New Delhi, Sept 10: The Supreme Court Collegium on Thursday recommended the appointment of judicial officer Yash Paul Bourney as a Judge of the High Court of Jammu & Kashmir and Ladakh, while clearing a fresh set of judicial appointments to four High Courts.
The Collegium, headed by Chief Justice of India Surya Kant, approved Bourney’s appointment at its meeting held on Thursday.
The Collegium also approved the appointment of Usharani, K.S. Bharath Kumar and Nerale Veerabhadraiah Bhavani as Judges of the Karnataka High Court.
For the Delhi High Court, it recommended eight judicial officers — Gurvinder Pal Singh, Nivedita Anil Sharma, Nisha Sahay Saxena, Sanjay Sharma-I, Bharat Parashar, Dr Aditi Choudhary, Dinesh Bhatt and Arun Bhardwaj.
The Collegium further recommended Manoj Prasad, Akhil Kumar and Ram Sharma as Judges of the Jharkhand High Court.
The Supreme Court said the recommendations were approved at its meeting on September 10, 2026.
Under the Memorandum of Procedure governing the appointment of High Court judges, the process is initiated by the Chief Justice of the concerned High Court in consultation with the two senior-most judges. The recommendation is forwarded to the Chief Minister, who transmits it to the Governor.
The Governor forwards the proposal to the Union Minister of Law and Justice along with relevant inputs and documents. The proposal is then processed by the Centre before being placed before the CJI, who consults the senior-most judges of the Supreme Court.
Following the Collegium’s approval, the recommendation is sent to the Central government. The appointment takes effect after the President signs the warrant of appointment and the Department of Justice issues the notification in the Gazette of India.
