Jammu: Chief Secretary, Dr. Arun Kumar Mehta Monday chaired a meeting to review the functioning of the Tribal Affairs Department.

The Administrative Secretary, Tribal Affairs Department, Director Tribal Affairs Department, and concerned officers of the Department participated in the meeting.

The Chief Secretary was apprised about the outcome of the first-ever survey of the transhumant population in Jammu and Kashmir which has captured various socio-economic indicators of this segment of population.

It was informed that the Tribal Affairs Department has taken various flagship initiatives during 2021-22 for the welfare of the beneficiaries with a focus on implementation of Forest Rights Act, tribal tourist villages scheme, cluster tribal model villages, tribal health plans, and transit facilities.

The Chief Secretary was apprised about the deficient mobile/internet connectivity and limited availability of health facilities at higher pastures and dhoks. The Chief Secretary directed the Department to ensure mobile and internet coverage of all tribal habitations, besides, establishment of teleconsultation medical facilities specifically in dhoks; within 6 months. It was further directed that the local youth is provided with adequate first-aid training to tackle emergency situations, besides ensuring primary health care facilities at base camps, in consultation with the National Health Mission.

Under the Integrated Village Development Scheme, the Tribal Affairs Department is undertaking various projects to improve the parameters of health and nutrition, drinking water and sanitation, education, livelihood, electricity supply, road connectivity, and mobile and internet connectivity; in the tribal habitations.

Dr. Mehta emphasized on holistic development of the community and directed initiation of slew of measures to be accomplished in a time-bound manner. It was decided that intensive efforts will be undertaken for saturation of aadhaar cards, golden health cards, bank accounts, besides ensuring vaccinations of livestock.

The Department was also given the target of doubling income of the tribal population by focusing on integrated development of wool, milk, and forest-based industries. The Department was further asked to complete the pending FRA cases within three months and ensure the formulation of TSP by all departments within one week.

The Chief Secretary was also apprised about the pilot project to assist the bi-annual tribal transhumance in Jammu and Kashmir by providing dedicated vehicular transportation facilities. The Chief Secretary directed broadening the scope of the project by facilitating the migration preferably through national highway in vehicular mode.

The Department was also asked to establish a tribal helpline number and ensure completion of all 08 transit accommodations by July 2022 with 02 to be completed by the end this financial year.

Moreover, Dr. Mehta impressed upon the Department to prioritize skilling of tribal youth through the network of youth clubs and asked Mission Youth to exclusively provide gainful employment opportunities to the eligible youth from tribal areas for which Rs. 10 crores will be specifically earmarked. The Department was also asked to promote tourism in tribal areas by roping in various stakeholders.

To promote education among the targeted population, the Department is establishing Eklavya Model Residential Schools in Anantnag, Kulgam, Gurez, Kotranka, Rajouri and Mendhar which will commence operations from April 2022.

On the occasion, the Chief Secretary also launched the departmental scholarship portal for streamlining the disbursement of scholarships to tribal students. With the launch of the portal, Rs. 12 crore were disbursed to the eligible beneficiaries though DBT by the Chief Secretary. The Department is providing scholarships to more than 2.02 lakh students from the tribal community.

10 drug peddlers held across Kashmir: Police

2 detained under PIT NDPS Act

Srinagar: Jammu and Kashmir Police on Monday claimed to have arrested 10 drug peddlers across Kashmir valley and recovered psychotropic, contraband substances from their possession.

Besides two notorious drug peddlers have been detained under preventive detention under PIT NDPS Act in Kulgam, a police spokesman said.

In Sopore, a police party of Police Post Watergam under the supervision of SDPO Rafiabad and SHO PS Dangiwacha at a checkpoint established at Ladoora crossing intercepted and arrested a suspicious person identified as Mehraj ud Din Bhat son of Ghulam Hassan Bhat resident of Ladoora Rafiabad. During checking, officers were able to recover 169 banned capsules from his possession.

In Awantipora, officers from Police Post Reshipora at a checking point established at Kawani Crossing intercepted and arrested a suspicious person identified as Gulzar Ahmad Ganie son of Gh Mohd Ganie resident of Bra Bandina. On checking, officers were able to recover 3Kgs of grinded cannabis (concealed in a nylon bag) from his possession.

