Srinagar: Implementation of welfare schemes for women and children in Jammu and Kashmir has undergone a transformative change in the delivery mechanisms.
These changes, according to the officials, have enabled the benefits to reach the last person in the queue, ensuring empowerment and upliftment for the most vulnerable sections of society.

An analyst while talking to Precious Kashmir said, “The implementation of welfare schemes, particularly targeting women and children, has always been a critical aspect of government policies. However, often due to operational challenges, the intended beneficiaries were left waiting in long queues, with the most marginalized often losing out on their rightful entitlements.”
He said, “In the recent past the government has recognized the need for a more efficient and inclusive approach, the Jammu and Kashmir administration has launched an ambitious plan to revamp the delivery mechanisms of welfare schemes. The aim has been to streamline the processes and bridge the gap between the schemes and the intended beneficiaries.”

An official said, “A series of measures have been introduced to ensure the efficient and transparent delivery of welfare benefits at the grassroots level. One of the key initiatives has been the establishment of dedicated help desks in each district, where women and children can receive assistance in navigating through the various schemes available to them.”

“These help desks act as a one-stop-shop, providing information and guidance on eligibility requirements, application procedures, and required documents. This enables women and children from remote areas, who may be unaware of their entitlements, to easily access the welfare schemes tailored to their specific needs.”

Pertinently, the implementation of an online application portal has drastically reduced the paperwork and waiting time associated with availing welfare schemes. By simply filling out an online form, eligible beneficiaries can now directly apply for the various schemes, minimizing hurdles and eliminating the need for intermediaries.
To ensure transparency and accountability, the Jammu and Kashmir administration has also introduced a real-time tracking system. This system allows applicants to track the status of their applications, thus eliminating any possible delays or discrepancies in the delivery process.
According to the officials the changes in the delivery mechanisms have had a profound impact, particularly on marginalized communities, by ensuring that benefits reach the beneficiaries. The reforms have targeted women and children across various sectors, including education, health, nutrition, and employment.
“Schemes like the Mid-Day Meal Scheme, aimed at providing nutritious meals to school children from disadvantaged backgrounds, have witnessed a remarkable improvement in coverage and quality. With the enhanced delivery mechanisms, the enrollment in schools has increased, ensuring that no child misses out on proper nutrition and education,” said an official adding, “Similarly, welfare schemes like the Pradhan Mantri Matru Vandana Yojana, a conditional cash transfer program for pregnant and lactating women, have seen greater success in reaching the intended beneficiaries. The streamlined delivery mechanisms have ensured that women from remote areas receive financial assistance during pregnancy, empowering them to secure their maternal and newborn health.”
With streamlined processes, increased transparency, and targeted support, the administration has played a pivotal role in empowering women and children, leading to a more inclusive and equitable society.
