Smart City: Jammu to have ICCC, ITM, Web GIS soon

Div Com reviews progress of projects awarded to Bharat Electronics Ltd & JaKeGa

Jammu: The city of temples will soon have Integrated Command & Control Centre, Intelligent Traffic Management System and web GIS based e-bill pay for Civic Services under Jammu Smart City Project.

Divisional Commissioner Jammu, Dr Raghav Langer, who is also the chairman of Board of Directors JSCL on Friday, chaired a meeting of concerned officers here at Div Com office, to review the progress and implementation of projects awarded to the Bharat Electronics Limited and JaKeGa by Jammu Smart City Limited.

Among others, CEO JSCL, Avny Lavasa; CEO JaKeGa, Amit Sharma; Senior Superintendent of Police Traffic Jammu, Kaushal Sharma; Additional CEO JSCL, Hitesh Gupta; ICT Expert (Project Management Consultants); MIS Expert PMC, representatives of Bharat Electronics Limited and other concerned officers.

Pertinently, the Jammu Smart City Limited (JSCL) has signed a contract agreement with Bharat Electronics Limited (BEL) for setting up the ICCC for Jammu city at a cost of Rs 53 crore.The ICCC will integrate all civic and essential services on a single platform to facilitate monitoring and addressing public issues in real time.

The ICCC project will help in establishing a collaborative framework where input from different functional departments of Jammu Municipal Corporation and other stakeholders such as JDA, Transport, Water, Fire, Police, e-governance, etc. can be assimilated and analysed on a single platform, resulting in aggregated city level information.

Further, this aggregated city level information can be converted to actionable intelligence, which would be propagated to relevant stakeholders and citizens.

The command centre will be one place from where traffic, CCTV, water and other services would be integrated into a single command room.

During the meeting, the representatives of BEL gave a detailed powerpoint presentation and apprised that the project has different components like Integrated Command & Control Centre (ICCC), Enterprise GIS solution : property survey, Disaster management system, Central grievance redressal mechanism, Intelligent traffic management system, Public addressing system, Environmental sensors, CCTV Surveillance System, my Jammu Mobile Application and Environmental Sensor.

Regarding the Intelligent traffic management system, it was informed that out of total 64 junctions of Jammu city the BEL team has selected 44 junctions for implementation of project in phase 1 for which Ground Survey of 44 Traffic Junctions has been Completed.

The proposed system will help in detecting violations like, Black Listed Vehicle , Automatic Number Plate Recognition, Red light violation, Speed limit violation, Triple riding detection, No Helmet Detection, No Seat Belt Detection, Mobile usage while driving, Automatic E-Challan generation through MORTH Site.

The team also apprised about the features of Web GIS solution like, Basemap Preparation – NRSC Satellite Imagery, Creation of Various layers by collecting spatial & attribute data, Door to Door property Survey & geo tagging of properties, Automate entire property tax system, Development of citizen mobile app for grievance management, Setup and integrate Document management system with GIS solution, Satellite imagery acquisition for change detection etc.

It was informed in the meeting that the work on various components would be executed under phased manner, besides, ICCC Room survey has been done and layout design was in progress and work on development of myJammu APP was also under progress.

Pertinent to mention that the Rajbhawan J&K is constantly monitoring the progress of works under Smart City projects of Jammu & Srinagar cities for expeditious implementation.

The Divisional Commissioner also instructed the concerned officers to expedite placement of order on OEMs/SI & and Stakeholder Consultation & Co-ordination for smooth execution of ICCC and integration of other citizens’ services.
