Building a railway line connecting Anantnag to Pahalgam in the picturesque Kashmir Valley has almost ignited opposition from local farmers. Development-needs, it is commonly said, work as an engine of economic progress; however, the whole controversy regarding this railway project concretely brings forward a far greater conflict: that of modernization vis-a-vis survival of the local realities and livelihoods. The Anantnag-Pahalgam railway line is one of the parts of a greater regional connectivity improvement in which interested people suppose it would enhance tourism-like activities, commercial opportunities, and employment provision. So, as much as it is promising, this, as mentioned above, bears new economic activity into this area with benefits supposed to be spilled over into hospitality, handicrafts, and other retail markets. With this railway line, according to the government, ‘development’ in the sense that it relieves Kashmir of its remoteness and assimilates it more into the economic penumbra of the country. However, this has been an intensely criticized project for local farmers. To them, it is not about infrastructure alone; it is a threat to their own means of survival. Much of the land set aside for railway construction is, according to the locals, within fertile agricultural areas, which are the key source of their livelihoods for farming families in this part of the region. As Kashmir continues to face much deeper internal opinionated and economic problems, it is important that any development initiative promotes harmony within the state rather than division. Land means more than income to farmers; it is a cultural and emotional attachment as well. The symbols of this identity cultivated in saffron, apples, rice, and lots of other fruits or vegetables of the valley form the deep core essence of this identity. Reasonable alternatives like rerouting the railway to pass through agricultural areas, appropriate compensation for farmers must be considered. It should be ensured that every development project undertaken within the region is such that it could be truly people-centered, equitable, and respectful of local aspirations.
