11 officers promoted, M N Tiwari posted as IGP CID

Srinagar: Jammu and Kashmir government on Friday ordered promotion of eleven police officers and five of them have been elevated to the grade of Super Time Scale (Level-14). The government also posted Mahendra Nath Tiwari (IPS) as IGP CID J&K.

According to an government order, those promoted to Super Time Scale- (ii)-IG (Level-14) of the Pay Matrix include Uttam Chand (IPS) with effect from 01.01.2020, on proforma basis, on reversion to the parent cadre; Vidhi Kumar Birdi (IPS) with effect from 01.01.2021 – on proforma basis; Keshav Ram Chaurasia (IPS) with effect from 01.01.2021 on proforma basis; Atul Kumar Goel (IPS) with effect from 01.01.2022 and Bhim Sen Tuti (IPS)  with effect from 01.01.2022 with “drawl of officiating pay from the date”.

Three IPS officers of 2008 batch have been promoted to the grade of Super Time Scale-(i) DIG (Level-13A in the Pay Matrix), with effect from 01.01.2022. They include Tejinder Singh (on proforma basis), Abdul Jabbar and Udayabhaskar Billa, as per the order.

Three officers of 2009 batch have been placed in the Selection Grade of IPS (Level-13 in the Pay Matrix) with effect from 01.01.2022.

They include Imtiaz Ismail Parray, Shailendra Kumar Mishra (on proforma basis) and Rahul Malik (on proforma basis.)

Meanwhile, the government posted Mahendra Nath Tiwari (IPS), awaiting orders of posting, as IGP CID J&K against an available vacancy, according to a separate order.

The government as per a separate order also ordered that Reyaz Ahmad Darzi, incharge Deputy Director Prosecution Anantnag/Kulgam/Shopian shall also hold the charge of the post of Deputy Director Prosecution Pulwama and Budgam in addition to his own duties till further orders.

2 JKAS officers transferred

Srinagar: Government on Friday ordered transfer of two JKAS officers in the interest of administration.

Ghanshyam Singh (JKAS), awaiting orders of adjustment in the General Administration Department, has been posted as Regional Transport Officer, Jammu.

Dhananter ingh, JKAS, Regional Transport Officer, Jammu, is transferred and posted as Additional Secretary to the Government, Department of Forest, Ecology and Environment, reads a government order.

 

NIA files supplementary chargesheet against 2 ISIS militants

New Delhi: The National Investigation Agency (NIA) on Friday filed a supplementary chargesheet against two accused, Afshan Parvaiz Jarabi and Tawheed Latief Sofi, both residents of Srinagar, J&K, before the Special NIA Court in Delhi under sections 120B, 124A, 153A of the IPC & Section 18, 38, 39 of the UA(P) Act.

The case was registered by the NIA in 2021 regarding a conspiracy hatched by proscribed terrorist organization Islamic State of Iraq and Syria (ISIS) to radicalize and recruit impressionable Muslim youth in India to wage jihad against the Indian state.

In order to execute its nefarious plans, an organized campaign was launched in cyberspace supplemented by on ground militant financing activities. The case was registered against cyber entity Qasim Khurasani and his associates.

Earlier, a chargesheet was filed against four ISIS militants in this case on 6 January, 2022.

“Afshan Parvaiz is a key ISIS operative and a close associate of chargesheeted accused Umar Nisar. He was also associated with Af-Pak based ISIS operatives and was actively involved in recruitment for the ISIS. After the arrest of Umar Nisar he was appointed as head of ISIS activities in India and was handling the media as well as ground activities of ISIS. He was actively disseminating ISIS propaganda material through various online platforms,” said a senior NIA official.

The other accused Tawheed Latief Sofi was also a close associate of previously chargesheeted accused persons Umar Nisar and Jufri Jawhar Damudi. He was involved in content editing and poster creation for ISIS propaganda magazine, Voice of Hind and had also carried out a recee of Hindu temples, government buildings including police stations to carry out subversive acts. (IANS)

 

Small initiatives lead to development of villages: PM

New Delhi: Prime Minister Narendra Modi on Friday suggested small and effective tips to the panchayati raj representatives of Gujarat to ensure holistic development of villages.