In Handwara, officers from Police Post Chogal at a checking point established at Chogal intercepted and arrested a suspicious person identified as Farooq Ahmad Teli son of Gh Qadir resident of Maidan Chogal. On checking, officers were able to recover 205 grams of charas from his possession. He has been arrested and shifted to police station where he remains in custody. In another action, officers at a checking point established at Watayeen on Sopore-Kupwara highway intercepted and arrested a suspicious person identified as Fayaz Ahmad Mir son of Gh Rasool resident of Drugmulla Kupwara. During checking officers were able to recover 2Kgs of charas from his possession.

Similarly, Police in Baramulla at various checkpoints established across the district under the supervision of senior officers have arrested 05 drug peddlers. They have been identified as Rafiq Ahmad Mir resident of Chekthanpora Chanpora Tangmarg, Humayun Tariq & Abid Hamid both residents of Nowshera Baramulla, Javid Ahmad Ganie resident of Bachi Trikanjan Boniyar & Arshid Ahmad Mugal resident of Salamabad Uri. Among the arrested drug peddlers, two each have been arrested in the jurisdiction of PS Bonyar & PS Uri while another has been arrested in the jurisdiction of PS Tangmarg. Contraband substances including 113 grams of charas & 85 grams of Herion have been recovered from their possession.

In Kulgam, on a specific input, a Police Party from Police Station Qazigund conducted a raid at specific location (residential house) in village Sesman Danjan, Qazigund. During checking, officers were able to recover 25Kgs of Poppy straw from the residential house and arrested the accused person identified as Nisar Ahmad Dar son of Ab Rehman Dar resident of Sesman Damjan Qazigund.

All the accused have been shifted to respective PS where they remain in custody. Accordingly, cases under relevant sections of law stands registered at respective police stations and investigation have been taken up.

Besides, Police in its recent action against drug dealings in Kulgam, booked 02 notorious drug peddlers under preventive detention under PIT NDPS Act through the orders issued by Divisional Commissioner Kashmir. They have been identified as Ali Mohammad Mir son of Late Ghulam Hassan Mir resident of Mir Mohalla DH Pora and Azaz Ahmed Wani son of Abdul Rehman Wani resident of Wanigund Khudwani. They have been detained under the provisions of Narcotic Drugs and Psychotropic Substance Act for their repeatedly involvement in Drug peddling and have been lodged in Central Jail Kot Bhalwal Jammu.

Meanwhile, police appealed people to come forward with any information regarding drug peddlers in their neighbourhood. “Persons found indulging in drug peddling will be dealt with as per law. Our consistent actions against drug peddlers should reassure the community members that we are making efforts to keep our society free from the scourge of drug menace,” police said.

2 residential houses, shop damaged in twin blazes

Srinagar: At least two residential houses and a shop were damaged in separate fire incidents in central Kashmir’s Srinagar district.

Reports said that a residential house in Dachigam belonging to one Mohammad Sultan Wadoo son of Habibullah Wadoo caught fire this afternoon. The residential house suffered substantial damage in the incident, destroying property worth lakhs of rupees. The fire was contained after hectic efforts by the Fire and Emergency Department.

Part of a residential house was also damaged in a fire incident at Noorbagh in Palpora area.

Earlier in the day, a shop caught fire in Habba Kadal due to short circuit. The Fire and Emergency Service Department personnel reached the spot and doused the raging fire in a highly congested locality.

The locals in the area have hailed the efforts of Fire and Emergency Service Department personnel in containing the fire. (GNS)

Covid-19: J&K reports 104 fresh cases, one death

Srinagar: Jammu and Kashmir reported 104 fresh Covid-19 cases in the last 24 hours even as one person succumbed to the virus in the last 24 hours, officials said on Monday.

They said 85 of the fresh cases were reported from Jammu Division and 19 from Kashmir Division, taking the overall tally to 452410.

Giving district wise details, the officials said that Srinagar reported 12 cases, Baramulla 4, Budgam 0, Pulwama 0, Kupwara 1, Anantnag 2, Bandipora 0, Ganderbal 0, Kulgam 0, Shopian 0, Jammu 13, Udhampur 12, Rajouri 2, Doda 29, Kathua 3, Samba 1, Kishtwar 24, Poonch 0, Ramban 1 and Reasi 0.

