The recently issued release of Rs 235 crore over five years, reports from the Centre indicates that the Government’s intention to support the Panchayati Raj Institutions, in Jammu and Kashmir.
It is important to take a closer look at the statement made by the Government of India regarding the allocation of Rs 235 Crores to strengthen the Panchayati Raj Institutions in J&K over five years.
On one hand, this allocation is symbolic of the commitment of the Government of India to the development of democracy at the grassroots level and the promotion of decentralised development in a politically sensitive region.
On the other hand, in terms of public trust and governance, financial allocations are simply the first, and possibly the easiest, step toward building confidence. A key question is not simply what is being allocated but rather what has been made possible through that allocation actually on the ground.
There is no doubt that empowering Panchayats in Jammu and Kashmir has tremendous symbolic and substantive value.
The Rs 235 Crores allocated over five years is also intended to serve as the fuel of the engine that provides for local self-governance through local elected representatives.
Examples of planned uses of these funds include the construction and improvement of infrastructure at Panchayat Ghars, improved digital connectivity, assisting elected representatives to build capacity to provide solutions to local issues, including water, roads, sanitation, and social welfare. While it is a significant amount of money, success and impact on the ground can only be measured by the actions taken to translate it into action, not by the money itself.
The Centre and the Union Territory administration need to create the right infrastructure to enable the local bodies to become the vibrant centres of democracy that they were intended to be.
For the nation to fully commit to a new Constitution for its citizens, a budget of Rs. 235 crores would be necessary for initial investment. However, the ultimate benefit would be true local self-governance, which is the ultimate goal of any democracy.