Addressing Gujarat Panchayat Mahasammelan in Ahmedabad, the Prime Minister said that the entire village populace should get together and think about the development of their village. The event was attended by panchayati raj representatives from all over the State.

Modi advised the representatives to celebrate the birthday or the foundation day of their school. By way of it, he advised to clean campus and classes of the school and to take up good activities for the school.

As the country celebrates Azadi Ka Amrut Mahotsav till August 23, the PM suggested to take out 75 Prabhatferi (morning processions) in the villages during this period. “The villages should create a small forest planting 75 trees in commemoration of 75 years of Indian independence,” the PM said.

“There should be at least 75 farmers in each village who adopt natural way of farming. The mother earth should get rid of the poison of fertilizers and chemicals,” the PM said adding that 75 farm ponds should be made to conserve the rain water so that underground water level rises and it helps in summer days.

The PM also advised to ensure that not a single cattle is left unvaccinated so as to save them from the foot and mouth disease. The Prime Minister also appealed to adopt LED bulbs for saving electricity in Panchayat house and in streets as well.

He also said that retired government employees should be mobilized in the village and the village birthday should be celebrated in which people gather and discuss the welfare issues.

Modi advised the panchayat members to ensure that there is no drop out in school and no child is left un-admitted either in school or in Anganvadi as per their eligibility.

He also appreciated the spirit of farmers during the Corona period saying “our small farmers ensured there was no shortage of food.” Gujarat has three tier Panchayati Raj structure, with 33 district panchayats, 248 taluka panchayats and over 14,500 gram panchayats. (UNI)

Ukraine opens 12 news evacuation corridors

Kyiv: Ukraine has organised 12 new evacuation corridors, said President Volodymyr Zelensky said in a video address from the streets of Kyiv on Friday.

He said cargo with food and medication is on the way to the cities and towns of Izyum, Enerhodar, Volnovakha, Polohy, Bucha, Hostomel, Borodyanka, Andriivka, Mykulychi Makariv, Kozarovychi and Mariupol, CNN reported.

He further said that the military have “ensured a ceasefire for these humanitarian corridors to work” but if Russia starts “firing again and disrupts the rescues of people they will receive a response from the world.”

“The kind of response that they will need humanitarian care corridors themselves,” Zelensky said.

His comments after the humanitarian corridors from Mariupol and Volnovakha were repeatedly blocked by Russia despite calling ceasefire. In the video address, he also called for more sanctions against Russia as humanitarian catastrophe have become synonymous with Russian Federation.

“If this continues, then sanctions packages against Russia are not enough, and I expect — we are already working on this today — new sanctions from our partners. Russia must pay for this terrible war, pay daily. “A humanitarian catastrophe are two words that have become fully synonymous with the other two words, the Russian Federation,” he added.

Meanwhile, Ukraine has accused Russia of firing at Belarusian village from Ukrainian air space.

The Guardian quoted Ukraine’s Air Force Command as saying in an online statement, “This is a PROVOCATION! The goal is to involve the Armed Forces of the Republic of Belarus in the war with Ukraine! “We officially declare: the Ukrainian military has not planned and does not plan to take any aggressive action against the Republic of Belarus.” (UNI) 

 

FFRC allows Pvt schools to hike transportation charges by 12 % only

Srinagar:The Committee for Fixation and Regulation of Fee of Private Schools of Jammu and Kashmir (FFRC) on Friday allows Private School Management to hike transportation fee by only 12 percent.

According to the official details, FFRC has accordingly directed the Private school managements to increase the transportation fee by 12 percent which was being paid by the students availing transport facility in October-2019 in winter zone and Feb- 2020 in summer Zone.

“This hike will be operative from the date of re-opening of schools vide orders supra,” it reads.

FFRC said that with the reopening of schools various complaints were received and are being received by the committee alleging that the private schools have made huge increase in transport fee.

