Major reshuffle in J&K civil, police admin

Srinagar: In a significant development, the Jammu and Kashmir (J&K) administration on Friday ordered a major reshuffle in the police and civil set up.

The major rejig in the police department was done just hours before the Election Commission of India is expected to announce the poll schedule for J&K Legislative Assembly elections later in the day on Friday.

An order issued by the Home Department said that Nitish Kumar IPS (AGMUT: 1999) ADGP CID is posted as head of CID relieving RR Swain IPS (AGMUT: 1991) DGP J&K of additional charge.

Sujit Kumar IPS (AGMUT: 2007) has been posted as incharge IGP Security J&K relieving MK Sinha of additional charge.

Bhim Sen Tuti IPS (AGMUT: 2004) has been posted as IGP (POS) at the police headquarters.

Sunil Gupta IPS (AGMUT: 2007) has been posted as IGP Crime relieving Deepak Kumar of additional charge. Vivek Gupta IPS (AGMUT: 2007) is incharge IGP Railways.

Suleman Choudhary IPS (AGMUT: 2007) is incharge IGP Traffic, Maqsood-ul-Zaman IPS (AGMUT: 2011) is now DIG north Kashmir Baramulla range.

Shiv Sharma IPS (AGMUT: 2011) is DIG Jammu-Samba-Kathua range.

In addition to this SSPs of Jammu, Baramulla, Shopian, Ganderbal, Udhampur, Poonch, Doda, Kathua, Reasi and Ramban have also been changed.

The move to post new police chiefs to these areas is significant because these places have seen a major increase in cases of terrorist attacks in the past few weeks.

It must be mentioned here that the Ministry of Home Affairs has already posted Nalin Prabhat, IPS, on a three-year deputation to the AGMUT cadre as the Special DGP J&K with orders to succeed RR Swain as the DGP J&K after the latter retires from active service on September 30 this year.

The government has posted Nitish Kumar (IPS) as Head of CID and also ordered transfer and posting of 33 other police officers with immediate effect.

According to three separate orders, Nitish Kumar, IPS (AGMUT: 1999), ADGP CID, has been posted as Head of CID, relieving R R Swain, IPS (AGMUT: 1991) DGP, J&K of the additional charge of the post.

Bhim Sen Tuti, IPS, (AGMUT:04), IGP (Hqrs) PHQ, IGP PHQ with additional charge of IGP (POS) and IGP Traffic has been posted as IGP (POS) with additional charge of IGP (Hqrs) PHQ, IGP (Telecom).

Sunil Gupta, IPS (AGMUT:07), has been posted as Incharge IGP Crime, J&K, relieving Deepak Kumar, IPS of the additional charge of the post, according to the order, a copy of which lies with GNS.

Sujit Kumar, IPS (AGMUT:07),  has been posted as Incharge IGP Security, J&K, relieving M.K. Sinha, IPS of the additional charge of the post.

Vivek Gupta, IPS (AGMUT:07), has been posted as Incharge IGP Railways J&K, relieving S.J.M. Gillani, IPS, of the charge of railways wing.

M Suleman Choudhary, IPS (AGMUT:07) has been posted as  Incharge IGP traffic .

Dr Ajeet Singh, IPS, (AGMUT:2010)  has been posted as DIG   Traffic Kashmir against an available vacancy.

Dr Vinod Kumar, IPS, (AGMUT:11), has been posted as incharge DIG Armed Jammu.

Maqsood-ul-Zaman, IPS, (AGMUT:11) has been posted as incharge DIG north Kashmir Baramulla.

Mubassir Latifi Ameer, IPS, (AGMUT:11) has been posted as incharge DIR(Pers) PHQ.

Rashmi Wazir, IPS, (AGMUT:11) has been posted as DIG security, J&K, against available vacancy

Rajeshwar Singh, IPS, (AGMUT:11), has been posted as incharge DIG SIA.

