A welcome move

The Jammu and Kashmir Power Development Department (JKPDD), has made a commendable decision to extend the Power Amnesty Scheme for domestic consumers until March 31, 2026.  This is an important development, since it reinforces the government’s commitment to assisting economically weaker households, while being sensitive to the business viability of the power utility.

The Amnesty Scheme was introduced last year and was very well received by thousands of consumers who owe notoriously high pending accounts for electricity consumption. By providing a one-time settlement opportunity with interest and penalty charges waived, families of lower income have an opportunity to regularize their electricity connection and eliminate the burden of an outstanding payment, without undue stress.

For the JKPDD, it has also significantly improved revenue recovery to date, as consumers have benefitted from the option to get rid of their heavy outstanding, and the government has helped lighten some of the burdens on the consumers.

The extension to this scheme is a pro people initiative, that recognizes that many households in the Jammy and Kashmir union territory are struggling economically. Electricity is a necessity for life and people who are struggling financially will not benefit from punitive action against a defaulting consumer, when it is clear that the defaulting has occurred based on true economic hardship. Instead, the amnesty scheme provides a fair option that helps people, evens the score with the JKPDD, encourages a commitment to compliance, and builds goodwill.

Furthermore, the scheme’s success in recouping dues that have been pending, proves its popularity. By continuing with it, the JKPDD enables more consumers to reap the benefits, and again helps to stabilize the power distribution system.

The extension also demonstrates the administration’s responsive and pragmatic style of governance – providing public welfare as well as providing for fiscal responsibility.

As the scheme carries on for a further two years, we encourage eligible consumers to take full advantage of this chance to settle their outstanding dues, with no further penalties on it. Simultaneously, the government must keep going with such consumer-friendly policies, with an empathic mind and with efficiency in mind.

Continuing the Power Amnesty Scheme is a step in the right direction, which should be acknowledged and supported by the public. It also reiterates the administration’s commitment to inclusive development, which ensures that no household remains in the dark because of being unable to pay for electricity.
