Extending relief

The Jammu and Kashmir Government has announced a 15% reduction in the syllabus for Class 10, 11 and 12 students in the Jammu Division’s summer zone in order to support a student-centered approach and demonstrate empathy towards the students.

Due to long periods of inclement weather and the war-like situation in the UT last year, many students experienced enormous academic disruption. This announcement is not simply an administrative decision; it represents the extension of a lifeline to thousands of young people.

The previous academic year was extraordinarily challenging for the student population of the Jammu and Kashmir region. Long periods of extreme weather disrupted how students travelled to school, forced schools to close, and left students feeling uncertain about their future.

In addition to the challenges created by the weather, students faced the daily challenges posed by their security situation, which negatively impacted both their ability to focus on their studies as well as their mental well-being. As a result, students were unable to continue their education with the same level of continuity or quality as they normally would have because of the circumstances.

It would therefore, have been both unrealistic and unjust to expect students to successfully complete the same, large curriculum given such an exceptionally challenging period.

Overall the government’s decision is clearly an example of practical leadership-the government has demonstrated that it understands that to be successful in evaluating performance, a fair assessment process must be created that considers the actual situation on the ground.

Regulatory authorities have rationalised their content through a reduction of 15% of all subjects within the course hierarchy. As a result, students will receive access to outcome-based assessments which are based on proven performance levels relevant to their capabilities and constraints of their ability to perform beyond their control.

This provides all children an opportunity to have access to a substantive learning experience by providing opportunities to further enhance or build upon knowledge gained through course work and lessen the requirement to use rote memory or quick learning techniques often used to complete a complete syllabus that may ultimately hinder student learning.

In addition, support from the government to this particular student population and their parents (psychologically) is very encouraging and create a strong foundation of trust that the government hears them, acknowledges their concerns and will change policy to support them.

Furthermore, the specific application of this targeted policy providing support to Summer Zone in Jammu Division is a clear message that there is a desire to understand and appreciate the geographic variability across the Union Territory of Jammu and Kashmir.

Finally, the actions taken by regulatory authorities provide evidence of sound governance and providing targeted solutions, rather than a one−size-fits-all model.
