J&K adopts rules for ULB workers

Srinagar, Oct 15: The Jammu and Kashmir Government has approved the adoption of the Jammu and Srinagar Municipal Corporation Class-IV Services (Special Provision) Regulations, 2014, as the basis for formulating a similar regularisation mechanism for eligible workers engaged in urban local bodies across the Union Territory.

The decision was notified through Government Order issued by the Housing and Urban Development Department.

Under the order, the 2014 regulations governing Class-IV services in the Jammu and Srinagar Municipal Corporations will be adopted, mutatis mutandis, as the framework for formulating a similar mechanism for eligible casual labourers, contingent-paid workers, consolidated workers and other similarly placed employees engaged in urban local bodies across Jammu and Kashmir.

The order authorises the use of these regulations as the basis for developing the proposed mechanism. However, it does not itself announce the regularisation of individual workers or specify the eligibility criteria, application process, number of beneficiaries or timeline for completing the exercise.

The order was issued by the Housing and Urban Development Department under the authority of the Jammu and Kashmir Government and signed by Commissioner/Secretary Mandeep Kaur, IAS.

The development could have implications for workers engaged in urban local bodies who have been awaiting a formal mechanism to address their service status, subject to the eligibility conditions and procedures to be framed under the proposed arrangement. [KNT]
