Jammu, Jan 29: The Anti-Corruption Bureau in Jammu has registered a case against a former managing director and a serving deputy general manager of the State Industrial Corporation (SICOP) for alleged illegal appointment, regularisation and promotion, officials said on Thursday.
The case has been registered against R K Razdan, former MD of SICOP Jammu (now retired), Kunal Choudhary, currently Deputy General Manager of SICOP, and others.
FIR No. 01/2026 was registered under Section 5(1)(d) read with Section 5(2) of the J&K Prevention of Corruption Act, 2006, and Section 120-B of the Ranbir Penal Code (RPC) at Police Station ACB Jammu, the officials said.
“Preliminary verification revealed that Razdan, during his tenure as MD, allegedly engaged Choudhary as a Technical Assistant on a temporary basis for six months without issuing an advertisement or inviting applications from eligible candidates,” an ACB statement said.
The appointment was reportedly made at Razdan’s discretion, it said.
“Further findings indicated that Choudhary was regularised after six months without fulfilling eligibility criteria or obtaining government sanction for regularisation,” the statement said.
He was subsequently promoted to the post of Manager without following proper procedure, including advertisement or consideration of seniority of other eligible candidates, it said.
ACB officials said Razdan, in alleged criminal conspiracy with others, including Choudhary, abused his official position to confer undue benefits in terms of salary, allowances and seniority.
Investigation into the matter is ongoing, the ACB said. (KNS)