Also, 21 others officers of various AGMUT cadres and JKPS were ordered to be shifted with Gurinderpal Singh posted as SSP Baramulla, Nagpure Amod Ashok as SSP Udhampur, amritpal Singh as SSP (Tech) CID Hqrs, Mumtaz Ahmed as SSP Poonch, Mohammad Aslam as SSP Doda vice Javid Iqbal, who has been asked to await further postings at PHQ, Sandeep Gupta as AIG (Tech) PHQ , Anuj Kumar as CO IR-11, Ms Tunushree as SP SIA Kashmir, Ananyat Ali Choudhary as SSP Shopian,  Ms Mohita Sharma as AIG (Prov) PHQ, Ms Deepika as SSP Kathua , Gaurav Sikawar as SSP Reasi, Kulbir Singh as SSP Ramban, Joginder Singh as  SSP Jammu, Ashok Kumar Sharma as CO 1 Border Batallion Jammu, Wasim Qadri as SSP Ganderbal, Yougal Kumar Manhas as SSP SIA Jammu, Ai-Tahir Geelani as AIG (procurement) PHQ, Ms Shaheen Wahid as SSP telecom Jammu, Sandeep Bhat as Additional SP Udhampur and Baljeet Singh As Additional SP Nowshera.

There was also a reshuffle in civil adminstration as well. According to two separate orders which follow transfer and posting of 89 officers ordered on August 15, Abid Iqbal Malik, JKAS, Deputy District Election Officer, Ganderbal, has been transferred and posted as Deputy Director, Tourism, Kashmir.

Malik Waseem Ahmad, JKAS, Deputy Director Tourism, Kashmir, has been transferred and posted as Deputy District Election Officer, Ganderbal.

Vishavjeet Singh, JKAS, Deputy Chief Executive Officer, Mata Vaishno Devi Shrine Board, has been transferred and posted as Secretary, Jammu Development Authority.

Rehana Akhtar Bijli, JKAS, Personnel Officer, Associated Hospital, Jammu, has been transferred and posted as Deputy Secretary to the Government, Social Welfare Department.

Sahil Jandyal, JKAS, Secretary, Jammu Development Authority, has been transferred and posted as Deputy Secretary to the Government, Agriculture Production Department.

Suhail-ul-Islam, JKAS, Deputy Secretary to the Government, Department of Forest, Ecology , Environment, has been transferred and posted as Secretary, Srinagar Municipal Corporation.

Mantasa Binti Rashid, JKAS, Deputy Director, Tourism, Kashmir, has been transferred and posted as Deputy Director, Rural Sanitation, Kashmir.

Athar Amin Zargar, JKAS, awaiting orders of adjustment in the General Administration Department, has been transferred and posted as Sub-Divisional Magistrate, Marh. “He shall also hold the charge of the post of Sub-Registrar, Marh, in addition to his own duties, till further orders,” reads an order, copy of which lies with Global News Services.

Musharraf Ali Haf, IKAS, Assistant Commissioner Panchayat, Doda, has been transferred and posted as Sub Divisional Magistrate, Gandoh. “He shall also hold the posted as of Sub-Registrar, Gandoh, in addition to his own duties, till further orders.”Also, Manoj Kumar, JKAS, Project Officer, Wage Employment (ACD), Doda, has been asked to hold the charge of the post of Assistant Commissioner Panchayat, Doda, in addition to his own duties, till further orders.

Farooq Ahmed Malik, Deputy Secretary to the Government, Public Works (R&B) Department, has been transferred and posted as Deputy Secretary to the Government, Tribal Affairs Department.

Pawan Kumar Goswami, JKAS, Sub-Divisional Magistrate, Gool, holding additional charge of the post of Sub-Registrar, Gool, has been transferred and posted as Deputy Chief Executive Officer, Shri Mata Vaishno Devi Shrine Board.

Ajay Salaan, JKAS, Deputy Chief Executive Officer, Shri Mata Vaishno Devi Shrine Board, has been transferred and posted as Deputy Secretary to the Government, Industries and Commerce Department.

Also, as per a separate order,  Prerna Raina, JKAS, Additional Secretary in the Resident Commission, J&K Government, New Delhi, has been transferred and asked to await further orders of adjustment in the General Administration Department.

