J&K logs 11 fresh Covid-19 cases

Srinagar: Jammu and Kashmir reported 11 fresh Covid-19 cases while there was no death due to the virus in the last 24 hours, officials said on Friday.

They said two of the fresh cases were reported from Jammu Division and nine from Kashmir Valley, taking the overall tally to 453637.

Giving district wise details, the officials said that Srinagar reported 3 cases, Baramulla 1, Budgam 0, Pulwama 0, Kupwara 0, Anantnag 5, Bandipora 0, Ganderbal 0, Kulgam 0, Shopian 0, Jammu 1, Udhampur 1, Rajouri 0, Doda 0, Kathua 0, Samba 0, Kishtwar 0,Poonch 0, Ramban 0 and Reasi 0.

There was no death reported in the last 24 hours, they said. So far 4750 persons have succumbed to the virus—2327 in Jammu and 2423 in Kashmir.

Besides, they said, ten Covid-19 patients—six from Jammu and four from Valley— recovered during the time. So far 448743 people have recovered, leaving the active case tally at 133— 30 in Jammu and 105 in Kashmir.

They said there was no new confirmed case of mucormycosis (black fungus) reported today. So far 51 black fungus cases have been confirmed in J&K, the officials said. They also informed that 32147 doses of covid-19 vaccine were administered during the time in J&K. (GNS)

No Govt building to come up without requisite permission: Admin

Srinagar: The Government on Friday ordered that no official buildings should be constructed without requisite prior permission of competent authority and ordered that no electricity, water connections and other civic amenities shall be provided to any such structures.

“In order to achieve objectives of holistic layout to guide future growth and development which inter-alia includes coherent connection between buildings, social settings, and their surrounding environments, the Master plans are conceptualized as a planning document, to which the constructional activities must strictly adhere to,” reads a government circular.

In the recent times, the circular noted that it has been observed that some Government buildings are being constructed without seeking prior permission of the Competent Authority under the Control of Building Operations Act and Rules, “thereby rendering the elaborated set of guidelines/procedure as enunciated under Master Plan and Building Bye Laws ineffective.”

“ This deviance has been viewed seriously by the authorities,” it reads, adding, “Accordingly, it is impressed upon all Administrative Commissioners/Head of Secretaries/Divisional Commissioners/Deputy Departments/PSUs/Corporations to ensure that no Government building is Constructed without prior permission of the Competent Authority under the aforementioned rules”. Besides, no electricity/water connections and other civic amenities shall be provided to any such building by the concerned Departments/Corporations without submission of Occupation Certificate (OC) from the Building Permission Authority, it added.

13 passengers injured in Nagrota accident

Jammu: At least 13 persons were injured in a road accident that took place at Nagrota in Jammu outskirts on Friday evening.

The accident took place at Panjgrian Nagrota when a minibus rolled down and fell into a deep gorge, resulting in injuries to 13 persons.

The injured include Khurshid Bibi (68) wife of Nazir Ali resident of Kangar Gharota Jammu, Suriya Bibi (40) wife of Babli age resident of Kheri Jammu, Sultan (5) son of Mohd Latif resident of Kheri Jammu, Shenaz (32) wife of Mohammad Latif resident of Kheri Jammu, Begum Bibi (30) wife of Mohammad Sadiq resident of Kheri Jammu, Sariya Fatima (5) daughter of Mohammad Mushtaq resident of Kheri Jammu, Nasreen (17) daughter of Mohammad Babi resident of Kheri Jammu, Mumtaz (28) wife of Ahmed Qazi resident of Kheri Jammu, Bashira Bibi (30) wife of Saif Ali resident of Kheri Jammu, Rashida Bibi (14) daughter of Mohammad Akram resident of Kheri Jammu, Razia Bibi (15) daughter of Gulam Hussain resident of Kheri Jammu, Tania (12) daughter of Qasim Ali resident of Kheri Jammu and Rashida Bibi (38) wife of Gulam Mustafa resident of Kheri Jammu.

Police said that all the injured are undergoing treatment at local hospital while a case under relevant sections of law have been registered in local police station. (KNO)

HC warns judicial officers against leaving station without permission

Srinagar: Jammu & Kashmir and Ladakh High Court on Friday ordered that no officer shall leave the station without obtaining the prior permission of the Competent Authority and warned that any failure or departure from it shall be viewed “seriously”.

“The Rules governing the service conditions and the Circulars No. 3, 10, 106 issued on 11.05.1998, 05.02.1999 and 09.08.2002 respectively provide that no Judicial Officer shall leave the station without obtaining prior permission of the Competent Authority,” reads a circular issued by Registrar General Sanjeev Gupta.