There was one death from Kashmir in the last 24 hours, they said. So far 4747 persons have succumbed to the virus—2324 in Jammu and 2423 in Kashmir.

Besides, they said, 360 Covid-19 patients—173 from Jammu and 187 from Valley— recovered during the time. So far 445971 people have recovered, leaving the active case tally at 1692— 942 in Jammu and 750 in Kashmir.

They said there was no new confirmed case of mucormycosis (black fungus) reported today. So far 51 black fungus cases have been confirmed in J&K, the officials said. They also informed that 19691 doses of covid-19 vaccine were administered during the time in J&K. (GNS)

KPDCL launches drive against defaulters

Srinagar: The Kashmir Power distribution Corporation Limited (KPDCL) has decided to disconnect the power connection of the consumers whose outstanding electricity tariff is pending for more than three months.

Talking to a local news gathering agency, Chief Engineer of KPDCL, Aijaz Ahmad Dar, said that a drive on the instructions of Managing Director KPDCL has been launched to act against the consumers whose outstanding is pending since long.

“We have already started a process in this regard and those whose outstanding is pending for more than three months for the past over three months will face the disconnection of power connection,” he said.

All the defaulters will face the action, he said.

However, he added that those who have not paid their electricity bills from the last one month or a two will be exempted.

Aim of sports event to prevent youth from militancy: DIG NKR

Sumbal: Deputy Inspector General  of Police(DIG), North Kashmir Range Udaya Bhaskar on Monday said that the sports programme conducted by Jammu and Kashmir police is to prevent youth from joining militancy and other unlawful activities.

“More sports activities and tournaments will be organised to keep the youth away from militancy, drugs and other unlawful activities across north Kashmir,” the DIG north Kashmir said, on the sidelines of the spring sports festival being held at Sumbal, as per the news agency—Kashmir News Observer (KNO).

“The main purpose of the spring sports festival programme under which we have started the volleyball tournament in Sumbal today is to protect the youth from joining militancy and to keep them away from drugs,” Bhaskar said.

“We will engage and encourage youth in sports activities for the well-being of their mental and physical health,” he said, adding the overall situation across north Kashmir is so peaceful while anti- militancy operations are being carried out. “For development, peace is very important so I hope that peace will continue,” he said.

About drugs, the DIG said that the police are keeping a close eye on drug peddlers and at the same time, we are implementing legal action also. He requested parents to pay attention to these things and inform the police to eliminate it. (KNO)

PDD to revise electricity schedule by Mar 01

Srinagar: As the weather conditions have started to improve in the Valley, the Kashmir Power Distribution Corporation Limited (KPDCL) has decided to announce revised electricity schedules in the Valley after March 01.

Chief Engineer, Aijaz Ahmad Dar, said that there is no change in the power schedule as of now. However, he said that the revised schedule will be announced after March 01.

Pertinently, the power department issues a curtailment schedule during winters as the electricity demand goes high due to the bone-chilling cold.

Unlike previous years, the 40-day harshest period, chila-i-kalan, didn’t witness any major snowfall this year.

Notably, a local weatherman here has predicted rain as well as snowfall on February 22-23.

Sources within the KPDCL said that the demand of power during the day has decreased manifold due to rise in temperature. However, they said that the demand increases in the morning and evening hours only in the last couple of days. (KNO)

PDP holds public outreach in Zadibal

Srinagar: Peoples Democratic Party (PDP) on Sunday held its first public outreach programme in Shawl Bagh area of Zadibal here.

The outreach programme was led by PDP District president Srinagar Haji Parvez State Secretaries Hameed Kohseen, Ghulam Mohiduin Wachi and Party’s Youth State Secretary Arif Laigaroo.

Several other leaders participated in the programme.

Speaking to the gathering, Haji Parvez the party would fight election with full confidence. He urged the people of Zadibal constituency to participate in the elections.

Hameed Kohseen condemned the bloodshed and said that dialogue is the only way forward.

Meanwhile, Arif Laigaroo said that PDP will never betray the people and will represent the aspirations of people.

He cautioned the people against the conspiracies which he said are being hatched to divide and rule. “There is strength in unity and those who conspire should be given befitting reply,” he urged.