“It is also alleged that the private school managements are demanding payment of advance transport fee either for full session or 50 percent of total fee. The schools also seek an undertaking from the parents regarding advance payment of fee,” reads the statement of FFRC.

FFRC said that the matter was placed before the committee in its meeting and is was decided that, “As a temporary measure and till such time final decision is taken, the school managements shall make 12 percent hike on transport fee which was being paid by the students availing transport facility in October-2019 in winter zone and Feb- 2020 in summer zone.”

It was also resolved that no private school shall seek any undertaking from parents or the students for advance tuition fee and transport fee. “The practice is illegal and shall not be allowed.”

The Committee accordingly directed that no school shall seek any type of undertaking from the parents or the students for advance payment of tuition fee, transport fee or any other fee.

“However the parents are at liberty to pay the fee monthly or quarterly,” FFRC said. (KNO)

 

Snowfall Aftermath: JKPTCL to enhance number of electricity towers at vulnerable spots

Srinagar: In order to prevent the losses due to snowfall, the government has decided to enhance the number of towers at a number of places across Kashmir.

Sources privy to the development said that after the damage caused due to the recent snowfall on February 23-24, the Jammu Kashmir Power Transmission Corporation Limited (JKPTCL) has decided to enhance the number of electricity towers at vulnerable places.

“It has been observed that the existing towers are far from each other and thus the snowfall increases the weight burden on the transmission lines due to which the towers get damaged,” an official said.

He added that in the recent snowfall, the towers got damaged as the lines couldn’t bear the weight of the snow, thus the JKPTCL after consulting the Engineers have come up with an option to enhance the number of towers that will reduce the weight and ensure the safety in the future.

Pertinently, nine towers across Kashmir got damaged in the recent snowfall, triggering power paucity in Kashmir parts especially in South Kashmir’s Kulgam district where electricity remained affected for four consecutive days.

Earlier, it was reported that JKPTCL is mulling to come up with snow zone towers to prevent the damage to the power infrastructure during the inclement weather conditions.

The snow zone towers is in addition to the enhancement of the already existing towers at vulnerable places across Kashmir, aimed at preventing losses in the future, a top official said, adding that the JKPTCL has taken a series of steps in this regard and will ensure that there is no massive damage to the power infrastructure in the future. (KNO)

Union Minister launches NGDRS in Ladakh

This system will benefit about 22 cr people directly, indirectly: Giriraj Singh

New Delhi: Union Minister of Rural Development and Panchayati Raj, Giriraj Singh Friday launched the National Generic Document Registration System (NGDRS) in Ladakh and Unique Land Parcel Identification Number (ULPIN) in Assam.

Lieutenant Governor of Ladakh, Revenue Minister of Assam and Minister of State for Steel and Rural Development, Faggan Singh Kulaste, Minister of State for Rural Sadhvi Niranjan Jyoti, Minister of State for Panchayati Raj, Kapil Moreshwar Patil were also present through virtual mode.

Singh said that due to technological interventions in Panchayati Raj and land resources, the ease of living will increase a lot. Singh said that the government is contemplating to give a unique Bhu-Aadhaar number (Land Aadhar) to each landmass of the country by linking the SVAMITVA, a flagship scheme of the Ministry of Panchayati Raj and the ULPIN scheme of the Department of Land Resources.

He said that after the introduction of this unique number, corruption and fraud in land matters in the country will become almost zero due to PAN number, Aadhaar number and Bhu-Aadhaar. People will get rid of the hustle and bustle of the revenue offices and court cases will be reduced. He said that having land documents would help people in getting loans from banks.

On the other hand, the government will get more revenue and there will be ease in the implementation of schemes like Pradhan Mantri Kisan Yojana, Pradhan Mantri Fasal Bima Yojana, Fertilizer Subsidy, Disaster Management etc.

He said that due to each land having a unique Bhu-Aadhaar number, it would be easy to spray pesticide using drone technology or to inspect the crop in any particular area under the Crop Insurance Scheme. Drone delivery will also be possible in the remote areas using drone technology.

