police Officer Khanyar, Station House Officer Nowhatta, SHO Safakadal and SHO Women Police Station as members was immediately constituted by the Senior Superintendent of Police Srinagar to probe the heinous crime. .

“During the initial field investigations and technical analysis, the name of one suspect came up which led to the apprehension of the main accused namely Sajid Altaf Rather . SIT arrested this main accused as his role came into prominence,” a police statement said.

“During the initial questioning, it came out that this accused was having interest in the girl and since she had rejected his engagement proposal, he had been stalking her. The arrested accused had taken note of the timings of the girl long before this attack,” he said.

The accused, police said, used to work in a medical shop and on Tuesday evening, he took a break from work and went on a Scooty towards the place where the girl used to work alongwith a co-accused Momin Nazir Sheikh of Mehjoornagar.

“On Victim’s way back home in the late evening, she was followed and acid was thrown on her and afterwards the accused ran away and went back to his shop. This second accused was also arrested when more evidence in case came up,” police said.

The scooty used in the commissioning of this heinous crime was also seized by Police.

“The accused had purchased the acid  from one of his knowns Mohammad Saleem of Padshai Bagh, a motor mechanic who works at international motors near Durga nath near Dal Gate area. This third accused person has also been arrested for his further examination,” he said.

Legal Process was also initiated for sealing this workshop as one of its employees had sold acidic material in violation of Supreme Court guidelines.

This shop was sealed following due procedure by the Executive Magistrate.