“Circular No. 36 dated 03.06.2009 provides that Presiding Officers of Magisterial Courts shall not leave the station without seeking and receiving proper permission from the Principal District & Sessions Judge, under whose jurisdiction they are working.”

The Officers of the District Judge cadre are equally obliged to seek permission from the High Court before leaving the station, the circular reads further.

“In this regard, repeated reminders have been issued by the High Court in the shape of Circulars No. 29 & 26 dated 03.03.2016 and 10.12.2020 respectively but even then it has been noticed by the Chief Justice that the Judicial Officers including Principal District Judges leave their station without seeking prior permission from the Competent Authority,” the circular reads.

The Chief Justice has directed strict compliance of the circulars, and had ordered that no officer shall leave the station without obtaining the prior permission of the Competent Authority, it reads.

“Any failure or departure from it or the non-compliance of the circulars shall be viewed seriously “so as to entail departmental inquiry on the ground of misconduct”, it adds. (GNS)

Govt forms panel to examine defence land matters

Srinagar: Government on Friday constituted a Committee for examining all matters connected and incidental to the defence land in the Jammu & Kashmir.

“In super-session of all previous Orders on the subject, sanction is hereby accorded to the constitution of a Committee for examining all matters connected and incidental to the defence land in the Union territory of Jammu & Kashmir along-with correction of Revenue Records wherever required, in a time-bound manner,” reads a government order.

The 4-member committee is headed by Financial Commissioner (Revenue) and its members include

Divisional Commissioner, Kashmir, Divisional Commissioner, Jammu and Deputy Commissioner (concerned).

Night temp plummets across J&K

Srinagar: Night temperatures fell across Jammu and Kashmir with mercury settling at below sub-zero level in Gulmarg and Pahalgam on Friday.

A meteorological department official said that Srinagar, the summer capital of J&K recorded a low of 6.6°C against last night’s 8.6°C. The temperature was 1.6°C above normal for Srinagar during this time of the year.

Qazigund recorded a low of 4.6°C against 7.1°C on the previous night. The temperature was above normal by 0.9°C for the gateway town of Kashmir, he said.

Kokernag, also in south Kashmir, recorded a low of 5.2°C against 7.1°C the previous night. It was 1.9°C more than normal during this time of the season, the official said.

Pahalgam, the famous resort in south Kashmir, recorded a low of minus 0.3°C against 3.3°C last night. The temperature was 0.7°C below normal for the place, he said.

Gulmarg recorded a low of minus 0.5°C against minus 1.0°C on the previous night, the official said. While minus 1.6°C is normal for the world famous skiing resort during this time of the season, the official said that the temperature was 1.1°C above normal for the place in north Kashmir’s Baramulla district, he said.

Kupwara town in north Kashmir recorded a low of 4.6°C against 6.8°C on the previous night. The temperature was 1.4°C more than the normal, the official told Global News Service.

Jammu recorded a low of 17.8°C against 18.6°C on the previous night, the official said. The temperature was 2.3°C above normal for J&K’s winter capital during this time of the year, he said.

Banihal recorded a low of 7.0°C, Batote had a minimum of 9.8°C while Bhaderwah recorded a low of 7.2°C, the official said.

Ladakh’s Leh recorded a minimum of 0.4°C against 2.0°C previous night while automatic Kargil station recorded a low of minus 1.8°C.

“Weather is most likely to remain mainly dry till March 30th. There is no forecast of any major rain/snow,” the official added. (GNS)

 

On ACB’s advice, Jal Shakti Deptt issues advisory to prevent encroachments

Directs CEs to maintain data bank of land at divisional, district level

Srinagar: In a significant move, the Jal Shakti department has issued an advisory to prevent encroachment of its land after the Anti-Corruption Bureau (ACB) advised it do so.

According to the advisory, a copy of which is with The Precious Kashmir, the Jal Shakti department has directed chief engineers to maintain data banks of land allotted/ owned by them at divisional/ district level and get it verified from the Revenue department.

The move, according to the advisory, will protect land allotted to departments from further encroachment.

As per advisory, chief engineer Irrigation & Flood Control Kashmir/ Jammu should intimate the concerned administration as soon as the encroachment is noticed so that proceedings under law can be initiated.

The department has also directed chief engineer, Rawi Tawi Irrigation Canal (RTIC) to conduct an inquiry and fix responsibility of the concerned officers / officials who remained posted in the area in the past and under whose time illegal constructions/ encroachments have taken place and action warranted under law should be taken against them.

“Chief Engineer RTIC Jammu should retrieve the land from encroachers at the earliest,” the advisory further states.

The ACB asked the Jal Shakti department to come up with an advisory after a complaint was filed with it that state land of Ravi Tawi Canal has been encroached and illegal constructions have been raised over it.