Zonal President Muhammad Shafi Bhat and Asif Wangnoo assured the people that they will be carrying more interactions with the people of Zadibal constituency.

4 years on, GDC Qazigund lacks infra for Science, Commerce streams

Students suffer, forced to travel long distances for education

Anantnag: The sanctioning of Government Degree College (GDC) to Qazigund in 2019 has failed to provide any major relief to the students as the authorities in the last four years have not been to ensure infrastructure for Science and Commerce streams, leaving the students to lurch at large.

In 2019, when the government sanctioned a degree college to Qazigund, the students of the area had a sigh of relief, hoping that their agonies to travel long distances to pursue higher education would now come to an end.

However, four years have elapsed students aspiring to take up medical subjects still have to seek admissions in Degree College Khanabal as the Degree College offers admission in arts stream only.

Due to the non-availability of land for the construction of the college in the area, the higher education department took over the building of the ‘Gate way of Kashmir’ belonging to the tourism department and started academic activities in 2019.

The college at present has three batches with nearly 300 students on rolls.

However, scores of people of the area who spoke to Precious Kashmir and said that the College has only Arts streams available, thus forcing all the students intending to take up medical streams to seek admission in GDC Anantnag, 22 kms from Qazigund.

“When College was sanctioned to the area, we had hoped that it would put an end to the agonies of our children to cover long distances to pursue bachelors. But it has failed to serve the purpose as the College does not have medical and commerce subjects,” said a local, Abdul Rashid, whose son is pursuing B.Sc at GDC Khanabal.

Sources in the College said that the institute does not qualify for the medical stream for its poor infrastructure.

“University grants permission for starting medical stream on the basis of required infrastructure which the college remains devoid of. Besides the college has not enough accommodation for accommodating students of other streams as the building from which it functions had been designed on the basis of tourism activities,” an official said.

Precious Kashmir spoke to principal of the College, Muhammad Maqbool Ilahi, who also cited the poor resources as the reasons for the College not having other streams other than arts.

“Given the space and other infrastructure available, the college cannot accommodate students from medical and other streams,” the Principal said.

He, however, said that another building block is coming up in the premises of the College and it will be only after the completion of the building, the College may be granted permission for the introducing medical subjects.

“Once the building comes up, we may establish the science laboratories and other facilities required for teaching science subjects,” Principal said.

Back To School

Schools have reopened in some parts of Jammu and Kashmir. In other parts including Kashmir Valley, the schools are reopening after February 28.  The news that children are going to school is most welcome, more so in Jammu and Kashmir. It is almost after more than 31 months that children have, or will be in school.

The schools have remained closed in Jammu and Kashmir, more than in any part of India or globe. While the pandemic forced the closure of educational institutions in mid-March in 2020 when the virus was declared a pandemic around the world, the schools, colleges and universities had reopened after seven-month closure in the wake of the revocation of Article 370 in August 2019.

Even when reopened, attendance at educational institutions remained voluntary as the guidelines by the government of India specify that parents can decide what their wards should do. Most parents gave consent and school resumption seemed uninterrupted until covid-19 announced an unpleasant return.

Educationists and NGOs have been voicing concerns on far-reaching and deadly implications on the future of youngsters. Amid fast fading 3rd wave of the covid-19 pandemic, all this has naturally added to the concern of the people and authorities to reopen schools.

Online education can never replace offline education and this fact stands proved beyond doubt. The Lieutenant governor has rightly emphasized on the ensuring enabling environment while underling that education and health form the very important areas of responsibility for the administration. In his monthly radio program, the lieutenant governor said that the education in the post-Covid phase had to prioritize health and “now, with the (covid-19) cases on decline, opening of schools and creation of Happiness Zones, we are aiming to facilitate an interactive environment that was missing in the online mode of classes.”

After ensuring an ‘enabling’ environment, the administration should also devote time and energy in bringing children from underprivileged households into school. The pandemic-forced disturbances have caused economic distress among many people and in-turn has led to an increase in dropout rate of students from unprivileged sections of the society.  Improving the school system in terms of size, infrastructure, access, quality and affordability for all calls for extra efforts and all measures from manpower to availability of funds need to be made available.
