Srinagar: The Election Commission of India (ECI) has released a comprehensive set of guidelines for media coverage during the 2024 Legislative Assembly elections in Haryana and Jammu & Kashmir.
With polling scheduled to take place in three phases in Jammu & Kashmir on September 18, 25, and October 1, and in a single phase in Haryana on October 1, the ECI emphasized the importance of adhering to Section 126 of the Representation of the People Act, 1951, which restricts the broadcast of election-related content during the 48-hour silence period before polling.
Section 126(1)(b) prohibits the display of any election matter via television, cinema, or similar apparatus in polling areas during this period. Violation of these provisions can result in imprisonment for up to two years, a fine, or both. The ECI reiterated that any content intended to influence the election outcome is strictly forbidden, including political advertisements disguised as news items.
The Commission also highlighted restrictions on political advertisements across various media platforms, including TV, radio, social media, and print. The use of bulk SMS, voice messages, and audiovisual displays promoting any party or candidate during the silence period is also banned.
The ECI has further directed that no political advertisements be published in print media on the day of polling or the day before, without prior certification from the Media Certification and Monitoring Committee (MCMC). This measure aims to prevent misleading advertisements that could sway voters at the last minute.
In addition to these guidelines, the ECI reminded media outlets of the existing codes of conduct issued by regulatory bodies, including the Press Council of India and the News Broadcasting Standards Authority, to ensure fair and ethical reporting during the elections. Social media platforms are also expected to follow the “Voluntary Code of Ethics” developed by the Internet and Mobile Association of India (IAMAI) to maintain the integrity of the electoral process.
All stakeholders, including TV channels, radio stations, social media platforms, and print media, are urged to comply with these guidelines to ensure a free and fair election process.
