Rs 475 cr push to modernise J&K ITIs

New Delhi, October 16: The National Steering Committee has approved investments worth Rs 475.41 crore for upgrading Industrial Training Institute (ITI) clusters in Jammu and Srinagar under the Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM-SETU) scheme.

The approvals include Rs 240 crore for the Jammu ITI cluster, to be upgraded in partnership with Eagle Infra India Limited, and Rs 235.41 crore for the Srinagar ITI cluster, with Inderdeep Infra India Limited as the industry partner.

The decisions were taken at the sixth meeting of the National Steering Committee, chaired by Debashree Mukherjee, Secretary, Ministry of Skill Development and Entrepreneurship, on Friday. The committee approved five Strategic Investment Plans worth Rs 1,194.92 crore for ITI clusters across Jammu and Kashmir, Maharashtra and Odisha.

The Jammu cluster will have Government ITI Jammu as its hub, with Government ITIs at R.S. Pura, Nowshera, Samba and Kathua as spokes.

Similarly, Government ITI Srinagar will serve as the hub for the Srinagar cluster, with Government ITIs at Ganderbal, Kangan, Budgam and Charar-i-Sharief as spokes.

The projects aim to modernise infrastructure, introduce industry-aligned courses, strengthen trainer capacity, enhance industry engagement and improve employment opportunities for young people.

Mukherjee said the approvals would help strengthen ITIs, improve training quality and increase industry participation. She encouraged the clusters to work towards ISO certification and include at least one WorldSkills-aligned trade or competency area in their approved implementation plans.

“The progress made by Jammu & Kashmir is encouraging and reflects a strong commitment to strengthening skilling and expanding opportunities for youth in the region,” she said.

The PM-SETU scheme seeks to transform Industrial Training Institutes into modern, industry-aligned and future-ready skill institutions through partnerships between governments, industry and participating ITIs.

With the latest approvals, the cumulative investment sanctioned under the scheme has reached Rs 3,687 crore, according to the Ministry of Skill Development and Entrepreneurship.

The committee also reviewed progress under the scheme’s Training of Trainers component. As of October 2026, a total of 3,744 trainers had been trained through National Skill Training Institutes (NSTIs), with the programme aimed at equipping instructors with contemporary technical and teaching competencies.
