The road ahead

The allocation of computers to every Gram Panchayat in Jammu and Kashmir has helped facilitate an administrative system that has the capacity for greater transparency, accountability, and efficiency to occupy every Gram Panchayat.

The ability to access digital information not only allows our panchayat officials to track records and process requests, but reduces the time and burden of red tape, allowing for more timely and effective sharing of information and services.

This development helps to contribute to the larger aspirations of the vision of Digital India, and ultimately will help to achieve the ambition to reach the last mile for digital service delivery.

Now that we have the hardware, the reasonable hope for transformation will emerge when Jammu and Kashmir is able to adapt online financial audits and digital payment systems at the panchayat level. Without these systems there are severely limiting qualities to moving beyond merely manual transactions and delays in audits.

Digital financial tools would add transparency because online audits would make sure funds are tracked in real time and decrease the chances of discrepancies and corruption.

The introduction of digital payments would further eliminate cash transactions, decreasing delays in receiving wages in schemes like MGNREGA and other welfare schemes.

The Central and UT governments must prioritize the digital payment gateway development and e-audit systems, based on the existing systems already in place.

Training programs will be needed for the panchayat representatives about digital financial management, to ensure a smooth transition.

Jammu and Kashmir’s accomplishment of getting all Gram Panchayats into a computerized system, will be an admirable first step, with the next level being the full digitization of finances, to realize the potential of this project and serve as a model for other states.

The initiative of developing Gram Panchayat shall be further taken to the next level and other similar developments shall also be boosted.
