Srinagar: Emergency surgeries resumed at Bone and Joint Hospital in Srinagar more than a week after a devastating fire damaged the hospital.

The Valley’s sole orthopaedic hospital was damaged in fire rendering the facility shut for surgeries and admitting new patients. The government had set up orthopaedic facilities for patients in several Kashmir hospitals while only Out Patient Department (OPD) was running in the hospital.

On Monday, Medical Superintendent Bone and Joint hospital Srinagar Dr Mian Suhail confirmed to a local news gathering agency that they have resumed emergency surgeries in the hospital.

According to him, the work for resuming other services including admitting new patients will begin as soon as the restoration work is completed. This includes power supply which got affected as water seeped into junction boxes. (KNO)

Delhi HC seeks Centre’s stand on plea to save Kerala nurse awarded death sentence in Yemen

New Delhi: The Delhi High Court on Monday sought the Central government’s stand on a plea seeking its diplomatic intervention in a case of Kerala nurse Nimisha Priya, who was awarded a death sentence by a Yemeni Court, in connection with the murder of a Yemini citizen five years ago.

During the course of the hearing, counsel appeared for ‘Save Nimisha Priya International Action Council’ pleaded before the High Court to issue direction to the Centre to facilitate negotiations with the family of the victim on behalf of the nurse to save her life by paying the ‘blood money’ — compensation paid by an offender or his kin to the family of the victim — in accordance with the law in Yemen.

Justice V. Kameswar Rao, however, asked, “This happened in Yemen. How does this court have jurisdiction then? How is this maintainable?”

The counsel argued that under the Shariat law, legal heirs can be compensated and in turn, the death sentence can be commuted. “Due to the socio-political situation in Yemen, travel to the Western Asian country is not allowed and there is no way for her family or well-wishers to visit Yemen and pay the ‘blood money’ to secure her release,” the counsel said, seeking a direction to the Central government to facilitate negotiations through proper channels.

Accordingly, the bench asked the stand of the Central government through its counsel.

The hearing into the matter will continue on Tuesday.

“It is learnt from the lawyer who represented her (Nimisha) before the appeal court that the option for ‘blood money’ is kept open by the appeal court. A copy of the judgment is yet to be received and the limitation for appeal before the Supreme Judicial Council is 40 days only. If the appeal before the Supreme Judicial Council is dismissed, execution may take place any time,” the plea read.

It was alleged that Nimisha has been held guilty of murder after she gave sedatives to a man named Talal Abdo Mahdi who “kept her passport and kept her like a slave” in Yemen, the plea said.

It also said the deceased physically and financially abused her and locked away her passport so she could not come back to India. Nimisha and a friend then gave sedatives to the deceased, leading to his death due to overdose.

It also alleged that Mahdi had forged documents to show that he was married to her. She had sought his help to start her own clinic but he cheated on her financially and later started torturing her.

On March 7, a Yemen court had dismissed the appeal of Nimisha in the murder case in which she, along with another person, is the prime accused.

Hailing from Palakkad, Nimisha, a nurse by profession, reached Yemen in 2012 with her husband.

Pink Ball Test: Karunaratne’s century goes in vain as India beat Sri Lanka by 238 runs to win series 2-0

Bengaluru: Dimuth Karunaratne scored his 14th Test century on a difficult pitch but it was not enough to deny India a win by 238 runs on Day three of the second Test at M Chinnaswamy Stadium here on Monday.

With the huge win inside the first two sessions on Day three, the hosts have completed a 2-0 series sweep and pocketed 12 points as part of World Test Championship (WTC) tally.

Karunaratne put up a defiant show against a relentless India bowling attack as Sri Lanka began day three on a positive note. The visitors showed some fight in the start of day’s play as Karunaratne used his feet straightaway to take two boundaries off Ravindra Jadeja through the off-side. Runs began to flow for the visitors’ as Kusal Mendis glanced and lofted Ravichandran Ashwin for boundaries.

Sri Lanka’s aggressive and positive play continued as Mendis swept Jadeja through deep square leg while Karunaratne was lucky in surviving an inner edge off Ashwin. The positivity and decisive attitude in play resulted in Mendis reaching his 12th Test half-century off 57 balls.

The 97-run partnership, highest for Sri Lanka in this series, was broken by Ashwin as Mendis was foxed by drift and dip from round the wicket angle. Mendis danced down the pitch to counter the delivery but the ball went past the outer edge and was stumped from behind by Rishabh Pant.