Record tourist footfall at Pahalgam makes locals, tourism players jubilant

Anantnag: With the onset of spring season, the famous tourist spot, Pahalgam in South Kashmir’s Anantnag district is witnessing a record tourist footfall.

According to tourism officials and local hoteliers, Pahalgam is receiving huge number of domestic tourists for the first time in last several years in the month of March.

Hundreds of tourists from different states of India are thronging Pahalgam every day.

“It was a record rush of tourists in Pahalgam this winter and we were not expecting this rush with the change in the season. But for last three weeks, the tourist rush has almost doubled, making the locals associated with tourism jubilant,” said a local, Imtiyaz Ahmad.

Such is the tourist rush at the famed spot that all the A class hotels are almost jam-packed for last one month.

“You cannot find a room in the big hotels here these days. These hotels did a good business even during the winter season of January and February,” Ahmad said.

Another local, Zubair Ahmad, who owns a B Class hotel in upper Pahalgam, said that even most of the B class hotels too are occupied for last over two weeks.

“During winters and spring season, my hotel used to be shut. But this year I decided to keep the hotel open and thank Allah I have been doing a good business. For last couple of weeks, half of my rooms are occupied almost every night. This is something that no small hotelier in Pahalgam was expecting,” Zubair said.

Assistant Tourism Director Pahalgam told Precious Kashmir that it is undoubtedly a record rush of tourists in the spring season.

“If this footfall continues, it will be record breaking,” AD said.

Most of the tourists prefer to visit Pahalgam via Bijbehara -Langanbal road, known as apple road among the tourists. The road passes through a famous apple Karewa , Chinniwedder and is dotted by beautiful apple orchards on both sides.

What upsets the people associated with the industry is the bad condition of the busy and important road.

“When we pick up the tourists from Srinagar they insist on travelling through the apple road. But the long patches of the road right from Bijbehara to Pahalgam are dotted with potholes not only causing inconvenience to the tourists but creating a bad impression among them,” said a driver , Mushtaq Ahmad.

He said that he wonders why the government is not setting such an important road right by going for its macadamisation.

“After couple of years they go for the patch work which last for hardly a season but ironically they don’t go for its black topping once for all,” said another can driver , Bilal Ahmad.

Over 1cr vax doses administered to 12-14 age group: Govt

New Delhi: More than 1 crore vaccine doses have been administered to those in the 12-14 years age group since the beginning of the drive, the Union Health Ministry on Friday.

With over 25 lakh vaccine doses administered till Friday evening, India’s vaccination coverage against Covid pandemic crossed 182.83 crore mark.

The ministry also said that over 2.23 crore Precaution Doses for the identified categories of beneficiaries — HCWs, FLWs and Over 60 years for Covid vaccination have been administered so far.

“Over 1 crore children between the age group of 12-14 have received their first dose of Covid-19 vaccine. Congratulations to all my young warriors who got vaccinated. Let’s continue this momentum,” Health Minister Mansukh Mandaviya tweeted.

Meanwhile, India on Friday reported marginal decline at 1,685 fresh Covid infection with 83 deaths in the last 24 hours.

Following a continuous downward trend, India’s active caseload has also further declined to 21,530 on Friday, constituting 0.05 per cent of the country’s total positive cases. There has been a sustained fall in the weekly and daily positivity rates too.

Weekly positivity rate in the country currently stands at 0.33 per cent, while the daily positivity rate is reported to be 0.24 per cent.

BCCI to launch six-team women’s IPL next year

Mumbai: Responding to the growing demand for a franchise-based T20 league for women players in the country, the Board of Control for Cricket in India (BCCI) has decided to launch a six-team women’s Indian Premier League (IPL) next year.

The decision was taken at a meeting of the IPL Governing Council in Mumbai on Friday.

The meeting decided that all efforts will be made to start a six-team annual Twenty20 tournament for the women’s cricketers, with the first preference being given to the existing IPL franchises, according to a report by cricbuzz. According to sources, three existing IPL franchises have shown interest in setting up women’s teams.

BCCI president Sourav Ganguly said the IPL Governing Council’s decision has to be approved by the BCCI AGM and added that hopefully, it will happen soon and the league will start next year.

For this season, there will be the normal Women’s Twenty20 Challenge, IPL Chairman Brijesh Patel said, adding that there will be four matches involving three teams around the time of the playoffs.

With leagues for women like Women’s Big Bash League (WBBL) and the Women’s Hundred gaining ground, there has been a demand for a women’s T20 league in India on the lines of the IPL with many Indian women’s players leading the demand. The women’s cricket has also gained lot of ground since the Indian National Team did well in the last World Cup.
