Panel on division of assets, liabilities between J&K, Ladakh UTs set to submit its recommendations

Srinagar, Feb 26: A high-panel headed by former defence secretary Sanjay Mitra is set to submit its recommendations to the Government of India on division of assets and liabilities of the erstwhile state of Jammu and Kashmir between successor Union Territories of Jammu and Kashmir and Ladakh.

Authoritative sources told wire service—Kashmir News Observer (KNO) that Kashmir News Observer, the panel is expected to submit its report to Union Home Ministry and Lieutenant Governer of Jammu and Kashmir by or before March 08.

“The panel is giving final touches to the report,” they disclosed. The panel was constituted nearly a month after the Parliament passed Jammu and Kashmir Re-Organisation Act which partitioned J&K into two UTs.

On September 9, last year, the MHA constituted the panel of three officers- Sanjay Mitra (ex- defence secretary), Arun Goyal (former IAS officer) and Giriraj Prasad Gupta (ex-Indian Civil Account Service).

In the past six months, the panel twice visited Jammu and Kashmir in the past six to work out division of assets and liabilities between the newly created territorial entities.

It also collected details from different departments about their assets and liabilities under section 84 of J&K Re-organisation Act, the apportionment of the assets and liabilities of the existing State of Jammu and Kashmir shall be subject to the recommendations of the committee.

The law further states that the process of apportionment shall be completed within a period of twelve months October 31, 2018- the appointed day for creation of J&K and Ladakh UTs