One brought two for India as Jadeja bowled a quicker delivery to hit Angelo Mathews stumps through the gate. Ashwin then claimed his second wicket of the session as Dhananjaya de Silva was caught at forward short leg, enabling the off-spinner to go past Dale Steyn in the list of leading wicket-takers in Test cricket.

Amidst the wheels coming off Sri Lanka’s resistance, Karunaratne stood tall and brought up his fifty in 92 balls. He then welcomed Mohammed Shami with a four whipped through mid-wicket and danced down the pitch to flick Axar Patel through the same region. Supporting him was Niroshan Dickwella, who has managed to hold fort against a relentless India bowling attack.

Karunaratne began the post-lunch session by using the pace of Patel to lap over leg slip. But Patel bounced back to get Dickwella stumped as the left-hander came down the pitch for a swing across the line but the ball went past outside edge and Pant behind did the rest. Patel took his second wicket of the day as Charith Asalanka flicked straight to leg slip.

After a reverse sweep off Patel took him into the 90s, Karunaratne then played a conventional sweep over square leg for four. He then raised his century by flicking through backward square leg off Jasprit Bumrah, becoming only the third Sri Lanka captain to score a Test hundred in India. Karunaratne followed it up by using Bumrah’s pace to steer a short ball over the slip cordon.

Karunaratne’s resistance ended at 107 as Bumrah got one to come back in and went through his gate to crash into the stumps. In the next over, Ashwin beat Lasith Embuldeniya on the inside edge to trap him lbw in front of stumps.

Bumrah then clean bowled Suranga Lakmal and Vishwa Fernando holed out to mid-off off Ashwin to end Sri Lanka’s innings at 210, their highest total in the two-match series.
Brief scores: India 252 and 303/9 d in 68.5 overs (Shreyas Iyer 67; Praveen Jayawickrama 4/78) beat Sri Lanka 109 and 208 all out in 59.3 overs (Dimuth Karunaratne 107; Kusal Mendis 54; Ravichandran Ashwin 4/55, Jasprit Bumrah 3/23) by 238 runs.

Fire And Safety

Incidences of fire, unfortunately, have increased. All districts of Jammu and Kashmir including Srinagar and Jammu have had a brush with destructive fires recurrently. Sadly several lives were lost. Tragically also, properties worth crores of rupees were reduced to ashes. The public memory seems notoriously short and naturally, there is a shock when some people lose their dwelling and household properties, collected painstakingly for years, to the fire accident.

The frequency increases during winters and just as the season wanes into spring. Every occurrence of fire brings to the fore the problem of adopting an incremental approach to safety. The safety lies in modern technologies and also preparedness. People in general and those at the helm of affairs give goby to both.

There is always negligence on part of people in ignoring among others overloading of the power wire or sockets, or through the use of faulty electrical appliances, electrical room heaters or electric blankets.

People fail to incorporate fire safety measures during construction and installing fire extinguishers, at home and offices.

The burning issues brought to the fore during most fire incidents have remained more or less the same over the years, underscoring that smokescreens are put up to hide the poor standards of firefighting gear.

The Fire and Emergency Services should analyse the recent fire incidents and try to identify the common causes, if not already done. Based on the analysis, a public sensitisation drive can be launched to make people observe the necessary precautions. The department should also provide inputs to the concerned so that such incidents can be stopped by observing certain rules about building houses, laying electric lines and using things like cooking and heating gas.

Unfortunately also, the fire hydrants have vanished or are non-functional at most places. Not only this, the road obstructions are such that fire tenders seldom reach the spot on time causing considerable delays in extinguishing the blaze. The administration needs to put the focus on effective enforcement of the National Building Code and related laws which specify the demarcation of fire zones, restrictions on construction of buildings in each fire zone, classification of buildings based on occupancy, types of building construction according to fire resistance of the structural and non-structural components and other restrictions and requirements necessary to minimize dangers to life from fire, smoke, fumes or panic.

Ukraine Crisis: PM Modi chairs high-level meeting, reviews security preparedness

New Delhi: Prime Minister Narendra Modi on Sunday chaired a high-level meeting to review India’s security preparedness, and the prevailing global scenario in the context of the ongoing conflict between Russia and Ukraine.

The Defence Minister Rajnath Singh, Finance Minister Nirmala Sitharaman, Externalffairs Minister S. Jaishankar, National Security Advisor Ajit Doval, Home Secretary Rajiv Gauba, Foreign Secretary Harsh Vardhan Shringla, and Principal Secretary to the Prime Minister P.K. Mishra attended the high-level meeting.

Prime Minister Modi has chaired several high-level meetings with senior Ministers of the cabinet and officials since Russia launched a military action against Ukraine on February 24 and India began a massive evacuation mission named ‘Operation Ganga’ to airlift stranded Indian nationals, including students.

