No approval to buildings, bridges without approach roads: Govt

Srinagar: In a significant move, the administration of Jammu & Kashmir Union Territory has directed all administrative secretaries that they should not give approval for construction of buildings, bridges and other government establishments, which don’t have proper connectivity/approach road.

The Finance department on Wednesday directed the administrative secretaries that no technical sanction/administrative approval should be accorded to buildings/bridges which do not have the connectivity/approach road incorporated in the project.

“It should be ensured that all the projects to be undertaken for execution having requirement of approach roads shall include the cost of approach roads in the detailed project reports (DPRs) as an integral component and no technical sanction/administrative approval should be accorded to such buildings/ bridges which do not have the connectivity/approach road incorporated in the project, or any other essential component necessary to achieve intended outcome of the project, or any other essential component necessary to achieve intended outcome of the project,” read the circular, a copy of which is in possession of The Precious Kashmir.

The Finance department has also directed the administrative secretaries that while sanctioning the projects, integrated approach should be followed. The move comes after the government noticed that certain buildings/bridges were being constructed by the executing agencies without approach roads to them.

“It has been observed that certain government buildings, bridges and other establishments are constructed by the executing agencies without approach roads to these projects/bridges etc.,” it states.

The circular further state that lack of approach roads causes problems to the general public at large and the intended outcome of the project is not achieved.
