DC Anantnag reviews preparations for B2V4, Jan Abhiyan

Anantnag: Deputy Commissioner (DC) Anantnag, Dr. Basharat Qayoom Friday convened a meeting of the District and Sectoral officers to discuss the arrangements for the upcoming B2V4 programme and Jan Abhiyan aimed at saturation of selected deliverables.

The DC briefed the meeting about events to be conducted during B2V4 and asked the officers to focus on saturation of deliverables and ensure public outreach.

He said Back to Village Program is a flagship program of the Government and provides valuable feedback regarding implementation of schemes and government policies at ground level and as such every district and sectoral officer shall ensure that field functionaries are deployed and available to address public queries regarding schemes as well as objectives as finalized in the preceding B2V programs and their achievements.

He said department wise deliverables are to be saturated as part of Jan Abhiyan and completed by mandated timelines.

ACD Anantnag informed the meeting that they are preparing the list of all works executed under previous B2V programmes and ensured that gaps if any will be filled up before commencement of the B2V4.

The DC directed the RDD for writing down on the wall the name of works executed under previous B2V in each Panchayat besides providing  awareness regarding Digital J&K and services being provided online by various departments.

He said that directions have already been issued in this regard to hold meetings with stakeholders in smooth implementation of  self employment schemes.

Emphasising on youth engagement and providing self employment, concerned officers were directed to ensure at least 15 youth per panchayat are offered and enrolled in self employment schemes of Govt.

Agriculture department has been given the task to organise mega Kisan Melas at district headquarters in addition to blocks and panchayats.  Similarly the Saturation of deliverable related to Village Haats by the concerned stakeholders regarding UDID saturation CMO was directed to prepare a roster of medical board block-wise so that beneficiaries are assessed in a decentralised manner and delay can be avoided.

The DC said that mainstreaming each Out of School children is one of the most important deliverables of the School Education department and directed the CEO to take it on a mission mode and ensure each OOSC will be brought to school before the start of B2V 4.

Regarding Public Awareness and IEC, Vehicles with PA system, Banners, have been flagged-off by the DC to carry out the awareness in each block.

While taking strong note of under performance by Horticulture and Floriculture departments, the DC directed them to improve performance with responsibility by setting daily targets.

Acknowledging the progress in Family enrolment in PMJAY (Sehat), DC directed CMO to further ensure enrolment of Individual beneficiaries at all panchayats utilising services of CSCs and complete before commencing of B2V4.

He directed the officers to submit the action taken report on deliverables as per directions besides emphasized the departments to ensure close monitoring and follow-up for cent percent achievement and saturation of schemes within stipulated time.

The meeting was attended by ADDC, ADC, CEO PDA, CEO KDA, JD Planning, SDMs, ACR, ACD, CMO, SEs, Principles of various GDCs and Polytechnics, LDM, Executive Engineers of various departments, CAO, CAHO, CHO, CEO, DD Fisheries, BDOs, AD Tourism, DSWO, AD Food among others.