So far, the government has brought back over 20,000 Indians from the war-torn country, through the neighbouring countries of Ukraine.

On March 11, over 600 Indian students, stuck in northeastern city Sumy, were airlifted to New Delhi using a humanitarian corridor provided by the Ukrainian authority.

These Indian students arrived here on Friday by three flights, including one Indian Air Force’s C-17 globe master under the Operation Ganga.

Sumy located in the north east part of Ukraine and close to the Russian border, came under heavy shelling and bombing by the Russian Army which began its military operation against Ukraine on February 24.

Nearly 700 Indian students were stuck there as it was impossible to get them evacuated under the heavy bombing.

The governments of Russia and Ukraine announced a ceasefire and provided a humanitarian corridor on March 8 after Prime Minister Narendra Modi spoke to the Ukrainian President Volodymyr Zelensky and Russian President Vladimir Putin on March 7 requesting them to provide safe passage to evacuate the remaining Indian nationals stuck in the war-torn Ukraine. (IANS)

Bring back mortal remains of Naveen: PM

New Delhi: Prime Minister Narendra Modi chaired a meeting of Cabinet Committee on Security on Sunday and directed that all possible efforts should be made to bring back the mortal remains of Naveen Shekharappa, who died in Kharkiv, Ukraine, the PMO said.

The 21 year old medical student from Karnataka was standing in the queue for food in Kharkiv when he was killed due to shelling.

The Prime Minister was briefed on the “latest developments” and different aspects of India’s “security preparedness in the border areas” as well as in the maritime and air domain, the PMO added.

“The CCS meeting was held to review India’s security preparedness, and the prevailing global scenario in the context of the ongoing conflict in Ukraine,” the PMO said.

The PM was also briefed on the latest developments in Ukraine, including the details of Operation Ganga to evacuate Indian nationals along with some citizens of India’s neighbouring countries from Ukraine.

The meeting was attended by External Affair Minister S Jaishankar, Defence Minister Rajnath Singh, Finance Minister Nirmala Sitharaman, National Security Advisor Ajit Doval, Foreign Secretary Harsh Vardhan Shringla and others top bureaucrats of the country.

Prime Minister Narendra Modi has chaired a number of meetings to discuss the Ukraine situation and evacuation of stranded Indians from the war hit territories of the country. Russia invaded Ukraine on February 24.

The Indian security establishment has also been concerned over the pending Russian weapon imports, delivery of spare parts and maintenance of the existing ones. It is believed that the Indian Air Force (IAF) postponed India’s major firepower demonstration Exercise Vayu Shakti 2022, scheduled to be held at Pokhran test facility near Bikaner on March 7 in order to preserve its Russian origin reserves given the uncertainty of imports due to the ongoing war in Ukraine and western sanctions.

As many as 148 aircrafts of the IAF were scheduled to take part in the exercise. The decision was taken amid heightened global tensions and Geo-strategic realignment of countries after the start of the Russia Ukraine war. (UNI)

 

MHA likely to review J&K security situation

New Delhi: The Ministry of Home Affairs (MHA) is likely review the security situation in Jammu and Kashmir in the wake of recent attacks on civilians and security personnel, sources said on Sunday.

A CRPF man Mukthar Ahmad, who was home on leave, was killed by militants in Shopian district on Sunday, which was the fourth such attack on security personnel in the last three days.

Ahmad succumbed to his injuries on the way to a hospital.

Shabir Ahmad Mir, a Sarpanch, was shot dead by militants in Kulgam on Friday, while the Sarpanch of Khanmoh Bashir Ahmad Bhat was killed two days prior on the outskirts of Srinagar.

On March 7, two civilians were killed and at least 35 people, including a police official, were injured in a grenade attack Amira Kadal, a busy Sunday street market in Srinagar.

Security has been heightened across the Union Territory, particularly in the Kashmir Valley, while drones are also being used monitor forest areas.

The sources said that the militants have been hiding in the forests after conducting the attacks.

Intelligence agencies have identified “some locations” near Srinagar and Baramula district and a coordinated operation against these militants have already been planned in coordination with the Jammu and Kashmir Police’s Special Operation Group (SOG).

According to the messages intercepted by the intelligence agencies, Pakistan’s Inter-Service Intelligence (ISI) are “annoyed” with the militants in Jammu and Kashmir for not doing “something big” and forcing them to execute a major militant attack on the security forces.

Recently, the Jammu and Kashmir Police recovered a cache of weapons possibly dropped from a drone along the International Border in RS Pura sector. A massive search operation was carried by the SOG.

