Itoo moves resolution on TET
SRINAGAR, SEPTEMBER 22: The Jammu and Kashmir Legislative Assembly on Tuesday passed the Jammu and Kashmir Cooperative Societies (Amendment) Bill, 2026, while the Government moved a resolution seeking exemption from the Teacher Eligibility Test (TET) for teachers appointed before October 31, 2019.
The Cooperative Societies Amendment Bill, moved by Minister for Cooperatives Javid Ahmad Dar, seeks to amend the Jammu and Kashmir Cooperative Societies Act, 1989, repeal the Jammu and Kashmir Self-Reliant Cooperative Act, 1999, and provide a transitional framework for self-reliant cooperative societies under the principal Act.
The Bill was discussed at length, with legislators Nizam-ud-din Bhat, Pawan Gupta, Balwant Singh Mankotia, Arjun Singh Raju and Rajiv Jasrotia putting forth their views and suggestions.
Responding to the issues raised by members, Dar explained the objectives of the proposed amendments and said the legislation was aimed at streamlining the cooperative framework and strengthening cooperative institutions.
He said the new framework would bring greater coherence to the sector and ensure a smooth transition of self-reliant cooperative societies into the ambit of the 1989 Act.
The Bill was subsequently passed by voice vote.
Meanwhile, Minister for School Education Sakeena Itoo moved a resolution urging the Union Government to amend Section 23 of the Right of Children to Free and Compulsory Education Act, 2009, to exempt all teachers appointed before October 31, 2019 from appearing in the TET.
The resolution also urged the Centre to take necessary legal steps and direct the National Council for Teacher Education (NCTE) to issue the requisite notification for the exemption.
Balwant Singh Mankotia, Ranbir Singh Pathania, Waheed Ur Rehman Para and Khursheed Ahmad Sheikh participated in the discussion on the resolution.
The debate on the TET exemption resolution will continue on the next working day of the Assembly.
