Srinagar, Sept 28: Chief Minister Omar Abdullah on Monday introduced six Bills in the Jammu and Kashmir Legislative Assembly, including legislation aimed at replacing permission-based controls with rule-based governance to promote ease of doing business and ease of living in J&K.
Omar Abdullah, who holds the Finance portfolio, introduced the Jammu and Kashmir Ease of Doing Business Bill, 2026, designated as L.A. Bill No. 11 of 2026. The proposed legislation seeks to consolidate and amend the existing legal framework to replace permission-based control with rule-based governance and enable citizens and enterprises to plan, invest and work with greater certainty.
The Bill seeks to promote ease of doing business and ease of living, generate employment, attract investment and support long-term economic growth in the Union Territory.
The Chief Minister also introduced the J&K Goods and Services Tax Amendment Bill, 2026, designated as L.A. Bill No. 12 of 2026.
Four other Bills introduced by him seek amendments to laws governing the salaries, allowances and pensions of Ministers and members of the J&K Legislature.
These include the Bill to amend the Jammu and Kashmir Ministers’ and Ministers of State Salaries Act, 1956 (L.A. Bill No. 13 of 2026); the Bill to amend the Salaries and Allowances of Members of the Jammu and Kashmir State Legislature Act, 1960 (L.A. Bill No. 14 of 2026); and the Bill to amend the Jammu and Kashmir State Legislature Members’ Pension Act, 1984 (L.A. Bill No. 15 of 2026).
Omar Abdullah, who is also Minister for Law, Justice and Parliamentary Affairs, further introduced a Bill to decriminalise and rationalise offences under certain enactments to promote ease of living and ease of doing business and to repeal certain enactments.
The legislation, designated as L.A. Bill No. 16 of 2026, seeks amendments to specified enactments and repeal of certain laws as part of the proposed rationalisation of offences.
All six Bills have already been published in an Extraordinary issue of the Official Gazette.