The cache of weapons comprised two magazines, 70 cartridges, one pistol, three detonators, three remote-controlled IEDs, three bottles of explosives, a bundle of cortex wire, two timer IEDs and six grenades. (IANS)

 

Govt pushes reset of sustainable, participatory development: CS

Reviews development works, directs for developing Kathua as adventure tourist destination

Kathua: Chief Secretary, Dr Arun Kumar Mehta said on Saturday that the government has pushed reset of the sustainable and participatory development by reimagining work ethics/culture for achieving welfare and developmental goals in J&K.

He said that work ethics reset has translated promise into performance, as typified by a spike in completion rate of developmental works and near saturation of social security schemes in J&K.

The chief secretary said despite stricter financial regime, around 50000 works will be completed this year.

He said completion of such a large number of works has busted the myth that a tighter/rule based financial regime throttles the economic activity.

Dr Mehta was speaking in a review meeting of the district Kathua, which was attended by divisional commissioner, Jammu and various sectoral heads of the Jammu division.

At the outset, the chief secretary inaugurated a 50 bedded covid block pre fab facility at Associated Hospital GMC Kathua funded by American India Foundation under CSR and SDRF.

Earlier, Deputy Commissioner, Kathua, Rahul Yadav gave a presentation, outlining the Physical and Financial achievements of the district under district capex.

DC informed that 2400 works will be completed in the district in the current fiscal year, which represents an increase of 10 times over the previous best during the last five years.

He said expenditure under MGNREGA has increased considerably since the last review and the department will continue to improve its performance in future as well.

Rahul said more than 90 % works will be completed in elementary and secondary schools in the current year.

Director Tourism, Jammu, Vivekanand Rai informed that Kathua-Bani-Basohli-Baderwah-Sinthan top circuit is being developed as an eco-tourism axis.

Vivekanand said Bani-Basohli road is by and large in good shape except a 9 km stretch, which will be repaired shortly in collaboration with BRO.

DC, Kathua said that the district has been saturated with soil health cards and has also achieved 97 % adahar penetration so far.

Rahul said that all habitations in the district will have fair weather roads by December 2022.

He said all hospitals, schools and anganwadi centres have been provided with water facility and have fully functional toilets.

He further said that against a target of 12 lakh person days, 10 lakh person days have been generated during the year and efforts are underway for convergent actions with forest, agriculture and other departments for resource optimisation.

Dwelling upon prevailing drug menace in the district, SSP, Kathua said the problem of drug abuse is being tackled in collaboration with all the stakeholders including the wider public.

CE, PDD informed that there are pre announced power curtailment of 4 hours in the city and 6 hours in the rural areas.

He said the energy supply issues in the district are largely well managed except on one receiving station, which is 100% loaded and efforts will be made to divert some load from it to another receiving station to ease the pressure.

MD, NRLM informed that although 28207 women members are involved in 2954 SHGs as of now, there is a potential in the district to increase the women membership to more than 50000 members.

The chief secretary directed for enlarging scope of activities in MGNREGA through convergence with other departments.

Saying that the district has realised only one-fifth of its potential so far, Dr Mehta directed for targeting generation of atleast 50 lakh person days in a year.

He asked for converting all grams in the district as swacch grams by 15th August.

The chief secretary directed for developing the Bani-Basohli axis going all the way to Sinthan top and beyond to the valley as eco/adventure tourism axis.

He said members of the youth clubs should be skilled and assisted in concert with mission youth to provide tourist related services along this tourism axis.

The chief secretary said tented and home stay facilities for tourists in and around these places will be big draw amongst the tourists as it will gel with surroundings.

He also directed for organizing Kathua tourism festival to project Kathua as a potential tourism destination on the tourism landscape of the UT.

Dr Mehta directed for adopting triple cropping farm practices in the district for improving farm incomes in line with Prime Minister’s vision of doubling the farm income by 2022.

He directed for connecting all habitations in the district by December, 2022.

The Chief Secretary directed for saturating NRLM and substantially enhancing priority credit lending for creating self employment opportunities in the district.

Citing the importance of nariniketans/ old homes/orphanages in the rehabilitation of distressed women/old age people and children, he asked divisional commissioner to ensure each district sets up atleast one such welfare home/one stop centre by 15th April.

Dr Mehta directed for launching plastic /debris/garbage free campaigns in the district for sensitising people about the importance of the sanitation.

He said long neglected3700 ponds across J&K will be rejuvenated/restored shortly and directed for coordinating with soil conservation department for restoring the dry and dilapidated ponds in the districts.