Abhimanyu Singh, Jr. JKAS, presently posted as BDO, Reasi, has been transferred and his services are placed at the disposal of Principal Resident Commissioner, J&K Government, New Delhi.

Mohd. Abrar, Jr. JKAS, presently awaiting orders of adjustment in the General Administration Department, has been transferred and his services are placed at the disposal of Department of Rural Development and Panchayati Raj.

Saroj Khah, Under Secretary in the office of Principal Resident Commissioner, J&K Government, New Delhi has been recalled and asked to await further orders of adjustment in the General Administration Department.

Sanjay Kumar Koul, Under Secretary in the Resident Commission, J&K Government, New Delhi, has been transferred and posted as Under Secretary to the Government, Cooperatives Department.

Susheel Kumar, State Taxes Officer, P-side Railway Station, Jammu, has been transferred and his services are placed at the disposal of Principal Resident Commission, J&K Government, New Delhi against an available vacancy for a period of one year, on deputation basis, subject to the condition that he shall retain lien, seniority and promotion prospects in his parent Department i.e. State Taxes Department.

The Govt further ordered transfer of 19 more of their counterparts in the interest of administration with immediate effect.

Health Department also carried out reshuffle. The Health and Medical Education (H&ME) Department today appointed Dr. Jahangir Bakshi as the Director of Health Services, Kashmir.

Dr. Mushtaq Ahmad Rather, who previously held the position, has been transferred and posted as Director Coordination for the new Medical Colleges in Jammu & Kashmir.

According to an order issued in this regard, Dr. Mushtaq Ahmad Rather, who was currently in charge of Director Health Services, Kashmir, has been transferred and will now serve as Director Coordination for the new Government Medical Colleges in Jammu and Kashmir, with immediate effect.

“Consequently, Dr. Jahangir Bakshi, In-Charge Medical Superintendent at the Super Specialty Hospital, Srinagar, shall take over the charge of Director Health Services, Kashmir,” the order stated.

As per the order issued by Health and Medical Education Department Dr Khalid Abbas Molvi who was incharge BMO Mattan has been posted as incharge Medical Superintendent District Hospital Shopian while Dr Tariq Jan who was in-charge MS Gousia hospital Srinagar has been posted as incharge MS JLNM Srinagar.

As per order Dr Muzaffar Hussain Sherwani incharge Medical Superintendent GMC Anantnag has been posted as incharge Assistant Director Health Services (HEB), DHSK.

Dr Rubeena Shaheen incharge DHO Srinagar has been posted as incharge Medical Superintendent Super Speciality Hospital Srinagar.

Dr Nighat Yasmeen incharge Deputy CMO Ganderbal has been posted as incharge Medical Superintendent Ganderbal in addition to her own duties.

Dr Mukhtar Ahmad Malla incharge BMO Magam has been posted as incharge Medical Superintendent GMC Anantnag.

Dr Rubeena Maqbool incharge Medical Superintendent DH Shopian has been posted as incharge DHO Srinagar.

Dr Syed Arshid Qadri incharge BMO Khansahib has been posted as incharge MS Gousia hospital Srinagar.

Dr. Aijaz Kanth RMO, JLNM Hospital Srinagar has been posted as incharge Medical Superintendent DH Budgam

Dr Mohd. Iqbal Malik has been posted as I/C DHO Ramban,  Dr. Meena Kumari as I/C BMO Sunderbani, Dr Rajneesh Sharma shall look after the charge of BMO Basholi till suitable arrangement is made, Dr Abdul Rehman Medical Officer CHC Kalakote has been posted as incharge BMO Ukhral and Dr Farooq Saleem Dental Surgeon PHC Changa shall look after the charge of BMO Gandoh in addition to his own duties till suitable arrangement is made.

“The above arrangement in respect of the doctors is made purely on temporary basis and subject to the outcome of writ petition(s), if any, pending before the Court(s) of law and shall not confer any right upon the officers to claim preferential treatment at the time of regularization/placement/promotions which shall be made strictly in accordance with the rules,” it reads.
