Srinagar: Jammu and Kashmir Chief Secretary Atal Duloo has urged the administrative machinery to devise a comprehensive and effective strategy to ensure the complete realization of all targets set by Prime Minister Narendra Modi during the first two National Conferences of Chief Secretaries (NCS).
While addressing a meeting of administrative secretaries, Duloo not only stressed the importance of completing unfinished goals from the previous conferences but also set the tone for seamless implementation of ambitious new targets laid out during the latest NCS held in December 2023.
Pertinently, in the first two NCS conferences, held in 2020 and 2021, PM Modi had set out significant goals in areas like infrastructure development, ease of doing business, education, healthcare, and social welfare.
Atal Duloo acknowledged that while significant progress has been made on these fronts, there is still room for improvement and emphasized the need for a “time-bound, result-oriented approach” to achieve optimal outcomes.
His statement highlighted several areas that require particular attention. He identified the completion of ongoing infrastructure projects like roads, bridges, and power plants as a top priority.
Additionally, he underlined the importance of accelerating progress in enhancing administrative efficiency through initiatives such as e-governance and simplifying bureaucratic processes.
The Chief Secretary also emphasized the need to push for rapid strides in social welfare schemes like providing clean drinking water to all households, improving healthcare access, and empowering women and marginalized communities.
An official while talking to Precious Kashmir said, “The Jammu and Kashmir administration is particularly keen to ensure that the new targets announced at the 3rd NCS are implemented to the best possible standards. These include ambitious goals like achieving saturation in key schemes like Ayushman Bharat Digital Mission and Har Ghar Nal Jal Mission, promoting sustainable agriculture, and fostering innovation and entrepreneurship.”
He said that the Chief Secretary has directed the secretaries to formulate detailed action plans with specific timelines and deliverables for each target. “To ensure efficient monitoring and evaluation, the Chief Secretary directed the officers to submit the action taken report to his office. He also stressed on the need to identify bottlenecks besides the importance of inter-departmental coordination and collaboration in achieving these goals,” the official added.
The Chief Secretary’s call to action serves as a crucial step in translating the ambitious goals set by PM Modi into concrete outcomes. With its renewed focus on efficient implementation and robust monitoring, the J&K administration aims to not only ensure the completion of past targets but also pave the way for a future marked by sustainable development and progress.
