SIA Issues Proclamation

Srinagar, Jun 27: The State Investigation Agency (SIA), Kashmir, on Saturday executed proclamation proceedings against an absconding accused in a cross-border narco-terror case linked to a Pakistan-based heroin smuggling network, officials said.

The proceedings were carried out at the native residence of Bilal Shabir Awan, son of Shabir Ahmad Awan, a resident of Dildar in Karnah tehsil of Kupwara district. The action was taken in the presence of an Executive Magistrate and independent witnesses, as per directions of a competent court, they added.

The case was originally registered at Police Station Parimpora in Srinagar in January 2025 after a large quantity of heroin was seized during a naka checking operation at Barthana. The investigation was later transferred to SIA Kashmir, which exposed a well-orchestrated cross-border narco-terror network using drug proceeds to fund terrorist activities in Jammu and Kashmir, officials said.

The Unlawful Activities (Prevention) Act (UAPA) has been invoked in the case. SIA Kashmir has already filed a charge sheet against seven accused, who are currently facing trial, while probe into the larger conspiracy continues, they said.

The agency reiterated its commitment to dismantle narco-terror ecosystems and bring all absconders to justice. The move is also in line with the ‘Nasha Mukht Bharat Abhiyan’ in the Union Territory, it added.