Giriraj Singh said that due to these technologies, rural economy will get a big boost and employment generation will also be increased.

The Department of Land Resources, Government of India is undertaking the Digital India Land Records Modernization Program specifically to accelerate land related interactions between States/UTs.

The National Generic Document Registration System (NGDRS) and Unique Land Identification Number (ULPIN) system developed under this program have been adopted by various States/UTs.

So far, in Digital India Land Records Modernization Program, out of total 6,56,515 villages under this program, the rights records of 6,11,197 villages have been computerized which is 93.10 percent.

Out of total 1,62,71,742 maps, 1,11,51,408 maps have been digitized which is 68.53 percent. Similarly, out of total 5223 registry offices in the country, 4884 offices have been computerized which is 93.5 percent and out of them 3997 offices have also been connected with revenue offices, so that after the registration of properties, documents are automatically filed in the revenue offices for dismissal.

So far, implementation of National Generic Document Registration System implemented in total 12 states/UTs including Ladakh, which will benefit about 22 crore people directly/indirectly. 30.9 lakh documents have been registered through this system, due to which revenue of more than 16 thousand crores has been received.

Ladakh UT allotted 27 IAS, IPS, IFS posts of AGMUT cadre

Srinagar: As many as 27 posts of the Indian Administrative Service, Indian Police Service and Indian Forest Service of AGMUT cadre will be under the Government of Ladakh Union Territory.

As per details available, the Government of India has allotted 27 posts of AGMUT cadre to Ladakh UT in the prestigious central services.

Of which, 10 posts each have been allotted to two-district UT in IAS and IPS and seven posts  in IFS.

The posts allotted to Ladakh in IAS include advisor to LG (1), Principal Secretary (1), Commissioner Secretary (2), Secretary/divisional commissioner (1), Secretary (2), Deputy Commissioner (2) and Additional Deputy Commissioner (1).

Similarly, 10 posts of IPS of AGMUT cadre will also under the administration of Ladakh UT.

These posts include Additional Director General of Police (1), Inspector General of Police (1), Deputy Inspector General of Police (2), Superintendent of Police (level – 12) (3), Superintendent of Police (level – 11) (3).

According to the documents, seven posts of Indian Forest Service (IFS) have also been allotted to Ladakh administration.

The posts include  Chief Conservator of Forests( 1) Conservator of Forests (General) (1), Conservator of Forests (Wildlife) (1), Deputy Conservator of Forests Leh (Territorial) (1), Deputy Conservator of Forests Kargil (Territorial) (1) Deputy Conservator of Forests (HQ) (1) and Deputy Conservator of Forests (Wildlife) (1). J&K logs 21 fresh Covid-19 cases

Srinagar: Jammu and Kashmir reported 21 fresh Covid-19 cases even as there was no death due to the virus in the last 24 hours, officials said on Wednesday.

They said 12 of the fresh cases were reported from Jammu Division and nine from Kashmir Valley, taking the overall tally to 453403.

Giving district wise details, the officials said that Srinagar reported 4 cases, Baramulla 3, Budgam 0, Pulwama 0, Kupwara 2, Anantnag 0, Bandipora 0, Ganderbal 0, Kulgam 0, Shopian 0, Jammu 5, Udhampur 0, Rajouri 1, Doda 2, Kathua 0, Samba 0, Kishtwar 3, Poonch 0, Ramban 1 and Reasi 0.

There was no death reported in the last 24 hours, they said. So far 4749 persons have succumbed to the virus—2326 in Jammu and 2423 in Kashmir.

Besides, they said, 33 Covid-19 patients—22 from Jammu and 11 from Valley— recovered during the time. So far 448373 people have recovered, leaving the active case tally at 281— 119 in Jammu and 162 in Kashmir.

They said there was no new confirmed case of mucormycosis (black fungus) reported today. So far 51 black fungus cases have been confirmed in J&K, the officials said. They also informed that 12728 doses of covid-19 vaccine were administered during the time in J&K. (GNS)