The Chief Secretary directed for launching campaigns in the district highlighting the ill effects of drug abuse.

He directed for roping in the people, NGOs, health officials etc. in launching a multifaceted ‘Nasha Mukt’ campaigns to check the growth of substance abuse in the district.

Dr Mehta also laid emphasis on setting up a drug rehabilitation centre in the district for providing care and treatment to the drug addicts.

The chief secretary directed DC to regularly review progress of the developmental works and schemes to ensure that slippages are avoided.

Later, the chief secretary also met a delegation of PRIs lead by DDC chairperson Mahan Singh, vice chairman DDC Raghunandan Singh, president MC Kathua and others.

2nd part of Budget session 2022 resumes today

New Delhi: The second part of the Budget session will resume on Monday and will last until April 8, 2022.

The House will sit from 11 a.m. till 6 p.m. during the scheduled 19 sittings whereas it sat from 10 a.m. till 3 p.m. during the first part of the Budget session due to Covid-19 protocols during the first part of the Budget session.

The Rajya Sabha is likely to get over 64 hours to transact the legislative business besides taking up the issues of public importance during this part of the session.

The second part of the Budget session is resuming after a 30-day recess and during this the ‘Department Related Parliamentary Standing Committees (DRSCs)’ examined the Demands for Grants of various Ministries and Departments.

The Upper House will have four days for Private Member’s Business and the hour long ‘Zero Hour’ and ‘Question Hour’ to continue as usual. During the last session, the ‘Question Hour’ was reduced to half an hour because of the reduced timing of the sitting.

Rajya Sabha Chairman M. Venkaiah Naidu is likely to give an account of the working during this recess of the DRSCs of Rajya Sabha in the House on Monday.

External Affair Minister S. Jaishankar is likely to make a statement in the Upper House on the evacuation of the Indian nationals from war torn country Ukraine under Operation Ganga.

During the last session, the duration of the question hour was reduced to half an hour because of the reduced time of the sitting, now this will be of one hour along while the Zero Hour will be of usual one hour at the beginning of the sitting.

Four days have been allotted for the Private Member’s Business on each Friday barring 18 March which is holiday on account of the festival.

The first part of this budget session was concluded on February 11, 2022 with 10 sittings and the productivity of the House was 101.40 per cent. (IANS)

Militant, OGW involved in CRPF man’s killing arrested: Police

Srinagar: A top Jammu and Kashmir Police officer on Sunday claimed that a militant and his accomplice involved in the killing of a Central Reserve Police Force (CRPF) man were arrested in Chhotipora village on Saturday evening.

“A CRPF man was attacked from behind and three rounds of ammunition were fired at him,” Senior Superintendent of Police (SSP) Shopian Amrit Paul Singh said during a press conference in south Kashmir’s Shopian district on Sunday.

He said that a joint team of Police, Army and CRPF launched a cordon and search operation in the area after the killing of CRPF Jawan Mukthar Ahmad Doie.

He said during the operation, police arrested the militant, identified as Rukhsar Ahmad Thoker. “On his disclosure, a pistol was recovered and an Over Ground Worker (OGW), identified as Aamir Ahmad Deewan, was also arrested,” added the SSP.

He said the bike used in the crime was also seized. “The attack was carried out on the behest of Lashkar-e-Toiba (LeT) commander Abid Ramzan Sheikh. We are trying to ensure that such incidents won’t happen in future,” he said, adding that the anti militancy operations will continue in the area to ensure peace.

He said the situation in Shopian district was normal and nobody will be allowed to disable it.

Regarding the security of Panches and Sarpanches, the SSP said that reasonable security arrangements have been made for public representatives in Srinagar, as well as in Shopian district.

Earlier, Inspector General of Police (IGP) Vijay Kumar said that they have arrested one of the militants, who shot CRPF personnel Mukhatar Ahmad dead on Saturday in South Kashmir’s Shopian district, while he was at home on leave.

A pistol used in the commission of crime was also recovered on the disclosure of the arrested militant, he added.

Mukthar was critically injured by militants on Saturday. He succumbed to his injuries while on way to the hospital. He said an OGW, who accompanied the militant during the incident, was also arrested.

The attack was committed on the directions of Lashkar-e-Toiba (LeT) commander Abid Ramzan Sheikh, said the IGP, adding that a case has been registered.

“We have arrested #killer of CRPF personnel. #Weapon of #offence (pistol) recovered on his disclosure. 01 OGW who accompanied him during #terror crime also arrested. Terror crime was committed on the direction of LeT Cmdr Abid Ramzan Sheikh. Case registered,” the IGP Kashmir said in a tweet. (UNI)
