Govt releases Rs 600 lakh for construction

Srinagar, Dec 10: The Jammu and Kashmir government has released Rs 600 lakh under Prime Ministers Development Package (PMDP) -2015 for construction of transit accommodation for Kashmiri migrant employees at village Wandhama in central Kashmir’s Ganderbal district.
An order issued under number 93 JK (DMRRR) of 2020, dated 04-12-2020 reads that sanction is hereby accorded to the release of funds to the tune of Rs 600.00 Lakh (Rupees Six hundred Lakh ) only under PMDP out of the funds authorized by the Finance Department under detailed head 115-Works in favour of Relief & Rehabilitation Commissioner (Migrants), Jammu through BEAMS portal for Construction of Transit Accommodation for Kashmiri migrant employees at Village Wandhama District Ganderbal and its onward placement with the Executing Agency as per the project approved under the Prime Minister’s Development Package (PMDP) – 2015.
The order, which was issued by Secretary to Government, Department of Disaster Management, Relief, Rehabilitation & Reconstruction, Simrandeep Singh reads that the funds have been placed at the disposal of Relief and Rehabilitation Commissioner (Migrants), J&K, Jammu.
“The Director Finance, Disaster Management, Relief, Rehabilitation & Reconstruction Department shall transfer the said funds to the Relief & Rehabilitation Commissioner (Migrants), J&K, Jammu through BEAMS portal,” the order reads.
It said the funds so released shall be utilized by the concerned authority only for the purpose specified after observing all pre-requisite formalities and procedures as required under rules and shall not be available for further re-appropriation/diversion at any level and for any reason whatsoever. In accordance with Appropriation Act (No. 04), 2020 No. 11 of 2020 dated 25.03.2020 controlling officer (s) FA&CAOs/CAOs/AOs shall ensure that all budgetary allocations have been maintained strictly as per demand for Grants besides releasing funds through BEAMS.
The execution of works shall be taken up strictly for the approved schemes within the approved cost and no liability shall be created ensuring financial discipline in the system, until specifically authorized by the Finance Department, the order said, adding that all the projects/schemes and infrastructure projects in particular, must be supported with technically vetted DPRs and must be prepared by the executing agencies in close consultation with user agency. Only such works shall be authorized for execution, as have prior administrative approval, technical sanction and appropriate financial sanction. All cost revisions as a last resort whatever justified must have prior sanction/approval of the Competent Authority.
It mentioned the procurement plans for conceiving the nature and quantity of public goods and services to be procured for preparation of tenders/RFQs/EOls to final award of the contract by the department shall be limited by an outermost cap of 60 days. Any spill over in timeline shall be allowed only under the orders of the competent authority with cogent reasons.
“The projects/schemes shall be executed and completed strictly within the timeline as stipulated in the tender document and as fixed by the competent authority. The controlling officers/district development commissioners shall immediately release the funds to the line departments/executing agencies within the time period of 15 days from the date of authorization of funds by the Finance Department, beyond which it shall be deemed to have been withdrawn,” it reads.
The order further reads that Treasury Officers concerned shall ensure that releases have been made by the DDO(s) via BEAMS. Treasury Officers shall also be personally liable for making any payment not authorized and accepted on BEAMS application.
The Departments shall ensure that the expenditure of the allotted funds are made in stipulated timeframe within the quarter for which the funds have been released. The advance drawal proposals, if required, shall be supported with all standard conditions viz-a-viz utilization certificate and furnished for approval of the competent authority within the specified quarter in which funds are released.
The funds shall not be utilized for the schemes/projects approved for funding through JKIDFC under the “Languishing Projects Funding” scheme and these projects/schemes stand deemed to be excluded from UT/District Sector Capex Budget.
The ban on engagement of casual workers, need based workers etc. shall continue to be in force. The respective controlling officer shall invariably have the condition that the Departments shall refrain from making fresh engagements under projects/schemes
There shall be no expenditure on revenue or revenue like components out of UT or District Capex budget. The expenditure shall be debited to the appropriate head of account as provided in the Demand for Grants and available on the BEAMS portal.
The Controlling/District Sectoral Officers shall be personally responsible for any liability created on account of approved/un-authorized works. The executing agencies while preferring bills to Treasuries shall invariably ensure photographic evidence of all works pre, during and post execution along with Latitude-Longitude coordinates of the project location for its uploading into the system being devised for the purpose.
The Matching Share of the Centrally Sponsored Scheme (CSSs) and expenditure to be incurred on utility shifting, land compensation etc, under PMDP projects shall be first charge on the Funds lapsing to the Government during the last quarter.
Relief & Rehabilitation Commissioner (Migrants), Jammu shall ensure submission of monthly revenue and expenditure statement to the Administrative Department before 5th of the following month. The expenditure shall be made strictly according to the classification under which funds have been authorized by the Finance Department. 20. Treasury Officers shall not allow parking or drawal of funds in the Civil Deposit without the prior concurrence of the Finance Department.
The Relief & Rehabilitation Commissioner (Migrants), J&K, Jammu shall send the Utilization Certificate (UC) of the funds as early as possible and positively before 31-03- 2021 to this department. 22. C.A.0, Relief 8 Rehabilitation Commissioner (Migrants), J&K, Jammu shall vouchsafe the utilization of funds as per the Codal Procedure/Government of India guidelines.
The Relief & Rehabilitation Commissioner (Migrants), JBK, Jammu shall incur expenditure strictly as per the guideline of the scheme and the conditions laid down in the sanction letter of the concerned ministry of Government of India.
